CITIZEN’S CHARTER
Urban Development Department adopted a Citizen’s Charter in 1999 which set out its
objectives and activities and spell out the commitments to the people who had dealings
with the Department.
Through this Charter, the Department re-dedicates itself to provide efficient, prompt,
courteous, time bound, transparent and fair services to all those who visit the office.
OBJECTIVES
The Urban Dev. Deptt. is the nodal deptt. for disaster management with special reference
to possible incidence of earthquake in Delhi for co-ordinating with other agencies. The
Govt of India has constituted a committee under the Chairmanship of Chief Secretary to
oversee both pre-disaster precautions, post-disaster management and also relief and
rescue operations. For this purpose GNCTD has set up three Disaster Management
Centres under the concerned DCPs of the area at Laxmi Nagar, Nehru Place and Rohini.
Department of Science and Technology has evolved comprehensive proposal for
microzonation of Delhi by involving various organizations. The project has two posts i.e.
Seismic Microzonation and GIS barred solutions for disaster management of Delhi
region. Now Principal Secretary (Home) GNCTD has become nodal officer.
The Urban Development Department through Delhi Jal Board and other agencies
publicises the importance of water conservation by adopting simple but effective
methods.
The Department also aims at improving the condition of the urban poor through
implementation of the following Urban Poverty Alleviation programmes: -
1. The Urban Basic Services (UBS) Programme which was initially started with
UNICEF assistance, contributes to the social development of urban poor through
the principle of community participation, convergence, cost effectiveness,
continuity with focus on child and mother through multisectoral approach and
external linkages in the areas of Health, Water Supply, Sanitation, Education etc.

EDUCATION
The Urban Development in the nodal department for Asian Network of Major
Cities-21. ANMC-21 is a consortium of 12 major Asian Cities including Delhi, Tokyo,
Seoul, Kuala Lampur, Bangkok, Beijing, Hanoi, Taipei, Yangon, Jakarta, Manila and
Singapore, who have pledged to make a significant contribution to the prosperity and
development of Asia in the 21st century by mutual cooperation. The 2nd plenary meeting
was held recently in Delhi on 21-22 Nov., 2002. The plenary meeting of ANMC-21 is to
be held each year in different major cities.
The UD Department is also dealing with matters relating to Sister Cities
Agreements with major cities of the world.
COORDINATION CELL
1. Coordination with the local bodies for ensuring cleanliness in the city and
prevention/removal of stray animal menace.
2. Functioning of street lights including high mast, semi high mast lights.
3. Monitoring the action taken by the District Task Forces and follow up action.
4. All other matters relating to public complains on garbage, stray animal menace,
poor condition of roads etc.
