INTRODUCTION

Our agenda for Development is our blueprint and my touchstone, an embodiment of our vision
and plan for constituency development. It is an embodiment, not only of our vision, but also of
the concerns and the views of the people of Karachuonyo, collectively and individually,
regarding constituency development. My leadership has respect for and believes on the people’s
ownership of their agenda’s, My administration shall provide leadership but it is my prayer that
the people of Karachuonyo should adopt and own this vision.

At the end of five years, precisely, the year 2012 or thereabouts, it will once again be judgement
time for MP’s. That judgement must be against a well defined criteria and objectives. It is these
objectives that I have decided to clearly delineate in this blueprint. At the end of my tenure, we
must be judged against what we promised, planned and achieved.

Therefore, ‘Our agenda for Development’ is basically an enactment of what we plan and hereby
commit ourselves to achieve in as far as economic development and the empowerment of the
people of Karachuonyo in the relevant spheres of life is concerned.

Development that will stand the test of time, and be of utility to the constituents of Karachuonyo
must be well planned; it must have a focus, both short and long term. Thus, as the people of
Karachuonyo, we must clearly visualize where we are from, where we are going to, and how we
want to go there.

It is such a clear vision that will put our beloved constituency on its feet; in as far as economic
development is concerned. ‘Our agenda for Development’ is a detailed plan of what we aspire to
achieve by the end of five years.

All the constituents of Karachuonyo are therefore graciously invited to commit themselves to its
ideals. They are invited to actively participate, individually and collectively towards the
achievement of the plans and ideals herein presented.

All are invited to own the ‘Karachuonyo Dream’.

WE ENVISION the day when will have adequate number of schools in our constituency.

WE ENVISION the day when needy and destitute students will have access to education.

WE ENVISION the day when our schools will have adequate, highly committed and
motivated teaching and subordinate staff.

WE ENVISION the day when Karachuonyo Constituency will reclaim its lost academic
glory.

Our vision for AGRICULTURE AND FISHERIES

WE ENVISION the day when Cotton Farming will once again be highly profitable

WE ENVISION the day when Agricultural Activities will be carried out the whole year
through irrigation.

WE ENVISION the day when fish from our Lake will not have to be transported to Kisumu
and other towns for lack of local cold storage and fish processing facilities.

WE ENVISION the day when farmers and fishermen will get maximum and sustainable
income from their respective occupations.

WE ENVISION the day when through agriculture and fisheries, our economy will be self
supporting and sustainable.

Our vision for WATER AND INFRASTRUCTURE

WE ENVISION the day when our children, men and women will not walk or cycle for long
distances in search of water.

schools, health centres shopping centres and beaches will have access to Electricity.

Our vision for HEALTH

WE ENVISION the day when our people will have adequate health centres and hospitals
within their reach.

WE ENVISION the day when our dispensaries, health centres and hospitals will have the
requisite facilities and equipment.

WE ENVISION the day when our health facilities will have adequate personnel and drugs.

WE ENVISION the day when health services will not only be available, but also affordable.

WE ENVISION the day when our constituency will have adequate HIV/AIDS Prevention
and Management centres.

Our vision for BUSINESS AND COMMERCE

WE ENVISION the day when our fishermen and farmers will make direct profits from their
products.

WE ENVISION the day when our people will have adequate capital/ credit facilities to
support their business/ commercial initiatives

WE ENVISION the day when through relevant and supporting infrastructure, business will
be a most profitable venture.

WE ENVISION the day when a large section of our people will be comfortably absorbed in
business/ commercial initiatives.

WE ENVISION the day when Karachuonyo Constituency will be the hub of business and
commerce in Nyanza Province.

Collectively, our vision for the five arms of development constitutes the ‘Karachuonyo
Dream’.

Together, we can begin the immediate realization of this dream.

PART II:

THE FIVE ARMS OF DEVELOPMENT

A. EDUCATION

As is well known, my motto is, “Wisdom is better than strength- Rieko Loyo Teko”. Our beloved
constituency has produced renowned scholars.

Today, that reputation is at stake. Time was when Karachuonyo was looked to as the citadel of
southern Nyanza elitism

Education is the key without which many doors will remain shut in today’s world.

Ensuring that this precious commodity is available to my constituents will therefore be a key
tenet of our plans for economic development.

A1. Primary Education

While primary education is free in Kenya, our constituency, like many others continues to suffer
from many ailments with regard to primary education.

Teaching Staff

We will ensure that all the primary schools are fully staffed, both through lobbying and through
initiatives that support the employment of additional teachers.

Importantly, we intend to establish a number of initiatives to motivate teachers to perform well.

Infrastructure and Facilities

Yet another undesirable feature of free primary education is the lack of necessary infrastructure,
both for the pupils and the teachers.

Currently, an audit is being conducted of classrooms, teacher’s houses, and other supporting
infrastructure.

Moreover, we will ensure that our primary schools have well-stocked libraries.

Scholarship for Needy/Bright Students

Through the Constituency Development Fund, and other initiatives in the pipeline, we intend to
ensure that genuinely needy and bright students have access to education at all levels.

Electricity

We have all the intentions of ensuring that Primary Schools in the Constituency have access to
Electricity. This will be vital for studies, especially during the night and morning preps.

We intend to have our pupils introduced to computer education at this level; this shall be made
possible by having electricity in majority of our schools

A2. Secondary Education

Teaching Staff

As in the case of primary schools, we intend to ensure that our schools are filled with adequate
and competent staff.

Similarly, we intend to establish a framework for the motivation of teachers. This would spur
academic performance.

Infrastructure and Facilities

Currently, an audit is being conducted on infrastructure and facilities’ availability in all


secondary schools in the constituency.

We intend to ensure that through the Constituency Development Fund and other initiatives, our
schools have adequate classrooms, Dining Halls, Laboratories etc

Further, to enhance the learning of science and technology, We intend to ensure that computer
studies are within reach. Our students who intend to be information technology gurus would
leave secondary schools with all is required for that beginning, Computers would be in not less
than 50% of our schools with well trained instructors.

Importantly, our laboratories should have all the requisite facilities and equipment.

A program will soon be launched in this regard.

Scholarship for Needy/ Bright Students

No genuinely needy/ and or bright student should miss education for lack of school fees. We
intend to establish a structure for the support of such students.

Further, we intend to establish initiatives to motivate exemplary academic performance at all


levels in the constituency

Electricity

The Availability of Electricity for secondary schools is vital for good performance. Through the
Rural Electrification project, we intend to see to it that our schools have access to electricity.

A3. Tertiary Education

University and College students have for a long time been neglected. We intend to enhance
tertiary education through the following initiatives.

Village Polytechnics

A group which has been sidelined are those who have not been able to for one reason or the other
access college or university education.

A survey is already been carried out that should propose the establishment of Village
Polytechnics.
We intend alleviate the technical schools we have to a level that our youth are able to benefit
from their opportunities. We must provide courses that are relevant to our societies and be able to
maintain these institutions.

Colleges and Universities

Similarly, our constituency desperately needs the establishment of Colleges and Universities. We
intend to establish consultation with the government and the private sector towards this initiative.
Colleges that can be turned to University colleges shall be worked on and more colleges started.

Scholarship for University/ College Education.

We also intend to establish initiatives to enhance the availability of scholarship/funds and


bursaries for Needy/ and or bright University and College Students.

Moreover, We intend to establish a structure for the motivation of exemplary academic


performance at the tertiary level.

B. AGRICULTURE AND FISHERIES

B1.Agriculture

Agriculture and Fisheries are the twin sectors that form the backbone of economic development
in Karachuonyo Constituency. As such, their soundness is important for the people of
Karachuonyo, individually and collectively.

In the Case of Agriculture, it provides food, both through subsistence and commercial farming.
Indeed, most households rely on food crop farming. Some of the crops that are grown include:
maize, millet, beans, ground nuts etc.

Cotton is the major cash crop in Karachuonyo. It is a major source of income to a substantial
number of households in our constituency.

In the Agricultural sector, I have the following plans:

Animal Husbandry

The people of Karachuonyo have time in memorial cherished animal husbandry. Sadly cattle dips
and extension services, animal diseases control and prevention initiatives are almost nonexistent.

We intend to revamp animal husbandry alongside Food and Cash Crop farming. The
construction, repair and maintenance of cattle dips will be the first of such initiatives.

Food Crop Farming

The output and quality of crops grown for food has been far from satisfactory. This is due to a
number of factors i.e. age old farming methods, lack of extension services, lack of credit,
unavailability of credit, failure to exploit latest technological trends in farming etc.

Through the ensuing initiatives, we intend to improve the status of food crop farming

Cotton Farming

For a long time, cotton farming has been negatively affected by factors often beyond the control
of cotton farmer. Particularly, poor prices for cotton have discouraged cotton farming. This is
very unfortunate for cotton is a crop whose growing agrees with the climate and weather patterns
that characterise Karachuonyo Constituency.

I intend to push for the enactment of the Cotton Amendment Bill 2006. If enacted, this bill will
amend the existing Cotton Act to provide for the Cotton Development Authority and to provide
for the promotion of the cotton industry.

Other initiatives i.e. loans/credit facilities, extension services etc will effectively make cotton
farming a commercially viable exercise. It is important that Cotton farmers get good prices for
their crop.

Through Cooperation with stakeholders and the Ministry of Agriculture, trials of the Genetically
Modified (GM) Cotton, which will reduce the use of pesticides by 80%, will be explored. The
cultivation of organic cotton will also be explored.

We will also inaugurate a Boll Weevil Eradication Programme (BWEP); boll weevil is the most
destructive cotton pest.

I intend to lobby for the re-opening of textile industries in the western towns i.e. Kisumu, Kendu
Bay, and Homa- Bay.
Further, we intend to ensure that in as far as is reasonable possible, state of the art cotton
ginneries are put up. Moreover, Hopefully, Kendu Bay ‘Kanyasoro,’ will be the ‘Cottonopolis’ of
Kenya.

Loans/ Credit Facilities for Farmers

Agriculture is a commercial enterprise. Thus, all its operations require funds at all stages. Many a
farmer, though having land has failed to utilise the said land for lack of the necessary funds.

We will assist both Food and Cash crop farmers to establish Farmers Savings and Credit
Organisations that will provide Credit/ Loans and agricultural loans to farmers against collateral
i.e. land, contributions etc.

Such a scheme, once established should not only be geared towards sustainability but also self-
sustenance. Studies have already been commissioned towards this end.

Extension Services

Extension services are fundamental to agriculture.

Today, there are many scientific developments in agricultural methods, soil management
techniques, and seed and genetic technology, which our farmers are not even aware of for lack of
proper extension services.

We intend to revamp extension services to enhance Food and Cash Crop farming in
Karachuonyo. This will be achieved through cooperation both with the Ministry of Agriculture
and the Private Sector.

Seminars and workshops will periodically be conducted in this regard. Workshops that have
relevance to the needs of our people

B2. Fisheries

Time in memorial, fisheries have been the commercial heritage of the people of Karachuonyo.
The fishing industry in Karachuonyo does not only provide food, it also employs a substantial
number of people, directly and indirectly.

For this reason, the soundness of the fishing industry is vital to the economic development of
Karachuonyo Constituency. In as far as the fishing industry is concerned; we intend to proceed as
follows:

Fishing Infrastructure

Access Roads

The Lakeshores have to be accessible by roads. In this regard, we intend to ensure that all roads
leading to the shores are in good condition.

Further, roads that lead in and out of Karachuonyo constituency i.e. Kendu-Oyugis(C-18) and the
Kendu-Homa-bay (C-19) roads will have to be tarmacked.

Strategically, we will identify beaches which will benefit from the ongoing rural electrification
project. This should enhance prospects for local fish preservation and processing.

Security/ Fishing Rights

In the recent past, cases of fishermen being arrested in Tanzanian and Uganda waters have been
rampant. This is obviously against the spirit of the East African Community. I will be the
‘fishermen’s ambassador’ in this regard.

Cooperation and dialogue with neighbouring Tanzania and Uganda would see the expansion of
fishing space in Lake Victoria. Such an initiative would also see to it that the security of our
fishermen in the lake is guaranteed.

Importantly, we have all the intentions of ensuring that fishing rights in Lake Victoria are vested
solely in the people of Karachuonyo. Encroachment by foreigners will not be tolerated.

Sustainable Use of Lake Victoria

Even as I advocate for fishing rights for our fishermen, we will encourage efforts towards the
sustainable and environmental friendly use of Lake Victoria. Such initiatives include efforts
against over fishing, pollution of the Lake, and the destruction of catchment areas that supply
Lake Victoria with water.

In this regard, I wish to recognise the ongoing efforts by the Lake Victoria Environmental Project
(LVEMP), NGO’s, foreign governments and any other agencies that have supported
environmental friendly exploitation of Lake Victoria’s resources.

Water Hyacinth is still an undesirable feature in Lake Victoria. Removing the weed is a costly
exercise that will require the cooperation of Kenya, Uganda and Tanzania who share the Lake,
and consequently the weed.

I have all the intentions of ensuring that through cooperation with the government, stakeholders,
and intra-national organisations, the water hyacinth is removed. Consultations are ongoing in this
regard and I shall personally take this up in parliament.

Loans/ Credit Facilities for Fishermen

As is the case with farming, fishing is a commercial venture; it requires financial input and
output at all levels. Many may desire to own a boat, a fishing net etc; however, such desires are
often cut short for lack of finances.

We intend to assist the fishing fraternity to establish a Loans/ Credit Facility Scheme that would
assist the development of the fishing industry in our constituency. Moreover, we are already
looking into ways of availing the latest technology of fishing to our fishermen.

Studies in these areas mentioned are ongoing and consultations with strategic micro finance and
ministry of cooperative shall help us achieve this.

Fish Preservation and Processing

One of the reasons why fishermen do not get the best prices for their catch is the inability to
independently access outside market. Majorly, fish is taken by fish processing companies, which
take advantage of the fact that without cold storage facilities fish cannot last for more than a day.

Thus, fish is often bought from fishermen at throw- away prices and taken to Kisumu for
preservation and processing. With the availability of Electricity through the Rural Electrification
project, I am looking into ways of establishing local fish preservation and processing facilities.

Such an initiative would ensure that fishermen are not exploited by fish processing companies.
Even better, would be a plan that would enable fishermen to establish and own fish preservation
and processing facilities.

These and like-minded initiatives are being keenly studied.

C. WATER AND INFRUSTRUCTURE

C1. Water

As they say, ‘Water is Life’. That be as it may, the unavailability of water has been an incessant
feature of Karachuonyo Constituency.

Indeed, Karachuonyo history is full of failed water projects: The Greater Karachuonyo Water
Project, Kanyaluo, Wang’ Chieng’ , west karachuonyo and Ndiru Water Projects.

Commercial activities and the standard of living would fundamentally change with the
availability of water. Further, the unavailability of clean drinking water poses a serious health
challenge.

For this reason, we have the following plans regarding Water in Karachuonyo.

Clean Water

Top on Our agenda will be to ensure that once again the people of Karachuonyo have access to
clean drinking water. With the availability of Electricity from Odino falls, coupled with the
availability of water from Lake Victoria, clean piped water will soon be a reality.

Currently, an audit of the existing water pipes, the cost of pumping and the prospects of
commercializing the distribution of water are in earnest progress. As I have often stated, all
projects must focus on sustainability and self-sustenance.

They must have a life of their own.

Bore-Holes/ Water Holes

Soon, I will be commissioning the prospecting of underground water. This will be important in as
far as agriculture is concerned. Past prospects have established that in some places the
underground water is salty.

However, the prospects of using salty underground water, even for irrigation purposes have not
been explored. These we intend to explore. Furthermore, an audit of the existing water-holes
(YAO) is being conducted.

When that audit is complete, excavators will be used to dig them, to ensure that they have water
all year round. With such water holes equitably distributed in Karachuonyo, there will be water
all year round.

Irrigation Farming

Irrigation farming is currently being carried out on the shores of Lake Victoria. With the
availability of Electricity and water from the Lake, coupled with underground water, irrigation
farming may soon be a reality in the Karachuonyo Inlands.

Karachuonyo only has a single rainy season. Irrigation would therefore turn the agricultural and
overall economy around, in a positive direction.

At the expense of repetition, such projects must be sustainable and self-sustaining. Each project
must have a life of its own.

The River Oluch is being used to irrigate the lake shore planes, we shall join hands to make sure
that the objectives of the irrigation scheme are all met as its all in the interest of our people.

Roads

It is a sad reality that the Kendu Bay-Oyugis(C-18) and the Kendu Bay- Homa Bay(C-19) Roads
are not tarmac ked. No efforts will be spared in ensuring that these roads are tarmac ked.

In the meantime, all access roads including the above mentioned roads must be kept in the best
conditions possible. Even as other access roads are created, the existing roads must and will be
constantly repaired and well drained.

I want to make all bridges in our constituency passable at all times of the year.

Electricity

Karachuonyo constituency is a beneficiary of the Sondu-Miriu Electricity Project put together


with the rural electrification, we will ensure that in as far as it is economically sustainable;
electricity is availed to every household.

Priority will however be given to education, business, agriculture, and fishing sectors at the
onset. That means that institutions as, schools, market-centres, beaches, health centres etc should
be the first beneficiaries.

We want to encourage domestic users to make registrations with Kenya Power & Lighting so as
to assist in judging the capacity of transformers installed.

D. HEALTH

A healthy people are a working people.

Whilst the provision of adequate and affordable health care is a priority of most African
governments, the situation on the ground is far from satisfactory.

Karachuonyo Constituency is not an exception to this African malady. In as far as health is


concerned; I intend to proceed as follows:

Construction of Health Centres

There is no doubt that our constituency is behind in as far as the existence of public health
centres and hospitals is concerned. Indeed, Kendu Adventist Hospital- Gendia, which is the
largest Hospital in our constituency, is privately owned by the Seventh Day Adventist Church.

That be as it may, for many years it has provided excellent health services to our people.

We intend to set aside a specific part of the Constituency Development Fund for the construction
of Health Centres and Hospitals.

The same will apply to other funds that will be made available for economic development.

Health Equipment and Facilities

Even as our constituency lacks adequate Health Centres, the existing facilities do not have the
necessary equipment i.e. x-ray equipment, fully stocked laboratories, beds, medicines and other
pharmaceutical products etc.

Currently, an audit of the existing facilities and equipment is ongoing. Through the Constituency
Development Fund, and other funds that will be availed for economic development, we will see
to it that the existing facilities are fully stocked with the necessary facilities and equipment.

Kendu Adventist Hospital- Gendia will obviously be a beneficiary being in the position of the
most advanced medical facility in our constituency.
We do not have enough Doctors to attend to our health problems, we intend to introduce
telemedicine in our equipped hospitals.

HIV/AIDS Prevention and Management

In the latest report by the National Aids Control Council (NACC), Nyanza Province is still
leading in HIV/AIDS prevalence. The people of Nyanza have the greatest risk of both acquiring
and suffering from HIV/AIDS.

Corresponding to this finding, Nyanza province must also have the largest machinery for the
Prevention and Management of HIV/AIDS. I will support and personally establish initiatives that
are geared towards the Prevention and management of HIV/AIDS.

Even so, there are a good number of people in our constituency who are already taking Anti-
Retroviral (ARV’s). Thus, we will through cooperation and partnership both with the Ministry of
Health and the Private sector, advocate for the establishment of HIV/AIDS Prevention and
Management Centres.

Poverty has ensured that HIV positive persons do not have access to ARV’s. With the local
establishment of HIV/AIDS Prevention and Management Centres, the lot of such victims would
be improved.

E. BUSINESS AND COMMERCE

Life is a business as business affects all aspects of life. Agriculture and fisheries which form the
backbone of economic development in Karachuonyo Constituency involve business, directly and
indirectly.

Actually, Business is multisectoral; it involves health, education, infrastructure, governance etc.


In as far as business and commerce is concerned, we intend to proceed as follows:

Credit Facilities for Small Scale Enterprises (SME’s)

The availability of credit facilities is important for the thriving and development of Small Scale
Enterprises. Business plans may as well be lame without the availability of necessary funds.

Small-scale enterprises (SME’s) form the backbone of the Kenyan economy.

The situation is not much different in Karachuonyo Constituency. We will assist businessmen
and women to establish schemes that would ensure the availability of credit facilities to
themselves.

However, it must be stressed that such schemes should through good governance be geared
towards sustainability and self-sustenance in the long run.

On my part, there will be no failure.

Infrastructure for Business

For business to succeed there must be essential infrastructure. I have already outlined my plans
and aspirations concerning Electricity, Water, Roads, Credit Facilities, and Security.

Lumped together, these should create the necessary infrastructure that would spur the growth of
business and business opportunities

Agriculture and Fisheries- ‘The Backbone of Local Businesses’

The improvement of Agriculture and Fisheries would have a resounding effect on business and
commercial activities in Karachuonyo Constituency. For this reason, no effort will be spared in
ensuring that these two sectors thrive.

That is not to say that other sectors i.e. health, water and infrastructure, education etc, will be
neglected. As shown before, these sectors are all interrelated.

No effort will be spared in ensuring that business and commerce thrives in Karachuonyo
Constituency.

Professional/ Enterprenual Advice to Businessmen

Often, businessmen and women look down upon professional advice. Many get into businesses
without consultation and proper research on the prospects of such business.

Commercial success is only possible if businessmen desist from such a pedestrian and casual
attitude to business. Professionalism always pays.

Through the relevant government ministries and private sector players, we will organise
seminars and workshops wherein existing and upcoming entrepreneurs would be periodically
educated on the establishment, management and expansion of business activities.

As the Bible points out:

“Wisdom is the principal thing: therefore get wisdom, and in all your getting, get
understanding.” Proverbs 4:7.

The very first thing that God did in preparing the Israelites for their liberating journey from
Egypt to Canaan- ‘The Land of Milk and Honey’, was to select for them a leader: Moses.

Leadership comes from God. It is a privilege that should be used only for the benefit of those
being led. The people of Karachuonyo entrusted me with their affairs, and I intend to see to it
that I do not let them down.

The work of a leader is to show the way. I promised to provide good leadership. A good leader
will therefore be concerned with three primary issues. First, he must be conscious of the people’s
current unsatisfactory status (Egypt). Secondly, he must be aware of the people aspirations and
best welfare (Canaan).
Finally, he must lead the people on the right path to Canaan. (Their Best Welfare). This is what I
promised to offer, this is what I am offering! In this blueprint, I have noted the current
unsatisfactory economic status of our constituency (Slavery in Egypt). Importantly, I have clearly
laid out the path to Canaan. (The Karachuonyo Dream).

The leadership that I intend to offer will be based on two key tenets that I would wish all to
commit to heart. Firstly, I intend to offer leadership that will be exclusively driven by the
people’s best welfare. Secondly, I intend to offer leadership that will involve the people in
decision-making.
A good leader must involve his subjects in his leadership. For that reason, I would like to
earnestly implore all residents of our beloved constituency to cooperate with me. Always, I will
welcome suggestions and initiatives that will enhance our status.

This tenure’s leadership policy will be an open door policy.

B. AVAILABILITY AND SOUND MANAGEMENT OF FUNDS

While good leadership is indispensable for economic development, without funds, economic
development would be unattainable. That be as it may, the availability of funds for constituency
development projects has always been elusive.

While the desire to develop has ever existed, the unavailability of funds has invariably been the
greatest deterrent. Unfortunately, it has been the trend that where and when funds were available,
they would be mismanaged and used to serve selfish interests.

Consequently, we intend to address these two key challenges. Firstly, how are we going to source
for funds. Secondly, how we intend to employ and wisely manage the funds that will be availed
for constituency economic development.

From the Government, we have two major funds: The LATF and the CDF, the Constituency
Development Fund. In addition, we have noted with great concern that there are other
miscellaneous funds from the state, which we will utilise for constituency development.

We intend to explore all the sources of funds available from the state in a transparent and
accountable manner. Moreover, I intend to privately and through private-public partnerships
lobby international agencies, foreign countries etc to ensure that enough funds are available for
constituency based development projects.

Thus, we shall not solely rely on government financing. Even so, As the Orange Democratic
party we intend to lobby for the increment of the current Constituency Development Fund ceiling
currently pegged at 2.5% of all the government ordinary revenue collected in every financial
year.

The greater challenge will be to ensure that the funds that will be availed for constituency
development will be transparently managed in the best interests of our beloved constituency.

Soon, we will be unveiling the Karachuonyo Constituency Development Fund Policy. The aim of
this policy is to enhance professionalism, good governance, accountability, and democracy in the
management of Constituency Development Fund.

We have both the political will and the ability to ensure that the mismanagement of funds meant
for development is a thing of the past.

PART IV:

THE WAY FORWARD

The time is now, the time is today.


The Sons and Daughters of Rachuonyo, it high time we forged ahead,
United by ideals, driven by the ‘Karachuonyo Dream.’
