-------Delhi, Kabul enter first strategic partnership, India to train forces Oct 05 2011 New Delhi : Underlining that Afghanistan deserves to live in peace without outsid e interference, coercion and intimidation, India today took a decisive strategic step in bilateral ties with the country, opening the doors to training, equipping and capacity-building of Afghan National Security Forces. Until now, New Delhi had desisted from making this commitment largely due to dis comfiture in Kabul over the signal such a move would send to Islamabad. However, with Afghanistan-Pakistan ties souring after the killing of former Afgh an president Burhanuddin Rabbani and with the security matrix rapidly changing a s the US prepares to withdraw its troops, the environment is conducive for the f irst Afghanistan-India strategic partnership agreement. As reported by The Indian Express, Prime Minister Manmohan Singh and visiting Af ghan President Hamid Karzai inked an agreement encompassing all key fields, part icularly security cooperation. India agrees to assist, as mutually determined, in the training, equipping and ca pacity building programmes of Afghan National Security Forces, says the agreement . A sub-head, General Principles, specifies that the agreement is not directed agai nst any other State or group of States. While there was no pointed reference to Pakistan in public remarks from either s ide, there were enough indications that terrorism emanating from Pakistan did fo rm a significant component of the hour-long restricted discussion between the tw o leaders. Emerging from the meeting, Singh said: The people of Afghanistan have suffered en ough. They deserve to live in peace and decide their future themselves, without outside interference, coercion and intimidation. Karzai made an even more direct reference: South Asia is facing dangers from terr orism and extremism used as an instrument of policy against innocent civilians. According to the Strategic Partnership document, the two sides agreed to establi sh a Strategic Dialogue to provide a framework for cooperation in the area of nati onal security. The dialogue will be led by NSAs and involve regular consultations with the aim of intensifying mutual efforts towards strengthening regional peac e and security, it says, adding that security cooperation is intended to help enh ance their respective and mutual efforts in the fight against international terro rism, organised crime, illegal trafficking in narcotics, money laundering and so on. The two sides agreed on close political cooperation and establish a mechanism fo

r regular bilateral political and foreign office consultations. Political consult ations will be led by foreign ministries of both countries and include summit-le vel consultations... at least once a year, the document says. This Strategic Partnership would be implemented under the framework of a Partners hip Council, which will be headed by foreign ministers of both countries. The cou ncil will convene annual meetings and consist of separate Joint Working Groups o n Political & Security Consultations, Trade and Economic Cooperation, Capacity D evelopment & Education, and Social, Cultural and Civil Society, involving high-l evel representatives from the ministries/authorities concerned. After the bilateral talks Singh said: We had detailed and frank discussions on th e issue of terrorism. This threatens our entire region, and no country can remai n immune to its lethal effects. The Prime Minister specifically mentioned the tragic assassination of Rabbani, and said India was greatly encouraged by his vision. His brutal assassination should s erve as an occasion for all of us to strengthen our resolve to jointly confront the menace of terrorism that threatens to undermine the security and stability o f our region, he said. Appreciating India as a steadfast friend of Afghanistan, Karzai said New Delhi doe s not see his country as terrorism and violence but as a country trying to live in peace with its neighbours. Singh, in his comments, said, We both agree that Afghanistans economic integration with the Indian economy and South Asia as a whole is in the national interest o f the people of Afghanistan, and one of the ways to achieve this is to promote c loser trade, investment and transit links. He said India will participate in the forthcoming conferences in Istanbul and Bo nn to contribute towards international and regional initiatives for supporting A fghanistans efforts at nation-building. The greatest need today is for the Afghan people to have peace and stability. All countries of the region must work to fac ilitate this, the PM said. A sharp focus on terror was evident as Afghan President Hamid Karzai met Prime M inister Manmohan Singh with the two sides making no effort to mask their mutual interests in deference to US concern that a more upfront Indian involvement coul d send Pakistan s military and political establishment into a tizzy. On a two-day visit to India, Karzai signed a key document with Singh after a mee ting where the two leaders discussed the recent spurt in violence in Afghanistan

and Pakistan s role in fomenting terror in the region and sought to take into a ccount a proposed exit by international forces in 2014. "The greatest need today is for the Afghan people to have peace and stability. I ndia will stand by the people of Afghanistan as they prepare to assume the respo nsibility for their governance and security after the withdrawal of internationa l forces in 2014," Singh said. This is the first time Afghanistan has signed such a document with any nation. W hile the agreement is expected to fuel Islamabad s anxiety, India and Afghanista n are clearly looking at a hard-headed definition of their national interests wi th US keen on thinning down its presence. It is learnt that Karzai conveyed to Singh that the strategic engagement between the two countries, which includes a big Indian effort to build Afghanistan s se curity capacities, will help prepare Kabul for withdrawal of international force s. Although he did not name Pakistan, Karzai spoke of the dangers of using terror a s an instrument of policy after his meeting with Singh. "Afghanistan recognises the dangers that this region faces through terrorism and radicalism that is bein g used as an instrument of policy against our citizens," he said while addressin g the media. The rise in attacks by groups supported by Pakistan and its determination to ens ure a denouement in Afghanistan that meets its prerogatives seems to have dimmed Karzai s expectations of any understanding with Islamabad. The pact entails security cooperation between the two countries "to help enhance their respective and mutual efforts in the fight against international terroris m, organized crime, illegal trafficking in narcotics and money laundering". Singh said he discussed terrorism at length with Karzai and described it as a th reat to which no country was immune. Referring to the assassination of former Af ghan president and chairman of the High Peace Council Burhanuddin Rabbani, Sin gh said the incident served as "an occasion for all of us to strengthen our reso lve to jointly confront the menace of terrorism that threatens to undermine the security and stability of our region". Rabbani s killing is seen as an indication that Pakistan-supported groups have n o intention to allow any sort of reconciliation with elements of the Taliban. On Tuesday, Afghan authorities in Kabul alleged that Rabbani s assassination was c arried out at the behest of Pakistani agencies. The strategic agreement also comprises joint initiatives on key international is sues and support for UN reforms, including permanent seat for India in the UN Se curity Council. It entails a strategic dialogue to provide a framework for coope ration in the area of national security. Omid Kokabi, 28, a University of Texas graduate student, was arrested at departu res at Tehran airport in February. He is also charged with receiving "illicit pa yments," lawyer Saeed Khalili told Reuters, calling the accusations "illogical a nd baseless." Judiciary officials were not immediately available for comment. Iran is locked in a dispute with Washington over its nuclear program which many countries fear is aimed at building atomic weapons, a charge it denies. Several Iranian nuclear scientists have been the target of bomb attacks that Teh ran has blamed on Israeli agents seeking to sabotage its nuclear work. Israel ha s declined to comment. In another incident that remains shrouded in mystery, Iranian scientist Shahram Amiri said he was kidnapped in June 2009 when on a pilgrimage in Saudi Arabia an d transferred to the United States. He said he was offered $50 million to remain in America and "to spread lies" abo ut Iran s nuclear work, but he returned to Iran in July 2010 . e during a month of protests, the chief military prosecutor said. The National Safety Court, set up specially by the Sunni-ruled kingdom after Shi ite-led pro-reform protests were crushed in March, sentenced nine defendants to 15 years for allegedly kidnapping policeman Mohammed Falah. The nine had used "force against him and threatened him with serious harm," said the prosecutor, Colonel Yusof Fleifal, as quoted by the official BNA news agenc y. Among those listed was cleric Mohammed Habib al-Muqdad, who was also convicted o f inciting attacks on policemen in sermons delivered at Pearl Square, the focal point of the protests against the Al-Khalifa dynasty. The same court acquitted three others, BNA said, while another was referred to a civil court. In another case, four defendants, including Muqdad, were jailed for 10 years aft er being found guilty of kidnapping policeman Saifullah Ibrahim and taking him t o Pearl Square, "parading him in front of people gathering there and then to Sal maniya Medical Complex to incarcerate him," BNA said. Some of the defendants also took part in "gatherings held with the intent of com mitting crimes and disturbing security," it added. Witnesses said there was a loud blast at a compound housing four government mini stries in the K4 (Kilometre 4) area of the capital Mogadishu, where students had gathered on Tuesday to take exams. We have carried 65 dead bodies and 50 injured people, ambulance coordinator Ali Mu se told Reuters. Some are still lying there. Most of the people have burns. A Reuters reporter said he had seen nine bodies at the compound, which is in an area of the capital under the control of government forces and African Union pea cekeeping troops. He said scores of people with burns were walking to a nearby hospital and police were trying to evacuate more students trapped inside the damaged buildings. Al Qaeda-linked Al Shabaab rebels had threatened to carry out attacks on governm ent installations after pulling most of their fighters out of Mogadishu in early August.

Al Shabaab carried out that attack, a spokesman for the insurgents told Reuters. Ou r target was the ministries. Police said a truck had exploded at the gate. A second Reuters reporter nearby saw a government pick-up truck leaving the scen e with two bodies covered in the back and another five people with bloodied face s. He said police were shooting into the air to disperse crowds. Muse said it looked as though the truck had been packed with petrol and explosiv es. "The Haqqani Network constitutes a threat both to the Afghan people and to our t roops in Afghanistan," NATO secretary general, Fogh Rasmussen told reporters in Brussles ahead of the NATO ministerial meeting later this week. He said NATO was encouraging the Pakistani government and the Pakistani military to deal with safe havens in the border region. Rasmussen said that there was a cross border traffic that makes possible for the Haqqani Network, and also other terrorist networks, to operate in Afghanistan. "This constituting a clear threat to NATO troops and to the Afghan people. And t hen go back to safe havens in Pakistan," he said in response to a question. Expressing concerns he said it was common concerns and NATO needs a positive eng agement of Pakistan to address this issue. "In general, we need a positive partn ership with Pakistan." Egypt s military rulers on Tuesday assured US defence secretary Leon Panetta th ey will lift a controversial emergency law but gave no sign they will do so befo re parliamentary elections next month, US officials said. In a visit to Cairo on Tuesday, Panetta renewed Washington s appeal to scrap the security law and said he was hopeful Egypt s interim military government will e ventually take that step. The emergency law, which allows arrests without charges and restricts the rights of defendants in special courts, was seen as a symbol of repression under forme r president Hosni Mubarak s regime. Egyptian leaders told the Pentagon chief that "they are seriously looking at the first opportunity" to rescind the law, Panetta told a news conference after mee ting the country s military ruler field marshal Hussein Tantawi. But in talks with the defence secretary, the Egyptians made no commitment to do so before a series of elections starting on November 28 that will usher in a civ ilian-led government. He proposed that Bhatt go on police remand for about three-four hours, answer all their questions and then get released on bail in the evening. Bhatt rejected the proposal outright, telling the court: If you pass a judicial o rder on my remand, Im ready to go to police custody for 14 days. But I will not g o with the police even for four minutes by striking a compromise. I will not str ike a compromise with liars and criminals. His fight was on principles, he added. The move freezes any assets he may have in US jurisdictions and bars Americans f rom providing him material support. The sources said the meeting discussed the need for seasonal manpower from Egypt to work during the Haj season and agreed that 80 percent of Egyptian workers to be recruited should have experience working in previous pilgrimage seasons. Under the agreement, Saudi companies should take good care of the workers while in the Kingdom. The Egyptians will be paid monthly salaries of SR2,000 for three months in addition to travel costs.
