1.1 The Chief Secretary wekomed the Hon'ble Union Minister for Railways, Hon'ble Union Minister of State for Railways, Hon'ble Chief Minister of Kamataka, Hon'ble Chairman, Legislative CounciJ, State Cabinet Ministers,. Senior officers of Railway Ministry and State Govt. 2. Remarks by the Chief Secretary

2.1 The Chief Secretary stated that Karnataka lags behind its neighbouring St:at~~ :;: . rail connectivity and network, which at present, is only 16.9 kms. per 1,000 qkm. In order to improve it, the State is keen to take up new railway projects on cost sharing. basis. He brought to the notice of the Hon'ble Union Minister for Railways that the_State has been pro-actively supporting the faster implementation of railway projects. The Deputy Commissioners have already handed over 1093.17 acres of land in the last 5 months and 1399.34 acres of land would be handed over to the Railways by the end of December 2011. As an outcome of the last meeting held on 20.4.2011 betvveen Hon'ble Chief Minister of Kamataka and the Hon'ble Union Minister of State for Railways, a High Level Committee has been set up under the chairmanship of Chief Secretary with the General Ma.nager, SWR and other senior officers of Railways and State Govt as members. The Chief Secretary stated that both GoK and MaR 'Would work in sync for development of railway projects in the State. He also stated that there is a need to start ~ommuterRaii to connect Bangalore city to other nearby places. 3. Address by the Hon'ble Chief Minister

3,1 The Hon'ble Chief Minister stated that Karnataka is the only State which is giving land free of cost along with 50% of the cost of the project. 1n the recently held Deputy Commissioners Conference, the subject of land acquisition to railway projects was discussed in detail and he has directed aU the Deputy Commissioners to treat this as the top priority. A Special Officer has been appointed in Revenue Department 'exclusively to look into the matter of land acquisition for railway projects. 3.2 He requested the Hon'ble Railway Minister to give early approval for the following projects: Gadag-Haveri Gadag-Wadi Kushalnagaf-Mysore

Land Acquisition

5.1 The Principal Secretary. Revenue Department made a presentation wherein it was stated that 1,093.17 acres of land has already been handed over to the Raihvays and the remaining 1,399.34 acres would be handed over by the end of December 2011. The status of lands acquired and handed over for each project was informed.

7.1

The Hon'ble Union Minister for Railways stated that paucity of funds to take up new projects is a serious issue. He congratulated the State of Karnataka for sharing

cost of the new projects and providing land free of cost. He also appreciated the commendable work done by the State to expedite land acquisition for railway projects. He declared that these projects would b~ if1}plelJlented on a fast track mode and completed in a record time ... 7.2 Hon'ble Minister instructed Railway officials that MPs must be invited to Railway functions. Officials are required to formally interact with the elected representatives at least tw:ce a year as per the existing guidelines of Railways. The Hon'ble Railway Minister stated that High Speed Corridor in India is the need of the hour. Remarks by the Chairman, Railway Board and the Member (Engineering)

8.1 The Chairman, Railway Board informed that 40 projects were undertaken in Karnataka at a cost of RS.14,614 crores, out of which 9 wor.ks have been completed at a cost of Rs.3,284 crores. The allocation for the current financial year is about RS.1,000 crores for all the above projects. These include the railway share for projects on cost sharing basis. He reiterated that wherever the State is sharing the cost of the project and give land free of cost, such projects will be put on fast track and money of railway share would not be wasted OF thinly distributed. 8.2 He informed. that Gorakhpur-Yeshwantpur new Train would be started immediately. Hubli-Bijapur Passenger train would be extended upto Sholapur, Yeswantpur-Mangalore train would be extended upto Karwar, Sholapur-Gadag train to be extended upto Hubli, Bangalore-Hubli Janshatabdi Express would be made a daily train instead of 6 days-a-week. These would bejven effect to immediately. 8.3 Shri A.P. Mishra, Member Engineering, Railway Board stated that once the projects which are in offing are ,completed ,:;the ,rait, densityiin Jhe; State may be more than the national average. He stated that Karnataka has, at present, 2,137 kms. of new line, 1,411 kms. of gauge conversion and 1,524 kms. of doubling. RoB I RuBs at Tumkur and Shimoga would be completed by the end of March 2012. 9. Remarks by Hon'ble Union Minister of State for Railways

9.1 In consultation with the Hon'ble Union Railway Minister, Hon'ble MaS for Railways anf!ounced the following new line~ to be taken up on fast track with 50% cost sharing and land to be given free of cost by State Gov!.: (1) Gadag-W08di (248 kms.) New Line (2) Kengeri-Kanakapura-Chamarajanagara (160 kms.) New Line (3) Srinivasapura-Madanapalle (50 kms.) New Line

9.2 The Hon'ble Minister also agreed to start Railway Coach Factory at Kolar on PPP basis with a condition that the land should be given free of cost by the State Govt. Hon'ble Chief Minister stated that a!1 theMPs should prioritize the \/'181:S in their respective constituencies and send the same to the Hon'ble Railvvay Minister and the same may be considered by the Railway Ministry.
