Union Parishad:
Under the Local Government (Union Parishad) (Amendment) Act, 1993
a union is divided into nine wards. Each UP consists of a Chairman and
nine member’s one from each ward. In addition three seats have been
reserved for women members, who are to be elected by the UP
Chairman and members in a manner prescribed by the government.
But not more than one woman member is to be elected from a ward.
The main task of the UP is to look over and manage the overall
development activities of the union. It does the small infrastructure
development and relief works as well.
LGED
Function:
Road, kalvat, bridge, internal roads, link road development in the
jalma union.

Strength:
Weakness:
They have no master plan or five year plan for implementation
programme.
They can’t do many development works for the lack of money.
Sometimes they can’t do development work for political problem.
They always looking for how more people can get profit through their
construction work. So, they are not making those roads where
population density is too low.
Some time they ended there work after finished for lacking of work. In
sachebolia they ended their work after finished half of the work.
Safe drinking water and hygienic sanitation system is one of the prime
need in human life. DPHE work to insure this facility to the rural area.
Strength:
In rural section they gave the sanitation and tube well facility.
They taken the fund from ADB ,UNISIF, WHO and government fund.
