Guidelines for the State Coordinating Agency 1.

The reference date for filling up the DCF is 30th September, 2010. The number of Institutions, teachers and students will be recorded on the basis of their actual number as on 30th September, 2010 for the academic year 2010-11. Information in respect of examination results for 2010 will be collected for the students passed out/awarded degree. Financial information will be recorded for the financial year 2010-11 i.e. 1st April, 2010 to 31st March, 2011. 2. A portal has been developed by NIC (URL: http://aishe.gov.in or http://aishe.nic.in) on which format for downloading and uploading of filled-in format and other Survey related information is available. 3. All the State Coordinating Agency (SCA) will be provided a user id and password. For this, Project Coordinator of the SCA has to register himself/herself on the portal, the details of which will be verified and approved by NUEPA/MHRD. Once approved, Project Coordinator may access the portal and download the format, fill it off-line and then upload. Institute may be encouraged to register itself directly on the portal but in that case registration of Institute is to be approved by Project Coordinators. Institute can access the portal and download/upload format only after the approval by Project Coordinator. 4. State Coordinating Agency (SCA) has to ensure that all the Institutions of Higher Learning (Universities, Colleges, other institutions) within the State/UT upload their data in DCF I: for University, DCF II: for Colleges or DCF III: for Stand Alone Institutions, within the prescribed period. 5. There are some institutions which are not affiliated to any University. These institutions are referred as Stand-Alone institutions and recognised by various Councils or Ministries. A separate list of such institutions has been preloaded in DCF-III and it will also be provided to the State Coordinating Agencies. SCA is expected to complete the survey of such institutions directly or through respective Councils. If SCA finds any addition/deletion in the list, they may bring it to the notice of MHRD/NUEPA so that necessary modifications may be done in the master list, which is pre-loaded.

6. Universities have already been requested to upload their data directly on the portal and ensure the uploading of data by their colleges. For this purpose a nodal officer is being nominated in each University and college. SCA has to make a close liaison within the Nodal Officers and to ensure that the Universities/colleges upload their data. However, if any university/college fails to upload its data, SCA has to collect and upload data. 7. SCA has to organize of Sensitization Workshops for representatives of Universities/Colleges/Institutions/Councils/ROs/Enumerators. 8. SCA has to assist those Universities/Colleges/Institutions having difficulty in uploading its data. 9. List of universities has been pre-loaded in the Data Capture Format I. In this format all the colleges attached to the University are to be listed in Block 1-B. Master list of the colleges will be generated from the information entered in this Block. Therefore, the colleges data i.e. (DCF-II) would be filled only after the university uploads its information i.e. DCF-I on the portal. 10. Latest version of Adobe Reader (Adobe 10.0) should be installed on the Computer for enabling all the features of the DCFs. In absence, it would not be possible to fill the DCF properly. It can be downloaded from the Form Management Page on the Portal. 11. The item-wise instruction for filling up the DCF is available in the INSTRUCTION MANUAL and Software related instructions are given in USER MANUAL.
