Introduction

Aviation and Logistics Services

Computer Science Corporation (CSC) provides aviation solutions and logistic support to government agencies to increase efficiency and save money. The vision of CSC is to be a world class provider of global aviation services in countries throughout the world. The government contract with Nellis AFB has provided cultural and strategic changes for the mission and unprecedented challenges for the leadership of CSC. The mission of CSC is to provide qualified technicians to repair and maintain components of the aging aircraft at Nellis AFB and comply with governance, procedures and policies. The company had to change the organizational structure and priorities for maintenance operations to increase efficiency and minimize the constraints of the contract. They eliminated performance reporting and reduced the number of supervisors in all departments and centralized management operations. The contract is performance based and the company has to reduce the assigned manpower allocations by 50 percent, provide quality maintenance, and produce reliable

components for aircraft missions. The centralized management concept provides oversight of mission-critical activities and streamlined the supervisory and administrative tasks in each department. The senior technicians didnt have to evaluate performance or mentor junior personnel. This concept increased the availability of technicians and ensured the workload was dispersed among all of the technicians in the department. The management was able to save money and repair the components but the morale in the departments was low because there was no one available in the department to handle human resource issues. Management had to be innovative and thrifty because the company extremely under bidded the competition to obtain the eight year contract. Application Analysis The strategic change in the organizational structure was introduced after the transition of operations from the military personnel to the contract personnel of CSC. The new employees worked under the new management concept with reduced manpower. These changes were implemented from the top down with no communication on how they were going to integrate the changes after the transition is completed. The leadership didnt solicit feedback about the new structure or the cultural changes, and the employees came to work every day without direct supervision or guidance about maintenance priorities. The management should have developed an implementation and integration schedule with milestones and disseminated it to all of the employees. The employees could have provided valuable information to facilitate the transition and save resources. The strategy was to hire experienced personnel and save on training cost and immediately increasing the productivity of the department. However; management failed to develop an adequate staffing plan with contingencies and that left the department with unqualified technicians that could not perform at

high levels. These changes were made from a previous model that the company used at a different location. Lessons Learned The leadership could have developed a strategic plan with the help of the employees if they would have empowered them to make decisions about performance and goals of the departments. The people are vital to the success of this endeavor and keep them in the dark about critical information will erode any trust that was developed. The company should have created contingencies and identified risks to the contract. Some of these risks could have been mitigated or avoided if the leadership would have consulted the experiences employees. The effort to save money could have been delayed until the transition was completed and the operation was running smoothly. The leadership could have hired a consultant as a change agent to facilitate the transition and provide information to the employees on their roles and responsibilities.
