Dear Speaker Boehner and members of Congress:

The 'War Powers Act' is a federal law intended to check the power of the President in committing the United States to an armed conflict without the consent of Congress. The resolution was adopted in the form of a United States Congress joint resolution; this provides that the President can send U.S. armed forces into action abroad only by authorization of Congress or in case of "a national emergency created by attack upon the United States, its territories or possessions, or its armed forces." ...

There are many concerns after the events following 911, one that caused alarm for America's security concerning the fiscal resources of American citizens as well as the national security of the United States of America upon escalating oil prices. The trade center attacks showed a relevent weaknesses in the internal infrastructure in US defense and as the bible quotes... "I am sending you out like sheep among wolves. Therefore be as shrewd as snakes and as innocent as doves..." Wolves attack the weak of a pack at the times they are most vulnerable. With this said, America is still recovering from the 911 attacks that had a significant impact of her economic system. The price of oil has a direct effect on Mainstreet, that directly effects Wallstreet. Plus, price gouging laws take effect with state disaster declaration, during periods of civil unrest, or following a declaration of war or situation of

international or internal armed conflict. Justitium is its equivalent in Roman law. In May, 2007 the U.S. House of Representatives passed the "Federal Price Gouging Prevention Act" (H.R. 1252), which would make it illegal for gasoline providers to sell their product at "unconscionably excessive" prices when the President declares an "energy emergency." If President Obama were to pass a price freeze on all gas prices the results would be disasterous concerning the Federal debt, as the United States Gov would have to pick up the slack affecting Wallstreet... Additionally, it would be disasterous if he didn't take such actions for the Mainstreet American people who directly stimulate the economy with excess funds tied into the inflation of gas prices. I do not believe the fiction that anti-price gouging laws prove to be disasterous when gas prices before 911 were under a dollar and now are pushing five dollars a gallon. Overwhelming evidence proves the failure of the dispute and stern actions must be taken accordingly. With this said, although unethical, these actions alone don't proceed miltary intervention by international demand that could result in oil embargo from OPEC that exports 40 percent of the global oil resources. The resources of middle eastern oil prove valuable because the oil is a better quality, meaning the cost to refine the oil for demands such as gas prove cheap and lower gas cost, as opposed to domestic oil... The Gaddafi administration has proved lack of support for the fiscal needs for their people, as well as an ethical treatment of the global community. If a leader of nation brings tyranny upon his own people than what values does he respect for international nations. International humanitarian law (IHL), often referred to as the laws of war, the laws and customs of war or the law of armed conflict, is the legal corpus that comprises "the Geneva Conventions and the Hague Conventions, as well as subsequent treaties, case law, and customary international law."[1] It defines the conduct and responsibilities of belligerent nations, neutral nations and individuals engaged in warfare, in relation to each other and to protected persons, usually meaning civilians.

America claims to be the leader of the free world, if this to be proved self evident, than she must act according to her consciousness and lead to free the oppressed and save those who are in dispare by treatment of dictators. Also, America dabbled in the middle eastern uprising with the liberation of Egypt, who was oppressed by the matter of longevity of Mubarak, who did not act according to his people as Gaddafi and Bashar al-Assad. These individuals don't use restraint against their citizens, murdering them in cold blood. I also find a hypocritical stance for America to bring intervention to nations who support America's allies, the nation of Israel and not act according to the measure aquired to bring balance to the historic middle eastern crises. As the House of Representatives is majority Republican, the citizens who voted you into office have a love for the Jewish people and you do not support their 'best interest' for calls to end the conflict; spiritually, ethically and fiscally... Secondly, the United States can't be used as a door mat, America liberated Iraq from Sadam Hussein who also murdered his own people and suppressed the rights of the Iraqi citizens. She built a free nation and gave the citizens the right to choose their own leaders. A beacon of democracy in the middle east. President Mohammad Aliabadi of OPEC derives from Iraq, who has the largest oil reserves in the establishment. Gaddafi holds the largest oil reserves in Africa and has the influence to overturn the influence of Aliabadi, but with this said, Mohammad must understand the good-will America gives to Iraq and act in good measure, of an ethical nature, to aid the global community during this crises. A swift action in Libya is needed because a seat remains empty in OPEC and a overall consensus is required. In the end of the day, now is the time to but politics aside and act what is in the best interest of the all American people, the best interest of humanity and the principals she was built upon.

Warmest regards,

Jonathan J Tibbs
