PROFESSIONAL EXPERIENCE Project Manager, PSARA Technologies, Inc., Cincinnati, Ohio (1991-2010) * Managed investigation/remediation projects from cradle to grave at sites thro ughout the Midwest, including proposal preparation and budgeting; preparation of Sampling and Analysis Plans, Quality Assurance Project Plans, and Work Plans; s cheduling; soil and groundwater sampling; pilot testing; remediation oversight; and final reporting. * Managed the remediation of soils contaminated with PCBs and VOCs at several N PL and consent decree sites, including four waste disposal sites (regulated and unregulated), a wastewater treatment plant, and former capacitor manufacturing p lant. Directed preliminary geophysical and grid-based delineation sampling, pre pared work plan documents, supervised excavation activities, and performed verif ication sampling. Also directed the remedial in vestigation of utility line trenches and former transformer oil USTs and delinea ted the extent of PCB contamination beneath the floor of the plant in support of potential cleanup strategies. * Managed the removal of PCB-contaminated sediments and soils in three separate floodplain areas in south-central Indiana under an agreed order of consent. Di rected excavation activities, conducted health and safety oversight, and collect ed verification samples along channels, from excavated grids, and from stockpile d sediments for potential reuse. Supervised installation of a French drain and several constructed channels to promote singular flow through these areas. Also directed excavation of several karst features (swallow holes, springs) and prov ided recommendations for either sealing or promoting flow. Completed project on time and under budget. * Supervised the delineation and remediation of PCB "hot spots" along a drainag e way, voluntary removal of a PCB-contaminated retention basin, installation of new storm sewer lines and roof tie-ins, and construction of a new sediment basin with hard-piped discharge lines at a former small parts manufacturing plant in Union City, IN. Also managed the investigation of soil, sediment, and surface w ater within and along the Little Mississinewa River to determine the extent of p otential impact from the former plant. Provided expert testimony during cost se ttlement negotiations.

* Coauthored a demolition work plan and bid specification package for tearing d own a manufacturing building and removing PCB-contaminated building materials, a sbestos, and universal wastes. Also coauthored the subsequent remediation work plan and bid package for removing contaminated soil beneath the slab floor follo wing successful demolition of the plant. * Managed or conducted more than 300 Phase 1 environmental site assessments and industrial compliance inspections/audits in accordance with ASTM standards. Th e projects involved research into the operating history of the facility, process and manufacturing information, and identification of past practices which may h ave, are, or could result in a release of hazardous constituents to the environm ent. Routinely reviewed chain of titles, aerial photographs, Sanborn maps, loca l and government records, and conducted interviews as part of these assessments. Performed asbestos and radon surveys. * Supervised source investigation activities on behalf of the Ohio EPA for seve ral projects involving chlorinated solvent contamination. Designed investigatio n models to determine the source(s) of contamination, define the lateral and ver tical extent of impact, and provide hydraulic information for developing remedia l strategies. Investigation methods included air-mist rotary and rock coring, d irect-push sampling, hollow-stem auger methods, monitor well installation, cone penetration, and well-shield sampling to depths of up to 150 ft. * Under contract to State of Indiana, provided technical review, evaluation, an d management of 300 petroleum sites and 13 Voluntary Remediation Program (VRP) s ites. Reviewed and evaluated backlog and active sites, including UST closure re ports, site investigation reports, remediation work plans, sampling and analysis plans, risk assessments, and remediation completion reports in accordance with the VRP Resource Guide, RISC Guidance Document, and IDEM policy. For Leaking Un derground Storage Tank (LUST) sites, also researched former and current ownershi p information and directed responsible parties through the No Further Action (NF A) process. Issued NFA letters for nearly 90 sites in 7 months. * Managed the Phase II investigation activities at a former bulk storage plant along the Ohio River in southeast Indiana under the Indiana VRP. Directed a geo physical survey to determine whether any buried sludge from the former tanks was present and to identify potential buried metal debris. Supervised subsequent t renching activities in the areas of identified anomalies and installed 19 monito ring wells and nearly 55 soil borings to determine the extent of petroleum hydro carbon and chlorinated solvent impact and to identify source areas. Also, direc ted installation of three deep cone penetration tests to evaluate vertical migra tion of contamination in the water column. Prepared a remediation work plan and associated documents to mitigate the site contaminants. * Developed company's field standard operating procedures for soil, sediment, c oncrete, waste pile, surface water, and groundwater sampling, equipment decontam ination, field documentation, chain-of-custody protocol, air monitoring equipmen t usage, etc., as well as various health-and-safety protocols such as lockout/ta gout, confined space entry, and excavation/trenching safety.
