Description of Work General Summary: Coordinates employment development needs for Pueblo of Isleta adult and youth populations. This position is responsible for supervising and coordinating the work of program participants, interviewing, screening and placement in job training programs. Position is responsible for training supervisors, developing policies and procedures, and preparing various reports. In addition, administers the following federal and state grant programs: Workforce Investment Act (WIA), AmeriCorps and Isleta Youth Employment Programs through recruitment for vocational education training delivered in classroom settings and by placement in work sites. General purpose: Administrative Support; Time Keeper; Supervisor Role qualification: To perform the job successfully, an individual should demonstrate the following competencies to perform the essential functions of this position. 1) JUDGEMENTthe individual displays willingness to make decisions, exhibits sound and accurate judgment, and makes timely decisions. 2) LEADERSHIP the individual serves as a role model and maintaining effective work relationships with youth, parents, adult participants, school administrators, vendors, coworkers and the general public. 3) ORAL COMMUNICATION the individual must speak clearly and provide excellent interpersonal and communication skills (written and verbal). 4) PLANNING/ORGANIZING the individual must be highly organized with the capacity to manage and prioritize competing task while maintaining superior customer service. 5) SAFETY & SECURITY - Must be able to maintain strict standards of confidentiality and keep personnel records safe and secured. 6) TEAMWORK - Ability to work independently and as part of a team. 7) TRAVEL - Available to travel at various sites available to work weekends and extended hours. Position responsibilities (Essential Functions): 1) ADMIN SUPPORT - Oversees the functions of program staff; assures that program goals and activities are successful within the rules and regulations of the Department of Labor and Pueblo of Isleta. 2) ADULT WORKER PROGRAM Assessment, counseling, job readiness skills, and occupational skills training to individuals 18 or older. 3) BUDGET - Initiates the development, writing and budgeting of program proposals and modifications. 4) BUDGET - Maintains accountability of approved program funds; ensures that funds are utilized appropriately within each program component.

5) CLERICAL - Perform clerical functions as needed such as filing, typing, data entry, photocopying, shredding, mail log, etc. 6) COMMUNITY - Establish and maintain rapport with community agencies and academic institutions. 7) COMPLIANCE - Develops and implements guidelines for participant eligibility. 8) COUNSELING - Provides educational assessment counseling services for students on vocational or career choices using the NM Department of Labor career assessment software program. 9) CONTRACT ADMINISTRATION - Develops contracts with local educational institutions for classroom training/education. 10) COORDINATION - Coordinate, oversee, and/or assist with various meetings, task forces, events and projects. 11) EVENTS - Conduct or assist with trainings, in-services, classes, seminars, fairs, orientations and/or other events as assigned. 12) ORIENTATION - Conducts participant orientation sessions to explain policies and procedures related to grant programs and provides job readiness training. 13) ON SITE VISITS - Makes on site visits to interview employees and supervisors and to monitor progress and mediate work related issues. 14) PAYROLL - submits time and attendance to payroll or accounts payable on a timely basis; distributes payroll checks to participants. 15) RECORD KEEPING - Maintains program participant files and records. 16) RECRUITMENT - Develops recruitment materials for all grant programs and actively recruits program participants. 17) RECRUITMENT- Interviews and assesses program participants to determine eligibility, job skills, and job interests. 18) RECRUITMENT - Prepares approval to hire forms for participants; works with Human Resources on the pre-employment, which includes background checks. 19) RELATED WORK - Perform related duties and responsibilities as required 20) REPORT WRITING - Places students in work sites within POI; provides technical assistance to supervisors, and submits progress reports and data as required or requested. 21) REPORT WRITING - Prepares quarterly and annual reports for the Pueblo of Isleta, Department of Labor and state/federal funding agencies, as required or requested. 22) SUPERVISION - Provides direct supervision and direction to adults and youth in classroom training, work experience, after school and summer youth programs. 23) SUPERVISION - Works with other POI departments/programs and local organizations on Internship or Apprenticeship opportunities. 24) TIMESHEETS - Maintains and submits timesheets for payroll, budget modification records, and participant and program files. 25) TRAINING & DEVELOPMENT - Provides soft skill workshops for participants on a monthly basis. 26) YOUTH PROGRAM Assistance for youth ages 14-21 to complete educational program or to secure and hold employment. Priority given to low-income individuals with particular employment or school completion barriers.

Nonessential skills and experience: 1) Bachelors degree in Education, Social Work, Native American Studies, Behavioral Science or related field required. 2) Two (2) years extensive experience in program administration or an equivalent combination of training and experience may be accepted. 3) Supervisory experience in a job-training or vocational placement program required. 4) Indian preference applies. Essential skills and experience: 1) Masters degree preferred. 2) Four (4) years extensive experience in program administration or an equivalent combination of training and experience may be accepted. 3) Experience working with Native American Youth preferred. 4) Tribal member with the ability to speak Tiwa preferred. Other Requirements: 1) Basic computer proficiency (Excel, Windows XP, Microsoft Word, Microsoft Outlook, Kronos). 2) Must be able to pass background check, with NO prior convictions of any felonies. 3) Must be able to comply with the Pueblo of Isleta Drug Free Workplace policies. 4) Must obtain a valid New Mexico Driver license within three (3) months of employment. 5) Must have fingerprinting completed prior to employment. Reporting to this position: This position does not have any direct reports. This position is responsible for the selection and monitoring of students and program enrollees. Physical demands and work environment: Sedentary Work: Sedentary work involves sitting most of the time, but may involve walking or standing for brief periods of time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met. Environmental Conditions: The work environment characteristics described here are representative of those an employee encounters while performing the essential function of the job. While in the office, the work environment is a normal office setting. The noise level in the work environment is usually quiet.
