USPFO. The primary purpose of this position is to analyze
and direct supply, service, cooperative agreements, and/or construction contract programs
characterized by high dollar costs and extending over long time periods. The magnitude and
terms of the contracts substantially impact the mission of the state ARNG. Provides
oversight of federal funds used to execute state ARNGIANG cooperative agreement
fad%&, programs contractual expenditures. Provides programmatic analysis and oversight
of the state's execution of contracts reimbursed with federal funds. Sqxwtmx Oversees

products acquired include major and minor facility construction; maintenance and repair;
Architect and Engineer (A&E) services; professional and technical services; specialized and
common material items; specialized and routine services; and a wide variety of other
materials and services. Work includes all contract actions necessary in support of the
Master Cooperative Agreement and Military Construction Cooperative Agreements.

- Analyzes and oversees the full range of contract management duties for pre-award
through post-award and contract close-out. Manages or administers the most complex or

state's sovereign contracting effort in tandem with the mission of the ARNG in each state, its
programs and objectives by providing evaluation, planning and analytical expertise to all
aspects of contracting in support of the facilities program.

-- Prepares for, conducts or attends numerous meetings with high-level officials throughout
all phases of assignments. Manages federally funded contracts awarded through state
contracting procedures to determine compliance with terms of the controlling Master
Cooperative Agreement and Military Construction Cooperative Agreements. Establish

policies and procedures to comply with state and Federal laws and regulations. Responsible
for the development of contracting, operational and business procedures and processes.
Furnishes information to function personnel relative to changes in policies and trends that
may affect future contracting actions. Ensures implementation of directives from higher
echelons and formulates andlor assists in the formulation of overall policies and procedures
for the state. Provides technical review of documents such as justifications and approvals,
requests for contract modifications, and scope of work. Recommends approval or
disapproval to the USPFO in those cases requiring approval or endorsement. Responsible
for achieving the objectives and goals for socio-economic programs.

-- Serves as the CFMO's principal authority in all contracting matters and advises the
CFMO and other senior officials and staff on procurement matters concerning current and
future plans regarding complex contracts and their effect on long term projects and
programs.

-- Administers, plans, coordinates, and directs the activities of subordinate personnel.


These individuals may be on various types of employment status such as technician, AGR,
or state employees. Performs the full scope of supervisory personnel functions including
the assignment of duties, participates in the interviews and selection of employees,
schedules and approves leave, ensures indoctrination of new employees, provides training,
evaluates performance, initiates action to upgrade positions, and resolves disciplinary
problems. Establishes shift schedules and assigns personnel based on workload to ensure
adequate coverage of operations. Supports and takes affirmative action with consideration
of Equal Employment Opportunity in all aspects of personnel actions. Keeps employees
informed of NGB goals, objectives, and policies, and informs management of employee
input and concerns.

FACTOR I - KNOWLEDGE REQUIRED BY THE POSITION FLI-7 1250 Pts.

- Knowledge of state and Federal contracting laws; DOD, Army, NGB, and local purchase
and contracting regulations and procedures; governing contracting activities. Knowledge of
expert analytical techniques applicable to various contracting and contract law situations
that may arise. Must use knowledge to analyze various legal and contractual situations as
they occur or before they occur. Analysis must take into account the other state and federal
requirements and be able to reconcile legal and problematic differences that frequently
occur. Expert knowledge, skills and abilities are required to interpret State contracting and
fiscal legislation for projected impacts on large federal grant programs.

- Knowledge of contracting principles, to include technical or program requirements such as


sealed bid, negotiated, architect-engineer design, and other special contracting techniques
and procedures. Required to have a complete knowledge of pre-award and post-award
administrative actions incorporating a wide range of supply, service, construction and A&E
services as well as automatic data processing equipment. Ability to perform broad technical
reviews of contractor proposals to insure compliance with solicitation provisions.

- Familiarity with applicable accounting business practices and market conditions sufficient
to perform or direct in-depth evaluations of the financial and technical capabilities, as well as

required to monitor contractor performance, negotiate necessary changes, and resolve a

FACTOR 2 - SUPERVISORY CONTROLS

- The GWQ USPFO provides administrative direction and makes assignments in terms of
broadly defined programs or functions, or long-range acquisition and agency objectives. The
incumbent is typically delegated complete responsibility and authority to plan, schedule and
carry out major projects via the ARNG execution effort. Management typically accepts
analysis without recommendations for change given the expert knowledge required.
Individual routinely and with the authorization of the F A 4 0 USPFO deal directly with the
Adjutant General, legal counsel, and other state officials to improve and streamline the
contracting effort on behalf of the Federal government. Requirements frequently stem from
mission or program goals and objectives, or from national, departmental, or agency policy.
Determines the approaches and methods necessary to carry out the assignment, including
the design of overall plans and strategies for the projects, in order to meet mission or
program goals, requirements, and time frames. Independently carries out the work,
including continual coordination of the various elements involved. Work products or

FACTOR 3 -GUIDELINES

- Guidelines consist of Federal and state contract laws, regulations and policies, Guidelines
provide general contracting methods and requirements, but do not have specific applicability
to the particular procurement and the wide variety of situations encountered. Frequently
develops new approaches and writes new conditions or clauses to resolve specific
situations as a result of legislative changes or state executive level policy or regulatory
guidelines. Analysis is done in the broadest of terms and reduced to operational guidelines
consistent with Federal and state statutes.

-- Assignments involve many varied and unrelated contractual actions performed on the full
range of contracting activities from pre-award through post-award. Contracting procedures
utilized include sealed bidding, professional services selection, and other specialized
techniques. Price andlor cost analysis is performed on proposals from contractors
representing varying business types and sizes to include A&E firms, construction firms,
service firms, and small and disadvantaged firms. Contracts are further complicated by the
variations in contractual methods that must be administered simultaneously. Contracts are
in various stages of progression and may be multi-year andlor multi-appropriation
documents. lssues arising from monitoring Federallstate agreements normally require a
unique andlor innovative approach to be resolved because each state has varying laws that
must be considered in relationship to Federal requirements. Because of the lack of
precedent, new techniques may need to be developed with regard to the application of cost

programs that are essential to the mission of NGB. Procurements or policies have the
potential for affecting the economics of a major industry or class of industries whose

ARNG construction and services provided. Analysis involves significant amounts of
potential federal funds consistent with military construction appropriation levels by

C. Backqround Information: This PD is a result of an ARNG Manpower reorganization of


structure, mission, and functions in the ARNG Construction & Facilities Management OfFice
(CFMO). The classification of this position is based, in part, on projected duties.

D. Series, Title, and Grade:

1. Series: The primary purpose of this position is to direct and analyze supply,
services, and/or construction contract programs for the CFMO. This work primarily involves
contracting work for the state. The GS-1102, Reference B.2., is for federally warranted
contracting positions and this position deals exclusively with state contracting. Therefore, it
is classified to the GS-1101 using grading criteria contained in the GS-1102 series,
Reference B.2.

2. Title: Supervising duties are required as described. The size and nature of workforce
varies from location to location, but is considered inconsequential since program
management, not supervision, is the controlling aspect for grading purposes. Therefore, in
the absence of titling instructions for the GS-1101 series and it involves a mix of business
related work, this position is assigned the generic and descriptive title of Business Manager.

3. Grade: In the absence of grading criteria for the GS-I101 series, this position was
cross-compared to grading criteria contained in the GS-I 102 series, Reference 8.2. The
grade of this position is based, in part, on projected duties, and as such, audits revealed
contracting work funded by dollars controlled by the state. The attached Factor Evaluation
