Adaptive Eyewear is a UK-based, not-for-profit company working to fulfil the vision correction needs of underserved populations in the developing world. Our aim is to make low-cost

eyeglasses, including adjustable eyeglasses, available to populations where access to eye care services is limited.

Refractive error, disorders of the eye that can be corrected with eyeglasses, is the number one cause of poor vision globally. In sub-Saharan Africa alone, approximately 95% of people who need eyeglasses do not own a pair. Uncorrected refractive error can affect a persons education, employment, safety and quality of life and according to the World Health Organization, costs at least $121.4 billion per annum globally in lost productivity. It is therefore a significant barrier to the attainment of Education for All (EFA) and the Millennium Development Goals. Vision for a Nation Rwanda is Adaptive Eyewears first national level program with the aim of providing all Rwandans aged 8 years and above access to free vision assessments and providing eyeglasses to all who need them. In June 2010 Adaptive Eyewear signed a 5 year Memorandum of Understanding with the Government of Rwandas Ministry of Health committing to facilitate the distribution of eyeglasses to the Rwandan population by training community health workers and teachers to conduct vision assessments and training nurses to dispense eyeglasses to those people referred to their health centre.

Kigali, Rwanda The Country Programme Manager will be based in Kigali and will assume overall responsibility for managing all aspects of the Vision for a Nation programme in Rwanda, including quality assurance, across all districts. S/he will establish a country office for the programme and play a key role in ensuring that training and the implementation of product delivery to health centres is conducted to the highest standards in keeping with Vision for a Nations community-driven approach. The Country Programme Manager will serve under the overall guidance and supervision of Adaptive Eyewears CEO. On a day-to-day basis, the Country Programme Manager will be expected to work in close consultation with Ministry of Health and Ministry of Education representatives as well as Eyecare NGO representatives based in Rwanda.

Main Responsibilities 1. Provide strategic support for the programme 2. Establish a country office for the administration of the programme 3. Manage the implementation and maintenance of a quality management system for the programme 4. Manage the implementation of training of nurses, community health workers and teachers to provide vision assessments and eyeglasses 5. Manage the importation and distribution of eyeglasses 6. Manage the monitoring and evaluation of programme-related services at health centres 7. Provide guidance and support to the National Committee for Prevention of Blindness on the implementation of nationwide vision assessment and eyeglass distribution 8. Facilitate knowledge building and knowledge sharing amongst staff

1. Provide strategic support for the programme Interact with government and development agencies at the central level to monitor government strategies and priorities as they relate to the implementation of the programme Provide strategic guidance to the team in implementing the physical, social and economic targets of the programme Regularly review and provide feedback to the CEO on work plans, budgets, implementation and monitoring arrangements Develop mitigatory measures to meet possible risks, bottlenecks and constraints during the implementation of the programme and provide feedback where necessary Analyze the programmes process, identify operational and financial constraints and recommend solutions in consultation with partners in government and development agencies.

2. Establish a country office for the administration of the programme Employ staff to manage the programme including an Ophthalmic Clinical Officer to oversee the technical aspects of training Service and maintain key documentation related to INGO registration including MoUs with the Ministry of Health and the Ministry of Education Manage programme resources including the procurement of office supplies, vehicles and communications infrastructure Ensure the security of the staff and offices

3. Implement and maintain a quality management system for the Vision for a Nation programme Identify processes needed to maintain records of stock (eyeglasses) from Kigali to endusers in rural areas for the purposes of managing product related customer complaints Determine, in consultation with suppliers, the criteria and methods needed to ensure that defective product can be traced and returned to the supplier where necessary

4. Manage the implementation of training of nurses, community health workers and teachers to provide vision assessments and eyeglasses Manage the coordination of training in consultation the sector officials, health centre management and school management Manage the supply of training materials to health centres in advance of, or concurrent with, the provision of training at the health centre level Provide advisory services to staff (including MoH staff if applicable) for implementation of training at health centres, ensuring that activities in targeted areas are implemented consistently and that technical teams and implementing partners work effectively within the procedures outlined by the Ministry of Health

5. Manage the importation and distribution of eyeglasses Manage the distribution of eyeglasses to health centres in advance of, or concurrent with, the provision of training at the health centre level Establish a distribution agreement with CAMERWA for the purposes of supplying/resupplying health centres with eyeglasses (from Q1 2012). Consult with the Ministry of Health and Customs and Revenue officials to ensure that products imported for

use in the Vision for a Nation programme conform to the requirements for importation set out by the Customs and Revenue Authority. Maintain documentation related to general requests for importation and product registration.

6. Manage the monitoring and evaluation of programme related services at health centres Consult with government and development agencies to keep abreast of the MoH guidance on project monitoring indicators and techniques Coordinate regular field visits to health centres and assess the overall implementation status of the programme Provide timely monitoring and progress reports, flagging issues that need to be rectified Make recommendations for improving the quality of intended results Document best practices and lessons learnt

7. Provide guidance and support to the National Committee for Prevention of Blindness on the implementation of nationwide vision assessment and eyeglass distribution Attend all NCPB meetings to provide guidance on the progress of the programme Coordinate programme related activities with eyecare NGOs offering cataract surgery (or other eyecare services) when possible. Regularly collect, document and disseminate knowledge management materials on eyecare service demand with the objective of strengthening the capacity of the NCPB through close collaboration.

8. Facilitate knowledge building and knowledge sharing amongst Vision for a Nation staff Oversee the assessment of technical and soft skills of technical and non-technical staff and identify required capacity building measures. Provide opportunities for staff to receive training on technical and programmatic aspects of public health interventions, procurement, monitoring, etc. Corporate competencies: Demonstrates integrity and promotes activities that adhere to the ethical standards embodied in the Declaration of Helsinki Promotes the vision, mission and strategic goals of Adaptive Eyewear Ltd. Person Specification Education: Bachelors degree (postgraduate preferred)

Experience: 10 years of relevant experience working in at least one of the following areas: public health, education and/or international development Demonstrated leadership Organizational, financial and marketing skills Excellent conceptual and analytical skills Excellent oral and written communication skills Strong interpersonal and negotiation skills and a demonstrated capacity to work with a wide range of stakeholders.
