Township gets $184K grant from state
Tabernacle Township has re-
ceived $184,600 from the state,
money that had been paid during
a previous administration.
The money came in the form of
a grant for work done in the town-
ship, for which the administra-
tion never applied. However, the
current council was able to apply
for the money and was awarded
it.
This is a great benefit to the
taxpayers of Tabernacle, Mayor
Kim Brown said. Thats almost
two-and-a-half cents (on the tax
rate).
In other news at a recent com-
mittee meeting:
The Redlion State Police Bar-
racks that patrols Tabernacle will
be getting a new station com-
mander. The current commander
is being transferred because of a
promotion.
The township committee spoke
with the major about the need for
continuity for the township. The
commanders at the station have
been changed continuously every
few months. The major said she
would work with the township to
try to address its concerns, and

Seneca fund raiser will

By KATRINA GRANT

Seneca High School will be
hosting a fund raiser for its media
center this month.
In the past, funds raised have
been used to purchase new books
for the library, to purchase books
for summer reading for students
in need and to have authors and
guest speakers come to the
school.
In the past, we have been able
to raise a couple hundred dol-
lars, Kathy Donoghue, media
specialist at Seneca High School,
said. This year we will use it for
our Hunger Games project. Who-
ever wins the competition, we
will be taking those students to
see the movie.
The Hunger Games Project is a
competition that began this year
at the high school. The Hunger
Games is a movie set in a post-
apocalyptic world.
In the movie there are 12 differ-
ent districts, so the school broke
the students up into 12 different
districts and holds competitions
to see which district wins.
The top three districts at the
end of the competition will go to
see the movie. The students have
had a Hunger Games pep rally
and last month, the competition
was a canned food drive.
This project has gotten the
kids very excited about reading,
Donoghue said. It keeps the mo-
mentum going and generates dis-
cussion to keep the kids interest-
ed. They have really embraced
this story, and it is something that
they look forward to.
The school hopes to raise be-
tween $300 and $600 this year. The
fund raiser will take place on
Monday, Dec. 12 between 4 and 9
p.m. at Barnes and Noble in
Moorestowns East Gate Square.
On that night, the high school
will receive a portion of the sales
from the books. Anyone wanting
to donate to the fund raiser needs
to print out a voucher before at-
tending the fundraiser, bring it
with them and present it when
they purchase anything that
night.

said the new commander will be
just as involved as the previous
one.
A member of the public
stressed the need for the town-
ship to alert them more about
crime. She said there should be
more communication between
the township and residents when
crimes are committed in the area,
so the public is more aware of sit-
uations that are going on and can
be alert. She said other townships
that have municipal police de-
partments are more proactive
about informing residents when a
crime has occurred. Township
Administrator Douglas Cramer
explained that the state police
dont report crimes as much as
local police departments do.
The other townships you men-
tioned have local police depart-
ments, Cramer told the resident.
That comes as a great cost to tax-
payers. The state police are not as
active with informing us as local
police departments are.

The Burlington County Free-
holders, the Burlington County
Health Department, the Health-
care Community, Burlington
County College and numerous
other partners are teaming up to
ensure that everyone in the coun-
ty receives a flu shot and brings
immunity to the community.
This week has been declared
Burlington County Influenza Vac-
cination Week. During this week,
there will be many opportunities
for individuals to receive flu vac-
cinations.
The Burlington County In-
fluenza Vaccination Week pro-
vides an important opportunity
for us to tell the community how
important it is to get an annual
flu shot, Burlington County
Freeholder Mary Ann OBrien
said. Getting vaccinated is the
single best way for people to pro-
tect not only themselves against
flu, but their loved ones as well.
Throughout Influenza Vaccina-
tion Week, the health department
will be offering free vaccinations
to all county residents over the
age of six months at the Burling-
ton Center Mall from noon to 6
p.m.
In addition to the flu shot, the
health department will also be of-
fering FluZone High Dose (a flu
shot designed for those over 65)
vaccines. A clinic for children
who need a second dose will be on

Numerous other partners,
such as Burlington County Col-
lege, are teaming up to ensure
that everyone in the county re-
ceives a flu shot and brings Im-
munity to the Community.

Burlington County Sheriff
Jean E. Stanfield announced
that her departments annual
toy drive is officially underway
and that residents and busi-
nesses can donate toys for chil-
dren of families in need at 50
drop-offs located throughout
the county.
Stanfield said that the collec-
tion would continue until Dec.
19, when sheriff s officers will
gather up the bins and return
them to the county complex.
Then, the toys get a safety
check by consumer affairs.
Human-service agencies work
with the sheriff to distribute.
We always receive a wonder-
ful response to the toy drive
each year, Stanfield said.
The holiday season brings
out the best of people in
Burlington County, and it en-
ables us all to put a smile on the
face of a child who might other-
wise go without.
Last year, the department
collected approximately 1,000
toys; the sheriff said she is opti-
mistic that it will exceed that
number this holiday season.
Drop-off locations include
municipal buildings and police
departments, county govern-
ment buildings and private
businesses.
Toy drive runs
until Dec. 19

A
cross the country, cities and
school districts are in need of
additional revenue sources. In
New Jersey, and elsewhere, some gov-
erning bodies have turned to selling
advertising space on public property.
The results: Mixed.
The Associated Press recently re-
ported that the response to Bank of
America ads stretched across the
Wabash Avenue Bridge in Chicago has
drawn the publics ire probably not
doing BOA or the city any good.
But the same report cited a school
district in Colorado that now includes
ads on report cards. Parents, it seems,
dont seem to mind at all.
The concept, of course, isnt new.
But, in these challenging times when
taxpayers are demanding breaks and
governing bodies try to maintain re-
spectable levels of services, more and
more are looking at ways to raise addi-
tional funds. And renting out public
space for private advertising is one
way to do just that.
It seems that doing so is a sound
concept so long as the governing
body doesnt go too far.
The AP story quoted experts who
said the bridge ads could be simply
disgusting to the public and viewed by
some as blight. In that instance, no-
body wins.
But, under the right circumstances,
its readily apparent that the public
will accept some form of private ad-
vertising in the public space.
It all comes down to taste. An obnox-
ious sign that simply looks out of
place likely will raise objections. A
less intrusive, and perhaps more rele-
vant, advertising message might be
applauded by the community as a way
to save valuable tax dollars.
Governing bodies should continue
to explore private advertising but be
careful in doing so.
Buy an ad, lower your taxes
But be careful not to cross the line of good taste
Private ads, public spaces
Do you think governing bodies should
explore placing advertisements for
private companies on public proper-
ty?

Gamblers on self-exclusion list
penalize themselves, casinos
Casinos have seized nearly $70,000 in
jackpots in recent months from gamblers
who signed up for the states self-exclusion
list, the Associated Press said.
Gamblers who signed on to the list asked
the casinos to keep them out and to seize
their winnings if they still managed to
sneak in.
Usually, people sign on because of a
compulsive-gambling problem. The theory
is theyll lose their incentive to gamble if
they cant keep their winnings.

Giannotti sculpting
his place in the arts
If you live in South Jersey, youve proba-
bly seen at least one sculpture by John Gi-
annotti. The Haddonfield resident has
about 24 outdoor sculptures on display
around the world, with several in South
Jersey. Giannotti, originally from New
York City, has lived in Haddonfield for 10
years.
He started teaching at Rutgers Universi-
ty in Camden in 1970 and was head of the
fine arts department. He taught an inter-
national studies program as well. Giannot-
ti started out as a painter. His father was a
sign painter and his workshop was like a
playground for the child.
He still paints, but mostly does sculpture
these days. Giannotti said he is not a
gallery artist, meaning he does not create a
series of works with the same theme. In-
stead, he hops around and works on what-
ever strikes his fancy.

Should schools still
teach cursive?
Should schools even bother teaching
cursive writing anymore? This has become
a hot issue in education, the Gloucester
County Times reported.
New Jersey doesnt seem to require the
practice, and many schools across the state
and country have dropped it from the in-
struction altogether.
The old displays of cursive writing no
longer line the top of a third-grade chalk-
boards.
The penmanship exercises that once
took up blocks of time in elementary
school are now taught at the teachers or
schools discretion, if at all.

Freeholder Director Bruce
Garganio last week took aim at
New Jersey American Water for
waiting until the holiday season
to spring a 20 percent rate in-
crease hearing on Burlington
County homeowners and busi-
nesses a move, he said, that was
strategically planned at making
sure the proposed increase avoid-
ed notice.
Most residents would not
know about the Dec. 6 hearing in
Westampton unless they read
about it in this weeks Burlington
County Times, Garganio said.
He called on the utility compa-
ny to postpone its hearing sched-
ule until after the 1st of the New
Year. In addition, said Garganio,
the company should send every
ratepayer a notice in their next
billing indicating when and
where the hearings will be held
and providing basic information
on the proposed rate hike.
From all indications, a portion
of the proceeds will be used for
infrastructure improvements
mainly in North Jersey.
Its no secret that New Jersey
American brings you the gift that
keeps on taking, Garganio said.
The company seems to have a
knack of seeking double-digit
rate increases putting its propos-
al before the public when many
folks arent focused namely, dur-
ing the heat of the summer vaca-
tion season or during winter holi-
days.
Beyond that, this companys
board of directors needs a dose of
reality, Garganio continued.
Many or our residents are still
unemployed or underemployed,
and struggling to pay the mort-
gage or rent. They dont need a
major utility company piling onto
their problems.
Four unprecedented years in
a row this freeholder board has
struggled to reduce spending and
cut property taxes this year, by a
total $5.8 million, Garganio said.
My message to American Water:
follow our example; do as we do.
Garganio noted that American
Water isnt exactly struggling to
survive, with the parent compa-
ny having recently reported third
quarter earnings of $137.4 mil-
lion which, by the companys own
account, is a more than 7 percent
increase for the comparable peri-
od in 2010. For those who follow
the stock market, thats a jump in
earnings from 71 cents to 78 cents
a share.
What I didnt see in their re-
port was any indication that their

If you live in South Jersey,
youve probably seen at least one
sculpture by John Giannotti. The
Haddonfield resident has about 24
outdoor sculptures on display
around the world, with several in
South Jersey. Giannotti, original-
ly from New York City, has lived
in Haddonfield for 10 years.
He started teaching at Rutgers
University in Camden in 1970,
and was head of the fine arts de-
partment. He taught an interna-
tional studies program as well.
Giannotti started out as a painter.
His father was a sign painter and
his workshop was like a play-
ground for the child.
I started making art at an in-
credibly young age, Giannotti
said.
He still paints, but mostly does
sculpture these days. Giannotti
said he is not a gallery artist,
meaning he does not create a se-
ries of works with the same
theme. Instead, he hops around
and works on whatever strikes
his fancy.
Giannoti said he finds sculp-
ture the most interesting work
possible, and that every new
commission he gets opens an en-
tirely new world for him.
Being a sculptor is similar to
being a features writer for a news-
paper, because you have to be-
come a mini expert on that sub-
ject in a very short period of time,
he explained.
My work in my studio is never
the same, Giannotti said, noting
if he were in a gallery, he would
be expected to produce a continu-
ous collection of work. I just
dont find that exciting.
He left Rutgers in 2001 because he
wanted to devote more time to
creating monumental sculptures.
However, Giannotti still does
some teaching in Philadelphia,
Connecticut and New York.
Next spring, he is going back to
Rutgers for an honors course on
the art and architecture of Italy.
In the middle of the semester, he
will take students on a 12-day trip
to Rome, Florence and Venice.
That kind of trip is more afford-
able for his students than a full se-
mester abroad.
Giannotti said most of his out-
door sculptures are in bronze be-
cause of its lasting quality. While
he has carved marble and al-
abaster, he considers himself a
modeler in clay because it allows
for better variety than working in
stone.
And he has no favorite piece,
but is encouraged by the popular-
ity of some of his work with the
public, which is really what the
work is about.
The artist can get pleasure out
of making something and satis-
faction out of doing it well, but if
there is a really good public re-
sponse, then it really becomes
meaningful, Giannotti said.
He said the statues that draw the
most positive response are the
Hadrosaur in Haddonfield and
the Matthew Henson statue at the
Maritime Museum in Camden.
Theyve sort of made a place for
themselves, Giannotti said. The
ones that give me the most pleas-
ure are the ones that have a story
to them, a history to them and
can communicate in some way
with people.
Giannotti said he tries to ex-
press three different communica-
tions with his work.
First, is the communication be-
tween him and the work of art.
Second, is the sculpture commu-
nicating with itself, which is why
he likes to sculpt pieces with
more than one character.
The Henson piece shows a dog,
King, looking up at his master.
And, the work at Sisters of Infant
Jesus on Kresson Road in Cherry
Hill includes a little girl looking
up at a nun.
And, third, there is the commu-
nication between the work of art
and the public.
He said he was more con-
cerned about the response the
Hadrosaur piece would get than
the Henson.
Youre putting up something
brand new in a town that is not
used to such things, Giannotti

said. The reception that it got
was pretty astounding.
He said the dinosaur piece was
made for kids, who love it.
Also, with outdoor pieces, people
dont need a background in art
history to appreciate them, he
said.
Giannotti said the project hes
currently working on may get the
best response ever, because it is a
sculpture of World War II icon
Rosie the Riveter.
The piece, which is half done,
will be installed in Wood-Ridge
(near the Meadowlands in Bergen
County) in January. Wood-Ridge
was home of Curtiss Wright, air-
plane-manufacturing plant in
World War, II where many women
worked.
Giannotti said NJ Transit
wanted a new sculpture for a new
station and solicited input from
residents and they chose Rosie
the Riveter.
He said he made his first sculp-
ture in college he had done
mostly painting up until that
point in what he called a crazy
mans studio.
The teacher, at the University
of Buffalo, would rake his fingers
over the clay if he didnt like the
sculptures his students were
working on, and tell them to start
over again.
He had some incredible stan-
dards, so I learned a lot from
him, Giannotti said, noting the
medium he used at first was clay.
And, when he works in bronze, he
creates a steel armature skeleton
and adds mesh for clay.
I try working from life as much
as possible, Giannotti said.
When youre working on a sculp-
ture, its like working on literally
hundreds of portraits.
Every time you turn a frac-
tion of an inch, you get a different
profile, he said. You need lots of
information.
Giannotti said his creative
process is almost exactly the op-
posite of what you would think it
is.
He said he thinks of the ending
first, and the venue where the
piece will be installed.
When teaching full-time, Gian-
notti had the luxury of being cre-
ative because selling art was not
his main source of income. With
commissions the ideas are given
to him.
When youre operating your
own business which is a cre-
ative business its easy to fall
into a funk, he said. I like to set
schedules for myself.
So which artists does Giannotti
revere?
There are so many artists who
have influenced me that the list
would go on forever, he said, not-
ing his favorites range from clas-
sical artists to avant garde.
Giannotti, who plays in a jazz
quartet, said eclectic music also
inspires him.
He listens to a diverse group of
musicians such as Handel, Pink
Floyd and Vampire Weekend.
I listen to everything, and it all
has a different effect on me, he
said.
Working on a sculpture is
like working on 1,000
photographs

president and CEO, or any other
board members, have taken a cut
in pay, he said.
Garganio said that David
Baker, president of New Jersey
American Water, would receive a
letter urging him to postpone the
hearing scheduled for 7 p.m. at
Westamptons Municipal Build-
ing, and to reconsider the in-
crease itself.
New Jersey Board of Public
Utilities President Lee A.
Solomon will also be asked to in-
tervene. Garganio noted that
State Sen. Dawn Marie Addiego
and Assemblyman Scott Rudder
had asked Solomon to block the
increase when it was introduced
back in the summer, on July 29.
Residents in more than half of
Burlington Countys municipali-
ties are New Jersey American
customers and pay the highest
rates of all public water users in
the county.
According to reports, New Jer-
sey American received a rate in-
crease of 6.8 percent in 2010; 15.19
percent in 2008; 12.46 percent in
2007; and 9.56 percent in 2004.
The unfortunate fact of the
matter is that you are dealing
with a monopoly, Garganio said.
You cant opt for another water
supplier. Your only recourse is to
attend a hearing and speak out,
and hope to be heard.
