OVERVIEW The purpose for this request of Statements Of Qualifications (SOQ) is for Consultant services for the development of a Long Range Water Supply Plan thru the year 2070 and beyond for Dallas Water Utilities (DWU) department. The Consultant for this SOQ shall have the ability to develop a plan for future water supplies for the City of Dallas and its treated and untreated water customers. Services required for this SOQ include but are not limited to the following: The study of current water supplies, location of new water sources, planning future use of current water resources, determining risk factors associated with any implementation(s) and cost estimation of identified water management strategies. The Consultant will also be responsible for guiding and assisting the City in planning for future water resources or lack there of. Please submit SOQ to provide Consultant services. The following scope of work is a general representation or guideline for the services and deliverables for this project. It is anticipated that the awarded consultant will develop a complete and detailed scope of work and budget.

SCOPE OF WORK
HISTORY DWU has developed a series of Long Range Water Supply Plans starting in 1959, and continuing in 1974, 1989, 2000, and 2005. Due to severe drought in the 1950s, Dallas water planning efforts have extended well into the future to meet both immediate and long-term demands. PROJECT OBJECTIVES The objective of this Long Range Water Supply Plan is to review current water conditions, analyze the need if any for revisions to the current planning area, Figure 1. The Consultant shall update the population and water demand projections, including any impact on water conservation on demand planning, examine development plans and land use assumptions for the current planning area as these could impact demand, identify future potential water supply sources, compare existing alternative supply sources, identify future demands and needs of the treatment facilities and distribution infrastructure, and to recommend a plan of action that will allow the DWU to provide for the needs of its customers up to the year 2070 and possibly beyond. A continual goal of DWU is to maintain a high level of service to DWU customers by minimizing risk to the various DWU infrastructure systems and the Utility as a whole. For this report, the consultant must work with DWU to define risk factors and areas of associated risks as they apply to the DWU water supply system. The scope of work presented below describes the services to be provided for this project by project task. The consultants proposal shall identify the steps necessary to develop the Long Range Water Supply Plan, to include addressing the following tasks and recommending any additional tasks deemed necessary to accomplish the work. Phase 1 Project Plan, Objectives and Meetings Under Phase 1, Consultant will work with Utilitys project team to identify project objectives, develop performance measures for each, and develop primary data and screening criteria for which alternatives will be evaluated. Task 1.1 - Project Plan. Upon notice to proceed, Consultant will prepare a detailed schedule showing the main activities, milestones, and review periods, as well as their interaction. The schedule will be updated on a monthly basis. Throughout the duration of the project, the Consultant will prepare monthly reports explaining progress made in that period, items requiring resolution, potential conflicts, and activities to be performed the following month. The project plan shall include understanding of how to evaluate risk for Dallas Water Utilities as it applies to the water supply for the current and potential future service area. Deliverables: The Project Plan will provide a detailed work plan, schedules and deliverables to complete all necessary tasks. This project plan as well as all correspondence, reports, and memoranda from future tasks will be placed on a consultant managed secure website for all appropriate parties to view and potentially comment on. Task 1.1 - Workshop No. 1 - Objectives and Alternatives. Consultant will facilitate Workshop No. 1. The purpose of this workshop is to define the project goals and objectives and discuss the potential constraints that may be encountered, such as water quality concerns; regulatory, water rights, and permitting issues. This workshop will discuss Risk, Failure, and consequence of failure. A practical capital planning horizon for raw water infrastructure, treatment plant and water supply facilities will also be discussed. This workshop will also be used to discuss how the project will be conducted to ensure clear communication throughout the project and maintain timely completion of the work. Deliverables: Workshop agenda and minutes. Task 1.2 - Initial Pre-Screening of Alternatives. Based upon the outcome of Workshop No. 1, Consultant will compile the information and develop the initial prescreening of alternatives criteria. This information will be documented in a memorandum for distribution and review. Deliverables: Phase 1 Documentation Memorandum. Task 1.3 - Project Management. Consultant will prepare a project work plan that outlines the project scope and establishes procedures and protocol for executing the project. The project work plan will include: the scope of work; schedule of work; organizational structure; communications plan; document management procedures; quality management procedures; outstanding issues and decision list; action item list; and list of deliverables. Consultant will track the budget and meet with the Utilitys project manager as necessary to update the schedule, progress of work, and potential changes to the scope of work. Consultant will provide a detailed project status report to the Utility with the monthly invoice. Consultant will provide a monthly M/WBE Report to the Utility documenting work performed by the M/WBE subconsultants. Deliverables: Project Work Plan, monthly invoices and project status reports, and monthly M/WBE Reports to project manager Task 1.4 - Project Meetings. Project progress meetings will be held during the course of the project with the Utility's staff to discuss aspects of the project presently underway, project schedule, and upcoming issues. These meetings are not intended to be formal presentations. The appropriate Consultant team members shall attend the meetings to discuss pertinent issues. A minimum of three progress meetings, in addition to the workshops, shall be planned for the project. Consultant will also make formal presentation on completion of each major milestone of the project to the Dallas Water Utilities team. In addition, Consultant will hold up to five (5) public meetings with stakeholder groups. Deliverables: Meeting agenda, minutes, and associated presentations. Phase II Data Collection, and Population and Water Usage Estimates Task 2.1 - Data Collection. Consultant will collect and review all relevant available data required for developing the plan and evaluating the water supply alternatives, to include past long range water supply plans, population estimates, States long range water supply data, and other city documents and information. Consultant will have access to DWU GIS (ArcGIS) files and information for use in this study. Additionally monthly water metering data for the past 36 months is available for approximately 300,000 meters in Dallas through SAP. DWU is also in the process of working with a consulting firm to prepare a water facilities master plan for Elm Fork Water Treatment Plant. Deliverables: Memorandum summarizing data, studies, and potential reservoir sites to be considered in the Long Range Water Supply Plan. Task 2.2 Identify New Potential Customers and Recommend Changes to Dallas Service Area. Consultant will review the current water supply planning area to determine if changes are needed, and make recommendations accordingly. Consultant will examine development plans and land use assumptions for the current planning area In addition, Consultant will identify potential new wholesale customer cities, both raw water and treated water, to include their potential water demand and the feasibility of service by Dallas. Consultant will also identify possible opportunities and ways to work with other regional water providers to minimize costs of transporting water to the Dallas area. Deliverables: Memorandum summarizing new potential customers and changes to Dallas service area. Task 2.3 Update Population Estimates. Consultant will review existing pumping data and plant data to assist in update of per capita water use for DWU. Consultant will review all State guidelines and regulations related to per capita water use and develop usage data accordingly. Consultant will review 2010 census results, State of Texas population estimates, and NCTCOG population estimates to determine as accurately as possible future water usage estimates for Dallas and its wholesale customer cities. In addition, Consultant will meet with individual wholesale customer cities to identify their projected population and water use requirements. Using this information, Consultant will update population projections to the year 2070, to include customer cities, for 2015 and then in 10 year increments thereafter (years 2020, 2030, 2040, 2050, 2060, and 2070). Deliverables: Memorandum summarizing per capita water use and population estimates to be used in the long range water supply plan. Task 2.4 Update Water Usage Estimates. Using population estimates and taking into consideration possible climate change (hotter, drier weather scenarios), Consultant will update dependable yield water usage requirements to the year 2070 for Dallas and wholesale customer cities. Consultant will also identify any shortfalls in Dallas ability to meet the existing and projected water usage needs of the service area (Dallas, existing, and potential customer cities). Consultant will incorporate known information from prior regional studies and recommend scientific approaches regarding climate changes potential impact to North Texas current and future water supply and per capita water usage. In addition, Consultant will identify current and future customer city water conservation and reuse plans and measures for each wholesale customer and identify impact on future water usage. If the customer city has more than one water supplier, separate the future use between the two providers in order to determine the reliance upon DWU supplies. Updates will be for 2015 and then in 10 year increments thereafter for average day and peak day demands, and include per capita water demand, short term drought water demand, and long term drought water demand while incorporating water conservation strategies, and direct and indirect water reuse, into water usage requirements. Deliverables: Memorandum summarizing water usage estimates to be used in the long range water supply plan. Task 2.5 Review Previous Plans and Sedimentation Studies for Reservoirs. Consultant will review previous reservoirs that have been previously identified in past DWU long range water supply planning documents, as well as other studies in order to determine the feasibility of any previously identified reservoirs or water supply. In addition, Consultant will review and update existing and future reservoir yields and sedimentation factors for current Dallas reservoirs utilizing the most recent volumetric surveys. Deliverables: Memorandum summarizing potential reservoir sites that may be still feasible, and yields and sedimentation estimates for existing and future reservoirs to be used in plan. Phase III Impact of Existing and Upcoming Federal / State Regulations and Permitting Requirements Task 3.1 - Identify Impact of Federal and State Regulations. Consultant will evaluate current and upcoming Federal/State regulations with current or potential impact on the water supply and delivery system, to include but not limited to the impact of regulations regarding current or future invasive species such as Zebra mussels in order to determine if water can be delivered between reservoirs. Task 3.2 - Permitting and Regulatory Review. Consultant will perform a review of current and potential permitting requirements to avoid any fatal flaws in the initial feasibility evaluation. The review will consider such things as the Texas Long Range Water Supply Plan Contract 12-015E November 2011 Page 7 of 26

Commission on Environmental Quality (TCEQ) permit for reservoir water transfer, environmental flow considerations, water quality considerations, Section 401/404 permitting, and potential Texas Pollutant Discharge Elimination System (TPDES) permitting. Deliverables: Memorandum summarizing the listing of regulatory requirements, and impact on recommended water supply strategies. Phase IV Identify and Evaluate Water Supply Alternatives Task 4.1 - Review and evaluate current and alternate water supply strategies. Consultant will identify and evaluate new and/or additional water supply strategies that should be incorporated into Dallas long range water supply plan, along with expected dates when new water supply or capital facilities will be needed, to include groundwater alternatives and stormwater retention alternatives. Consultant will rank water supply strategies by their 30 and 50 year life costs, environmental impact, and development risk. Consultant will also include the impact to economic growth and development of not being able to provide water to Dallas customer base. Environmental risks will include impacts of invasive species in order to determine if water can be delivered from one reservoir to another. Deliverables: Memorandum providing identification and ranking of water supply strategies. Task 4.2 - Cost Development, Evaluation Matrix and Decision Tree. Consultant will develop estimated capital and O&M costs for the various components of each alternative. Consultant will develop a water supply evaluation matrix that identifies economic, environmental, social, and development risks related to proposed water supply strategies. Consultant will show how a proposed water supply will work within the existing Dallas water supply systemlocation, connections, etc. In addition, Consultant will develop a decision tree which identifies alternate strategies if a potential strategy proves to be not feasible. The estimated capital and O&M costs (per MGD of water), along with the associated matrix and decision tree will be documented in this report. Deliverables: Report on Cost Development, Evaluation Matrix and Decision Tree. This report should include a working schedule that can be adjusted by DWU over time. Task 4.3 Regional Cooperation. Consultant will identify feasible ways for Dallas to work with other regional water supply agencies to provide water supply at the lowest possible cost, with consideration given to possible environmental impact, and development risk. Consultant will review current plans related to regional collaboration. Consultant will determine the savings and effectiveness for Dallas and for Region C assuming that all agencies adopt uniform conservation measures such as time of day watering (between 10:00 a.m. and 6:00 p.m. between April 1 and Oct 31 annually), twice weekly and once weekly watering, and similar initiatives. This will involve meetings with DWU staff and potentially other agency staff. Task 4.4 - Workshop No. 2 - Final Alternatives and Screening Criteria. Consultant will facilitate Workshop No.2. The purpose of this workshop is to finalize the list of alternatives for evaluation. During the workshop, obvious pairings will be grouped and further criteria will be identified that may be used in the multiobjective scorecard analysis that will be conducted as part of Workshop No. 3. Deliverables: Workshop agenda and minutes. Task 4.5 - Environmental Assessment. Following a screening of possible alternatives, preliminary conceptual pipeline corridor evaluations will be undertaken. For each screened alternative, a conceptual environmental analysis will be conducted. This step is to provide a high-level overview to identify any significant environmental conditions that may impact future pipeline alignments and pump station sitings. The Consultant will also review all appropriate State/Federal regulations related to environmental assessments. The results of the environmental assessment will be documented in a memorandum. Deliverables: Environmental Assessment Memorandum Task 4.6 - Water Quality Evaluation. Consultant will collect water quality and hydrologic data for Dallas existing and future water supply reservoirs, and associated tributaries, where available. Existing water volumes and nutrient loads for each reservoir and surrounding tributaries will be calculated. The calculated volumes, nutrient loads and watershed characteristics will then be utilized to perform mass balance calculations for each reservoir under differing scenarios. The scenarios will be based on the amount of water being input into each system from the various water supply sources. Consultant will perform a water quality evaluation of the mass balances for each of the reservoirs. These evaluations will also compare the results of the mass balance to the original conditions of each reservoir. The water quality evaluation information can then be utilized by team members to evaluate treatability issues associated with the different water treatment plants and future plans. Consultant will develop a Water Quality Technical Memorandum detailing the data collection, mass balance approach and calculations, water quality evaluations and conclusions. Estimated effects on water quality from the importation of water from the various water supply sources will also be described. Deliverables: Reservoir Water Quality Technical Memorandum Task 4.7 - Water Treatment and Distribution Considerations. Consultant will review the impacts to raw water quality and treatability as it relates to the integration of raw water supplies. This review will present the potential additional or modified treatment processes that may be required to meet or exceed current water quality goals at water treatment plants using the integrated water supplies. Changes to the treatment processes could result in additional capital costs and/or O&M costs associated with process changes. The review and evaluation of treatment process requirements will be conducted on a paper study level using existing information on the current supplies and treatment processes.

The various water supply alternatives may have multiple locations where water could be treated. This will result in varying costs for delivering treated water into the distribution system. Consultant will develop capital and O&M costs for pumping to the distribution system for each alternative. A memorandum will be prepared documenting both the treatment and distribution considerations. Consultant will identify water treatment plant and distribution system efficiencies such as: Improvements to current processes that reduce the amount of water that is lost in plant operations; recommended improvements to water quality to reduce water flushing in the system due to lack of chlorine residuals; and other water efficiency factors. Deliverables: Technical memoranda improvements and efficiencies concerning treatment and distribution

Task 4.8 - Energy Needs Evaluation. Under the various screened alternatives, Consultant will develop estimated energy usage and demand requirements recognizing constant rate pumping and cyclical peaking scenarios. From the estimated energy and demand requirements, Consultant will develop the electric load profiles for each scenario and analyze the energy cost and economic impacts of the various load profiles. The energy requirements and load profiles developed in this task will be used in developing O&M costs. Consultant will recommend options for reduction in energy use per MGD of water treated or transported throughout the network. The energy and demand requirements, load profiles, and energy cost implications will be documented in a memorandum. Consultant will provide conceptual energy alternatives to DWU in its understanding of alternative energy resources availability in the North Texas Area for use in moving and treating water. This includes but is not limited to solar, hydroelectric, wind, geo-thermal, and biofuels. Deliverables: Energy Requirements Memorandum

Task 4.9 - Evaluate Alternatives. Each of the screening-level alternatives will be evaluated within a spreadsheet model or other appropriate methodology. This screening-level optimization model will screen through all possible combinations of alternatives to arrive at the most effective solutions. As part of this task, conceptual level pipeline routings, energy assessments, and proposed project costs will be developed, as well as environmental impact and development risk. Consultant will also identify emergency water supply that might be used during drought situations which could be quickly implemented. Alternatives might include possibilities such as trading water with other water supply entities, reuse, alternate water sources, groundwater use, and other feasible strategies. As a supplement to the optimization model, a matrix will be used to compare alternative integration plans in the context of broader criteria. The matrix will allow Utility's project team to assign various weights/priorities to each criterion, and the output will illuminate plans that effectively address multiple criteria. Additionally, the Consultant will provide a business case template that DWU can use in the evaluation of future water projects/alternatives, including possible criteria that should be considered and used. Task 4.10 Model Updates. DWU uses Riverware software for simulation, optimization, and modeling of its water reservoir system. DWU also maintains a Stella model of its water supply and transmission system. The Consultant will incorporate recommended and alternate water supply scenarios into the database utilized by the Riverware software and the Stella model. H2OMap is used in modeling the transmission and distribution system. The Consultant may need to incorporate recommended and alternate water supply scenarios into database utilized by H2OMap software. Each model will be updated to include recommended and alternate strategies.

Phase V Identify Infrastructure Requirements Task 5.1 Infrastructure Requirements. From the review and evaluation results, Consultant will review raw water infrastructure and water treatment capacity to determine if it is adequate to the year 2070 and/or identify dates when new raw water supply or capital facilities (i.e., raw water infrastructure, treatment plant capacity, etc.) will be needed. In addition, Consultant will provide a Consolidated Capital Improvement Program Outlay, and Operation and Maintenance cost estimates in a prioritized listing and implementation schedule format for recommended water use and raw or treated water infrastructure requirements. Of particular interest is the determination if it is more cost effective to build additional plant(s) and integrate them into the system or to expand existing plant capacities. Deliverables: Report identifying water infrastructure upgrades and timing to deliver water from water source to treatment plants and/or other lakes or streams. All diagrams for potential future infrastructure must seamlessly integrate into DWU GIS systems for future planning use. Task 5.2 - Develop Optimization Model. Under this task, Consultant will use existing information to develop the network of storage facilities, pump stations, transmission pipelines, potential new interconnections and other facilities that will be represented in a model that moves water through the network on a monthly timestep in response to hydrologic inputs and user demands. The model will include alternatives for routing water through Dallas transmission system. It will also include other potential interconnections between Dallas and other water providers reservoir and transmission systems. The model will be designed to help identify combinations of alternatives that effectively address low life-cycle cost, low energy demand, high reliability, etc. Any separate models that may be developed are to be incorporated into the existing programs that DWU utilizes as identified in Task 4.10. The relationships will be constructed on the basis of a schematic diagram of the system that Consultant will generate. The diagram will blend existing information on sources, transmission routes, connectivity, and capacities with prospective alternatives for new system features. It will be designed to include potential alternatives for interconnections between the systems. Deliverables: Schematic Diagrams of Alternatives.

Task 5.3 - Workshop No. 3 - Multiple Objective Comparison of Alternatives. The purpose of this workshop is to present and discuss the screened integration alternatives in the form of preferred raw water transmission integration plans. Supporting information will be presented on life cycle cost analysis, water treatment and distribution considerations, reservoir water quality analyses, environmental reviews, and permitting and regulatory considerations. The preferred integration strategies will be presented in a side by side comparison with the current, separate raw water transmission plans. A major component of the workshop will be to apply a multi-criteria matrix to the future strategies. Deliverables: Workshop agenda and minutes. Phase VI - Reports Task 6.1 - Report Development. Consultant will document the tasks performed, evaluation results, and recommendations developed as part of the study. The report will also present a recommended implementation plan for recommended alternative(s), including future operational studies and preliminary design of facilities. A draft report will be submitted to DWU for review and comment. The final report will be prepared incorporating review comments from the draft report. Consultant will make formal presentations of the report to the Utility's Council and other agencies as requested. Deliverables: Prepare and submit fifteen (15) copies of the Draft report to DWU for review and comments. As an alternative, it would be possible for the Consultant to place the report online with other documents for multiple party comments and integration of ideas, along with five (5) printed reports. Task 6.2 Coordination with the Region C Water Planning Group. Throughout the long range water supply planning process, the Region C Water Planning Group will be working on the 2016 Region C Water Plan. Depending on the timing of each plan, DWUs recommended and alternate water supply strategies may need to be incorporated into to the Region C plan, such that the various technical memorandums will need to be made available to the Region C Water Planning Group. Task 6.3 Final Report. Based on Dallas comments from the draft report, Consultant will incorporate Dallas Water Utilities comments and submit fifty (50) final report copies to Dallas Water Utilities as directed. The final report format as directed by Dallas Water Utilities, shall include but not be limited to the following: A brief, clear and precise executive summary; Binding or as directed by Dallas Water Utilities with Plastic Laminated Cover, and Electronic version (CD-ROM or USB flash drive). Report will include all memorandum and supplementary reports in appendix. In addition, a set of camera ready originals that may be used for reprint will be provided to DWU. REQUIREMENTS FOR STATEMENT OF QUALIFICATIONS Please read these requirements carefully. Statements of Qualifications which do not comply with these requirements will be deemed nonresponsive and the firm will not be considered for the project. 1. Answer the questions on the Engineering Consultant Screening Questionnaire. The questions should be answered in the same order in which they are listed. 2. On questions where a response form is provided, the response must be on the supplied form or in a format identical to the supplied form, complete of all required information. If the firm has not performed work for the City of Dallas in the past three years, the form must be included in the SOQ indicating no work with the City of Dallas. The form may be shortened to eliminate excess rows or lengthened to add rows to represent the firms work accurately. If the firm has no work with Dallas, provide information for a minimum of three projects with other clients. Additional information may be supplied for other client projects, if desired, but is not required. If this additional information is provided, the form should be duplicated. Do not mix City of Dallas work on the same form with work for other clients. 3. Statements of Qualifications must be on 8" by 11" paper using a minimum font size of 10 point. The cover should indicate the name of the project, contract number assigned to the project, the date, and the name of the Prime Firm. Additional information may be provided on the cover if desired. 4. Statements of Qualifications are limited to a maximum of 25 pages. All pages with the exception of the front cover, the back cover and qualified divider sheets will be counted in the 25 pages. In order to be considered a qualified divider sheet, the page may have a description (i.e. Project Team, Experience, etc) or a numeral on the divider tab only. Divider pages which have photos, graphics, text, etc. will be counted as pages. Resumes and/or brochures will be included in the page count. Cover letters (if bound into the SOQ) will be included in the page count. 5. The City of Dallas Business Inclusion and Development (BID) documentation must be completed, signed, and included in a separate tab at the end of the Statement of Qualifications. Forms shall not be altered. These documents will not be counted as a part of required 25 pages. The BID following forms and documentation shall be submitted: Affirmative Action Plan, any plan greater than 5 pages please submit on CD, Ethnic Workforce form, History of M/WBE utilization on previous contracts Type of Work by Prime and Subconsultants Signed BID affidavit

6. Nine bound copies of the Statement of Qualifications should be submitted as directed on the cover letter. Acceptable types of binding include GBC, posts, 3ring, spiral, prong fasteners, etc. Staples are not acceptable. 7. Briefly discuss any current or prior litigation within the past 10 years involving municipal projects, specifically identifying any litigation with the City of Dallas. This should include design related issues, construction, and construction management related issues. In addition, any expert opinions, expert witness testimony, reports, or other services prepared for any party involved in litigation or a claim against the City of Dallas should be indicated and briefly explained. 5. Does your firm or any of the proposed team members have current or pending contracts or obligations that could pose a potential conflict of interest? This includes involvement of any firm or individual in construction claims issues, customer cities contract issues, water supply/water rights issues, etc. involving the City of Dallas in any manner. 6. Provide a listing of all projects that your firm has performed for the City of Dallas, including the Tarrant Regional Water District & City of Dallas Integrated Pipeline Project, in the last 3 years on the form provided. Fill in all information. Describe your firms history of utilizing M/WBE firms on your projects. 7. Does your firm use other specialized computer applications that would enhance the quality of or specific issues related to this project? 8. Briefly describe your firms specific work experience and specialized project experience on projects similar to the one described in the preliminary scope of work. The approach should be a minimum of 3 pages of the Statement of Qualifications. You may provide your firms general approach to projects of this nature; however, the approach should specifically address issues, concerns, methodology, etc. that may be important on this project and indicate your firms suitability for the project. 12.Provide a suggested time schedule for this project. If a schedule is indicated in the preliminary Scope of Work, identify differences with your suggested schedule, if any, and provide a brief explanation of the differences. 13.Provide brief resumes indicating the relevant planning experience of the following personnel: a. Experience indicated should be relevant to the project for which the SOQ is being submitted. 2. The Prime Firm is the firm proposed as the prime on the project for which the SOQ is being submitted. 3. Only the experience of current employees of the Prime Firm should be indicated on the form for the Prime Firm. 4. The Client information should include the name of the organization, its address and the name and telephone number of a contact person who is familiar with the project indicated. The Prime Firm is responsible for the accuracy of the contact information. Experience may not be considered if the contact person indicated cannot be contacted. For work performed as a subconsultant, the client and contact may be either the Owner (City, County, or other agency commissioning the work) or the prime firm for which the firm worked as a subconsultant on that project. If the prime firm is indicated as the client, please indicate the name of the Owner agency in parenthesis. Also indicate the year design began and the stage of the project: under design, design complete, under construction, or construction complete.
