A RESOLUTION CONGRATULATING THE SIXTEEN STATE SCHOLARS AND GRADUATES OF VARIOUS STATE COLLEGES AND UNIVERSITIES THROUGHOUT THE COUNTRY WHO TOPPED THE CIVIL ENGINEER LICENSURE EXAMINATIONS HELD LAST NOVEMBER 2011, AND COMMENDING FURTHER THEIR RESPECTIVE SCHOOLS WHEREAS, the 1987 Constitution provides that "The State recognizes the vital role of the youth in nation-building and shall promote and protect their physical, moral, spiritual, intellectual, and social well-being"; WHEREAS, the civil engineer licensure examinations was conducted by the Board of Civil Engineering of the Professional Regulation Board in the cities of Manila, Baguio, Cagayan de Oro, Cebu, Davao, Iloilo, Legazpi and Tacloban last November 19-20 and the results were released on November 24; WHEREAS, sixteen iskolars ng bayan and graduates of various state funded colleges and universities in the country figured in the Top 10 scorers in the recent Civil Engineer Licensure Examinations; WHEREAS, the sixteen graduates of state schools who garnered the ten highest scores among 5,163 examinees in the recent Civil Engineer Licensure Exams were: 1. Benjie Talan Pantino, graduate of Catanduanes State University-Virac, with the score of 98.05 percent 2. Benjames Tenerife Go, graduate of Catanduanes State University-Virac, with the score of 97.35 percent 3. Joseph Malicdem Caburnay, graduate of the University of the Philippines-Los Banos, Glenn Angelo Endaya Galano, graduate of the University of the Philippines- Los Banos, Jerwin De Leon Rendon,graduate of Catanduanes State UniversityVirac, all with a score of 97 percent 4. Ray-an Toralba Hosena, graduate of Technological University of the Philippines1

Manila, with a score of 9615 percent 5. Ariel Balbuena Panorel, Bulacan State University-Malolos, 96.65 percent 6. Elvin Bernardo Cruz, University of the Philippines Diliman, Kathleene Grae Ordona Dadero, Polytechnic University of the Philippines-Sta. Mesa, Jestoni De Guzman de Leon, Bulacan State University-Malolos all with a score of 96.3 percent 7. James Pioc Lacia, graduate of the University of the Philipines-Los Banos, with a score of 95.6 percent 8. Brian Esparrago Bautista, graduate of the University of the Philippines Diliman, Eduardo de Castro Cruz, Jr., graduate of Bulacan State University-Malolos Jose Eguna Pagaran, Jr., graduate of University of the Philippines-LosBanos, Eldrin Costes Quiambao, graduate of the University of the Philippines- Los Banos, all with a score of 95.25 percent 9. Carlo Santos Gragas, graduate of Bulacan State University-Malolos, with a score of 95.0 percent; WHEREAS, their success has brought honor to their parents and schools in particular, to state colleges and universities and the Filipino people who in their collective effort fund these state schools; WHEREAS, Catanduanes State University-Virac, University of the PhilippinesLos Banos, Technological University of the Philippines-Manila, Bulacan State University-Malolos, University of the Philippines Diliman and Polytechnic University of the Philippines-Sta. Mesa were able to produce outstanding graduates despite their limited appropriations from the national budget; WHEREAS, the outstanding performance of graduates of state universities and colleges in licensure examinations is concrete proof and demonstration of the capability of state schools to produce quality graduates and hence, the necessity of giving state schools the adequate funding that they deserve; NOW THEREFORE BE IT RESOLVED, AS IT IS HEREBY RESOLVED, that the House of Representatives congratulate the sixteen state scholars and graduates of various state universities and colleges in the country who topped the November 2011 Civil Engineering Board Examinations; BE IT FURTHER RESOLVED, AS IT IS HEREBY RESOLVED, that the House of Representative commend Catanduanes State University-Virac, University of the Philippines-Los Banos, Technological University of the Philippines-Manila, Bulacan State University-Malolos, University of the Philippines Diliman and Polytechnic University of the Philippines-Sta. Mesa for producing topnotch graduates.
