SECTION D (20 Marks)

Answer the following questions after studying the case study.

ABC Corporation is the Power utility company which has recently acquired the distribution right for a circle for the Capital. The company has earlier managing the distribution in some other

Metro. The company has acquired the majority stake in DISCOM. The company prior to the new acquisition had been an Integrated Utility company having 11million customer and 987MW installed capacity in the nearby plant. The new Management has recruited new professionals to head some key positions in the DISCOM. The company is also having the sufficient transmission capacity to bring the wheel power from the Generator Plant to the distribution centers. The company has done well in the past on the operational as well as financial front. This success story could not be repeated in Delhi and ever since the taking over of the Distribution circles in Delhi, the company has faced the problem of revenue collection and high T&D loss. It has been reported to the SERC that the acute shortage of power is due to emergency tripping of a major Hydro Plant due to technical snag in the region. The company has identified a leading consulting company to look in to the problems ailing the company and remedial measure to improve it. Experts have opined that the poor performance of the company is due to adamant and ageing work force. The model in Delhi of standalone operation of DISCOM, Transo and Genco was also cause of worry to the new Management. The company has also face the difficulty in not getting the sufficient Power to distribute from the TRANSCO. The Managing Director of the Co. has been discussing the issue of improving the operational and financial mismanagement they inherited from the erstwhile Govt. Company. The top management team consisting of VP (Operation), VP (Business) and VP (Finance) has been assigned to draw a fast-track program to bring about major changes. The company has mean-while planned to establish its generating capacity in the NCR and lay its own transmission line up to its major load center. The MD of the new company called a meeting of all the Technical and Operational Heads. He has announced a cash reward of 1Lac for the scheme to reengineer the ailing system. The best scheme chosen by the MD was that of a young Engineer. It proposed a ring main of 400KV EHV substation with five new sub-station connecting the new plant with latest microprocessor based control and protection system and SCADA for better monitoring. The suggested installed capacity of generation plant to be 200% more than the actual requirement of the circle. The balance generation was proposed to be sold to other DISCOMs through open access. The Proposal also indicated need of proper planning of the system through Power system analysis. He also suggested some major steps for improving the metering and revenue collection at retail level. His proposal strongly favored for franchisee model of repair and maintenance of old system.

Q7.

Examine the case and comment upon the feasibility of the proposal chosen by MD in context of Electricity act 2003.

Q8. Q9.

How a 400KV Ring-main can be useful for higher system availability? Can the proposals help in bringing down the T&D loss in any way?

Q10. How SCADA can help the company in better system monitoring?
