I sub-contract out as an instructor for housing operations to the DoD housing pe rsonnel for Housing Service Office (HSO) operations. I provide other services to other customers as needed, such as: inspections of private rentals before occup ancy of their tenants; conduct quality assurance inspections to ensure contracte d personnel are performing according to contract. I also contract out to contrac tors that are in need of experienced quality control personnel in housing. I am a Certified Level I-II Defense Privatization Asset/Property Manager. Served as the Operations Officer for Area Support Team Garmisch and supervised s ix personnel responsible for: the Tricare Office, Pass & ID Section, Community M ail Room, Human Resource Management, Ethnic and Special Observances, as well as chair all cross community organizational functions. Since serving in this capaci ty reorganized the way Tricare assisted its customers in the community and the w orkload was reduced by 45% which resulted in the office being capable of conduct ing operations with one person instead of two personnel. The Pass and ID section that was once manned by one civilian is now operated by two military personnel to increase customer service to the community, and instead of 98 soldier traveli ng 194 miles to do personnel actions, they could have them done locally. Worked very close with the communitys midlevel management and improved teamwork within United States Army Garrison Germany (USAG) Garmisch between North Atlantic Treat y Organization (NATO) School, Marshall Center, Armed Forces Recreation Center (A FRC) Garmisch and other community support elements. I was in charge of all ethni c observances, and successfully organized and completed four observances/functio ns. el. Areas of responsibilities included the greater Stuttgart community, USAG Gar misch, Bad Aibling Station, and seventeen outlying areas. Responsible for 2,325 government owned and leased family housing/apartment units, 16 General Flag Offi cer Quarters (GFOQ) also known as Senior Executive Quarters (SEQ), and 1,340 sin gle soldier quarters. I served as the manager for approximately $31 million, inc luding civilian reimbursable of $1.5 million. Planned, directed, and coordinated program elements involving acquisition, utilization of resources, disposal, mai ntenance and repair (M&R), and major maintenance and renovation (MM&R)/ whole ne ighborhood renovation (WNR) construction projects totaling over $60.3 million. I identified requirements, developed policies and budget execution procedures to support planned activities. I served for over 12 months without a Chief of Custo mer Service for Housing as well as other sections being under staffed. I was res ponsible for all administrative actions within the division. As a team managed t hrough cross training to cut customer wait time from 1 hour to an average of 15 to 20 minutes. Cut maintenance down time from an average of 45 days down to an a verage of 10 days. Customer complaints about quarters (coming out of maintenance ) not being ready went to almost zero through meetings with the contractor and t heir improving the quality control inspections. Identified key control as not me eting physical security standards and brought the operation from taking up a who le room to being placed into 8 drawers in an automated system which allowed for better control and tracking of keys. The system allowed better accuracy as well as providing the reports required by regulations. Established the first referral list for realtors where they were not placed on the list unless they signed a f air treatment agreement in the service of our customers. Was the subject matter expert for the USAG Stuttgart and Installation Management Agency Europe (IMA-E) for the closure of Bad Aibling Station. I worked for over 8 months on site with the host nation and base commander. I saved the US government over $40,000 in l eased housing operations and other costs associated with base closure. 11/03/97 to 08/10/02. Managed an d assigned duties as appropriate to a staff of nine personnel, with the responsi bility for broad management functions associated with the operation and utilizat ion of on-post family housing facilities; planning and programming of maintenanc e, repair, acquisition, and disposal of Army Family Housing (AFH), Government Le ased, Private Rentals, and Unaccompanied Personnel Housing (UPH). Planned, wrote , implemented, and supervised the installation housing policies in support of ba se personnel, according to Intelligence Command (INSCOM), Department of Defense ( DOD), United States Army Europe (USAREUR), and other agency guidelines, regula tions, and standard operating procedures (SOP)s. On site Asset Manager for 122 o n post government quarters, 320 government leased quarters, 300 UPH quarters, an d 250 private rental quarters. Organize and approve all associated Housing repor ts submitted to USAG Stuttgart, USAREUR, and other government agencies on a sche duled basis. I served as the contracting officer representative (COR), for two s ervice contracts with an average annual cost of $586,000.00. Ensured the data in to the housing automated management system (HOMES) was kept updated with current status projecting housing requirements, assignments/terminations to government quarters, utilization/status of facilities, and facility historical data. I main tained records on each facility for property accountability and condition. Plann ed and developed the yearly budget for the Housing Branch totaling $3.9 million. Tracked and justified all funding, which were required to pay salaries, tempora ry duty (TDY) costs, rents, utilities, repairs, maintenance, supplies, and contr acts in support of the Housing program. Maintain liaison with the Director of Pu blic Works (DPW) budget analyst and the resource management office (RMO) in orde r to assure funding was programmed and spent in accordance with current regulati ons. Managed/supervised a voucher examiner in certifying all utility bills again st leased housing were correct for payment and appropriate tax breaks had been a pplied.
