BRISTOL COUNTY SHERIFF'S OFFICE SUPERINTENDENT OF ADMINISTRATION Primary responsibilities include direct supervision over seven departments inclu ding: Human Resources, Management Information Systems, Purchasing, Food Services , Maintenance, and Fiscal Management with a $41m budget. Accomplishments: * Key contributor in assisting the BCSO obtain its initial prestigious national accreditation by the American Correction Association; * Managed the development and implementation of policies required to achieve the accreditation, particularly in the areas of labor practices and facility upgrad es; * Conducted evidentiary hearings and rendered written decisions at step 2 of the grievance process for all union employees; * Key participant on the management team in the collective bargaining contract p rocess with four labor unions; * Negotiated long term lease of modular prison facility, housing 380 inmates. ARBITRATOR AND MEDIATOR The Board of Conciliation and Arbitration provides professional arbitration and mediation services throughout the Commonwealth for state, municipal and private sector employers. My primary role was to serve as a professional neutral in the dispute resolution process. Accomplishments: * As an arbitrator researched and applied case and statutory law to interpret co llective bargain contract language and analyzed past practices. This included co nducting arbitration hearings and rendering binding decisions; * Settled collective bargaining contracts which resolved long standing impasses; * Mediated employment related grievances based on interpretation of the contract ; * Conducted political lobbying efforts on Beacon Hill seeking supplemental budge ts.

MASSACHUSETTS HIGHWAY DEPARTMENT DEPUTY CHIEF LEGAL COUNSEL The Massachusetts Highway Department staff attorneys provide legal advice to the department, primarily in the areas of employment law, tort, contracts, and publ ic construction law. Primary responsibilities included preparing and presenting a legal defense in employment related cases before the Labor Relations Commissi on and the Commission against Discrimination; preparing and presenting legal res ponses to construction claims filed on road and bridge projects.
