PROJECT PROPOSAL VILLAGE LEVEL PROCESSING CENTER ENHANCEMENT PROJECT (VLPCEP) III FOR THE TARO FOOD PROCESSING

PROJECT OF BAGUINGE RURAL HOMEMAKERS-ALABAMA RURAL IMPROVEMENT CLUB (BRHA-ALABAMA RIC) Baguinge, Kiangan, Ifugao (CAR) BACKGROUND: The project area, Barangay Baguinge is the biggest among the 15 Barangays of the Municipality of Kiangan, Ifugao. It is composed of seven (7) main puroks or zones with a total of 426 households. It is also identified as an Agrarian Reform Community (ARC), hence a beneficiary of the Support Services Program of the Department of Agrarian Reform (DAR) in the Province of Ifugao. It is located midway from the Capital town of Lagawe and Kiangan Central. The BHRA ALABAMA RIC is one of the association in the community that is being assisted by DAR, the association is managed and operated by Women Agrarian Reform Beneficiaries (ARBs). The association was registered with the Department of Labor and Employment (DOLE) in 2003 as Baguinge Rural Homemakers Association but was later renamed as Baguinge Rural Homemakers Association-ALABAMA Rural Improvement Club (BRHAALABAMA-RIC) to reflect the place of origins of the members the sitios of Ala, Bacung, Baguinge Lower, Magulong and Mapolwe, all in Barangay Baguinge. From its original strength of 33 members in 2003, the Association gradually increased its membership to 45 as of July 25, 2011. It is also accredited by the Local Government Unit (LGU) and was enrolled at the Provincial Agricultural Office (PAO) as a Rural Based Organization. Various awards and recognitions has already been awarded to the association because of its active participation and involvement in Rural Development and Women empowerment. At present, the association is involve in root crop food processing project which is seen as a potential enterprise that could help uplift the socioeconomic status of its ARB members and the farming household in the municipality. The description of each of the taro product line is described in the Business Plan which is made as integral part of this proposal. RATIONALE: In 2006, the association ventured into Taro Root Crop Food Processing, as a result of the coordinated Skills Training on Basic Baking using commercial flour, sponsored by the Technical Skills Development Authority (TESDA) and the LGU. But due to the high cost of commercial flour in the market, the concept of processing taro tubers into flour that could partially substitute wheat flour in the preparation of varied food products, was introduced by the founder of the association who is a Home Technology College graduate with Major in Food and Nutrition. The by-product of taro tuber is flour, which is manufactured into varied value added food recipes such as Polvorons, taronut cookies, choco-cream and vegetable hopia. The choco-cream product was started and introduced in 2008 after the conduct of a Training on Product Enhancement cum Packaging and Labeling that was jointly sponsored by the DAR, DOLE, DTI, PAENRO and the MLGU. Initial primary packages and labels used was the counterpart of the association. The Haggiyo Enterprise Development

Program of the Provincial Government provided the succeeding packaging materials and labels. These value added food products are locally marketed within the locality. They are served as snacks, desserts and as pasalubong to local and foreign tourists. The products are also promoted by the DAR and DTI during local and national trade fairs like the Agro-Industrial Trade Fair, Islands Trade Fair, Agraryo Trade Fair (2007-2010) and the 2011 Agrikultura Trade Fair. The taro products have already undergone microbiological test and nutritional analysis by the Department of Science and Technology (DOST), the result of the later tests were already imprinted in the package. These laboratory tests are among the requirements for the issuance of Food and Drugs Administration (FAD) permit by the Department of Health, aside from the improvement of the existing processing area in accordance with FAD specifications as jointly recommended by the initial validation visits conducted by the DOST, DOH-FAD, DTI, and DAR. The issuance of FAD permit is necessary not only for the safety of the consumers but for the product to be competitive as well. Likewise, the issuance of FDA permit will bolster production because demand will be higher due to the guaranteed safety of the product. This will result to increase in income not only for the association but also to the suppliers of taro who are themselves members of the association and Farmer Beneficiaries from the nearby areas as they will be encouraged to produce more of the said staple for processing by the association. The main problem of the association at present is the lack of funds for the improvement of the existing processing center in accordance with DOH-FAD specifications, this is the last major obstacle for the issuance of FAD permit . It is for this reason that this project proposal is made for funding under the Village Level Processing Enhancement Project (VLCEP) III of the Department of Agrarian Reform. TARGET BENEFICIARIES: The direct target beneficiary are the members of the BHRA-ALABAMA RIC who are all engaged in small backyard farming who are also farmer beneficiaries. Indirect target beneficiary are other farmers in the area who are producing taro. LOCATION: The existing processing center is located in the first floor of a two (2) storey house owned by a member in Barangay Baguinge. For three (3) years, the use of the building as processing center was offered for free by the owners. It was only in 2007 and onwards that a minimal rental fee for building maintenance is collected from the association. There is now an existing contract between the owner and the association that will guarantee the use of the processing center for several more years. The processing center is strategically located along the highway and very accessible to any kind of land transportation all year round. The highway is also the main route of passenger jeepneys and buses going in and out of Kiangan municipality. In most instances, both private and passenger vehicles including buses, stops over at the processing center and buy some of the products. COMPONENTS AND DESCRIPTION: Existing Tools and Equipments:

Existing lay-out of the processing center: The existing processing center is located in a 13 m. X 8 m. concrete two (2) storey house, the second floor with concrete flooring serves as storage area and private use of the building owner. The first floor serves as the project processing area that is temporarily divided into three (3) rooms by blackboards and movable cabinet dividers. The first and biggest room measuring about 9.5 m. X 8 m. has two (2) sliding windows measuring 4 X 6 that serves as the sorting, cooking and baking area, it is equipped with various kitchen utensils, stove with LPG tank, flour miller, mechanical dryer, mixer, sink, chairs and one (1) utility working table. The second room measuring 3.5 m. X 4 m. has a window measuring 4 X 6 serves as the product inspection area where the products are weighed and packaged, it is equipped with a portable hand sealer, weighing scale and one (1) utility

working tables. The third room that also measures 3.5 m. X 4 m. has a window measuring 4 X 6 serves as the display and selling area and at the same time the office of the association, it is equipped with tables, chairs, display cabinet and other furniture fixtures. The existing power supply of the building is provided by the Ifugao Electric Cooperative. Existing source of potable water is from a natural spring with concrete reservoir. Proposed Improvement: The proposed improvement of the existing processing center is in accordance with the DOH-FAD specifications:
1. The existing lay-out shall be maintained but a permanent division of

the rooms made of gemelina wood, plywood, mosquito screens and curtains shall be installed.
2. The

main entrance to the cooking area shall be double door with screen, the same with the two (2) other connecting doors to the product inspection and selling/display areas and the exit door at the office area. screens.

Note: Excess of SEVENTY THOUSAND PESOS (P 70,000.00) which is TWENTY FOUR THOUSAND FOUR HUNDRED NINETY NINE AND FIFTY CENTAVOS (P 24,499.50) is the counterpart of the Association.
