-------Delhi, Kabul enter first strategic partnership, India to train forces Oct 05 2011 New Delhi : Underlining that Afghanistan deserves to live in peace without outsid e interference, coercion and intimidation, India today took a decisive strategic step in bilateral ties with the country, opening the doors to training, equipping and capacity-building of Afghan National Security Forces. Until now, New Delhi had desisted from making this commitment largely due to dis comfiture in Kabul over the signal such a move would send to Islamabad. However, with Afghanistan-Pakistan ties souring after the killing of former Afgh an president Burhanuddin Rabbani and with the security matrix rapidly changing a s the US prepares to withdraw its troops, the environment is conducive for the f irst Afghanistan-India strategic partnership agreement. As reported by The Indian Express, Prime Minister Manmohan Singh and visiting Af ghan President Hamid Karzai inked an agreement encompassing all key fields, part icularly security cooperation. India agrees to assist, as mutually determined, in the training, equipping and ca pacity building programmes of Afghan National Security Forces, says the agreement . A sub-head, General Principles, specifies that the agreement is not directed agai nst any other State or group of States. While there was no pointed reference to Pakistan in public remarks from either s ide, there were enough indications that terrorism emanating from Pakistan did fo rm a significant component of the hour-long restricted discussion between the tw o leaders. Emerging from the meeting, Singh said: The people of Afghanistan have suffered en ough. They deserve to live in peace and decide their future themselves, without outside interference, coercion and intimidation. Karzai made an even more direct reference: South Asia is facing dangers from terr orism and extremism used as an instrument of policy against innocent civilians. According to the Strategic Partnership document, the two sides agreed to establi sh a Strategic Dialogue to provide a framework for cooperation in the area of nati onal security. The dialogue will be led by NSAs and involve regular consultations with the aim of intensifying mutual efforts towards strengthening regional peac e and security, it says, adding that security cooperation is intended to help enh ance their respective and mutual efforts in the fight against international terro rism, organised crime, illegal trafficking in narcotics, money laundering and so on. The two sides agreed on close political cooperation and establish a mechanism fo

r regular bilateral political and foreign office consultations. Political consult ations will be led by foreign ministries of both countries and include summit-le vel consultations... at least once a year, the document says. This Strategic Partnership would be implemented under the framework of a Partners hip Council, which will be headed by foreign ministers of both countries. The cou ncil will convene annual meetings and consist of separate Joint Working Groups o n Political & Security Consultations, Trade and Economic Cooperation, Capacity D evelopment & Education, and Social, Cultural and Civil Society, involving high-l evel representatives from the ministries/authorities concerned. After the bilateral talks Singh said: We had detailed and frank discussions on th e issue of terrorism. This threatens our entire region, and no country can remai n immune to its lethal effects. The Prime Minister specifically mentioned the tragic assassination of Rabbani, and said India was greatly encouraged by his vision. Although he did not name Pakistan, Karzai spoke of the dangers of using terror a s an instrument of policy after his meeting with Singh. "Afghanistan recognises the dangers that this region faces through terrorism and radicalism that is bein g used as an instrument of policy against our citizens," he said while addressin g the media. The rise in attacks by groups supported by Pakistan and its determination to ens ure a denouement in Afghanistan that meets its prerogatives seems to have dimmed Karzai s expectations of any understanding with Islamabad. The pact entails security cooperation between the two countries "to help enhance their respective and mutual efforts in the fight against international terroris m, organized crime, illegal trafficking in narcotics and money laundering". Singh said he discussed terrorism at length with Karzai and described it as a th reat to which no country was immune. Omid Kokabi, 28, a University of Texas graduate student, was arrested at departu res at Tehran airport in February. He is also charged with receiving "illicit pa yments," lawyer Saeed Khalili told Reuters, calling the accusations "illogical a nd baseless." Judiciary officials were not immediately available for comment. Iran is locked in a dispute with Washington over its nuclear program which many countries fear is aimed at building atomic weapons, a charge it denies. Several Iranian nuclear scientists have been the target of bomb attacks that Teh ran has blamed on Israeli agents seeking to sabotage its nuclear work. Israel ha s declined to comment. The National Safety Court, set up specially by the Sunni-ruled kingdom after Shi ite-led pro-reform protests were crushed in March, sentenced nine defendants to 15 years for allegedly kidnapping policeman Mohammed Falah. The nine had used "force against him and threatened him with serious harm," said the prosecutor, Colonel Yusof Fleifal, as quoted by the official BNA news agenc y. Among those listed was cleric Mohammed Habib al-Muqdad, who was also convicted o f inciting attacks on policemen in sermons delivered at Pearl Square, the focal point of the protests against the Al-Khalifa dynasty. The same court acquitted three others, BNA said, while another was referred to a civil court. In another case, four defendants, including Muqdad, were jailed for 10 years aft er being found guilty of kidnapping policeman Saifullah Ibrahim and taking him t o Pearl Square, "parading him in front of people gathering there and then to Sal maniya Medical Complex to incarcerate him," BNA said. Witnesses said there was a loud blast at a compound housing four government mini stries in the K4 (Kilometre 4) area of the capital Mogadishu, where students had gathered on Tuesday to take exams. We have carried 65 dead bodies and 50 injured people, ambulance coordinator Ali Mu se told Reuters. Some are still lying there. Most of the people have burns. A Reuters reporter said he had seen nine bodies at the compound, which is in an area of the capital under the control of government forces and African Union pea cekeeping troops. He said scores of people with burns were walking to a nearby hospital and police were trying to evacuate more students trapped inside the damaged buildings. Al Qaeda-linked Al Shabaab rebels had threatened to carry out attacks on governm ent installations after pulling most of their fighters out of Mogadishu in early August.

He said NATO was encouraging the Pakistani government and the Pakistani military to deal with safe havens in the border region. According to the sources, the agreement was reached during a recent meeting in C airo between representatives of the Saudi ministries of Haj and interior and the Egyptian Ministry of Manpower and Migration. Delegates from Saudi and Egyptian manpower recruiting companies also attended th e meeting. The sources said the meeting discussed the need for seasonal manpower from Egypt to work during the Haj season and agreed that 80 percent of Egyptian workers to be recruited should have experience working in previous pilgrimage seasons. Under the agreement, Saudi companies should take good care of the workers while in the Kingdom. The Egyptians will be paid monthly salaries of SR2,000 for three months in addition to travel costs. The sources said a total of 3,516 Egyptian drivers were blacklisted for various violations during previous Haj seasons. On May 5, 2001, Fardeen was charged under Section 21 ( A) of the Narcotics Drugs and Psychotropic Substances ( NDPS) Act for possessing cocaine. He was arrested in the small hours of the morning outside a restaurant in Juhu, where he turned up after attending the wedding reception of music baron Ratan Ja ins daughter earlier in the evening. The actor was then detained by the Central Narcotics Control Bureau and subseque ntly taken to the J. J. Hospital for tests.
