Liner Services (definition):


• Fixed route and fixed timetable (departure and arrival times
according to schedule)
• Regular service
• Short stop in a node (terminal/port)
• Operation all-year-round
• Broad access for interested companies

Liner Services to be highlighted and developed in INTERIM project:


• Rail (liner trains)
• Inland waterway (iww liners)
• Substitution of iww liners with liner trains or their
possible combination

Stakeholders: Consignors (salesmen, manufacturers,…), Transport- and


Logistics provider (forwarder, shipper,…) and national and regional
administrations

Some significant statements:


– Sea ports located in Mediterranean (incl. Adriatic sea and Black sea) could
benefit from current and possible future traffic congestions and caused
bottlenecks in the EU´s Northern range sea ports and hinterland
connections.
– Extensions of the Motorways of the Seas (MoS) into the hinterland are
very important.
– The shippers and manufacturers still do not properly understand the inland
waterway services as an alternative to roads and railways and do not involve
them in their transport planning process.

at the national level

– The Balkan countries belong in the future to the rising markets. The
intermodal traffic has big potential. Today in direction to Balkan states the
road transport dominates.
– Connecting the trimodal inland ports the main haulage by railways and
inland waterways can play their advantages against roads.
– The liberalisation of the railway market should be further implemented and
the homogenous railway system in Europe is required.
– The neutrality of intermodal transportation provider is required. The non
discriminatory access to the intermodal network and path order is
necessary as well the market transparency.
– Terminals must be neutral. To attract the intermodal transport the costs of
terminals shall be kept low.
– Flexible transports are required, that means a substitution of inland
waterways by rail and road. Logistics adjusted to rivers could be a
solution.

interim Reccommendations

The main problems of intermodal transports are regarding quality


(speed, reliability) and coverage area (density of route offered).

For intermodal connections between West and Central and South–


eastern Europe can be recommended (examples):
• Operational strategy e. g. liner trains, hub–and–spoke systems, intermodal
transport in combination with wagonload transport, integrated model of principal
network with larger terminals with regional network of smaller terminals
connected with marshalling yards and junctions (railports)
• Market Strategy e. g. concentration on cargo types, combination of axis
oriented (main hubs as base points) and area–wide transport offers
• Implementation of successful innovative technologies e. g. bi–modal
technologies covering faster and with less investment a much bigger area
• Development of trimodal nodes (rail, road, inland waterways).
