Project Title:

I. Information about the Organization:

DASHRA :-(Dalit Association for Social and Human Rights Awareness) is a Non Profit ,non governmental , non Political a registered an Rights Organization actively engaged in the protection and promotion of human rights within the State of Bihar, India since 2002, working particularly among the Dalits, women, children and disables. It has been engaged for monitoring of Human rights violation, Documentation, Fact-Findings, and providing legal aid to the victims and advocacy on behalf of victim to the Human rights Institutions and relevant authorities for justice. It is registered under Society Registration Act 1860, Foreign Contribution Regulation Act ( FCRA), registered under 12A,80G of Income Tax for exemptions II. Mission statement of the Organization: Vision Promote a human rights culture in society by working towards the empowerment of the Dalits, women, children and civil society and law enforcement agencies through education and awareness and protecting Dalit, women Rights , child Human rights through legal intervention. Mission Empowerment of the marginalized, especially Dalits and the vulnerable, Marginalized sections of the society to enable them realize their rights through collective action in Bihar and northern part of India, starting from the grass root level. Objectives To provide a better future for the marginalized and vulnerable sections of Indian society. DASHRA aims to empower Dalits Women, children, disables etc to enable them realize their rights through education, social and Human rights awareness by collective action. To liberate the Dalits and the vulnerable sections of society by bringing about a structural change in their socio-economic life. To work globally against discrimination based on work and descent. To campaign for the dignity of the marginalized sections of Indian society. To hold the state accountable for violations of human rights. To bring awareness among the exploited lot especially those engaged in castebased menial jobs and the bonded labor system. To bring the Dalit community into the mainstream of national development by working with political leaders, intellectuals and Dalit activists at all levels.

Implement a Hunan Rights Education campaign aimed at community mobilization and social empowerment. DASHRA aims at constant advocacy and lobbying with Government on issues of Dalit Human Rights. It seeks to lobby the Government for the implementation of various international conventions dealing with caste issues to which India is a signatory. Also disseminate information regarding national and international laws relating to Dalit Rights. To hold the state accountable through monitoring and intervention
III. Project Implemented/ Under Implementation Strategy: The strategy for the implementation of this project through DASHRA organization is to sensitize civil society, media, Police, doctors, elected representatives, community leaders about the dalit Rights and Human Rights from grass root level to district level. In this project the collaboration will be with National Human Rights commission (NHRC), New Delhi and other Human Rights Institutions and like mind organizations. IV. The Project: Dalit Rights

Violence, Discrimination, Untouchability


There are about 15% dalits constituted of 18 million population of Bihar. Over five decades

after independence, the practice of untouchability, violence against dalits, atrocities against dalit women and routine discrimination in everyday life continue in India . Despite the prohibition on untouchability found in Article 17 of the Constitution of India, the practice of untouchability continues unabated, whether it be in the drinking of water from wells or in forcing the community into vocations that are unsuitable for human employment.
Violence Against Dalits

Even an elementary documentation from the main newspapers in the country will show the exponential increase in the number of instances of violence against dalits and also a sharp increase in the extent of brutality Throwing excreta into wells, forcible eviction of dalits from their lands, destruction of dalit houses and temples, social and economic boycotts, looting of cattle and destruction of crops are only some of the atrocities perpetuated on dalits.

V. Objective of the capacity building training programs:

To aware dalits activists, CSOs, academic, students , Police, doctors, women about the dalits rights and Human rights To sensitize civil society about human rights and provisions about dalits in Indian constitution. To make positive and creative relationship with public and law enforcement agencies through Human Rights awareness to state accountability. To promoted to raise social justice issues at various levels throguh Dalit organisations and community leaders at village, block and regional levels. To sensitised civil society institutions on dalit issues so that they could positively engaged in redressal of social justice. To provide legal support to the local cases of violence against dalit and gender rights.

VI. Project Area: Patna District ( Patna district is atrocity prone high sensitive area district where 23 blocks and more that 25 police stations) VII. Beneficiaries: 1000 participants, civil society organizations, elected dalit leaders, community leaders, police, media, doctors, VIII. Duration of the Project: The duration of the project would be one year IX. Activities: Main activities: 1.1 workshop with civil society organizations ( CSOs)( 200 Participants) 1.2 Block level workshops for dalit men and women community leaders( 5 Blocks, e.g.( Mokama,Fatuha, Daniyawan, Punpun, Danapur) (300 Participants) 1.3 Workshop with lawyers( One district level)( 50 Participants ) 1.4. Workshop with media ( One district level)( 50 Participants ) 1.5 Workshops with police and doctors( One district level)( 50 Participants ) 1.6. Workshop with dalit elected representatives at block level ( 5 blocks, e.g.

Bihta, Barh,Phulwari sharif, Masourhi, , Patna Sadar)( total numbers of participants = 5x20x3=300 Participants ) Note : There will be 14 workshops held for different stack holders in ten blocks in Patna district of Bihar. XI. Monitoring of the Project: The workshops conducted bu the trainers would be monitored by the Project Director who would vist at least workshops (a minimum of two workshops per month)
