REPUBLIC ACT 9173 PHILIPPINE NURSING ACT OF 2002 October 21, 2002 AN ACT PROVIDING FOR A MORE RESPONSIVE

E NURSING PROFESSION , REPEALING FOR THE PURPOSE REPUBLIC ACT NO. 7164, OTHERWISE KNOWN AS THE PHILIPPINE NURSING ACT OF 1991 AND FOR OTHER PURPOSES Be it enacted by the Senate and the House of Representatives of the Philippines in Congress assembled: AMENDMENTS: Public Act No. 2808 (First True Nursing law) Was Approved on March 1, 1919. The Board of Examiners for Nurses was created. It was placed under the Department of the Interior with a physician as the chief executive officer. It was entitled An act regulating the practice of the nursing profession in the Philippine Islands 1920, first board examination was given Reorganization Law of 1932 the supervision of the Board was transferred to the Department of Public Instruction. Republic Act No. 546 It was approved on June 17, 1950 the Board was placed under the direct supervision of the Office of the President. It was standardized the examination and registration fees charged by the Examining Boards. Republic Act No. 877 It took effect on June 19, 1953, Republic Act No. 877, otherwise known as the Philippine Nursing Law, was enacted and for the first time, the Board was composed of three (3) nurses, a Chairman and two Members with additional powers and duties. Republic Act No. 4704 It was approved on June 18, 1966 which increased the membership of the Board to five (5) and upgraded the educational qualification to Masters Degree in Nursing with an age limit of 65 years old. Members of the Board were to be appointed by the President with consent from the Commission on Appointments upon recommendation of the Civil Service Commission. Republic Act No. 6136 It was approved on August 31, 1970; it amended RA 877 and RA 4704. It expressly authorized RN to administer intravenous and other injections as long as the administration is under the direction of and in the presence of a physician. Republic Act No. 7164 Otherwise known as the Philippine Nursing Act of 1991 was enacted on November 21, 1991. This law removed the age limit for members of the Board, and required ten (10) years of continuous practice of the profession prior to appointment. SCOPE OF NURSING PRACTICE: (3P, 1C) 1. Performs nursing services to individuals, families and communities 2. Provide nursing care from delivery up to old age 3. Practitioner, primarily responsible for the promotion of health and prevention of illness 4. Collaborates with other members of health team DUTIES OF NURSES: D o utilize nursing process in providing nursing care U ndertake nursing and health human resource development training and research T each, guide, supervise nursing students I nterrelationship/linkages with community resources and health care team E ducate individuals, families, community on health S trict duty bound observance of the Code of Ethics NURSING EDUCATION: Nursing Education Program. The nursing education program shall provide sound general and professional foundation the practice of nursing. The Learning experiences shall adhere strictly to specific requirements embodied in the prescribed curriculum as promulgated by the Commission on Higher Educations policies and standards of nursing education.

Requirement for Inactive Nurses Returning to Practice. Nurses who have not actively practiced the profession for five (5) years are required to undergo one month of didactic training and three months of practicum. The Board shall accredit hospitals to conduct the said training program. QUALIFICATIONS OF NURSING FACULTY FACULTY a. Be a registered nurse in the Philippines; b. Have at least one (1) year of clinical practice in a field of specialization; c. Be a member of good standing in the accredited professional organization of nurses; and d. Be a holder of a masters degree in nursing, education, or other allied medical and health sciences conferred by a college or university duly recognized by the Government of the Republic of the Philippines. DEAN In addition to the aforementioned qualifications; a. A masters degree major in nursing b. At least five (5) years of experience in teaching and supervising nursing education program. NURSING SERVICE: QUALIFICATIONS OF NURSING SERVICE ADMINISTRATORS SUPERVISORY OR MANAGERIAL POSITION a. Be a registered nurse in the Philippines; b. Have at least two (2) years experience in general nursing service administration; c. Possess a degree of Bachelor of Science in Nursing, with at least nine (9) units in management and administration courses at the graduate level; and d. Be a member of good standing of the accredited professional organization or nurses CHIEF NURSE OR DIRECTOR In addition to the aforementioned qualifications; a. At least five (5) years of experience in a supervisory or managerial position in nursing; and b. A masters degree major in nursing CHIEF NURSE FOR PRIMARY HOSPITAL a. Be a registered nurse in the Philippines; b. Have at least two (2) years experience in general nursing service administration; c. Possess a degree of Bachelor of Science in Nursing, with at least nine (9) units in management and administration courses at the graduate level CHIEF NURSE IN PUBLIC HEALTH AGENCIES a. Masters degree in public health/community health nursing shall be given priority CHIEF NURSE IN MILITARY HOSPITALS a. Masters degree in nursing and the completion of the General Staff Course (GSC)
