No. B. 219/2011 Dt. 2.5.2011 of the Principal, ETC, Mannuthy. *********** 1.The Candidates advised by Kerala Public Service Commission for appointment as Village Extension Officers will have to undergo Pre- Service Training in one of the Extension Training Centers for 6 months and they are appointed as Village Extension Officers only on successful completion of the Pre Service Training. During the Pre Service Training period, which is residential, on ETC the candidates are paid only stipend. 2. As the Government Order read as (1) above, the stipend given to Village Extension Officers deputed for Pre Service training was enhanced from Rs. 3050/- to Rs. 5650/- per (which was the basic pay of the Village Extension Officer Grade II) during the Pre Service training period. 3. As per the Government Order read as 2rd paper above, the existing scale of pay of Village Extension Officers was enhanced to Rs. 9940/16580 Principal ETC, Mannuthy as per the letter referred as 4th above has forwarded the representation dtd. 2.4.2011 of the Village Extension Officer

Pre Service trainees of the ETC requesting to enhance the rate of stipend to Rs. 9940/- which is the revised basic pay of the Village Extension Officer Grade II.

4. Normally the rate of stipend is preodically revised fixing the rate at the basic pay of Village Extension Officer II when the pay of the Employees are revised. As the pay of the employees of the State have been revised with effect from 1.7.2009 and the revised pay scale of Village Extension Officers is 9940 it is requested that the stipend given to Village Extension Officers deputed for Pre Service training may be enhanced from Rs. 5650/- to Rs. 9940/- which is the Present basic pay of Village Extension Officer Grade II. As the pay of the employees were revised which effect from 1.7. 2009, the date of effect of the enhancement of stipend may be given from 1.7. 2009. 5. Payment of stipend to the Pre Service trainees are made from the budget provision available under the head of account 2515-00-003-50-12 Scholarship & stipend (Non Plan) The provision available under the head of account in the current years budget (2011-2012) is Rs. 35 Lakh only. The anticipated additional financial commitment due to the proposed enhancement with effect from 1.7.2009 are indicated below. (i) Amount required for payment of balance amount of stipend at the rate 219.00 proposed less of the Stipend paid at the existing rate from 1.7.2009 till Lakh 31.3.2011(if the date of effect of enhancement is given from 1.7.2009. (ii) Amount additionally required for payment of stipend at the 51.48 enhancement rate Proposed during the current year (2011-12) 270.48 (iii) Total (i+ii) 6. The additional amount required will have to be provided through Supplementary Demands for Grant during the current year (2011 2012) 7. It is requested that the enhancement of stipend as proposed above may kindly be agreed to necessary orders issued at an early date.
