Subject: Efficiency, Justice and Care. Philosophical Reflections on Scarcity in Health Care From October, 1, 1999 until September 30, 2005, I have been research and teaching assistant at the Faculty of Philosophy (Centre for Ethics, Social, and Political Philosophy) and at the Faculty of Economics (Centre for Economics and Ethics) of the Catholic University of Leuven, Belgium. I have carried out my Ph.D. research in this context and completed it in May 2005.

II.6 Research Visits


II.6.1 IZEW, Tbingen
From October 1, 2001 until April 1, 2002, I have carried out a research visit at the Interfakultres Zentrum fr Ethik in den Wissenschaften of the Eberhard-Karls Universitt in Tbingen (Germany). This visit has been supervised by Prof. Dr. Dietmar Mieth and Prof. Dr. Marcus Dwell. During these six months, I have carried out a detailed bibliographical study as part of my Ph.D. research and I have been able to discuss the results of my study with other members of the Centre during two presentations. Furthermore, I was able to exchange ideas with various researchers who work in the same field, during many individual conversations. The results of this visit were twofold. (1) It improved the quality of my Ph.D. research to a significant extent. (2) It brought me into contact with various interesting researchers. Even today, four years later, there are still interesting contacts with people who then worked in Tbingen, but are now related to e.g. Utrecht (Prof. Dr. Marcus Dwell), Harvard en Frankfurt (Prof. Dr. Hille Haker) and Berlin (Dr. Sigrid Graumann). Via the Euresco-conferences, e-mailcontacts and guest lectures we continue exchanging ideas.

II.6.2 Hastings Center, New York


From April 30, 2006 to June 2, 2006, I carried out a research visit at the Hastings Center in New York (US). This visit has been supervised by Prof. Dr. Daniel Callahan, co-founder of the Center and professor at Yale and Harvard University. During this 9

October 7th, 2010 visit I carried out a detailed bibliographical study related to the following question: Can we set limits to health care by appealing to arguments based on a certain conception of human nature and human finitude without causing problems for the elderly and congenitally handicapped? During this visit, I was able to study Daniel Callahans natural-life-spanapproach and discuss the results of my research both with Prof. Callahan himself and with other members of the Center, via individual meetings as well as two presentations. An important addition to this research visit has been given by the possibility of discussing these ideas with Eva Kittay, professor at the State University of New York and an expert in philosophy of disability. Discussing my ideas with her enabled me to think through certain problems of justice for the irreversibly dependent and how to avoid these.

TOLEDO started in September 2001 as a university wide e-learning project. The main goal was to support the implementation of guided independent learning by means of a state of the art virtual learning environment. From September 2004 onwards, TOLEDO became the Common Virtual Learning Environment of the K.U.Leuven Association. III.7 Participation in Commissions related to Teaching and Education


From October 1, 2001 until September 30, 2005, I was a member of the Doctoral Commission of the Institute of Philosophy of the K.U.Leuven. In particular, I was the representative of the Dutch speaking Ph.D. students. As such, I assisted in improving the doctoral education program.

III.8 Other Responsibilities regards Teaching and Education


During the academic year 2005-2006 I was responsible for coordinating the program Onderwijskundige vorming voor beginnende assistenten met een onderwijsbegeleidings-opdracht. The main goal of the program is to help first-year teaching assistants in getting their particular teaching assignments off the ground.

IV.1 Professional Positions external to the KULeuven
Since 2007, I am a member of the staff of Zorgnet Vlaanderen, an employers organization uniting more than 500 private social profit organizations in health care (hospitals, care provisions for elderly, and organizations providing mental health care) in Flanders. Prof. Dr. Chris Gastmans and myself represent the Ethics Department of Zorgnet Vlaanderen. Zorgnet Vlaanderen is renowned for its tradition of ethically inspired decision-making on various levels of care: Clinical Ethics: ethical questions related to the clinical practice (e.g. euthanasia, abortion, tube-feeding, prenatal diagnosis, etc.) Organizational Ethics: ethical questions related to the organization and management of health care (commercialization, business ethics, ethics of finance, etc.)

Since 1995, the Ethical Committee of Zorgnet Vlaanderen annually provides elaborated and scientifically-founded ethical recommendations to all its health care institutions and to the public.

IV.2 Participation in Ethics Committees on various levels


As a staff member of Zorgnet Vlaanderen, I am a member of various ethics committees in Flanders. Local level: external advisor of the Ethics Committee of a group of organizations in mental health care (vzw Gezondheidszorg Bermhertigheid Jesu in Bruges and Ypres). Flemish Level: member of the Ethics Committee of Zorgnet Vlaanderen (secretary) and of Vlaams Welzijnsverbond. National Level: member of the Belgian Advisory Committee on Bioethics
