WOOD STREET INSIDE OUT ART IN THE PUBLIC REALM Moving Image Commission (A)

London Borough of Waltham Forest (LBWF) wishes to invite outline proposals from an individual artist or artistled organisation to produce an innovative moving image project, which will provide opportunities for local involvement through research and collaboration. Context WOOD STREET INSIDE OUT is the name for the phased programme of artists commissions working with the diverse communities and spaces of Wood Street in Walthamstow. The programme seeks to engage local residents to explore the key themes of enquiry: identity, publicness, association and change, make new links and strengthen connections that can be sustained in the future. These explorations will bring new life to Wood Street, and intensify ongoing public realm improvements which represent one of the first major projects to be delivered as part of the Outer London Fund Initiative. Funding for this project has been secured from the Outer London Fund Round 1. In the first phase of artists commissions, LBWF has identified 3 opportunities to contract artists whose practice is centrally concerned with modes of collaboration and participation. Commissioned artists will be invited to explore different physical and social aspects of Wood Street and its environs through engaging a range of local people who will have differing perspectives of and relationships with the place. These 3 commissions will produce temporary works embracing moving image, interventions, performance and happenings. The aim of this programme is to complement urban design improvements and contribute further to characterising the sense of place. There will be an regular exchange between the commissioned artists and the Wood Street Advisory Design Team, who are responsible for making recommendations regarding art in the public realm, lighting, signage, planting, shopfronts and pop up activity to contribute to the improvements to Wood Street. These exchanges will ensure that the commissioned artists and Advisory Design Team can inform and support each others practise and understanding of the place. Crucially the programme makes space for an analysis of the role of artistic processes in relation to processes of urban change and development and calls for artistic practices which are agile and responsive and will interrogate and intergrate different strands of public realm activity. By creating activity, destinations, curiosity and delight, the programme seeks to enhance the daily, lived experience throughout Wood Street.

Brief Walthamstow was core to the nascent British cinema industry at the turn of the 20th century, with several successful pioneers setting up production companies and studios throughout the area. From 1914 1932, 245 Wood Street hosted film studios, which produced hundreds of popular movies. During and beyond this period Wood Street was home to 2 cinemas, the Arcadia at 199 - 201, and the Crown, now the site of Wood Street market. LBWF is keen to commission an individual artist or artistled organisation to explore moving image as an approach for local people to create new and enhanced understandings of their neighbourhood and share the output with wider audiences through public screenings on Wood Street and on-line. Objectives: Engage the local communities Raise aspirations Strengthen local connections Animate the neighbourhood Attract and stimulate new interest in the area Contribute to ongoing initiatives linked into public realm improvements. Deliverables: Establish positive relationships with key stakeholders Deliver well-planned, relevant and challenging activities to engage local partners, and ensure they have the opportunity to influence the development of an innovative moving image work. Produce new high quality moving image artwork/s Coordinate a programme of screenings in the public realm over a negotiated period beyond 31st March 2012. Ensure that all work complies with both safeguarding and health and safety regulations/requirements. Provide evaluation and monitoring information in relation to project participants, including diversity data if required. Provide progress reports and financial updates as and when required. Provide print quality documentation of the entire project. Artist Profile LBWF are seeking an experienced individual artist or artist-led organization who are skilled in brokering new partnerships and find inspiration in specific topographies and communities. The artists role will be to create relevant, inspiring opportunities for communities that live and work in and around Wood Street to engage with the creative process and influence the development of the emerging moving image artwork/s. LBWF is keen to engage and establish links with a variety of participants, specifically residents from the Marlowe Road estate, who will be affected by longer term regeneration plans to the estate and would ask the artist/s to consider approaches to encompass this.

The individual artist or artist-led organisation should have a good understanding of the local area and its wider issues. The programme calls for artistic practices which are agile and responsive and will interrogate and intergrate different strands of public realm activity. The individual artist or artist-led organisation will comply with all relevant Health and Safety legislation, codes of practice and guidance. LBWF is committed to keeping young people and vulnerable adults safe in accordance with the Protection of Children Act 1999. Where appropriate, the artist/s are required to have evidence of a current Criminal Records Bureau check. In addition the artist/s will be required to have adequate insurance to cover all risks for product and public liability. Budget The total value of the commission is 6,500. This is a finite sum to cover all project expenses; artist and all other fees, all materials, technical resources, publicity, event and documentation costs and VAT. LBWF will be looking for projects that offer value for money, and this will, in part, inform the selection process. Artists are asked to respond with a draft budget as part of their proposal. The budget must be spent by 31st March 2012. Timescale and Location The project will be developed during an 8 week period between Wednesday 1st February and Saturday 31st March 2012. The artist/s will operate from the project base in a unit in Wood Street Market and is expected to spend all, or part, of 3 days per week at this project base. The final moving image work/s screenings can be programmed over a negotiated period extending beyond, Saturday 31st March 2012. There is an ambition to install facilities for projecting images onto a building faade at the junction of Vallentin Road and Wood Street for 31 March 2012. This site will be available to the artist/s to screen work/s for a limited period. These facilities and their maintenance will be funded from a separate budget. The timescale is relatively short and all projects must be viable to be delivered in the timeframe, by 31 March 2012. Artists are asked to respond to this timescale with a draft work schedule as part of their proposal. Submission Requirements Artists are invited to submit the following to apply for the commission: 1. A maximum of 3 x A4 pages outlining the proposal, to include: Project description Potential outcomes(s) Draft budget breakdown Draft work schedule

2 A current CV and artists statement. 3. A practice profile or samples of recent work (maximum 8 x A4 pages and screen quality jpegs, video, digital media and URLs) to show previous projects that are relevant to this commission. Visits to the project base and proposed projection site can be arranged during December 2011 through Ashley McCormick. Selection Process A short list of 3 recommended outline proposals will be assessed by a panel of key stakeholders. These will include representatives from: The commissioning client, LBWF The local creative professional community The Advisory Design Team Design for London The local retail/residential community

Artists will not be asked to present their proposals. Selection will be entirely on the strength, clarity and feasibility of the idea as submitted and track record. The assessment of submissions will be scored against the following criteria: Creative response to brief and relevance to wider project objectives Quality of previous work Evidence of ability to work well with diverse communities Understanding of the site and context Feasibility and value for money 20% 20% 20% 20% 20%

There may be further opportunities to commission projects in a subsequent phase of the programme. If you were not selected at this time, please indicate if you would you be happy to realise your project proposal later in the year, in which case your proposal will resubmitted to the selection panel as and when further funding becomes available. Appointment process and contract The successful applicant will be formally contracted to deliver the work to the specified timescale with LBWF. The artist will be responsible for all the work undertaken and for any sub-contractors employed by the artist.

Copyright Copyright of any work produced as part of the commission will be property of the artist. The artist will grant LBWF the right to reproduce any imagery created during the commission as necessary by photography, video, audio, digital or any media for publicity or promotional purposes connected with the commission.
