net Program Manager/Director of Programs Director of Engineering ENGINEERING LEADERSHIP Accomplished leader in engineering program development and program management; h aving managed significant programs for multiple weapon platforms including satel lite stations, ground stations, aircraft and mobile communication systems Proven expert manager of funds and resources in both military programs and comme rcial environments Amiable, versatile and qualified engineering Programs Manager/Director In-depth knowledge of the processes required to bring success to his employer Thorough understanding of implementation of continuous process improvements in D epartment of Defense programs based on 30+ years experience managing these progr ams Managed Firm Fixed Price, CPFF, CPIF and IDIQ contracts Programs include single source or with multiple sub-contractors Led programs that have given to management a substantial return on investment Presently holds a Secret/COMSEC clearance Bi-lingual, proficient in the Spanish language spoken and written Technically versatile in both electronic and integrated aircraft and propulsion systems Experienced proposal leader/writer EXPERIENCE Subject Matter Expert (SME) 6/2009 Present Due to the existing national business climate and the ongoing inability to secur e a permanent position, and after consulting with several potential employers, I ventured out as a Subject Matter Expert (SME). In the past I have served the fe deral courts as a SME in the area of Engineering Management. When potential empl oyers realized that they could acquire my services on a reasonably short time li ne and on a daily and hourly basis there was enough work to keep me busy. Consulting Program Manager, Indotronix Corp. 2/2009 - 6/2009 Assumed risk management leadership role for the JTRS program interfacing with le ading aerospace contractors, in order, to mitigate mutual engineering design and budget issues. The risk rate was identified and mitigation moved forward. Daily tasks included forensic tracking of design parameters that were either omitted or overlooked. During this process a thorough review of the design and implement ation process was conducted. In those areas, where scheduled progress was impact ed, I researched and developed processes to mitigate any schedule anomaly. Aero Space Solutions 5/2008 - 2/2009 Assigned to Hamilton-Sundstrand as Project Engineer/ Program Manager Military Pr ograms with focus on the Korean Air Force T-50 program (T-50 is the KAF version of the USAF F-16). Managed the Sustaining Engineering portion of the project whi ch, required an active participation in the financial and technical arena. Since the aircraft was built by another vendor and significant time had passed, the p roject required re-steering the errant vendor engineering issues and blending wi th Hamilton employees as a principal peer with the customer (KAF). The heroic ef fort put the program in the correct schedule time frame bringing it back on trac k despite the Programs serious delivery problems. Planning and negotiation skill s with the customer (KAF) and HS management were critical to this successful out come. Aero Space Solutions provides contract engineering to Aerospace Industry.

Datron World Communications 3/2006 - 5/2008 Designers, manufacturers and distributors of high frequency tactical communicati on systems Director- Design Engineering Led an emerging design engineering department implementing program management pr inciples and repeatable metrics. Initiated quantifiable processes that helped ma intain the marketability of the legacy radio systems. This included the developm ent of design engineering practices that incorporated a First Article review and build program. The process also validated the design and operability as well as the development of the manufacturing processes. Developing a struggling rag-tag group into a world class developer of Software Defined Radios (SDR); forty seve n developers consisting of hardware engineers, software engineers, firmware engi neers and DSP-Comsec engineers resulted. Competed for the third world tactical radio market against industry leaders. Thi s included development of a working prototype in less than half the time using t he facilities of an antiquated MRP system in a non-traditional management enviro nment. The RT 7700 radio design considered the current state of the JTRS program with the waveform implementation within the design. Man Pack design was a major consideration for this effort. Identified major challenges in delivery orders for legacy product lines, built S WAT team to address it, and maintained crucial cash flow to support development of next generation products. While directing a technical development force, exercised many Programmatic princ ipals to the benefit of the program. Initiation and implementation of Earned Val ue and WBS practices along with the development of Program Plans of Execution we re significant to influence the success of this program. Titan Corporation 2/2005 - 3/2006 World-wide organization supporting the military in design, fabrication and maint enance of tactical communications systems with a focus on satellite and point to point communications Senior Program Manager As the Hands-0n Senior Program Manager for the Up Grade Programs for the Mini-DA MA Satellite communications system, provided day to day review of the previous c ontractual commitments and the forceful entry of these requirements at a minimal cost to Titan Corp. Responsible for the development and implementation of software and hardware enha ncements for over 600 systems now fielded throughout the world. Responsible for both the development and production side of this most vital Home Land Defense and Communications System. The Mini DAMA has received continuing favorable notice in the Satellite communic ations world. Was responsible for the JTRS wave-form implementation in conjuncti on with the Harris Corporation and Lockheed Martin. Resolved many contractual, program, engineering and production disparities. Invo ked program management principals were responsible for both on time deliveries a nd under budget conditions. Earned Value management provided visibility and continued surveillance for the a bove conditions which resulted in an expanded contract, bringing favorable corpo rate recognition and went from a negative CPAR to an outstanding rating by the U S Navy. DME Corporation 3/2002 - 2/2005 Designers, manufacturers, supporters of Automatic Test Equipment Program Director / Western Region Responsible for program development and implementation of engineering test and s upport equipment programs functioned as the senior engineering influence for the B-2 Radar Enhancement program. Maintain national visibility with the many service commands (Air Force, Navy, Ar my and Marine Corps) via visitation, conference professional involvement and add

resses to the societies. While serving in this capacity assigned by the corporate General Manager to asse ss the liabilities that a critical over-budget and late delivery situation would impact on the DME relationship with a major Military customer (US Air Force B-2 Spirit). As a result of this assessment, took on site program control of a less than sati sfactory environment with a belligerent and contractually dissatisfied customer and successfully turned the program around so that the very critical to Homeland Defense systems were delivered on schedule and the cost liabilities removed. The Air Force B-2 customer made a complete turn around and a negative CPAR was r eversed. A substantial financial award to DME and Dr. Britton was made by the B2 Program Office. Received the DME corporate award for leadership. Responsible for establishing and managing field locations in support of both new and on-going programs. Interfaced, while in the pursuit of new business, with r esponsible individuals at SPAWAR, NAVAIR, and CECOM along with the Air Force at Hill AFB DESPII.
