FUNCTION OF LOCAL LEVEL INSTITUTIONS IN RURAL AREAS

OF BANGLADESH:

Union Parishad:
Under the Local Government (Union Parishad) (Amendment) Act, 1993
a union is divided into nine wards. Each UP consists of a Chairman and
nine member’s one from each ward. In addition three seats have been
reserved for women members, who are to be elected by the UP
Chairman and members in a manner prescribed by the government.
But not more than one woman member is to be elected from a ward.
The main task of the UP is to look over and manage the overall
development activities of the union. It does the small infrastructure
development and relief works as well.

Function of Jalma Union Parishad:

 Road development, Sanitation, Tube well, Irrigation system,
Embankment for development.
 Mosque, temple, clubs, grave repairing.
 Under the VGD programme, to help the poor people.
 Monitoring the road developing work of LGED.
 MONITERING THE IRRRIGATION WORK UNDER WDB
 The proper uses of local resource
Present function
In the Year of 2003-2004, they made 2 to 2.5km roads in their own
money.
In the Year of 2003-2004, they prepared about tk10 to tk12lakh
earthworks under ADP
Now a year they have given food 190persons under VGD card holder.
They supply the products of educational instrument with the help of
ADP

Union parishod is the only one administrative structure in rural area.
No development activities cannot be done without the help of un

Sometimes they cant do development work for political problem.

Strength:

Weakness:
They have no master plan or five year plan for implementation
programme.
They can’t do many development works for the lack of money.
Sometimes they can’t do development work for political problem.
They always looking for how more people can get profit through their
construction work. So, they are not making those roads where
population density is too low.
Some time they ended there work after finished for lacking of work. In
sachebolia they ended their work after finished half of the work.

Department of Public Health Engineering (DPHE)

Safe drinking water and hygienic sanitation system is one of the prime
need in human life. DPHE work to insure this facility to the rural area.

Function of DPHE in Jalma union:

To insure the tube well facilities in every household.
To insure the sanitation facilities in every household.
To insure the pure water.
In the year 2004 they gave 410 tubes well in Jalma union.
They give tube well into the exchange of just 4500 taka.
They coverage about 60%of the tube well facilities.
In this year they give 2 tubes well in Jalma union.
There new project in hand is give the sanitary latrine facility in Jalma
union.

Strength:
In rural section they gave the sanitation and tube well facility.
They taken the fund from ADB ,UNISIF, WHO and government fund.
