FEDERAL AND STATE LAWS REQUIRE THAT SCHOOLS FIND EACH STUDENT WITH SPECIAL NEEDS. ONCE FOUND, THEY ARE TO GET AN ASSESSMENT AND RECEIVE A FREE AND APPROPRIATE PUBLIC EDUCATION.
Many students are not benefiting from these laws. Students with learningrelated difficulties are at high risk for educational failure, truancy, delinquency, and substance abuse if they do not receive appropriate education. Minority and low-income students are often left out of special education, which leads to segregation, ineffective education services, and failure in school.
