MSP for Kharif Crops of 2011-12:
The Cabinet Committee on Economic Affairs approved the

Rs. 1080 per quintal and of Paddy (Grade A) at Rs. 1110 per
quintal, which represent an increase of Rs. 80 per quintal
over the last year's MSPs.

ceremony was Bangabandhu National
Stadium in Dhaka, Bangladesh. The event

prior to the first match of the World Cup.

BUDGET TERMS
What is the Union Budget?
In India, the Union Budget is also popularly known as
the General Budget. It is presented each year
normally on February 28 in the Lok Sabha. Most of
the taxation proposals would become operative
beginning April 1,the start of India's financial year.

What are the major components?
Budget is the statement on finances of the Union
Government. It has a summary of receipts and
expenditures of the central government for the
previous year and estimates for the following year.
Budget would essentially articulate the Governments
long term economic policy, vision and immediate
taxation proposals.
Ad-Valorem duties: This is a Latin word which
means tax levied on a property or a product after
assessing the value of a property.

Minimum Alternative Tax (MAT): A mechanism
created to ensure that high-income individuals,
corporations, trusts, and estates pay at least some
amount of tax, regardless of deductions, credits or
exemptions. MAT operates by adding certain tax-
preference items back into adjusted gross income
Budgetary deficit:It is the amount by which
government spending exceeds government income
during the financial year.

Budget estimates: These estimates are projections
on spending across various sectors during the
financial year together with an estimate of the
income in the form of tax and non-tax revenues.

Balance of Payments (BOP): This
term is used to summarise the
international transactions over a period
of time including goods and services as
well as gold movement. BOP reflects
the difference in value over a period of
time between the country's imports and
exports.
Bull:An investor with an optimistic market outlook;
an investor who expects prices to rise and so buys
now for resale later.

Bear: An investor with a pessimistic market outlook;
an investor who expects prices to fall and so sells
now in order to buy later at a lower price.

Bank rate: It is defined as the rate of interest at
which the central bank rediscounts the first class
securities of other banks. Whenever central bank
wants to expand credit it lowers the bank rate,
essentially making cost of funds cheaper to banks.

Capital budget:A plan of proposed capital outlays
and the means of financing them for the current
fiscal period. It is usually a part of the current
budget. It is long term in nature. Capital Budget
keeps track of the government's capital receipts and
payments. This accounts for market loans,
borrowings from the Reserve Bank and other
institutions through the sale of Treasury Bills, loans
acquired from foreign governments and recoveries of
loans granted by the Central government to state
governments and Union Territories.

Capital expenditure: Long-term in
nature, these expenses are used to
acquire fixed assets such as land,
building, machinery and equipment.
Other items that also fall under this
category include loans and advances
sanctioned by the centre to the State
governments, union territories and
public sector undertakings.

Capital receipts: Loans raised by the
centre from the market, government
borrowings from the RBI & other parties,
sale of treasury bills and loans received
from foreign governments together form
the capital receipts. It also includes
recovery of loans granted by the centre to
state governments & union territories and
proceeds from the sale of governments
equity holding in Public Sector
Undertakings.
Corporate tax:Corporate tax refers to direct taxes
charged by various jurisdictions on the profits made
by companies or associations.
Current account: It is an overall record of receipts
from the sale of goods and services to foreigners,
payments for goods and services bought from
foreigners, and factor income (such as interest and
profits) and current transfers (such as foreign aid)
received from and paid to foreigners.
Direct taxes:The tax that you pay directly, as
opposed to indirect taxes, such as tariffs and
business taxes. The income tax and corporate tax
are the two major direct taxes which the Finance
Minister takes a call on while presenting the budget.
Disinvestment: Sale of governments shares in the
Public Sector Undertakings.
Fiscal deficit:It is the gap between the
government's total spending and the sum of its
revenue receipts and non-debt capital receipts. It
represents the total amount of borrowed funds
required by the government to completely meet its
expenditure.
Fiscal policy: It is the use of government
expenditure and taxation to try and influence the
level of economic activity.
Indirect tax: A tax that is not assessed on and
collected form those who are intended to bear it.
Such as - value added tax, sales tax, customs and
excise duties. Unlike a direct tax, it cannot take
individual circumstances into account. Although
levied on producers, the burden of an indirect tax
may be 'shift' to consumers. Service tax is the only
levy that is directly collected from the individuals.

Monetised deficit: It is a
measurement that reflects the amount
of support which the Reserve Bank of
India provides to the centres borrowing
programme.

Non-plan expenditure:It covers all expenditure of
government not included in the Plan. It is non-
developmental expenditure. Part of the expenditure
is obligatory in nature. For example, the interest
payments, pension charges, defence and internal
security, transfers to States, etc fall under this
category

Plan expenditure: Money given from
the governments account for the
central plan is called plan expenditure.
This is developmental in nature and is
spent on schemes detailed in the plan.

Primary deficit It is fiscal deficit
minus interest payments. It tells us
how much of the government's
borrowings are going towards meeting
expenses other than interest payments.

Revenue deficit: It shows the shortfall
of governments current receipts over
current expenditure.
Revenue surplus:It is the excess of revenue
receipts over revenue expenditure.
Revised estimates:Budget estimates need not
always be right, and the difference between the
budget estimates and the actual
expenditure/revenues are reflected in the revised
estimates, which is usually presented in the following
budget.
Revenue budget: It consists of revenue receipts of
government (revenues from tax and other sources)
and the expenditure met from these revenues. Tax
revenues are made up of taxes and other duties that
the union government levies. The other receipts
consist mainly of interest and dividend on
investments made by government, fees, and other
receipts for services rendered by government.
Subsidies: It is cash or other incentives given to a
producer of goods that the government would like to
attract to another area or maintain in its established
location.
