SHIPS LIFE-SAVING APPARATUS


15.1 REPORTS 15.1.1 Reports of Equipment Lost Vessels at sea within UKSRR which lose life-saving apparatus (LSA) overboard, e.g. lifeboats, liferafts or lifebuoys, are required to report such losses as soon as possible to HM Coastguard or to a harbour authority. Failure to do so may result in unnecessary concern for the vessels safety should the equipment be recovered by another vessel or drift ashore. However, it should be appreciated that mariners may fail to report the loss, or may be unaware of any missing equipment. Informer (Lloyds) intelligence must always be informed of the finding or loss of life saving equipment. 15.1.2 Reports of Equipment Recovered Life-saving apparatus found at sea or drifting ashore and reported to a co-ordination centre may well be the first indication of Distress. The co-ordination centre MUST therefore take action to identify the parent vessel and confirm its well being. 15.2 PROCEDURE FOR ENQUIRIES

15.2.1 MRCC Action Because the report of the finding of life-saving apparatus may be the first indication of a distress, the following action is to be taken without delay: a obtain full details of the equipment; any markings, name, port of registry, manufacturer and condition of the equipment (marine growth etc). If it is a liferaft, obtain the manufacturers name, type, serial no, service date and condition. Checks should be made to confirm whether the raft has been fully inflated, are the openings open or closed and has any of the equipment on board been used; check with Informer (Lloyds), flank stations and harbour authorities etc, for reports of vessels losing equipment; enquire of any authority who might be able to help identify the owner, including foreign RCCs who may have received reports of, or be engaged in enquiries for, overdue vessels.

Once identified the vessel should be contacted and its whereabouts and safety confirmed. If unsuccessful, treat the incident as a vessel missing or overdue vessel. 15.2.2 Action by the Vessel Reporting the Find In most cases, a liferaft in particular will have washed overboard from a vessel in bad weather. However, this is not an assumption that can be relied upon in SAR. An immediate trace should be made to locate the vessel from which the liferaft belongs. If the vessel has sunk then the liferaft will act as a datum point from which an immediate rapid response search can be conducted to look for other lifesaving aids. With that in mind, the liferaft should not be recovered, and the vessel reporting the find could start searching upwind of the liferaft looking for other liferafts, life-rings, debris or pollution. If the vessel can not be located, the incident will then be treated as a missing or an overdue vessel and action will be taken in accordance with Section 4. In such circumstances, the liferaft will provide a useful datum point. If the vessel from which the liferaft originated is located safe and well, and can confirm that she is missing a liferaft, then if possible it should be recovered. If it not possible for the finder e.g. a small leisure craft of a helicopter to recover and if there is no other vessel in the vicinity that could recover it, then instructions may be given to slash the liferaft it sink it or to indicate that it has already been the subject of investigation. 15.3 REPORTING LOST AND FOUND LSA

15.3.1 Lost LSA / Equipment Reports Reports from any source of lost Life Saving Apparatus (LSA), which could include small boat tenders, dinghies, liferafts, liferings etc. should be record in the 'Lost and Found' G&I page in Vision. See Annex A for the detail required. The WM should consider the position of the item, wind and tide and determine a direction of drift. If it is likely that the item may drift into another SAR area or foreign SRR, a Lost LSA/Equipment Report should be sent by GD92 message to the appropriate MRCC (See Annex A). It may also be appropriate to inform other authorities such as harbours, ports, marinas, etc if it is likely that the lost item could be found by, or be reported to them. Reports from other MRCCs should also be added to your GI for reference. 15.3.2 Found LSA / Equipment Reports An MRCC informed of 'found' LSA/Equipment should complete a Found Report (See Annex A) and send a copy to adjacent MRCCs and foreign MRCCs if appropriate. If the found LSA/Equipment had previously been logged as lost, the signal should include a reference to any earlier reports. If the found object is recovered, the Lost & Found G&I record can be deleted. On receipt of Found Report, WMs should check their Lost and Found Records to check whether the LSA/Equipment had been reported to them. Harbours, ports and marinas, etc. may also be contacted at the WMs discretion. 15.3.3 Action to be Considered If no positive reports are received, the SMC should consider the circumstances and description of the found item(s), and consider taking appropriate SAR action if it is believed that the find could indicate a casualty situation. The MRCC to whom a found report has been made should also consider contacting the Receiver of Wreck to check if the equipment may need to be reported to them officially. 15.3.4 Lost LSA / Equipment Sighted but not Recovered If previously reported Lost LSA/Equipment is reported sighted but not recovered, an update sighting report should be sent to the MRCCs that had previously been informed of the loss and local Lost and Found records updated with the information.

15.4

INFLATABLE LIFERAFTS

15.4.1 Coastguard Liaison with British Liferaft Manufacturers In order to obtain assistance from British liferaft manufacturers in identifying the owner of an unoccupied liferaft, selected co-ordination centres have been designated as liaison stations. The preferred method of contact is through the liaison station, however, Annex C - Liferaft Manufacturers and their UK Representatives Contact Details provides a comprehensive list of liferaft manufacturers, not all of which have liaison protocols. 15.4.2 Identification of Liferafts Liferafts are required to be marked with a serial number and the manufacturer's name. In addition DfT recommends also that the name of the vessel and port of registry be marked in black letters on the canopy and in white on the underside of the raft (yachts liferafts may be marked with the Sail number). Where frequent transfer of liferafts occurs, such as between ships of a Fleet, or where rafts are hired out to yachts and other small craft, it will be impractical to mark rafts in the recommended manner. The name of the controlling organisation together with a serial number may then be substituted for a vessels name and port of registry.
