imF predicts growth For Fiji


THE International Monetary Fund has predicted an economic growth of 2 per cent for Fiji this year. The Reserve Bank of Fiji is estimating a growth of 2.7 per cent. The fund concluded their two week consultation with authorities and other stakeholders. With the past two years recording contractions, the fund said a growth of 2 per cent was strong and this was by far the best "Medium term growth prospects however appear to be relatively weak unless structural reforms are accelerated and the business climate and political situation improved," the fund said. The Fiji Hardwood Corporation Limited (FHCL) is investigating allegations of mahogany sales on the black market. The Permanent Secretary of Public Enterprises Elizabeth Powell confirmed that they have received complaints from landowners of Nukurua, Tailevu last week. There have been allegations of misuse and lack of security at various mahogany plantations. We are investigating the matter and as a part of our review process, we will be reviewing the security as well, Ms Powell said. She said if there had indeed been black marketing of Fiji mahogany, the corporation would find out and take those involved to task. We will be visiting the sites from where these allegations have come from to see for ourselves whether or not there are any merits to these allegations. Since last week, we have been conducting our internal investigations and once they are completed, the interim board will decide if and when police will be involved in the matter, she said. Ms Powell said they were ensuring that the landowners got a fair share of what they deserved and they will come down hard on all those who are said to be part of these alleged black marketing. Although there has not been any confirmed case of black marketing of Fiji mahogany, the corporation is taking all allegations seriously and has since brought together a team to investigate. Investigations are targeting the harvesting of mahogany and the entire process of what transpires, Ms Powell said.

What B.C. drivers need to know about winter tires and insurance

Drivers are always responsible for ensuring their vehicles are properly equipped for road conditions, just like making sure your wipers and headlamps are working well on dark and rainy nights. Driving without winter tires will not void your insurance in the event of a claim or mean that you are automatically at-fault for a crash. However, if you get in a crash where winter tires could have helped it may be a deciding factor in determining whether or how much you are at-fault. Keep in mind that the Ministry of Transportation and Infrastructure can also designate that winter tires are required on certain roads and highways. This typically happens during the fall and winter months in northern B.C. and the Southern Interior. If you are driving on these roads without winter tires, police can ticket you and make you turn back. Winter tires are particularly recommended in areas of B.C. that experience substantial snowfall because they deliver better snow and ice performance. The tread designs on winter tires provide much better traction for driving in winter road conditions. Winter tires alone are not enough drivers need to make smart driving decisions and adjust their driving to the road conditions. In winter weather, drivers should allow more time for travelling and most importantly, slow down and keep your distance from other vehicles so you can see more of the road and give yourself more time to react in case of the unexpected. Trades Union Congress president Daniel Urai has been granted bail after he appeared before the Suva Magistrates Court on charges of urging political violence. Urai was told by Magistrate Thushara Rajasinghe to provide two sureties with one being an immediate family member. His two sureties include Fiji Teachers Union general secretary Agni Deo Singh and Fiji Islands Council of Trade Unions (FICTU) general secretary Attar Singh. Under his bail conditions, he was told by the Magistrates Court to report to the Lautoka Police Station any time between 6am to 8pm daily. lost opportunities and indecisiveness at the Chogm talkfest


By DR. GOPAL NAIR, Sydney It is always fascinating to unravel the motivations behind the commentaries from a variety of experts, immediately preceding the bi-annual CHOGM gathering. The expectation they generate, all too often, falls far short of the actual achievements of this august body, comprising high profile global leaders representing about a third of the human race. The latest CHOGM, October 2011, turned out to be no different but it stood out for its failure to address some critical global and regional issues crying for urgent attention. By evading inconvenient truths and continuing to perfect the art of political spin, the Commonwealth leaders have yet again put self-interest ahead of any regard for missed opportunities. Amongst its proponents, the host Ms Julia Gillard emphasized the positives: the bound by the shared values of democracy, human rights, racial equality, social and economic progress, peace and the rule of law all of which needed to be freely embraced and consensually expressed. But, in practice, are they uniformly adopted? Its past successes in dealing with the South African apartheid and the ushering in of Zimbabwean independence are readily acknowledged, but recent years have not seen many glaring examples of accomplishment. Threatened by perceptions of irrelevancy and anachronism, an Eminent Persons Group of 11 members was appointed organization into the 21st century and reexamine its future direction. The EPG came up with a possible roadmap in terms of its 220-page report, containing 106 recommendations for deliberations prior to the Perth meeting; thus, turning its central focus on the relevance and survival of the body. To be fair, it is a measure of its ability to accommodate the diverse views of its variegated membership that about half the recommendations were adopted or adopted in principle; but a few key recommendations were deferred for further evaluation by the Foreign Ministers and the balance were either ignored or put on ice. However, to the detractors, the failure to adopt all the recommendations was another indicator of the disparate expectations of its members that make the organization unworkable and exposes it to charges of hypocrisy and non-adherence to its own charter. From the start, the media focused on the recommendations of the EPG report but efforts to hold Sri Lanka accountable for human rights violation and possible war crimes were brushed aside by key members, as was the pre-emptive move to frustrate Sri Lanka from holding the next CHOGM. An indictment lodged in court against its President Mahinda Rajapaksa, Lankan civil engineer, Arunachalam Jegapheeswaran, on behalf of thousands of Tamils was set aside and received little support from senior politicians, despite the backing from the former Prime Minister, Malcolm Fraser, and John Dowd QC, the President of International Commission of Jurists Australian chapter. It was clearly designed to embarrass the President, held by many to be responsible for the alleged war crimes against thousands of Tamils who perished due to reported aerial bombardments and alleged attacks on nogo zones, including nominated shelters, schools, hospitals and community centers. In the impressive final communiqu at its determinations with many subsections but a perusal of the document reveals some glaring omissions. Three key issues, in particular, stand out as having received only cursory attention, when they required greater scrutiny by this gathering of powerful leaders. First, for Australia, NZ and most Pacific Islands, the continuing isolation of Fiji through suspension from Commonwealth and PIF appear to be counter-productively punitive and based on short term political expediency. It is likely to further erode Australasian influence and entrench Chinese stranglehold on Fiji. The final 2011, suggests a platitudinous deferral of the stalemate with Fiji into a too-hardbasket. Paragraph 2 (i) states that the Commonwealth remained committed to urging the interim government of Fiji to restore democracy without further delay, to respect human rights, and to uphold the rule of law, and reaffirming that the Commonwealth should continue to remain engaged with Fiji and support efforts towards that end. But how and when? As many commentators have been urging recently, there is an urgent need to engage with Fiji, undertake reformative measures and rehabilitate the regime with a view to promised by Commodore Bainimarama. Second, in the midst of the conference, were killed in Afghanistan by a quisling Afghan trainee soldier. Yet no attempt was made to link the ongoing war on terror with covert support for terrorism by a member state. The attendance of Pakistani Prime Minister should not have lessened the culpability of the Pakistani military establishment and the ISIs support for Haqqani network, an insurgent group allied with the Taliban with bases inside Pakistan and sympathetic to al-Qaeda. Pakistan is alleged to have similarly positioned Laskar-e-Taiba to sponsor terrorist acts whilst denying complicity for this alleged disloyalty (in from the Americans). The American displeasure has been strongly expressed by the Chairman of Joint Chiefs, Admiral Mullen. It appears absurd that Australia and a number of other Commonwealth countries are fighting for the security and freedom in the region; yet, a member state is allegedly sabotaging that task and ostensibly backing the enemy. There is justifiable disquiet that despite the loss of additional Australian lives, no collective pressure was applied on Pakistan to halt its insidious campaign of duplicity. It seems it is easier for leaders to bully a small island state by compromising on their stated principles. Third, one of the most divisive issues in Australian politics currently is the arrival of so-called boat people mostly from Iraq, Iran, Afghanistan, Pakistan, Sri Lanka and other war-torn countries that provide incentive for its citizens to flee for a myriad of reasons. Apart from persecution, wars and national instability, irregular global people movement is also a function of increased world population officially recognized as Commonwealth accounts for approximately that number live in Asia and Africa vast majority in abject poverty. The sub-continent complacency over birth rates: the birth rates in poor countries are unacceptably high and their economic achievements are offset or completely eclipsed by extra mouths to feed each year. In addressing the impact of climate change on PIF countries, gender equality and likely food shortage in Africa and elsewhere (a famine in Africa right now struggles to make the headlines), it is pity that CHOGM failed to examine the potential disaster due to the unmanageability of global population movements. Many states already do not have the ability to cope with increased populations, face food shortages, cannot provide basic health care or may be confronted with regional wars and further environmental refugees. There are three Commonwealth states with nuclear weapons; four are also members of G20 (India, UK, South Africa and Canada); only UK is a permanent member of UN Security Council; and, for now, three (India, South Africa and Nigeria) are also represented in the group of ten nonpermanent members of the UN Security Council. It is true the global power structuration is neither equitable nor fairly representative of all states, but the present arrangements still provide Commonwealth countries reasonable voice within major global fora. On the face it, this grouping has not always utilized its access to power to achieve best outcomes for its dispersed citizens or put up a hard fight to uphold its much-lauded shared values. Others who shore up the British Defense establishment include Agent Ambrose, portrayed with great roguish relish by Dominic West (Hannibal Rising) and team psychologist Kate, nicely delivered by Rosamund Pike (Die Another Day). Behind all this foolish mess is director Olive Parker (An Ideal Husband). Fans of Atkinson and the original Johnny English will enjoy this farce. Lots of take offs on the original Bond series are in evidence here as is a tribute of sorts to Kato of The Pink Panther fame. Some of these gags work, others dont. If you like silly stories with a likeable funny face hero then Johnny English Reborn may give you a few chuckles but dont expect any long-sustained laughs or much true old boys.

Many fans were surprised when Dana Santos as the main event of the UFCs inaugural FOX card, mostly because it seemed unlikely the UFC would be willing attraction in combat sports and with two

The problem I see with this is unless one of these guys turns heel before Mania then we will have two of the biggest baby faces of all time facing off. While I see why that kind of match us appealing I think WWE needs to turn one of them heel. To have a guy like The Rock, who is still incredibly popular with fans, to face the current top guy and have them both be good guys will not be the best atmosphere. My guess is Cena will win at Mania simply because there is nothing to gain with a Rock victory. Having Rock turn heel prior to the match would allow for a similar situation to when Rock faced Hogan so many years ago. Hogan went into the match a heel with the new NWO but came out of the match a baby face. This is the same thing that could happen with The Rock. I would love to see Cena turn heel and run a muck in WWE but I have a feeling those dreams will never come to pass, at least not anytime soon. The only logical choice would be to have Rock turn heel. He is going to be cheered by people whether he is a heel or not but if he goes into the match a face then he will probably have a bigger ovation than Cena would get. Cena going into the match as the only baby face would help the crowd get behind him a little more.
