Abolishment of the Indian Act.

I am Paula LaPierre, Principal Sachem of the Kichesipirini Algonquin


First Nation, currently re-constituted after years of painstakingly
difficult and emotional research. I have worked professionally as an
acedemic Aboriginal researcher as well as for the federal and provincial
governments in the community services and employment supports /
human resources development sector. Stumbling upon glaring
inconsistencies regarding good governance and anti-corruption
mechanisms allowed in government policy when dealing with Aboriginal
representatives and services prompted my initial decision to begin a
quest for truth and understanding....which led me back to the horrific
history of the Algonquin people and my own legitimate Aboriginal
heritage stolen from myself and my ancestors through the imposition of
such racially discriminatory policies such as the Indian Act.

The application of the criteria of the Indian Act upon the Algonquin /
Kichi Sibi Anishnabe people can be understood as nothing less than
political and cultural genocide. The continued official and unofficial
application of a "Status-centric" perspective throughout all aspects of
Algonquin politics, programs, and services, especially the current
Algonquin Land Claim negotiations process in Ontario, is a continuation
of that political and cultural genocide, and is considered a crime
internationally.

My publicly available newsletter Kichesippi Current found on our


communit website as well as the website of the Aboriginal Law
Students website begins to outline some of my observations and major
concerns regarding the current process and an Indian Act and Status-
centric perspective.

Creating and "funding" co-operative and complient communities to


participate in negotiations that would not meet the legally agreed
upon standards for assertion of Aboriginal rights, as I have observed in
the current process, contributes to the creation of economic
opportunities and employment opportunities that distract and abrogate
from the actual legal obligations and proper compensation owed to the
Aboriginal group. Such processes have so far robbed the Algonquin
people of billions of dollars, exposed us to dispictable social
engineering interference and artifical divisions, and corrupted one of
the most respectable and sophisticated political and cultural groups
known to North America.

When you have acquired a detailed and comprehensive understanding


of our history; when you have been exposed to the funded internalized
oppression associated with the on-going process you can only conclude
that such actions are criminal.....it is a blight on the Canadian
conscience.

As leader of the proud Kichesipirini Algonquin First Nation I have


committed myself and my community to again assuming our inherent
responsibilities associated with our specific history, ancestry and
totemic identity. I commit to again ensuring that Algonquin / Anishnabe
leadership will reflect the most sincere and accountable commitment
an actual commit as civil servant in the truest meaning and leadership
committed to the best interests of the people.

Negotiation processes, agreements, accords....covenants....cannot be


used as substitutes and easy fixes to the actual establishmnet and
protection of Aboriginal rights and title that would be better defined
and protected in a court of law.

The days of Aboriginal people being forced, bribed, bullied, confused


or enticed into accepting and promoting sub-standard governance and
policy are over!

"Re-constituting the true historical First Nations would build a stronger


case for access to resources on the traditional lands of that particular
nation because instead of having individual reserve communities
"claiming" the same traditional lands(which is often the case), we
would have one nation, one voice, one people claiming what is
rightfully their territory."

The powerful history of the Kichesipirini Algonquin First Nation,


combined with my professional research and commitment to ethical
and uncomprimising governance offers the Algonquins a uniques
opportunity to set a new standard....by remembering the old....and
continuing a true manifestation of our actual tradition and cultural.
