ANNOUNCEMENT
BRUNEI DARUSSALAM GOVERNMENT SCHOLARSHIPS TO FOREIGN STUDENTS
TENABLE IN BRUNEI DARUSSALAM FOR THE 2012/2013 ACADEMIC SESSION
With His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam's consent, the
Government of Brunei Darussalam is offering annual scholarships under a special scholarship
award scheme, for the 2012/2013 academic session.
Tenable in Brunei Darussalam, the aim of the scholarship awards is to provide applicants,
with the opportunity to study at Universiti Brunei Darussalam [UBDl, Universiti Islam Sultan
Sharif Ali [UNISSA] and Institut Teknologi Brunei [ITB].
The academic year for UBD, UNISSA and ITB commences in July / August 2012.
1. ELIGIBILITY
1.1 Applicants must be citizens of ASEAN, OIC, Commonwealth Member Countries
and others and must be between the ages of 18 - 25 for undergradute
programmes and not exceed 3S for postgraduate programmes at the
commencement of the academic session for which they are applying for
admission.
2.1 The award is NOT eligible to Brunei Permanent Residents and foreigners residing
in Brunei Darussalam for more than three months.
2. TENURE OF SCHOLARSHIP
2.1 The Scholarship award is normally tenable for the minimum period required to
obtain the specific degree which is four years for a First Degree with Honours,
one to two years for a Master's Degree, three years for a Doctoral Degree at
UBD, UNISSA and ITBJ two and a half years for HND at ITB, three years for
Diploma of Health Sciences at UBD, all on full-time basis.

2.2 The Scholarship award is subject to the scholar maintaining satisfactory conduct
and satisfactory progress in the scholar's studies (this requires the scholar to
maintain an active registration status by passing the prescribed semester
examinations and obtaining the minimum course credit units).
2.3 The duration of the scholarship granted will NOT be extended in any case, and no
changes of institution or programme is permitted.
3. THE BENEFITS OF THE SCHOLARSHIP
3.1 The scholars are exempted from paying tuition fees and other appropriate
compulsory fees determined by the university for the duration of the course.
3.2 An economy class air-ticket for the most economically viable route to Brunei
Darussalam from the scholar's country of origin prior to the commencement of
the course. Upon completion of the course may apply for an economy class air
ticket from Brunei Darussalam to the scholar's country of origin. No additional
assistance will be provided towards other travel expenses.
3.3 Allowances payable will include:
i) Monthly personal allowance of BNDSOO.OO;
ii) Annual Book Allowance of BND600.00;
iii} Monthly food allowance of BND1S0.00;
iv) Baggage allowance maximum of BND2S0.00 to ASEAN region and
BNDSOO.OO to non ASEAN region.
3.4 An accomodation at respective institution residential college. If the scholar opts
not to live in the accomodation provided, no additional allowance will be given in
lieu of board and transport.
3.S Medical and dental treatment received at any Brunei Government hospitals are
complimentary. An administritive charge will however be payable for every
consultation with the government general practitioner or specialist. Should the
scholar seek further medical or dental treatments at any private hospital or clinic,
all expenses are to be borne by themselves.
3.6 The scholar is NOT eligible to claim any other facilities apart from those
aforementioned under item 3.

S. OTHER TERMS AND CONDITIONS OF THE SCHOLARSHIP
5.1 No marriage nor child allowance is payable to the scholar as well as no
accommodation will be provided to an accompanying spouse, child or children.
5.2 This scholarship may not be held concurrently with any other scholarship,
fellowship, grant or loan without the prior approval of the Government of Brunei
Darussalam.
5.3 Under no circumstances are the scholars allowed to leave the country for more
than 30 days per academic year without prior permisSion from the Ministry of
Education of Brunei Darussalam. Failure to comply with this condition may lead
to the forte/ture of payments of your monthly allowance.
5.4 The scholar may not undertake paid employment or serve on the staff of their
country's representative in Brunei Darussalam during the award.
5.5 The Government of Brunei Darussalam wit! not be responsible for securing
employment for the scholar after graduation.
5.6 An applicant may be required to appear for an interview at such place(s) as may
be determined by the institutions offering the programmes, and to sit a written
examination to asses his I her proficiency in the English Language I Malay
Language I Arabic Language (where applicable).
5.7 The scholar must abide by the rules and regulations of the institution of study.
5.8 The scholarship is granted for studies in Brunei Darussalam only. The scholar may
therefore not be allowed to participate in any activities under the Study Abroad
Programmes offered by individual institutions.
5.9 The Government of Brunei Darussalam reserves the right to terminate the
scholarship awarded to the scholar as recommended by their respective
institution or if deemed to be justifiable.

5.10 Upon completion of the course, the scholar Is required to return to their country
of origin with immediate effect.
5.11 If a scholar wishes to withdraw from the Brunei Darussalam Scholarship during
the course of study. the scholar has to give one month of advance notice and
refund the full costs that have been paid to him/her to the Ministry of Education
of Brunei Darussalam. The scholar will also have to pay the airfare to return
home.
5.12 It is a prerequisite for the scholar to insure themselves with 24 hours travel and
health insurance for the whole duration of their stay in Brunei Darussalam at
their own expense.
5.13 Applicants are required to get a security clearance statement from their National
Security Agency / Police Station (i.e. clear from any civil and criminal records).
6. HEALTH
6.1 The offer is subject to the attainment of a certificate stating that scholars are
medically fit to undertake the scholarship to study in Brunei Darussalam, to be
issued by a qualified medical practitioner which is registered with local
Government Authorities. All charges for the medical expenses are to be borne by
the scholar.
6.2 Successful applicants need to undergo health screening in Brunei Darussalam if
deemed necessary by the Government of Brunei Darussalam. In cases where the
applicant does not pass the screening, he/she will have to return to his/her home
country at his/her own expenses.
7. VISA AND TRAVEL ARRANGEMENTS
The successful applicant is required to be in a possession of a passport valid for the
whole duration of their study in Brunei Darussalam. Air ticket and travel-visa will be
arranged at Brunei Darussalam's Mission in the scholar's country of Origin or the closest
Brunei Darussalam Mission to the country of Origin. A Student Visa will only be issued
upon arrival in Brunei Darussalam.

8.2 The application form must be duly completed and endorsed by the relevant
authorities of the applicants' country or origin. Eg. Ministry of Foreign Affairs or
the relevant agency responsible for the Brunei Darussalam Scholarship offers.
9. APPUCATION AND CLOSING DATE
9.1 Completed application forms, together with certified copies of relevant
certificates and documents, must be reached the Technical Assistance Division
not later than 14 January 2012. No extension will be granted. Incomplete
application form during submission will not be considered.
9.2 The awarding body reserves the right to reject any applicant. No award will be
made if there is no applicant of sufficient merit. The decision on selection of any
candidate is final. Enquiries or disputes regarding its decisions will not be
entertained.

APPENDIX '8'
MINIMUM ENTRY QUALIFICATIONS
To be considered for the award of Brunei Darussalam Government Scholarships, applicants must satisfy
the entry requirements set by the following institutions:
1. ADMISSION TO UNIVERSITI BRUNEI DARUSSALAM (UBO)
Applicants must satisfy the general entry requirements and specific entry requirements as set for
each programme.
Applicants must also note that fulfilling the general entry requirements and specific entry
requirements does not guarantee entry into UBD's programmes as admission to all programme is
competitive and limited subject to availability of space.
1.1 Entry Requirements for Ph.D. Programmes.
i). General entry requirements.
The minimum requirement for Ph.D programmes is normally a relevant Master's Degree
or an Upper Second Class Bachelor's Degree with Honours or its equivalent from
institutions recognized by the University Senate. Applicants are also required to submit a
detailed research proposal which is normally expected to include the following topics:
proposed title; rationale; aims and methodology; literature review; preliminary
bibliography; provisional timetable; provisional table of contents; and an indication of any
special requirements for the study. The minimum duration of a Ph.D. programme is
normally 3 years full-time.
1.2 Entry Requirements for Master Oegree Programmes.
i. General entry requirements.
The minimum requirement for Master Degree programmes is normally a relevant
Bachelor's Degree with Honours (Second Class and above) or its equivalent from
institutions recognised by the University Senate unless otherwise stated.
Applicants who do not posses a Second Class Honours Degree may be conSidered,
provided they have relevant working experience and passes other academic or
professional qualifications deemed suitable and equivalent for the purpose of
admission to the programme.
For entry to English medium masters degree programme, applicants must be able
to show English Language Proficiency and those who do not have an English
medium undergraduate degree qualification must have at least a credit 6 in English
Language at GCE '0' Level Examination or a grade C in IGCSE English (as a Second
Language) or an IELTS score of 6.0 or TOEFL minimum overall score of at least 550.
Please take note that other specific entry requirements will be provided under the
separate programmes.

ii). Specific entry requirements:
To enroll in a Master of Business Administration (MBA) by Coursework, applicants
must also have minimum 3 years relevant managerial working experience.
To enroll in a Master of Public Health, First degree in medicine (MBBS or MD) or
other healthcare-related fields such as first degree in Nursing, Nutrition and other
Allied Health Sciences (consideration may also be given to candidates with public
health field experience and relevant professional qualifications on a case to case
basis).
Master of Teaching programme requires an IElTS score of 6.S OR TOEFL minimum
overall score of at least 600 OR completion of an English medium undergraduate
degree.
For Secondary and Vocational and Technical Education streams, the applicant's
undergraduate studies must be relevant to the choice of subject specialisation(s).
For the Primary and Early Childhood Education streams, the applicant's
undergratuate studies must be relevant to the Primary Education curriculum.
1.3 Entry Requirements for First Degree Programmes,
i). General entry requirements:
For English-medium and Bilingual programmes, at least a credit 6 in English language at
GCE '0' level Examination or a grade 'e' in IGCSE English (as a Second language) or an
IElTS score of 6.0 or a TOEfl minimum overall score of 550.
ii). Specific entry requirements:
Bachelor of Arts (Honours) programme requires the following minimum
qualifications:
o 160 points for two passes at GCE 'A' Level or equivalent in relevant subjects; or
o 200 points for three passes at GCE 'A' level or equivalent in relevant subjects; or
o An International Baccalaureate with a score of 28 points; or
o 5 merits in Higher National Diploma; and
o At least a credit 6 In Malay language at GCE '0' level f2I! candidates wishing to major In Brunei
Studies, Malay Language and Malay Uteratrure.
Bachelor of Science (Honours) programme requires the following minimum
qualifications:
o 160 pOints for two passes at GCE 'A' level or equivalent (one of which must be in one of the
following subjects: Biology, Mathematics, Chemistry, Physics); or
o 200 pOints for three passes at GCE 'A' level or equivalent (one of which must be in one of the
following subjects: Biology, Mathematics, Chemistry, Physics); or

o An International Baccalaureate with a score of 28 pOints, with a minimum of 5 points in relevant
subjects at higher level; or
o 5 merits in Higher National Diploma.
Bachelor of Business (Hons) programme requires the following minimum
qulaifications :
o 160 points for two passes at GCE 'A' level or equivalent in relevant subjects; or
o 200 pOints for three passes at GCE 'A' level or equivalent in relevant subjects; or
o An International Baccalaureate with a score of 32 points; or
o 5 merits in Higher National Diploma; and
o At least a credit 6 in Mathematics at GCE '0' level or a grade C in IGCSE Mathematics.
Bachelor of Health Science (Honours) programme requires the following minimum
qulaifications :
Major: Biomedical Science
o 240 points for three passes at GCE 'A' level or equivalent in relevant subject; or
o An International Baccalaureate with a score of 32 pOints.
o Candidates satisfying the entry requirements will have to undergo a selection interview process
known as the Multiple Mini Interview (MMI)
Major: Nursing/Midwifery
o 220 points for three 'A' level passes (must be from Biology, Chemistry, Mathematics or Physics);
or
o An Internationally recognized degree of second class honours in a relevant discipline from
Universiti Brunei Darussalam or any other university recognized by the University Senate; or
o A basic Diploma in Nursing or Midwifery; or
o An International Baccalaureate with a score of 32 points.
o Candidates satisfying the entry requirements will have to undergo a selection interview process
known as the Multiple Mini Interview (MMI)
1.3 Entry Requirements for Diploma Programmes.
il. General entry requirements
At least a credit 6 in English language at GCE '0' level Examination or a grade C in IGCSE
English (as a second language) or an IElTS overall score of 6.0 or a TOEFL overall score of
550.

Ii) Specific entry requirements:
Diploma of Health Science (Nursing) programme requires the following minimum
qualification:
o At least 5 credits in GCE '0' Level Examination or its equivalent, including Mathematics, SCience,
English language; or
o A recognized Certificate for Assistant Nurse or Certificate in Nursing or Certificate in Midwifery
(Division II) with working experience of not less than 2 years after completing the certificate
programme.
o Candidates must be successful at an interview conducted by the University.
Diploma of Health Science (Midwifery) programme requires the following
minimum qualification:
o At least 5 credits in GCE '0' level Examination or its equivalent, including MathematiCS, SCience,
English language; or
o A recognized Certificate for Assistant Nurse or Certificate in Nursing or CertifICate in Midwifery
(Division II) with working experience of not less than 2 years after completing the certificate
programme.
o Candidates must be successful at an interview conducted by the University.
2. ADMISSION TO UNIVERSITIISLAM SULTAN SHARIF ALI (UNISSA)
2.1 Entry Requirements for Ph.D Programmes.
Applicants must have obtained relevant Master's degree from institutions recognized by
the University Senate.
Applicants who obtained the relevant First Degree with First Class Honours may be
conSidered.
Applicants applying for admission to English-medium degree programmes should also
obtained at least a credit 6 in English Language at IGCSE or an IELTS score of 6.0 or TOEFL
minimum overall score of 550.
Applicants applying for admission to Arabic-medium degree programmes is required to
pass an Arabic Language Test.
Applicants are required to pass a AI-Quran ReCitation Test.
2.2 Entry Requirements for Master Degree Programmes.
Applicants must have obtained a First Degree with at least a Second Class Honours or
'Jayyid' in the relevant discipline; or have a First Degree in the relevant discipline and have
not less than three (3) years working experience in related fields.

Applicants applying for admission to Arabic-medium degree programmes are required to
sit and pass an Arabic language Test.
Applicants applying for admission to English-medium degree programmes should also
obtained at least a credit 6 in English language at IGCSE or an IElTS score of 6.0 or TOEFL
minimum overall score of 550.
The Masters programmes by Coursework and Dissertation will only be offered if there are
at least five (5) candidates registered for each of the programmes.
Interested applicants for Master programmes by Research only are advised to consult the
Admission Office of UNISSA before making formal application.
Applicants are required to pass a AI-Quran Recitation Test.
2.3 Entry Requirements for First Degree Programmes.
For Arabic-medium degree programme must have obtained the High School Certificate of
Religious Education or its equivalent with an average grade of 'jayyid' or a minimum
points of 160 in 2 subjects or 200 in 3 subjects in GCE 'A' level or its equivalent in Arabic
medium and the subjects should be at the minimum grade D.
Applicants applying for admission to Arabic-medium degree programme should also
obtain at least a pass in English language at GCE Ordinary level or a pass in IGCSE English
or an IElTS score of 4.5 or TOEFL minimum overall score of 450.
For English-medium degree programme must have obtained GCE 'A' level or its
equivalent with at least minimum points of 160 in 2 subjects or 200 in 3 subjects and the
subjects should be at the minimum grade D; or the International Baccalaureate (IB)
Examination with a minimum score of 28 points.
Applicants applying for English-medium degree programme should also obtained at least
a credit 6 both in Mathemetics and in English language at GCE Ordinary level or a grade C
in IGCSE English (as a First language) or an IElTS score of 6.0 or TOEFL minimum overall
score of 550.
Applicants with Higher National Diploma (HND) who obtained at least 'merit" passes in
five subjects relevant to the degree programme to which admission is being sought may
be considered.
Applicants may be required to sit and pass a University Entrance Test.
Applicants are required to pass a AI-Quran Recitation Test.
3. ADMISSION TO INSTITUT TEKNOLOGI BRUNEI (lTB)
3.1 Applicants for admission to first degree programmes must satisfy the following
minimum entry requirements:
At least Credit Passes in FIVE GCE Ordinary level subjects which must include
Mathematics, and at least three GCE Advanced level passes all at grade C or better or
equivalent qualifications relevant to degree programme applied (obtained within the last
two years),

At least a Credit 6 in English language at GCE Ordinary Level examination or an average
score of 6.5 and above in the British CouncillELTS obtained within the last two years or
TOEFL minimum overall score 550 or its equivalent.
The following points are used as a basis for the following degree programmes:

3.2 Specific entry requirements for Degree Programmes
1) Bachelor of Engineering (Hons) in Electrical & Communications Engineering
A minimum of 220' A' level points for 3 'A' level passes in both Mathematics and
Physics at grade 'c' or higher, and a Science subject. (Relevant science subjects
include Chemistry, Biology and Further Mathematics)
OR
A minimum of 180 ' A ' level points ofr 2 'A' level passes including Mathematics
and Physics at grade 'C' or higher
OR
An international Baccalaureate Diploma score of 28 points with minimum of 5
pOints in Physics and Mathematics at standard level or a minimum of 4 points at
higher level
2) Bachelor of Engineering (Hons) in Mechanical Engineering
A minimum of 220' A I level pOints for 3 'A' level passes including Mathematics or
Further Mathematics at grade 'C' or higher, and a relevant Science subject.
(Relevant science subjects include Design and Technology, Chemistry and
Computing)
OR
A minimum of 180 I A I level points ofr 2 'A ' level passes including Mathematics
and Physics at grade 'c' or higher and a credit in Chemistry at GCE Ordinary Level or
equivalent
OR
An international Baccalaureate Diploma score of 28 points with minimum of 5
points in PhYSiCS, Mathematics and Chemistry at standard level or a minimum of 4
points at higher level
3) Bachelor of Business (Hons) in Business Information System
A minimum of 200 'A' level points for 3' A' level passes in relevant English medium
subjects (Relevant subjects include Additional Mathematics, Biology, Chemistry,
PhySiCS, English Literature, Geography, Public Affairs, History, SoCiology,
Psychology and law
OR
A minimum of 180 ' A ' level points for 2 'A' level passes in relevant English medium
subjects
OR
An international Baccalaureate Diploma score of 28 points

4) Bachelor of Science (Hons) in Internet Computing

A minimum of 200 'A' level points for 3' A ' level passes including Mathematics and
two other relevant English medium subjects (Relevant subjects include Further
Mathematics, Physics, Biology, Chemistry, Computing and Design & Technology)
OR
A minimum of 180 ' A ' level points for 2 'A' level passes including Mathematics and
one other relevant English medium subject
OR

An international Baccalaureate Diploma score of 28 points with minimum of 5
points in Mathematics at standard level and preferably, with two science subjects
3.2 Applicants for admission to Higher National Diploma programmes must satisfy the
following minimum entry requirements:
At least Credit passes in FOUR GCE Ordinary Level subjects which must include
Mathematics and ONE GCE Advanced Level (obtained within the last two years) or its
equivalent relevant to the programme applied for;
OR
A BTEC National Diploma or its equivalent in subjects relevant to the programme applied
for;
AND
Applicants must obtain at least a Credit 6 in English Language at GCE Ordinary Level
examination or an average score of 6.0 and above in the British Council IELTS obtained
within the last two years or TOEFL minimum overall score 550 or its equivalent.
