conferred by section 28 & 29 of the Indian Boilers Act. The Indian Boilers Act was formed in 1923, 23 February to consolidate and amend the law relating to steam boilers.

TOP Which steam boilers and steam pipes are regulated by IBR ? Steam boiler: Steam boilers under IBR means any closed vessel exceeding 22.75 liters in capacity and which is used expressively for generating steam under pressure and includes any mounting or other fitting attached to such vessel which is wholly or partly under pressure when the steam is shut off. Steam pipes: IBR steam pipe means any pipe through which steam passes from a boiler to a prime mover or other user or both if pressure at which steam passes through such pipes exceeds 3.5 kg/cm2 above atmospheric pressure or such pipe exceeds 254 mm in internal diameter and includes in either case any connected fitting of a steam pipe. The owner of any boiler which is not registered under the provisions of this Act may apply to the inspector to have the boiler register. Every such application shall be accompanied by prescribed fee. On receipt of an application under subsection (1),the inspector shall fix a date, within thirty days or such shorter period as may be prescribed from the date of the receipt, for the examination of the boiler and shall give the owner there of not less than ten days notice of the date so fixed. On the said date the inspector shall proceed to measure and examine the boiler and to determine in the prescribed manner the maximum pressure. If any , at which such boiler , may be used, and shall report the result of the examination to the Chief Inspector in the prescribed from. The Chief Inspector, on receipt of the report, may a) Register the boiler and assign a register number thereto either forthwith or after satisfying himself that any structural alteration, addition or renewal which he may deem necessary has been made in or to the boiler or any steam-pipe attached, or Refuse to register the boiler:

Provided that where the Chief Inspector refuses to register a boiler, he shall forthwith communicate his refusal to the owner of the boiler together with the reasons therefor. 5) The Chief Inspector shall, on registering the boiler, order the issue to the owner of a certificate in the prescribed form authorising the use of the boiler for a period not exceeding twelve months at a pressure not exceeding such maximum pressure as he thinks fit and as is in accordance with the regulations made under this Act: The Inspector shall forthwith convey to the owner of the boiler the orders of the Chief Inspector and shall in accordance therewith issue to the owner any certificate of which the issue has been ordered, and, where the boiler has been registered, the owner shall within the prescribed period cause the register number to be permanently marked thereon in the prescribed manner. A certificate authorising the use of a boiler shall cease to be in force

a. On the expiry of the period for which it was granted, or b. When any accident occurs to the boiler, or c. When the boiler is moved (excluding vertical boilers with heating surface less than 200 sq.ft., (portable boilers or vehicular boilers), or d. When any structural alteration, addition or renewal is made in or to the boiler, or e. If the Chief Inspector in any particular case so directs when any structural alteration, addition or renewal is made in or to any steam pipe attached to the boiler, or f. On the communication to the owner of the boiler of an order of the Chief Inspector or Inspector prohibiting its use on the ground that it or any steam pipe attached thereto is in a dangerous condition 2) Where an order is made under Clause (f) of Sub Section (1) the grounds on which the order is made shall be communicated to the owner with the order. 3) When a certificate ceases to be in force the owner of the boiler may apply to the Inspector for a renewal thereof for such period not exceeding twelve months as he may specify in the application. [Provided that where the certificate relates to an Economiser or an unfired boiler which forms an integral part of a processing plant in which steam is generated solely by use of oil, asphalt or bitumen as a heating medium, the application for its renewal may be for a period not exceeding twenty-four months.] 4) An application under Sub Section (3) shall be accompanied by the prescribe fee and, on receipt thereof, the Inspector shall fix a date, within thirty days or such shorter period as may be prescribed from the date of the receipt, for the examination of the boiler and shall give the owner thereof not less than ten days notice of the date so fixed.

Provided that, where the certificate has ceased to be in force owing to the making of any structural alteration, addition or renewal, the Chief Inspector may dispense with the payment of any fee. [Provided further that in the case of an Economiser or an unfired boiler which forms an integral part of a processing plant in which steam is generated solely by use of oil, asphalt or bitumen as a heating medium, the date fixed for its examination shall be within sixty days from the date of the receipt of the application and the owner shall be given not less than thirty days notice of the date so fixed.] 5) On the said date, the Inspector shall examine the boiler in the prescribed manner and if he is satisfied that the boiler has a steam pipe or steam pipes attached thereto are in good condition shall issue a renewed certificate authorising the use of the boiler for the specified period at a pressure not exceeding such maximum pressure as he thinks fit and as is in accordance with the regulations made under this Act. [Provided that renewed certificate issued under this subsection in respect of an Economiser (or of an unfired boiler which forms an integral part of a processing plant in which steam is generated solely by use of oil, asphalt or bitumen as a heating medium) may authorise its use for a period not exceeding twenty four months] Provided further that if the Inspector a) Proposes to issue any certificate i) ii) b) having validity for a less period than the period entered in the application or Increasing or reducing the maximum pressure at which the boiler may be used or

Proposes to order any structural alteration, addition or renewal to be made in or to the boiler or to any steam pipe attached thereto or Is of opinion that the boiler is not fit for use the Inspector shall within 48 hours of making the examination inform the owner of the boiler in writing of hid opinion and the reasons therefore and shall forthwith report the case for orders to the Chief Inspector.

The Chief Inspector, on receipt of a report under Sub Section(5), may, subject to the provisions of this Act, and of the regulations made thereafter, order the renewal of the certificate in such terms and on such conditions, if any, as he thinks fit, or may refuse to renew it: Provided that where the Chief inspector refuses to renew a certificate, he shall forthwith communicate his refusal to the owner of the boiler, together with the reasons therefore.

Nothing in this section shall be deemed to prevent an owner of a boiler from applying for a renewed certificate therefore at any time during the currency of a certificate. TOP

Required Age and Training for qualifying admission for First Class Boiler Engineers Proficiency Examination. Age and Training of First class candidates Subject to the proviso below, a candidate for a certificate of proficiency of the first class must not be under 23 years of age and shall not be admitted to examination unless he proves to the satisfaction of the board that he has received such training as is required by Rule 141 in the case of a candidate for a certificate of the second class and possesses or is able to claim a certificate of the second class and in addition thereto has served after having obtained such certificate for not less than one year as engineer in charge of steam plant, the boilers being not less than two in number and each of not less than 46 square meters heating surface. Proviso for direct admission Provided that any applicant who has fulfilled the training requirements prescribed in Rule 141 for candidates for a certificate of the second class and in addition has served for not less than three years in the position prescribed in this Rule, may be admitted direct to examination for a certificate of the first class although he has not obtained a certificate of the lower grade. Proviso for relaxation of service condition Provided further that where an applicant does not fulfil all the service conditions laid down in clause (c) of rule 141 or in this rule, the board may, if it is satisfied that the applicant has served, in another position for the minimum period laid down therein and obtained

sufficient practical experience relax such conditions and admit him to the examination. **

Required Age and Training for qualifying admission for Second Class Boiler Engineers Proficiency Examination. Age and Training of Second class candidates A candidate for a certificate of proficiency of the second class must not be under 21 years of age and shall not be admitted to examination unless he proves to the satisfaction of the board that he has served or undergone for not less than five years, the service or training specified in clauses (a), (b) and (c) below, of which not less than three years must have been in accordance with either clause (a) or clause (b) and not less than two years in accordance with clause (c). (a) as a full-time apprentice engineer or engine fitter in a suitable workshop or the making or repairing of steam engines or accessories., (b) A full course of training in an engineering college affiliated to a university leading to a degree including part time degree in Mechanical or Mechanical and Electrical Engineering or a technical institute recognized by the Department of Technical Education of any State Government awarding a diploma including a part time diploma in Mechanical Engineering or a full course of training in an Engineering college or Technical Institute recognized by the State Government as suitable for the training of Mechanical Engineering. (c) As engineer or assistant engineer in a mill or factory or steamship with engines and boilers, the boilers being not less than two in number and each of not less than 46 square metres heating surface. Provided that only 50 percent of the period of the practical training in accordance with clause (c) concurrent with the college attendance will be considered for candidates having gone through part time degree and diploma courses. Provided further that in respect for the persons having a degree or diploma only in electrical engineering the service or training of two years for the purpose of clause (b) shall be considered to be adequate service or training. ** [ ** These rules are to be followed for Gujarat State only ] TOP

Age and Training of Second Class Certificate of Competency candidates.

Age and Training of Second class candidates A candidate for a certificate of competency as a Boiler Attendant of the second class shall not be less than 20 years of age and shall not be admitted to the examination unless he proves to the satisfaction of the Board of Examiners that he (a) has served for not less than three years in the capacity of a fireman or an assistant fireman on a steam boiler or a combined steam engine and a boiler : or has served for not less than three years as an engine fitter where boilers and engines are repaired or made and worked under steam, the one year at least of which he should have worked as an assistant fireman : or produces from the head of an industrial or technical institution a certificate stating that he has completed a three years course of training, one year of which must have been as an apprentice in a steam power plant of a mill or factory or an engineering workshop for the maintenance of boilers. ** TOP

Age and Training of First Class Certificate of Competency candidates.

Age and Training of First class candidates A candidate for a certificate of competency as a Boiler Attendant of the first class shall not be less than 21years of age and shall not be admitted to the examination unless he possesses a certificate of the second class and in addition thereto. (a) has served for not less than two years as boiler attendant

(b)

produces from the head of an industrial or technical institution a certificate stating that he has completed a three years course of training, one year of which must have been as an apprentice in a steam power plant of a mill or factory or an engineering workshop where engines and boilers are repaired or made and in addition has served for not less than one year in sole working charge of a boiler of not less than 46 sq. meters of heating surface with a second class Boiler Attendants Certificate or its equivalent. produce a certificate signed by the Chief Engineer and countersigned by the owner, Agent, or Manager of an Industrial under-taking using boilers of capacities not less than 140 sq. meters each stating that the candidate possesses a second class boiler attendants certificate of competency and has served for not less than two years as an assistant to a first class boiler attendant and has acquired necessary skill for undertaking responsibilities of working and maintenance of such boilers. **
