In short: Study and design of small sheet metal boats for transportation.

Nature of the project

The starting point of the project is the building of small fishing boats needed to make
use of the significant resources of marine origin available around the island of Haiti.
Fishing is however insufficiently developed there due to the lack of adequate
equipment.The local partner wanted to build small boats starting from diesel engines,
sheets of steel and available steel profiles. Isf is to study one or more viable
solutions and to submit them to the local partner in view of building a prototype.

Action of ISF

The local needs being rather badly defined, Mr. Ravet went to the site in 1998. He
found there an extremely well equipped workshop, with skilled labour available under
the management of a Swiss engineer. The visit showed that the steel sheet could not
replace the wood in the fishing boats. The project was then redirected towards the
construction of steel boats designed for transportation of goods between the islands.

Jacques Ravet carried out the preliminary sketches of boats of the "landing-craft"
type. These sketches were approved by the AECP. However, a more urgent request
for an ambulance boat replaced the first request. A new preliminary draft for this
type of boat was worked out and sent to the AECP.

Roger Loozen of Codéart went to the site in 2000 for coordination with the local
partner. This meeting resulted in the preparation of drawings at Codéart in
collaboration with Jacques Ravet and these drawings were sent to the local partner.

This enabled the workshop to carry out the building of such a ship.

Contribution to the construction of housing for Tibetan students who have taken
refuge in India.

Nature of the project

This project, introduced by the French association "Amitié Franco-Tibétaine ", aims at
building lodgings for the college of Tehor Khangsten of the monastery of Sera. These
lodgings will be used to allow young Tibetans who have fled to India to continue their
studies on the Tibetan culture. The role of Isf would be to assist in the construction. .

Action of ISF

A detailed file of the project was prepared by Mr. Polet and submitted to the SRBII.
This organization has taken the commitment to build a Buddhist university campus in
India. The architectural firm Bricks had also agreed to take part in the project.
M. Genbrugge went to the site in May 99. He established a budget with the
assistance of a local contractor. This mission made it possible to establish a file in
view of obtaining some financing. The Bricsnet Company agrees to support the
project. At the time of the general assembly in March 2000, Mr. Polet had asked Isf
for an engineer in view of supervising the construction. Following that, an engineer
was found: he was trained during 3 months in Europe in the techniques of remote
project management via Internet. This technique, based on construction
management software developed by the Bricsnet Company, makes it possible to
ensure an effective in situ follow-up with a minimum of persons involved. The
engineer left for a one year mission to start up the project.
The project was completed without further input from Isf.

In short:

Concerns the development of the area of Pweto through the installation of systems of
drinking water supply (pumps, adductions, ram pumps), through the rehabilitation of
roads and the rebuilding of bridges and by initiating projects for economic
development.

Nature of the project

In 1991, a White Father contacts ISF (which at the time was Isf-Izg) in connection
with a lack of drinking water in the area. The supply of water is obtained primarily
from the lake in the immediate vicinity of the many rivers in the neighbourhood .This
water is very often polluted by the bordering villages. This water problem concerns
both the inhabitants and the main hospital of the area which is located on a
headland. A second important problem is the deplorable state of the roads. Pweto is
surrounded by many bridges, all in very bad condition or completely destroyed. This
creates an enclave that limits trade and consequently slows down the economic
development of the area.

Short history
Three great stages have marked the evolution of this project. The first was to tie
relations with the local partner and to study a solution consisting in a hydroelectric
power station as suggested by the White Father. This was done through student
missions that lasted from 1 to 3 months. This project quickly proved to be
unsuitable, but it appeared that the local partner was very motivated for carrying out
other projects. This phase ended in the construction of a water conveyance system
by gravity on a length of 2 km.

In view of the motivation of the partner, Isf decided to set up a permanent assistance
on the spot in order to pursue the projects at a greater speed. As of 1994, Isf started
to ensure a permanent presence on the spot. The projects of water conveyance
developed in harmony with the needs of the local partner. Moreover, the permanent
presence made it possible to start work on the rebuilding of the bridges. This
required an intensive effort of public relations with the authorities and the Roads
Office in order to obtain the necessary authorizations, subsidies and material
assistance. This second phase was stopped in 1996 during the outbreak of the war
which brought Mr. Kabila to power. At any point in time, the progress of the projects
was performed at the rate of progress of the local partner to ensure his active
participation in the development of his area.
During this period, Isf did not remain inactive since a file for co financing introduced
to the CIFCD and was submitted and accepted by the AGCD. As of September 97,
Marc Matz left for a duration of 3 years and Jean-Philippe for a duration of one year,
in order to pursue the installation of the water conveyances, the installation of the
pumps and the rebuilding of the bridges. This third stage in the project produced a
great number of achievements.

Assessment and achievements

During the 10 years duration of the project, 9 people including 8 volunteers from Isf
went to the site. A total of approximately 6 years of continuous presence was
thereby ensured, and that in spite of the many political events which took place in
the country.

The achievements are in proportion with the undertaken effort. In the field of water
supply, a water conveyance of 2 km supplies by gravity 7 tanks spread out in the
village. An accumulation reserve of 20 m3 was built. One of the hydraulic rams of the
hospital was repaired and powered by the river water. Another ram was installed and
collects the drinking water of a source. It is not yet completely operational because
of the plugging of one of the conduits with sand.

To the above can be added the renovation of a series of old wells and the installation
of 22 manual DUBA pumps in Pweto and in the area of Kasenga. A maintenance
workshop for the pumps was installed in Kasenga, with a secondary workshop with
Pweto. These two workshops are already maintaining a group of more than 350
pumps installed in the area by COMIDE and Caritas Austria. A source of supplying
these workshops with spare parts was set up via the Don Bosco Salesians present in
Lubumbashi.

The work on roads and bridges started in 1994. Collaboration between Isf, the local
partner Maïsha Mema and the Zone was initiated at the end of 1995 to ensure the
repair of the roads. This collaboration was stopped at the time of the revolution of
1996. Thanks to Isf, more than 6 bridges were rebuilt or repaired: one on the
Chamfubu river, one on the Kabilele, two on the Kamfisha, one on the Kabasso and
finally the bridge over the border over the Lunkinda .This last bridge is indeed very
important to disenclose Pweto. Its position on the border between Zambia and the
Congo gave rise to many problems when trying to obtain the authorization for the
rebuilding the bridge. Whereas this reconstruction could have started as early as
1994, it will have had to wait until 2000 for the administrative hurdles to be
overcome.

This enumeration of achievements does not mention many small specific actions
which were carried out by the volunteers of Isf for other partners or co-operators.
Various other projects were also considered and finally abandoned because their
usefulness could not be proven. All these numerous small actions, although not very
visible make it possible to others to also progress in their process of development.

Conclusion

This kind of realization could not have been made possible without the implication of
a great number of people. Isf therefore cordially thanks all those who left for Pweto
in view of implementing the projects often under very difficult conditions: Jean-Luc,
Emmanuel, Frederic, Damien, Adnan, Hugues, Jean-Philippe, Mathieu and Marc. The
help of Philippe Waucquez on the spot was also decisive to ensure the follow-up of
the project on the spot. Such a project cannot be achieved either without the many
donors who contributed to support it. We can amongst other mention Leon de Béco,
Philippe, Hugues and Damien, the Town of Wavre, Caritas Belgium as well as various
partners in Katanga who supported us financially. Lastly, Isf also thanks all the
volunteers who ensured the follow-up and the support for the project from Belgium.

But life continues and the future remains in front of us. The return of Marc Matz from
Pweto marks the end of the presence of Isf. The socio-political situation became a
very important obstacle to the projects. Before his departure, Marc Matz
endeavoured to set up a structure of follow-up which will make it possible to
maintain the achievements in good working order and even to possibly continue
certain projects. Isf will keep in touch with Pweto. In addition, Isf wants to remain
active in this area by supporting other local associations that are more accessible
under the current conditions. In particular, a collaboration with the ADRI (P85) is one
of the possibilities in this respect..
P73 Assembly and study of a transformer THT/BT in Congo-Brazzaville

Assembly, connection and study of a transformer THT/220V to supply the villages


located under the high-tension lines.

Nature of the project

Many African villages are close to very high voltage lines, but cannot benefit from the
electrical power due to the absence of stations lowering the tension to consumer
values. The university of Liège and ALSTOM (ex-Balteau factories) therefore decided
to design a transformer THT/220V of 70kVA that could directly convert the very high
available voltage into a tension of 220V adapted to domestic consumption. A
prototype is in construction. Several local partners take part in this project: the
University Marien NGOUABI, the National School for Higher Technical Teaching
(ENSET) in Brazzaville; the local NGO : Association Congolaise d’Energie et Société
(ASCONES) and the National Electrical Company (SNE).

Action of ISF

A mission was planned by the partners to install the prototype of transformer on a


pilot site. This transformer will be then connected to the village and put into service.
A follow-up over 18 months by the University of Brazzaville is envisaged in order to
make it possible to observe its behavior and its worthiness. The role of Isf was to
select the person in charge of the mission. Isf is also interested by the results of this
experiment. A volunteer with 10 years experience of Africa left in 2001 and returned
at the end of the first quarter 2002.

On the spot, the volunteer met many difficulties when installing the equipment due
to the blatant inertia of the local partners. He managed however to complete the
installation and it is now in working condition. The follow-up of the operation of the
system and its viability over a longer period is being monitored by the University of
Brazzaville.

From the point of view of Isf, this project is completed, since the volunteer whom we
selected completed his mission. However, we will follow this project with interest,
because the conclusions that will result from this experience will be of interest for
many village communities in developing countries.
P77 Construction of a dispensary in Zambia

In short:

Construction of a small dispensary with ten beds, a water well and housing for the
doctor. Isf is in charge of providing drawings and to extend technical support.

Nature of the project

The Fringilla area is situated at 50 km of Lusaka. Presently, the patients must travel
to Lusaka to receive medical care. However, transportation in Zambia is very
expensive and is not always fast. This entails that many people do not go to the
hospital or arrive there too late. The construction of a dispensary with ten beds along
the Lusaka - Ndola road would bring a solution to this problem. This project is
actively supported by the local authorities as well as by the population. Many people
are ready to bring their contribution in material or equipment to the project. Other
development projects based on the same principle have already been completed. The
works to be carried out are the construction of the dispensary itself, a pharmacy,
housing for the doctor and the drilling of a well.

Action of Isf

Isf initially contacted various active health organizations to provide the necessary
medical skills to the project On the basis of an initial conversation with MSF, a
detailed questionnaire was sent in order to perform an identification of the general
local conditions. The visit of a Belgian doctor was organized at the beginning of 2000.
This doctor, Dr. Lebacq, confirmed the need for having a dispensary at this place. He
will send a letter in confirming this to the local authorities.

The building which was for sale and that could have been used as a basis for the
dispensary was bought by someone else. It cannot be used for the project any more.
However, the local authorities provided a new piece of land located in the
neighborhood. The financing arrangement was re-examined because such a project
is generally not accepted for financing by NGOs. Mrs. du Parc also re-examined the
strategy of the project and, with the assistance of Memisa, decided for a staged
performance of the project, separating it in different phases.

Jean-Louis Van Hove then provided the drawings of a basic dispensary which can be
upgraded and allows for its progressive establishment.
Thanks to the action of Mrs. du Parc and the active support of Memisa, the project is
now completed.
P95 Artisan Manufacture of soap in R.D. of Congo

In short: Assistance to an association of women, the CIFEC to improve its artisan


method of soap production

Nature of the project

This project started on the basis of request of the CIFEC, collective of Congolese
women aiming at promoting rights of woman and child in the Congo. In order to
support their activities financially, these women started to produce artisan soap .
At the time of a conference on suitable technologies which was held in Kinshasa in
99, they contacted ISF to help them to improve their production, in quantity and in
quality. The production of soap is an activity which brings significant benefits but
which lacks means and technical expertise. he women of the CIFEC produce without
any standard only one type of soap, used both as a detergent and for body care.
They purchase the ingredients from importation companies! The various chemical
mixtures are performed in plastic buckets without any equipment nor particular
protection.
The request directed to Isf is on the one hand to improve the conditions under which
these women must work by the contribution of adequate equipment and on the other
hand to increase the quality and the diversity of the production of soap.
Information was obtained on the manufacture of the soap. A procedure was
established as well as a detailed questionnaire. This was sent to the Congo. However,
communications with Congo became very difficult. In spite of our efforts to
communicate with the local partner via contact people on the spot, we could not
establish efficient exchanges to advance in this project.

Action of ISF
Nevertheless, this project enabled us to consider the problems of the manufacture of
soap in developing countries, by making the best possible use of the local raw
materials. We received many different requests on this subject. Isf undertook
therefore to write a handbook on the manufacture of soap and derived products
(such as detergent soap, soap for dish washing, cream soap, shampoo…).This
handbook should be useful in various countries and enable us to answer the requests
from other NGOs or development associations. The handbook is in its finalization
stage.

In short:

Advice requested for coal mining on a small scale in an old open-cast mine.

Nature of the project

The local population would like to extract on a small scale, coal from an old
abandoned open-cast mine.In order to achieve this, they need mining engineers to
advise them and to find second hand equipment (technical information, purchase
price, cost of transport…). There is however little available information.

The partner has launched a general call to various NGOs and organizations to obtain
this assistance.

Action of ISF

The initial action for this project was to understand the nature of the request. It was
not clear if the project was of an artisan type or was to take the shape of a small
industry. The technical elements were also not very clear. Moreover, the local partner
had requested an advice from several NGOs and it was necessary to avoid the
involvement of too many advisors. ISF wanted in addition to make sure that its
participation did not support a commercial initiative whose engineering could have
been directed towards traditional engineering and design departments.

An opportunity arose for Isf to clear up the situation. Two engineers from Tractebel
went in the area and had agreed to gather some information on the spot. They were
not allowed in the mine, but they met the local person in charge for the project. It
appeared that he was very concerned about the technical aspects of his project but
much less about the authorizations necessary to start it. Some assistance was
provided to him to help him in this task.

Following upon the mission on the spot, Isf received a business plan corresponding to
a relatively important exploitation of the mine. It then appeared that the partner’s
projects exceeded the framework of a basic co-operation and thus were not
consistent with Isf’s activities.

Isf then finally some comments on the business plan and decided to leave the project
in the hands of other more economically orientated partners or to a larger NGO.

Nature of the project

Peanut paste is an unstable product. Without homogenisation, the oil and the paste
separate and the latter hardens. The product is then not presentable for consumption
any more and it becomes unusable. The objective is to find a good emulsifying
technique to obtain a product of fairly average quality. The partners in Haiti and
Cameroon are also. interested in this project

Action of ISF

The Louvain-La-Neuve of Isf group received some free samples of various


emulsifiers,whileCodéart provided samples of paste to be treated. Tests were carried
out in order to find the best emulsifying method as well as the proportions to use.
Experts in the field are consulted to obtain to the best solution adapted to these
countries.
This project led to the realization of a complete and detailed handbook describing the
manufacturing process of the peanut paste as well as a description of the press.
P104 Calculation of a steel structure.

Nature of the project

The purpose is to produce a booklet or an abacus which makes it possible to easily


dimension a standard steel frame starting from a few basic parameters.The principal
types of frame should be described and for each type, a simple procedure of
dimensioning will have to be included. In particular, for standard dimensions, this
calculation will already have to be performed, so that the frame can be produced
directly, without any further calculations.

This project was the subject of an End of Study Report by an ECAM student, S.
Bezahd.

Nature of the project


The reinforced concrete is used to build strong structures at low cost. Concrete
reinforcing steel must be bent according to preset shapes before being placed in the
formwork. In particular, for the concrete slabs, the steel must be folded in zigzag,
which is a rather difficult task. Equipment exists that make it possible to bend irons
according to fixed dimensions.

The local partner would like to be able to manufacture a simple machine that makes
it possible to bend this reinforcing steel with variable steps and lengths. This machine
would largely facilitate the production of prefabricated elements in reinforced
concrete.

Nature of the project

This project consists in looking for the best materials for the manufacture of a
grinding stone for corn and to make the manufacturing process adapted to suitable
technology. A grinding stone made out of stone is not appropriate. At the end of the
project, one should have a process description and a detailed manufacturing method
that has been successfully tested

Action of ISF

The Louvain-La-Neuve group of Isf has worked on this project. It had already
contacted various millers to gather useful information on the grinding stones, their
properties and the various manufacturing processes.

Unfortunately, the nature of the stone and the bonding used, which had both to be
compatible with the requirements for human consumption, did not stand up to the
test, the bonding element disintegrated much faster than the stone, so the grinding
stone was doomed for an early disintegration. The project has been abandoned since
then.

Nature of the project

In Haiti, the demand for construction is important. It is an interesting source of income for
the craftsmen. For most of the people and particularly for the poorest, the habitat
constitutes the only possession which they will own during their lifetime. The meager
savings will quickly be transformed into blocks of cement, before an urgent need strips
them of the scarce money which they have.
The AECP have produced since a good many years the moulds for blocks or moulds for the
manufacture of small beams and lintels. They wish to add new types of prefabricated
elements for the craftsmen.

Requested Support

The request concerns the transfer of know-how relative to the production of prefabricated
concrete elements (skeptic tanks, sewer pipes and manholes, blocks for retention walls…)
For each product a drawing of the part is requested, together with the design of the
corresponding moulds, and the detailed drawings of the moulds, the procedure for the
manufacture of the moulds if necessary and the procedure for pouring the concrete. Isf
will provide general information and sketches with dimensions. These will be transformed
into drawings by Codéart. These drawings take a considerable time and Isf is always
looking for volunteers.

This project was the basis of a end of study report by a student, Frédéric Adam. He
suggested giving these concrete elements a thickness of 6 cm.

In short: Evaluation of seriousness of the technical study and the estimate
established by a Burkina company for the construction of a water storage

Nature of the project


The asbl Fraternité Saint Paul supports an NGO from Burkina which wishes to
improve the agricultural potential in a rural community in the area of Yotenga in
Burkina Faso. With this intention, the building of water storage is planned. An
estimate was established by a local company and Fraternity Saint-Paul, who will
probably finance of the project, has requested the assistance of Isf to check the
technical feasibility of the project and the reliabilty of the estimate.

Action of ISF
Isf received a first technical dossier which was transmitted to Claude Miest and Marc
Wathelet. These gave, independently one from the other, their critical opinions on the
file and produced for Fraternité Saint-Paul a series of recommendations and
questions to gather more information. The local partner answered these questions
and followed the recommendations. A second improved file was then transmitted to
Mr. Miest who reacted more positively, though still issuing reserves due to the
difficulty in giving an opinion on the basis of a simple file without having seen the
situation on the spot.

Fraternité Saint-Paul plans to build the studied water storage and expects from Isf
technical assistance in the follow-up of the project in the event of realization.

To help the peasants of N’Diol to use the irrigation infrastructure repaired by EBS.

Nature of the project

The mission entrusted to Isf is to assist the country community of N’Diol in the
process of installation of market gardening (choice of the cultivated vegetables,
farming techniques, fertilization, and insertion in the marketing outlets of the
products). The interest of the project lies in a diversification of the productions and
the insertion of the peasants of this village in a commercial channel. This will allow
an increase in the living standard. The cultures will be irrigated on an area of 3 ha
whose irrigation system was repaired by EBS in 1999.

Action of ISF

Isf proposed to EBS to send an agricultural engineer as a volunteer specialized in


irrigation (Pierre-Emile Van Laere) during three months to N’Diol to fulfill the mission
described above. The engineer was to go there during the dry season. The mission
was prepared, both on the administrative level as the technical one, in agreement
with Isf and EBS. A preparation and a technical follow-up of the project would have
been ensured in Belgium by Isf, in addition to the work performed in Senegal.

Nature of the project

The mission entrusted to Isf is to assist the Gandhi Institute in the development of a
training centre in Cotonou. The courses are destined to young students who have
dropped from school due to lack of financial means and are to be seen under the
context of the total privatization and disengagement of the Benin State in the field of
Public Education. Isf’s participation is the supply of education equipment and the
training the teachers.
Action of ISF

Isf has sent during the Christmas period of 2001 a teacher of the St Laurent Institute
in Liège ( André Lahaye) to evaluate the situation with respect to the use of electrical
power in Benin and the usefulness of teaching this to the local students. It turned out
that this subject will be provides by a local organization called “Le Centre Polyvalent
des Métiers”. The Gandhi institute will in a first phase concentrate on the reaching of
computer science.

Isf has collected around twenty second hand computers in working condition. They
were sent in 2002.
In view of continuing this supply, L. Etienne and PF Bareel have aroused the interest
of students of the universities of Liège and Louvain during an evening presentation.

The institute is running smoothly. It will move in a larger and better located
installation.

A new collection of computers is under way.

The creation of Gandhi Institute is a first positive experience and it encourages us to


pursue this type of activities with other partners. The associations that wish to take
part in such schemes are very numerous, especially in Africa.

Nature of the project

The mission entrusted to Isf is to assist Nouvelles Approches in the choice for
telecommunication equipment to ensure that the patrol station in the natural reserve
of Upemba can be in contact with Lubumbashi and Kinshasa. The purpose is to
provide an answer to this question taking into account the budget, the requirements
and the local constraints (duration of use, available sources of energy, etc.)

Action of ISF

Jean Jaumotte contacted various equipment suppliers (radio, antenna, batteries,


etc.) and identified, for Nouvelles Approches, the bid which was best suited for the
requirements and the budget. The recommended equipment was bought by
Nouvelles Approches and sent to Katanga. Following upon this experience, Isf has
established a questionnaire to help with the identification of the projects relating to
telecommunications. This questionnaire is placed at the disposal of the NGOs and
other associations of the Developing World.

To assist the Al Bahraoyine co-operative in the study of the feasibility of a project of


the installation of the cultivation of essential oils and for the accompanying extraction
units.
Nature of the project

In order to improve the living conditions of the villagers of the commune of Al


Bahraoyine, located in the province of Tangier in Morocco, the representatives of the
twelve villages constitutive of this commune created a co-operative in view of
planning and setting up projects which would encourage the economic development
of the area in the long run, in particular through agricultural development. In this
context, the co-operative would like to develop the cultivation of essential oils (basil,
mint, vervain, wormwood, geranium, etc.) as an economic alternative with high
added value.

Action of ISF

Michel Jeandrain contacted representatives of the Department of Agronomic Science


at Gembloux to benefit from the expertise of its researchers who are developing a
similar project in Chile. Advice would be welcome, given the highly specific character
of the approached subject. Contacts were also made with industrialists specialized in
the extraction of oils and in their marketing. They drew our attention to the
importance of ensuring a production of constant quality to guarantee its marketing
value.

A coordination meeting was held in January 2002 with representatives in Belgium of


Al Bahraoyine (Miss Touria El Akel), of the members of FUSAGx (Gembloux
University) and the NGO ‘Louvain Développement’ which is likely to introduce this
project into its Action Plan 2003-2007 with the DGCI. This NGO wishes indeed to
concentrate its activities around some geographical poles in which the North of
Morocco is included. It was agreed that Miss Touria El Akel will meet the local
coordinator of "Louvain Développement" on the spot, as well as members of the
institute Hassan II.

The project unfortunately never reached the performance stage due to lack of
financing.

Nature of the project


The aim of the project is to train skilled technicians capable of bringing professional
skills to the Moroccan contractors and to give training in the field of Public works and
to enable the follow-up and anticipation of the evolution of the sector. From this point
of view, the CECOTEPE has been asked by the Kingdom of Morocco, and more
particularly by the Office of the Vocational training and the promotion of work
(OFPPT), for a "Technical aid for the installation of 3 lines of development in the field
of public works":
- site superintendent (secondary level technician)
- site supervisor (level specialized technician)
- topographer - quantity surveyor (level specialized technician)
The CECOTEPE is searching for Belgian collaborators able to ensure this training
during two years.

Isf contacted engineers in its data base to propose to them as candidates for this
job.. 7 CV were sent to the Moroccan partners in order to make their choice.

In short:

Technical support to a team of youngsters leaving for Zambia to participate in the


construction of a school and to help with other ideas of projects.

Nature of the project

In the area of Lukulaisha in Zambia, 300 families decided to gather around a project
of school construction to stop the rural migration and to improve the living conditions
in the rural areas. In order to benefit from a support of the government (payment of
the professors, supply of the teaching equipment and delivery of a diploma
recognized by the State), a Zambian school must satisfy the following criteria: the
building is to be built in masonry and the roof made out of steel sheet or tiles, to
include at least two classrooms and housing for the teacher.

Four young Belgians went to the site in 2002 for a period of around six months to
support the project from a human and material point of view.

Action of Isf

Isf has assisted these young Belgians in the preparation of their mission (finding the
financing, technical preparation, training in North-South inequalities) and encouraged
them to find and suggest other technical projects, based on the problems and needs
discovered during their stay.

Nature of the project

The project aims at rehabilitating the hydroelectric micro power station and the
drinking water and the electrical distribution networks at the station of Lusinga which
is the nerve centre of the Northern sector of the Upemba National park.
The rehabilitation of the supply of electricity and water will allow an improvement of
and the working conditions for the personnel of the Congolese Institute for the
Nature Conservation (ICCN) involving a greater efficiency of the station for the
safeguarding of the natural resources, the fight against poaching and the welcoming
of scientific study missions in the National Park.

More specifically, the supply of electricity and water will make it possible to feed the
administrative offices, the dispensary, the school and the houses of the personnel of
the station and their families. The project will also allow the installation in the station
of essential equipment for the dispensary, the offices and the school.

Action of ISF

After having selected the equipment and established the budget, Isf has offered its
support to ICCN to find potential donors in order to allow the effective realization of
the project and more specifically to Energy Assistance for the supply of second hand
equipment.

In short: Extension and improvement of an artisan installation of production of


kitchen equipment by smelting of recovered aluminum waste. A handbook containing
the advice for the implementation of the improvement of the quality of the
production is available.

Nature of the project

Improvement and extension of an artisan unit of production of articles of kitchen


equipment, such as pots and various containers, used amongst other, for the
preparation and the cooking of food.

This equipment is produced starting from aluminum waste recovered in public


dumps, carried to melting temperature in a rudimentary furnace and then cast in a
sand mould.

Action of Isf

The improvement to be brought to the artisan process is mainly of three types:

• more thorough refining of the aluminum so as to eliminate any foreign body,


sources of black inclusions in pots (foreign metals, plastic, etc)
• design of the mould complying with certain specifications (sifting of sand,
hygroscopy of the sand, design of the walls, etc)
• limitation of energy losses of by an improved design of the furnace (refractory
bricks, adequate ventilation, etc)

These recommendations are detailed in a handbook which was completed in 2005.

P 137 - Prospection of drinking water resources

In short: Search for solutions giving the access to drinking water to the inhabitants
of Pointe Sable. The water requirements will have to be fulfilled by the construction
of impluvia and the running of a small source. The monitoring of two pilot impluvia
gives important information for the construction of additional impluvia. In addition,
the technical file for the construction of a water tank was revised.

Nature of the project

The NGO Terres Nouvelles wishes to supply the inhabitants of Pointe Sable with
water (approximately 3000 people), a village located on the coast on the island of
Cayemite The water source currently used is dangerous since is located in the
bottom of a cave with difficult access and is of bad quality because it is brackish. Isf
was therefore requested to find an alternative for the water supply.

Action of Isf

Under the supervision of Professor Evens, a student of the University of Quisqueya in


Haiti, within the framework of his end of study work, has carried out a report on the
causes of salinity, together with the general problems of water supply by non-
brackish sources in the island. Unfortunately, the study confirms the absence of any
exploitable source within reasonable distance of the village and with sufficient flow
to feed the village. We therefore had to resort to the construction of impluvia.

In order to study the feasibility of the construction of such impluvia, a monitoring of


2 impluvia used in the village was made by a Belgian teacher on the spot for 6
months. This monitoring made it possible to evaluate the speed at which the tanks
were filled as well as the speed of clogging of the filters.

Parallel to the construction of impluvia, a small source can be operated and a tank
built there. This source could then fill part of the water requirements for the village.
The plans and the construction budget were revised and we rather suggest the
construction of a concrete tank rather than out of large stones as had been initially
considered by the local engineer.

The partner requests to receive the drawings with dimensions for execution, and the

Action of ISF

Isf went through the American Standards for the building of tanks, and extracted the
elements that can help the applicant. The result of this work was transmitted to this
applicant for his usage.

The project awaits the financing.
P 142 – Assistance to the development of a process of plastic waste recycling

In short: The installation of a process of plastic waste recycling in Kinshasa has


started successfully. The workshop, installed in a disadvantaged district of Kinshasa,
has allowed the creation of 15 direct jobs and the production of 150 kg crushed
plastics per day.

Nature of the project

Vie Montante-Congo and Ingénieurs sans Frontières (Isf) have worked since 2005 on
the problems of waste disposal by developing a project of valorization of plastic
waste supplemented by a publicity campaign relative to the subject.

Indeed, Kinshasa is in the grip of a true urban tidal wave with difficult to manage
environmental effects and with consequences on the living conditions of the
population. The absence of a system of collection and discharge causes obvious
harmful effects such as smells, fumes, flying plastic products, vermin,… and other
less obvious but dangerous consequences such as the pollution of the ground water,
the river and the soil used for cultivating.

A durable solution aiming at reducing the flow of waste is essential, on the one hand
by the manual collection of waste where it is justified, and on the other hand, by the
implementation of operations of economic value of waste, such as organic matter,
metals, plastics, cardboard and glass.

Thus, through the setting up of a first company, the project launches a self-
supporting economic activity, using widespread and under-exploited plastic
resources.

It brings economic, social, ecological and medical benefits for the local population.

It implements simple and tested techniques, adapted to the reality in the field and
requiring little capital, so that the multiplication of such small companies can be
envisaged.
The project began in 2006, with subsidies of the DGCD and the EU. A volunteer is
permenantly present on the spot. The first workshop is in the course of production,
the second will be carried out in 2007 with the collaboration of Umoja as outlined
hereunder.
The project ran into problems following a conflict born between Isf and Vie Montante
as regards the choice of the local personnel placed at the disposal by Vie Montante.
Some of these operators were not suitable and in spite of the requests reiterated by
Isf to replace them, Vie Montante refused to accept their replacement..

This led to the breaking up of the collaboration between Isf and Vie Montante,
fortunately at a moment when the first phase of the project was in operation.

Isf then contacted another local association, Umoja, linked to a Belgian Association,
Group One and signed a new partnership agreement with these with the approval of
the DGCD and the EU.

Installation work for the second part of the project, located in the commune of
Limete began early 2007.

Nature of the project


Kiwicha (a seed of amaranth) is being cultivated locally, in the Andes (Hauaraz). It is
expanded, mixed with caramel, honey, condensed milk and is compressed in the
shape of a hollow roll and is sold in Peru as a biscuit (Kiweat).The demand is
increasing and the current method of slow and painful manufacture (manual press),
so the manufacturers would like to mechanize their production by improving the
quality of the product and of its packaging.

Action of ISF
IsF has produced, in collaboration with CODEART, the design of such an equipment.
P 149 - Heat insulation of traditional houses in the Andes

In short: General study on the thermal protection of traditional houses. The report
of a student showed that the construction of a ceiling in ground mixed with straw
strongly reduced the heat losses. The recommendations described in this report are
summarized in a practical guide.

Nature of the project


The traditional techniques of construction of the habitat in the Andes raise an
important problem of heat insulation. Indeed, the local climate is subject to great
variations in temperature and these can become very low at night. However, the
local population wants to preserve the use of local materials in the construction of
their habitat. In this way, it remains independent of material supply coming from
more or less distant areas. The challenge is thus to improve these techniques of
construction in order to allow a better insulation of the buildings.
Action of Isf
These problems are the subject of a subject end of study work produced by a
student of the ECAM as an Industrial Civil Engineer. A study of the principal
characteristics of the Andean habitat and of the traditional construction techniques
was carried out. The weak points from the point of view of the heat insulation were
identified. Alternatives were then proposed and checked for the possibility of local
supply of the necessary materials.
The principal solution consists of the realization of a ceiling in ground mixed with
straw which makes it possible to decrease by half the heat losses through the roof.
Another track that can be followed the realization of removable boxes to block up the
windows. This solution was not studied in detail.
On the basis of this report, a practical guide was written. This guide presents in a
very preactical way the measures to be taken for new constructions on the one hand
and existing constructions on the other. It has been translated into Spanish by
Chilean students of a translation school within the framework of their studies.

Study on the use of palm oil like fuel for the diesel engines.

Nature of the project


Initially, Barthélémy De Theux made a report on the precise places in order to
prepare an in-depth study on the use of the palm oil like fuel in the countries of the
South :

o inventory of fixtures of the studies already carried out


o comparative characterization of the palm oil with the gas oil and various bio-
fuels
o detailed study of the possibilities of reaction with certain components of the
engine : joints, metals,…
o study of the preparation of fuel before injection : filterings, refinings,
heating,…
o analyze costs

The palm oil being easily accessible in the tropical countries, one can foresee correct
use of these engines: reduction in the cost of produced energy, reduction of the
dependence with imported fuels.

The second student, Quentin Saussez made operational tests of an engine consuming
the palm oil. The results are very encouraging, but one will need ink some
modifications and developments before having the final solution. They open
prospects in any case

A third student, Gilles DE Schepper carried out tests on an indirect fuel injection
engine running on the oil of jatropha, a promising nut for the production of vegetable
oil usable like fuel of engines.

The tests gave good results after 500 operating hours. The report/ratio of tests is
almost finished.

All the tests were carried out at Codéart.

Nature of the project

El Huascaran is a producer group of local fruit. They put in a request for assistance to
the AAA project (ADG) in order to carry out a feasibility study for this transformation
This mission was carried out by a local expert.The conclusions are positive as regards
the installation of a manufacturing unit of peach nectar. It provided advice at the
technical and economical level.

The production unit was inaugurated on the 24.09.2004

The project is supported and regularly followed up by the representative of the

P 158 - Extraction of the pigment of the sorghum

In short: Development of an artisan process of extraction of the sorghum pigment

Nature of the project

Highlands farmers is an association of Rwandan peasants started 5 years ago .


These farmers wish to develop their production by extracting of the red pigment of
the sorghum, a natural pigment used in human consumption, cosmetic pharmacy,
it and the textile industry. This pigment is extracted on a large scale in China
according to a patented process developed by a Chinese agronomic institute and
is operated by a company created by this same institute (1000T/year). Indeed,
this pigment has a great appeal, specially as it is natural.

The sorghum is a cereal adapted to the local conditions with 3 annual harvests.
However, due to its smell and its color, it is less and less appreciated for human
consumption. This is why the recipients wish to develop a unit of valorization of
their production of sorghum.

Action of ISF

ISF made a study on the various extraction processes of the pigment of sorghum
with particular interest in the studies carried out on this subject by the University
of Ouagadougou. However, the objective of the local partner, Highland Farmers,
being specifically to enter the market of the pharmaceutical and agro-alimentary
sectors, the installation of a unit of extraction of the pigment requires very strict
approvals on the standards of quality and the conditions of production.
Considering the industrial character of this project, we preferred to redirect the
petitioning partner towards specialized agencies in the creation of partnerships
between producers of the North and the South.
P 159 Feasibility study of a water conveyance by a hydraulic ram in Angola

In short:

Technical and economic feasibility study of the supply of water to a dispensary by the
installation of a hydraulic ram.

Nature of the project

Hungulo is a village of 1500 inhabitants located on the top of a hill. A health center
was built there (out of local materials) by Okutiuka. This center is for the moment
the only point of medical and sanitary reference in a radius of approximately 60 km.
45 000 people are concerned. The French Red Cross supervises a team of male
nurses from Hungulo.
Due to the lack of water, the French Red Cross has asked in August for the
intervention of OXFAM to assist in the drilling of a well. However, after several
attempts, a thick granite layer makes a drilling with the currently used tools
impossible and forbid the access to proximity water the centerThe population of the
village fetches the water from sources with very small discharges at a distance of 1
km from the village.

For the moment, this station is very busy, on the one hand because of numerous
pathologies (malaria, scales, skin diseases, infections…) and on the other hand due
to the presence of professional staff of the Red Cross.
This is why it is absolutely necessary to find a system of providing water to the tank
of 20m3 located at the health center, the daily consumption being 4 to 5m3.

Action of ISF
Following this request, an IsF expert has studied the project and transmitted his
recommendations to the recipients together with a series of equipment and materials
suppliers who can meet the requirements.
P 160 - Geophysical study for the prospecting of subsoil water
resources for the village of San Can.

Several localities around Jipijapa in


Ecuador are confronted with problems of
water supply for various uses (domestic,
agricultural and semi industrial).The
mission of a voluntary member of ISF in
2003, Frederic Cosme, had made it
possible to precisely identify the
problems met by three of these villages.
The project P 160 relates to the village of
San Can remotely distant from any
source of drinking water (no existing
well, no river). The then arose to make a
preliminary geophysical study for the
drilling of a well.

Action of ISF

The mission of ISF in August within the


framework of the project P 161 made it
possible to gather the documents on the
geophysics studies carried out in this
area. The analysis of these documents
shows that unfortunately, the geophysical
data do not forecast any possibility of
drilling, given the quasi-total absence of
underground water in the area of San
Can. It is therefore necessary to maintain
the current solution, namely the supply
of water by truck.
P 161- Rehabilitation of the infrastructures of water conveyance to the Union
(Ecuador)

Nature of the project

Several localities around Jipijapa in Ecuador are confronted with problems of supply water for various
uses (domestic, agricultural and semi industrial). The mission of a voluntary member of ISF in 2003,
Frederic Cosme, had made it possible to identify the problems met by three of these villages. The project
P 161 relates to the village of La Union. This village is situated on top of a hill but can benefit from a
source of drinking water downstream. Unfortunately, the infrastructure of water conveyance feeding
water to the storage tank of the village is not working

Action of ISF

Within the framework of its end of study report, Farah Beniacoub, student at the Brussels University,
went on the spot in order to record all the data necessary for the dimensioning of a new water
conveyance. It is the solution of conveyance system on supports which was chosen in view of its ease of
maintenance. The mission was completed with the writing of the technical file giving the dimensions and
the budget for the water conveyance.

In 2005, the file was updated and sent to the local partner for finding sponsors

Nature of the project

ACODI (Community Action for the Integral Development) is an association of rural


development in the East of Congo acting in various fields such as agriculture,
breeding of cattle, health, and nutrition, through the development of projects,
training, and making the local population conscious of the problems they are facing.
Within this framework, and on the basis of similar experiment undertaken in the
area, ACODI intends to develop a project of improvement of bovine breeding by:
− the introduction of improved races in stalling (frisonland or brunsuisse, ----
races which seem to adapt to the climate)
− the setting in stalling of local races
− improvement of the veterinary care
− improvement of the nutrition
Within this framework, the experts of IsF make a technical and economic study
(procurement of veterinary products, of food complements, outlets, profitability of
the breeding center… ), feasibility study of the project.
Action of ISF

Allowing for the difficulties of the local partner of starting the project, the action of
ISF was limited to the supply of technical documentation and advice during the first
phase of the project. ISF remains at disposal of the local partner if new technical
questions arise during the course of the project.
Project 164 - Integrated development of the community of Tayab-Omog

In short: Project of assistance to the development of the villages of Omog, Lebolo


and Tayab.

Nature of the project

The AROTAD Association groups the inhabitants of the villages from Omog, Lebolo
and Tayab with the aim of ensuring the development of these villages and to
compensate for the current shortcomings of the Cameroonian State.
It tackles various essential problems, such as the access to education, to water
and to electricity:

• the extension of the school in the village of Tayab requires to attract


new teachers, by offering them decent housing.
• The access to the water of the inhabitants of Tayab is ensured only by
a single drilled well, insufficient for the 150 inhabitants of the village
and susceptible to many contaminations.
• In spite of the presence of a line of high and medium voltage in the
vicinity, the supply of electricity to the villages is not ensured, and this
constitutes a significant obstacle to their development.

Action of ISF

AROTAD requested ISF to give them the support needed in the implementation of
various projects, the requests being of a threefold nature: access to education, to
drinking water and to electricity.

A mission of identification, carried out by Renaud Chantry, a geological engineer,


made it possible to evaluate the feasibility, the technical choice of solutions and their
cost for the various aspects of the project: construction of additional residences and
classrooms for the teachers, diversification of the points of supply of drinking water,
and electrification of the 3 hamlets.

ISf initially wishes to allow the execution of a geophysical study by a local expert in
order to identify the most favourable spot for the drilling or the digging of a well. A
second phase, will include the seeking the funds necessary to allow AROTAD to
complete these projects.

In short: Project of technical assistance to the construction of water storage

Nature of the project

The villages of the medical area of Kankunadeni experience total dryness during the
dry season. The consequences are disastrous: important mortality of the cattle, no of
possibility of agriculture, malnutrition, rural migration…

Between 1989 and 1999, these villages tried, on several occasions, to build water
reserves, but through lack of technical skills, planning and adapted means (heavy
equipment not sufficiently available), none of these attempts were conclusive.

Since, 8 villages (Naniagara I and II, Kankunadeni, Boussara, Sankara, Sissaranka,


Boulo-Koumara/ Kankunadeni II and Boulo-Kokoro) chose to group in order to build
functional water reserves. Each village is represented on the level of the board of
management of the project and contributes a share in species and in kind (materials
and labour).

This project benefits from the support of the village, departmental and ministerial
authorities as well as of ISF Canada (technical guide for the construction of
agricultural ponds).It is coordinated by volunteers of Peace Corps.

P 168 - Rehabilitation of the infrastructure of water conveyance in
the town of Kenge (R.D. Congo)

In short: The CDK wishes to resolve the lack of drinking water in the town of Kenge. A
mission was set up to find answers to the many technical questions which arise. The
management of the network after rehabilitation is an important aspect of this project.

Nature of the project

The Committee of Urban development of Kenge (CDK) wishes to rebuild the water conveyance
network in Kenge, located 277 km east of Kinshasa. This network was progressively damaged
by lack of maintenance.

The old system of water supply consisted in the collection of a source of 50m ³ /h in the east
of the city and of two major drillings (150 m) in the west of the agglomeration. But this
operating system is not operational any more because:
· the water table, having been collected superficially, has dried up and the motor-driven
immersed pumps had broken down;
· the running costs were very high considering the imbalance between the cost of gas oil
(30 liters of gas oil per hour during 10 hours of functioning) and the cost of operating the
installation (49% of the invoicing). This did not allow the water conveyance system its
stock of gas oil and to cover the remaining running costs.

The CDK would like to start up the installation again on a sound basis by setting up a water
management board in charge retrieve the payment of invoices by the consumers and of
following up the maintenance activities, the technical management of the installation
remaining in the hands of the REGIDESO, who is the sole responsible for the distribution of
water in the Democratic Republic of Congo.

Action of Isf

The study of the technical file showed that many technical unknown factors remained. A
mission on the spot proved therefore to be necessary and was programmed for January 2006.

This mission had in particular like objectives:

• to carry out a diagnosis of the existing installations (wells, pumps, sources, drains,
fountains and other points of connection);
• to find a topographic map of the area in view of locating the network with precision
and to show the altimetry of the area;
• to identify the possibilities of drilling new wells;
• to identify the sources of energy near the wells or sources;
• to reinforce the contacts with the REGIDESO in order to set up an agreement relative
to the water management of.

The preliminary design established by Paul Van Damme on the basis of the above is
completed. This preliminary design was sent to the Congo to obtain a quotation from
Congolese companies. The mission of Isf ends at this stage.
P 170 - Installation of a fish breeding unit included with a project for
the breeding of goats in the South Kivu

In short: The objective of the AJCEA is to assist farmers for the installation of fish-
breeding activities related to the breeding of goats. The feasibility study, carried out
by a Congolese agronomist under the supervision of Isf, gives several guidelines for
the running of fish-breeding, the drainage of swamps and the stalling of goats.
Nature of the project

The AJCEA is a young Congolese association created in 1998 in Bukavu which has for
an objective to contribute to the improvement of food safety by supporting the young
people in the acquisition of farmland and its operation. The land is bought by the
association and is distributed to the young people under the form of credit (1 ha). A
technical backing is provided and a title deed is given at the end of the refunding.
Currently, 40 young people (15 women and 25 men) acquired land and 25 of them
have already completely refunded.

The AJCEA also assists the neighbouring households (approximately 200) on the
level market gardening and small animal breeding (hens, pigs, goats).

The goal of the project is the creation of a market-gardening producers' cooperative


in e South - Kivu by also allowing the acquisition of land titles. Currently, the system
of land ownership privileges the eldest sons and the most affluent. Women are
seriously marginalized, although they constitute the lung of the agricultural
production.

Currently, the association has a piece of land of 160 ha located in a marsh on which
the young farmers settle. But only 1/3 of the surface was drained, through lack of
financial means. The AJCEA wishes to develop the remainder of the land by
developing an integrated project for “fish breeding- small animal breeding”. Their
first priority is the stalling of goats.
Action of Isf

Isf selected a Congolese agronomist for the drawing up of a feasibility study


including::

• technical advice for the installation of the project for integrated breeding;
• a proposal for the lay-out of the land (maps are available);
• a budget proposal.

The project is directed towards the construction of a pilot unit coupling the breeding
of goat and of fish. This will allow the adjustment the breeding of goats according to
the output of the breeding of fish, and to study the stalling of the goats on small
scale breeding
P 172 - Construction of public latrines in Lome

In short: Construction of latrines public in Lome.

Nature of the project

COGESTEN/ED is a NGO created in 1991 which works in urban surroundings in the


field of the management and the protection of the environment.

The environmental problems relative to the management of domestic waste and


excrements are important in Lome. COGESTEN, in partnership with groups centered
on development in 3 target districts of Lome (Akodésséwa, Dénouvimé and
Adankpamé) proposes the construction of 3 blocks of public latrines with 10 cabins in
each district. The land is the contribution in kind of the population.

According to COGESTEN, the proximity management of these latrines should allow:

• on the institutional level, the installation of a network of the various boards of


management of the latrines and the rekindling of the participation by the
public in the process of the development of the districts;
• on the ecological level, the protection of the physical environment thanks to
the progressive elimination of the ground water pollution (being the source of
drinking water supply for the majority of the population of these districts) by
excrements, and the protection of some open spaces;

COGESTEN already worked on the problem of construction of latrines. But the design
of the installation has posed problems on the level of the water management, of the
decantation of waste and of the rapid filling of the sumps.

Action of STF
The plans of the buildings, presented by COGESTEN, were improved in order to avoid
the pitfalls encountered in the other construction industries (difficulties of
maintenance, too important consumption of the flushing, premature wear of the
material, etc). In parallel, advice was given for the choice of the pumps for the
pumping out of water.

In 2006, Fernand Nzamurambao went for a mission on the spot and produced a
report. Since then, Cogesten is looking for funds
P 173 - Production of a cooking fuel prepared with vegetation wastes

In short: In order to increase the income of its members, Amizero wishes to extend
its activities by the production of a cooking fuel starting from vegetation wastes. The
mission carried out in June 2005 leads the project in the direction of a production by
molding of the biomass.

Nature of the project

The Amizero association, created in 1992 by 63 Rwandans, aims to improve the


living conditions of the Rwandan women. Currently, it gathers more than 350 women
and runs a service of waste collection from the households as well as the
manufacture of compost. These activities generate income making allowing these
women to provide for the needs for their family.

In the current context of the galloping deforestation that Rwanda is undergoing and
considering the constraints imposed by the government (prohibition of tree felling),
the market for an alternate fuel for charcoal and the development of biomass is
important. Moreover, the price of this new fuel is twice as low as that of the charcoal.

In the light of the above, the Amizero/Rugenge grouping wishes to extend its
activities by the installation of a workshop for the production of a cooking fuel
starting from vegetation wastes (banana and potato peels ).

Action of Isf

Isf, in collaboration with the CRAW (Walloon Agronomic Research Center), is engaged

in the development of a reliable manufacturing process, taking into account the

important local constraint due to the inconstancy of the supply of electricity

Following upon the mission carried out in June 2005 by two experts of the CRAW, the
project is directed towards a process of manual molding of the biomass, making it
possible to establish an easily controllable technology and allowing the maintenance
of the equipment by local machine shops.
Isf has been granted subsidies to carry out this project. Work will start in the first
half of 2007
P 174 - Modernization of artisan workshop for the production of soaps

Country: Benin

In short: The Co-operative ARTI-SAVON unites, under the impulse of Mrs. Koukoui,
women wishing to fight poverty by the creation of an income generating activity.
After several years of production, the small unit should be modernized. Certain
machines break down regularly.

Nature of the project

In Benin, the manufacture of the soap for household use is carried out by many
artisans but in a very rudimentary manner. This activity which has become traditional
has been strongly developed, in particular by the women, together with the increase
in the palm oil extraction units in the Fifties.

In this context, the co-operative ARTI-SAVON being characterized by the diversity


and the quality of its products, constitute a important source of local development:
job creation, partnership development with local producers, promotion of the
Beninese products abroad,…

However, in spite of the recognition of the quality of its soaps and its capacity to
overcome the difficulties, the co-operative cannot respond to the demand, the
manufacturing unit being limited today by bottlenecks, elementary techniques:
outdated and worn equipment, slow drying, and tiresome cutting, pressing and
packing.

Action of Isf

Today, ARTI-SAVON has contacted CODEART and Isf, in order to obtain a technical
and material support, enabling it to improve its production and to increase the
quantity of exports.

The project will be set up with two principal actions:


• support for the installation of a line of high production by the acquisition and
the installation of adapted equipment (searching, rehabilitation and sending of
the equipment, together with a mission for installation and training);
• realization and diffusion of a technical handbook on the production of soap in
the developing countries: the writing of a practical handbook, based on the
capitalization of concrete and successful experience, answers a recurring
request: giving the opportunity to small contractors or actors of development
to choose a method of manufacture according to their technical capabilities,
their local resources, their outlets, etc

This project intervenes in one of the priority choices for Isf: the palm oil line, in
which we act on various aspects:

• choice of high-output palm trees;


• production of palm nuts;
• pressing of oil;
• production of soap starting from palm oil;
• use of palm oil as fuel in motors.
P 175 - Assistance to a company producing boric acid in Bolivia

In short Search for sources of sulphuric acid for supply to a boric acid factory

Nature of the project

Tierra is a Bolivian company with social aim established in the area of Lipez. Its
activity has been centered for 20 years on mining activities, and, in particular,
on the production of boric acid. The boric acid factory is located at Apacheta, at
an altitude of 5000 m. Tierra was launched thanks to a development co-
operation project of a Belgian NGO Terre, active in the area from 1969 to 1983.
The project became independent and was converted into a private company
with the aim of maintaining the initial social philosophy of the project in view of
contributing to a socio-economic development of the area. During more than 10
years, the company produced stable incomes for some 300 inhabitants.

Recently, the production of Tierra is jeopardised due of the difficulties of


provisioning sulphuric acid, which is raw material for the production of boric
acid

Action of Isf

The objective of the project is to offer engineering counseling assistance


allowing the substitution of the importation of the sulphuric acid necessary for
the production of boric acid in the factory at Apacheta.

The mission of Jean-Paul Cheppe, performed in April 2005 thus allowed:

• on the one hand to evaluate the organization of the actual factory: many
conceptual errors were highlighted;
• in addition to evaluate the alternatives to the importation of sulphuric
acid by production of this acid at the site, by the attack in two stages of
the ore with SO2, and the recovery and removal of an old Monsanto
unit.

These two aspects were covered in collaboration with the Technical University of
Oruro which carried out tests of attack by SO2. It is now a question of carrying
out the principle drawings of manufacturing unit of gas SO2 (11 to 15%).
However, it is not certain that this alternative is viable and this for ecological
reason: contrary to the sulphuric attack which generates inoffensive sulphates
(in particular of calcium), a sulfurous attack will produce sulphites, which are
not. The sulphite ion is a rather powerful reducerso it cannot be rejected into
the atmosphere, where it will end up deoxygenising surface water, thereby
rendering life impossible.

Two possibilities would remain:


- Either the construction of a terminal at the coast able to receive
sulphuric acid. Bolivia having no access to the Pacific Ocean, this
solution will have to obtain the approvals of the neighbouring countries
(Peru and/or Chile).
- Or the construction of a small “national” unit of sulphuric acid (about
100-150 T/day) in collaboration with the government.

Finally, if the sulfurous way is chosen, it will be a question of thoroughly


evaluating the equipment necessary for a modified installation, with as little
interruption as possible and allowing to obtain a more refined end product.

Engineer at PRAYON, J-P Cheppe has received the authorisation of the


management to send free of charge to Tierra a series of unutilised flotation
tanks from the site of Engis. This operation was carried out at the end of 2006
and the equipment (more than 14 T) could be used by Tierra to refine the
native sulphur which can be found in good quantity in the Andean mountains.
P 176 - Feasibility study of a unit of plastic waste recycling in Kigali

In short: Within the framework of the diversification of its activities, Amizero wishes
to develop the collection of plastics. The mission of identification which took place at
the end of 2005 highlighted the possibility of establishing a collaboration with a co-
operative company of Kigali, Cooped, which included that the plastics sorted and
washed by Amizero would be recycled by Cooped

Nature of the project

The Amizero Association collects and develops the household waste (see P 173).

Currently, the plastics are not developed and simply thrown in the container of

ultimate waste with as final destination the dump of the city. In order to diversify

its activities and to increase its income, the Association would like to launch

recycling activities for plastic waste. Therefore it asked Isf to carry out a feasibility

study on the subject.

Action of Isf

Philippe Langouche went on a mission at the end of 2005 to carry out the feasibility
study with as aim to evaluate the relative amount of plastic present in the waste
collected by Amizero on the one hand, and on the other to evaluate the outlets
(prospective customers for sorted and washed plastics, possibly crushed).

With the present stage of operation of Amizero, it is unthinkable to quickly install


an autonomous die for the recycling of plastic for the following reasons:

• it would be necessary to recruit a person sufficiently competent and with the knowledge of
plastics to integrate the team of Amizero;
• the anticipated removal of Amizero will requisition its resources which are consequently less
available to set up new activities;
• the new land has a surface smaller than the old one which is just sufficient for the activities
of drying and composting of waste. Perhaps the installation of an additional activity will
require an increase the land available or the finding of another place. This will have to be to
confirmed when the activities of drying and composting will be well under way.

On the other hand, a firm, clear and constraining contract with Cooped could be envisaged. Coope
collects, washes and recycles the PE films and the waste bags (see P 181). This co-operative would lik
to invest in a crusher, in a line of redensification and a line of EP film extrusion to produce its own wast
bags and to sell some of these on the market. If Cooped invests, it will need a collection service and
sorting activity of used plastic products of all kinds to feed their line. With a good mnemotechnical an
technical training, Amizero could become a supplier impossible to circumvent for Cooped with a writte
agreement and clear tariff by type of polymer and its state of cleanliness.

This project is completed for Isf


P 177 - Power supply for the hospital of Walungu

In short: The power supply for the hospital of Walungu must be improved. A turbine of
375 KW can be installed in as much as the layout of the premises will allow the
construction of a dam. This checking requires complementary investigations.

Nature of the project

Walungu is a town of average importance in South Kivu. Unfortunately, the quality of

care given in its hospital is not always up to standard because, amongst others, of an

insufficient electrical supply. This is why a Belgian doctor, who works there from time to

time, asked Isf, in agreement with the hospital management to study the possibility of

installing a water turbine in the river close by.

Action of Isf

The study of the file made it possible to show the possibility of installing a turbine of 500
KW if a dam can be built there. It is now a question of checking the possibility of building
a dam (depending on the strength of the soil). Due to the political instability in the area,
a mission cannot be organized soon.
P 178 – Renovation of the biology laboratories of the University of Havana

In short: The biology laboratory of the University of Havana requests a professional


assessment on the renovation of its buildings.

Nature of the project

The faculty of biology of the University of Havana wishes to renovate its laboratories.
Isf offered one of its members for the evaluation of the work involved and the
establishment of the budget, together with the scope of the missions of the various
participants.

Action of Isf

Advice was given for the carrying out of work on the following:

• pilot study: to establish a drawing of the two existing laboratories, taking


photographs, performing an inspection of the buildings to determine the
scope of work, to determine the exact needs for the laboratory (electricity,
lighting, supply of water, air-conditioning, gas supply, etc), to establish a
schedule of supply of materials and equipment.

• budget and tender documents, to establish a bill of quantities of the work


(possible disinfection, repair of the woodworks, doors, windows, sealing,
painting, ceilings, floors, lighting, electric wiring, sinks, piping, etc),
establishment of the budget and of the general schedule.
P 179 - Irrigation of the village of Miraflores

In short: The village of Miraflores lives primarily on agriculture. The installation of


an irrigation system proves to be essential. We are requested to give advice to the
villagers on the type of infrastructure to be installed.

Nature of the project

The village of Miraflores in the North of Peru lives primarily on agriculture. The rains

are very variable in intensity and the installation of an irrigation system proves to be

essential. In 2004, a first phase of the project was carried out by the construction of

a well (depth of about 20 meters). This well functions with a diesel pump. The deep

ground water at 20 m produces water of good quality (not bracken).

A Peruvian agricultural engineer made a study for the irrigation of the pieces of land.
He proposes a drop by drop irrigation (with PVC piping). The total budget is about
8.000 € but only for the construction of the principal axis. To that, it is necessary to
add the connection to each plot which should be dealt with by the farmers (they
however have only very small financial means). It would be also necessary to
envisage a water tank.

The question is to know if this sum of money could not be spent more usefully by the
installation of an irrigation system of another type (gravitation for example). The
question of the running cost of the two systems must also be tackled.

Action of Isf

In order to design the most suitable irrigation system, various technical aspects were
considered, in particular in the field of pumping:

• capacity of the well required to regularly produce the 10 l/sec of expected


water;
• possible construction of additional wells according to the needs of the
agriculture and of the village;
• provision for surge tanks;
• choice of a source of energy for the pump;
• positioning of the infrastructures far from the easily flooded areas.

Special attention was also given to the system of irrigation itself:

• comparison between irrigation by gravity and by dripping. The first requires a


soft and constantly inclined ground and is using up more water;
• measures to be taken to bring the water to the foot of the plant considering
the great permeability of the soil (of sandy type);
• rain patterns and evaporation;
• possibility of gathering the cultures around the irrigation installations in order
to avoid increasing the number and the length of the drains.

Finally, considerations on the type of cultivation were made: revision of the plan of
cultivation in order to increase the productivity by adapting rotations and by
combining the crops. For example the bean and banana combination makes it
possible for one to offer shade to the other.

Soline de Looz, member of Isf and initiator of the project, envisages a mission

installation of the irrigation system.


P 180 - Supply of computer equipment and technical books

In short: The Institute of sciences and applied technology in Kinshasa benefited


from the dispatch of computer equipment and technical books to enhance the quality
of its teaching. The Institute hopes sincerely that this type of action will be renewed
but it encounters problems on the transport and the customs levels.

Nature of the project

The Institute of Sciences and Applied Technology of Kinshasa gives various renowned
courses in the technical field. To maintain the quality of teaching, a minimum of
data-processing equipment and a technical library worthy of its name constitute
important teaching aids.

As a non university institution, the ISTA does not have access to the traditional

channels of inter-University co-operation and collaborates consequently with the

associative world to support its teaching activities.

Action of Isf

Following an action of second hand computer equipment rehabilitation performed by


several volunteers of Isf, four complete computers were sent to Kinshasa. In the
same manner, approximately 111/2 m3 of technical books was dispatched. This
dispatch was made possible thanks to the logistical support of the Belgian army that
successfully transported the equipment.

This gift was particularly well appreciated by the professors and the management of
the ISTA since it already enables an improvement the working conditions. The ISTA
hopes sincerely that this operation will be renewed considering the important lack of
technical books and of computer equipment. However, the high cost of transport and
the administrative difficulties due to customs constitute an important barrier to the
pursuit of this activity. These obstacles must be removed before continuing this type
of activity.
P 181 - Installation of a unit of plastic waste recycling

Nature of the project

The co-operative for environment and development (Cooped) deals with the
collection and the valorization of household waste and also for companies in certain
districts of Kigali. It produces compost and recycles the plastic bags by re-using
them as raw material for the manufacture of waste bags. These bags are used
mainly in-house for the collection activities. Indeed, by servicing affluent customers,
who are ready to pay for a service of better quality, this collection is carried out, not
with a wheelbarrow as it is the case for Amizero (see P173), but by van. Cooped has
amongst other things the authorisation of the Ministry for Health to recover all the
waste from the hospital.

At the present time, the injection blowing of the bags is performed by rented
machines from a company of production of sachets. Cooped wishes to acquire its
own line of recycling.

Action of Isf

During his mission, Philippe Langouche devoted part of his time to advise Cooped on

the type of machine to acquire and analyse the quotes of the suppliers. Finally, it is a

mixed extrusion machine which can be appropriate economically for Cooped and

which can make film and also work on densification every other week.

Through his expertise, he also could identify and explain the origin of the defects
noticed in the recycled waste bags (presence of water vapour in the equipment,
clogging of the extrusion blowing nozzles.)
P 182 - Construction of a school in Gitarama

In short: In response to the report that the household budget for school education
of the children is relatively high, Ahazaza association wishes to set up a private
school. The support of Isf relates not only to technical aspects of the construction of
buildings and latrines but also to organisational aspects.
Nature du projet

The Ahazaza association produced a report stating that many households spend a

relatively important part of their household budget to school education their children

through the payment to private teachers. In spite of this financial effort, the average

school level is relatively low. It is in this context that the association chose to set up

a private school with the aim of reducing the expenditure made by the households

for quality teaching. In order to enable less financially favoured children to benefit

from quality teaching, a system of grants will be set up. In view of the importance of

language teaching, the training must be made by professors native to the language

in which they teach (English and French).

The school should start in January 2006 with the 3rd nursery class and the 1st
primary class. Small buildings will accommodate these two classes during the first
year of operation and will be reallocated to administrative uses after the construction
of the large building which shouls be built in 2006.

Action of Isf

The project file which was transmitted to us was studied and improved as far as the
construction of the buildings, the construction budget but also the organization of the
teaching and the operational budget are concerned. The revision of the budget was
done by taking into account the prices which would be obtained after tenders from
various contractors.
The request also relates to the installation of latrines, a subject which we will tackle
in 2006. This project will consider water treatment on the one hand and saving of
water on the other.
P 183 Etude of feasibility of plastic recycling in Burkina Faso

In short: Mission in Burkina carried out by Philippe Langouche to check the possibilities of
installing units for treatment of plastic waste

Nature of the project: Following the experience acquired in Kinshasa in the field of recycling of
the plastic waste, Isf wanted to check if its expertise could be used in other African country.
This resulted in a mission on the spot to evaluate the situation. Philippe Langouche visited several
sites and met local associations which are involved in the processes.

The result is that concerning the hard plastics, there is a treatment unit which functions correctly
and which handles almost the entire quantity of waste of the country.

With regard to the plastic bags, the situation is less clear : there are small treatment units and
several operators. The collection of the bags should however be organised. better

Conclusion: Isf cannot usefully intervene, because the know-how and the producers are already
available in the country, even if some improvements are desirable. Philippe Langouche
communicated to the operators his recommendations for a better running of the production.
