Directed a selectively manned classified program that supported the Department of Defense (DoD), non-DoD agencies, Joint Staff, and MAJCOMS. Ma naged an $80 million annual budget and directed a worldwide network of 150 perso nnel that provided airlift and logistic support to 135 diplomatic stations; coor dinated and directed 2 overseas $8 million facilities upgrade and construction p rojects; and utilized over 15,000 flight hours of Air Mobility Command's Special Airlift Assignment Mission Program to conduct over 450 Special Air Lift Mission s and to transport over 18 million pounds of cargo. 2002 - 2004: Commander, Detachment 520, USAF Reserve Officer Training Course (R OTC), Cornell University, Ithaca NY Professor of the Department of Aerospace Studies; Chair, Military Sciences Depar tment; and Instructor for the Sophomore-Level Evolution of the Air Force Space a nd Power Class. Accomplished first refurbishment of all USAF ROTC offices in 25 years. Designed and implemented a unit web-based alumni registration system to reconnect with more than 1,000 detachment alumni; developed a cadet corps writt en and oral communications four-year program that better prepares the cadets for active duty. Expanded and fully incorporated Cornell University's Academic Tec hnology Center Training web-based system into the sophomore program: course cur

riculum, related study guides, manuals, and tests were placed online to be revie wed at school or in the dorm; and formal class analyses and instructor critiques were possible resulting in computerized statistical data for review. Implement ed a new student orientation program that boosted freshman retention from 75% to 100%. Enhanced the field training preparation program to improve cadets' hands -on leadership skills. 2000 - 2002: Program Director, Personnel Recovery Division, Headquarters Air Fo rce, Pentagon, Washington DC Directed Headquarters USAF support for the Combat Search and Rescue (CSAR); Para rescue (PJ); Survival, Evasion, Resistance and Escape (SERE); Combat Rescue Offi cer (CRO); Life Support Officer (LSO); and Civil Air Patrol (CAP) programs. Led Air Force effort to reestablish SERE training at the AF Academy; study on track for approval and funding. Advanced the combat readiness for 15 Air Force CSAR units (132 aircraft & 5,000+ personnel) and 52 Civil Air Patrol Wings (530 aircr aft, 980 vehicles, and 61,000+ personnel) by advocating budgetary proposals and regulatory recommendations to USAF senior leadership. Heightened CSAR operation al capability by collaborating on the potential acquisition of a $17.5 billion m edium lift replacement CSAR aircraft and leading an initiative to secure $8.2 mi llion for the HH-60 helicopter Situational Awareness Data Link (SADL) program. 1998 - 2000: Commander, 336th Training Group, Fairchild Air Force Base, Spokane WA Director for seven formal training courses including combat, water egress, arcti c survival, and survival instructor training conducted in Alaska, Washington, an d Florida. Oversaw training for 13,000 students and supervised 350 personnel. Developed a Water Training Facility Consolidation Concept that combined two faci lities into one $10M facility with state-of-the art training devices and technol ogy. Potential for a 200% student capacity increase with a payback in 3 years from travel, operations, and maintenance costs reductions. Led first-ever organ izational review to develop a requirements-based budget; result: executed the l argest budget ever ($6M--25% increase). Expanded survival training capabilities through advancements with the Environmental Familiarization Laboratory, Distanc e Learning up-links (maximizing training exportability anytime and anywhere), an d computer based training (increased retention by over 40%). Improved under wat er egress training with state-of-the-art helicopter and C-130 simulators.
