It has been widely acknowledged that public policy dialogue is the best path towards the realization of the culture of democracy. Building network between different national economic opinion builders is significant and calls for closer cooperation, thus a good mechanism of policy dialogue, between the government, economic and social players and the opinion builders. In this regard, the improved policy discourse project, supported by the USAID and implemented by Policy and Management Consulting Group - PMCG and Georgian Institute of Public Affairs - GIPA, was rather useful intention and successfully encouraged constructive and systematic policy discussions through proficient policy debates. I, as a member of the project steering committee, very much appreciate the experience of working with PMCG in this project and declare that it is one of the most reliable local consulting companies/think tanks in Georgia. Description of the project PMCG implemented Japan International Cooperation Agencys (JICA) project The Country Profile for Georgia. In line with this foreign policy of Government of Japan, the Japan International Cooperation Agency (JICA), official development assistance (ODA) organization of Japan, decided to facilitate identification and implementation of development projects in the South Caucasus. To enable and strengthen such facilitation of Japanese ODA, JICA contracted PMCG to collect data and information on Georgia, analyze/assess those data and information and prepare a Country Profile. The Country Profile for Georgia included assessments on, among others:

General information of the country (area, population, socio-economic situations, and others); Recent economic/social/political development; Economic prospects; Government structure, particularly involving in development projects and the assessments of their capability; Government debt-servicing position Government development strategy and plan; Major sectors profile; Development projects planned and their status in major sectors.

Public Policy Discussion Panel - PPDP Start date: February 2009 End date: June 2009 Country: Georgia Client: International Executive Service Corps/USAID SME Support Project Funder: USAID Description of the project The USAID supported project Public Policy Discussion Panel aimed to foster public discussion on key economic and public policy issues and current trends, stimulate professional debate, critique, learning, identify policy challenges and puzzles, influence research and policy agendas. The project consisted of two interrelated components: Organization of Public Policy Discussion Panel (PPDP);

Operation of the Internet Forum on economic and public policy issues;

Public Policy Discussion Panel as a politically neutral platform worked in the format of a roundtable discussion. Participants varied depending on the predetermined topic. The meeting was open for attendance to all interested groups, including experts, representatives of various organizations, NGOs, students, professors, political groups and etc. Some meetings were closed for media, in order to create totally off-the-record-environment and gave political groups full freedom of expression of their ideas. PPDP was very unique since there was no identical forum in Georgia gathering together all interest groups such as government, parliament, and private sector, international and local NGOs, individual experts, students and media. The discussions were held twice per month at the building of one of the leading Georgian Universities, ISET and lasted for 1,5-2 hours, approximately. The discussion panel was composed of one or two presenters (depending on the topic), the moderator, and experts in the field/sector. The final deliverables, the paper and presentation, covered 10 discussion topics: Reforming Georgian Statistics System;

Overview of Georgian Fiscal Policy and Future Plans; When is Credit Secured? Georgian Secured Credit Reform; Energy Security for Georgia; Foreign Financial Aid and Struggle Against Economic Crisis; Forest Management; Voice of Migrants and Development on the Move; Foreign Trade Policy of Georgia; Overview of Health Care Reforms in Georgia 2004-2009; Food Safety in Georgia: Main Issues and Challenges

Improved Public Policy Discourse Start date: February 2010 End date: February 2010 Country: Georgia Client: USAID/ Caucasus Tbilisi Funder: USAID/ Caucasus Tbilisi Description of the project PMCG together with Georgian Institute of Public Affairs (GIPA) is implementing the USAID supported project which aims improvement of the dialog between public and the Government. The principal strategic focus of projects activity is to increase the quality and quantity of the discourse of public policy alternatives in Georgia and to foster a more pluralistic and higher quality exchange of ideas and to promote more active engagement of Georgian citizens in public policy discussions. Projects may need to address capacity-enhancing measures, but the main focus should be on tangible and measurable accomplishments consistent with the purpose of this program quality discourse on public policy issues in a manner that minimizes politicization. The goal of these interventions is to engage the Government of Georgia, think tanks, and research or civil society institutions in public policy discussions based on unbiased, fact-based information obtained through high quality research and analysis, and to communicate this information to the public. The end result would be to maximize the involvement and expertise of Georgian organizations and institutions, and to foster relationships and partnerships among these entities in the process of public policy discourse. Objectives of the project: Increase interaction between policy researchers/analysts and policy-makers;

Build working partnerships among think tanks, media, government, and civil society organizations; Produce fact-based content that examines, explains, debates and informs public policy discussion; Utilize policy experts and analytical studies in content creation; Create user-friendly interpretations of research data; Organize moderated policy discussions for policy-makers and the public;

Link research institutions and media outlets to jointly produce and disseminate information; PMCG is providing the following services: Developing quality assurance system for Policy Products (Policy Papers and/or Policy Briefs); Developing a system of policy dissemination by utilizing traditional (TV, radio, newspaper) as well as modern technologies (internet forum); Enhancing the existing Policy Forum practice (already set up within the Public Policy Discussion Panel and the Internet Forum program framework) through expanding discussed policy issues and target audience; Fostering partnership among Georgian state and non-governmental actors while being enrolled in public policy discourse;
