STUDY ON THE EXISTING STOLPORTS IN MALAYSIA MINISTRY OF TRANSPORT

1.

INTRODUCTION Malaysia's dense and hilly terrain especially in the states of Sabah and Sarawak often make the outlying areas un-accessible by road. Thus, the service of the stolports in Malaysia are crucial to accommodate the needs of passengers and travelers in these remote areas and provide them with a lifeline to other neighboring towns. In addressing the Government of Malaysias short, medium and longterm objectives as well as the short-comings in the existing infrastructures, Master-Plans are required to be drawn-out for the development of each of the stolports in Peninsula Malaysia, Sarawak and Sabah.

STUDY OBJECTIVE The objective of this Study is to develop relevant output of Master Plans and designs, facilitating enhanced operational efficiencies and capacity, optimization of land-use with strict adherence to environment and social parameters. This study on completion should enable the Government of Malaysia to bring forth deliverables in readiness for future implementation.

DECRIPTION OF THE STUDY The study shall covers a total of eighteen existing (18 no) stolports listed
below:-

Peninsula Malaysia: Pangkor, Redang Tioman

Sarawak: Lawas, Marudi, Mukah, Kapit, Belaga, Bario, Long Seridan, Long Lellang, Long Semado, Mulu, Bakelalan Long Akah.

Sabah: Kudat, Long Pasia Semporna

4. 4.1

STUDY COMPONENTS Stage 1 Master Plan Study The scope shall cover studies and surveys that consider all components of an efficient operational stolport based on sound engineering, economic and environmental information.

As a minimum requirement, the level of effort for the preparation of the master and land-use plans for each stolport airport shall be based on the following key areas:a) Consideration for an immediate, medium and long term planning period over a planning horizon of twenty (20) as well as short-term intervention needs. The latter is necessary to address immediate issues related to say, operational safety in compliance with ICAO requirements. Familiarization and emphasis on the Government current planning objectives and strategy including its incorporation into the Master-Planning Role of the stolport Each airstrip should have a service level and role
based on the definitions defined by the Government

Identifying the future and present demand & needs of the airport users taking into account latest air-traffic and passenger movement data. Bidder shall be required to elaborate on the forecasting methodology and assumptions made for the Employer to gauge credibility/merit. Identifying the existing infrastructure facilities against new safety standards and norms Appreciation and understanding of the inventory physical conditions, integrity and functionality. Anticipated Activities In achieving the above, the followings are envisaged:i) Study and appreciation of the National transportation and infrastructure objectives, strategies, methodology and program prior to start-up Collection and review of pertinent data from various sources, Conduct, document and catalog the components of the existing stolport facilities Provide an air traffic demand forecast for passenger, aircraft movements and cargo including the established peak-day and/or hour Demand-capacity analysis including proper tabulation of the key airside and landside facilities & components Passenger flow, security measures, immigration and emigration and all other functions and activities relevant to the layout of the terminals buildings Provide development facilities including justifications on the physical sizing and/or capacity of each development components, for each development period/phases based on established demand, including options and scenarios in a clear and consistent manner Detailed overall land-use plan for the phased development including identification of constraints on land area, obstructions, reserves and others, if any Alternative sites Environmental and socio-economic impact Concept Master Plan Report Final Master Plan encompassing at minimum all of the above.

Environmental Overview The level of effort for this task will be minimal and is not intended to constitute an environmental assessment or environmental impact statement. It will provide documentation identifying environmental elements that may need more in-

depth evaluation. This effort will be accomplished at the existing airstrip site only. DEVELOPMENT PRIORITIES AND JUSTIFICATION Further elaboration of item 4.2vii):Phasing of individual project elements should be logical. A costeffective plan should be prepared for five, ten, and 20-year planning horizons. The highest priority projects will be designated as five-year or short-term airstrip capital improvements, which will be an immediate action plan. For the five year period, proposed development should be geared to realistic financial capabilities, with the justification based on the states and regions goals, objectives, policy strategies. The 15 to 20 year timeframe should focus on a more general assessment of airstrip development needs. The long-term period provides a less precise estimate of costs than near-term development and is conducted primarily for fiscal planning purposes. All airstrip development needs should be reported in a consistent manner.

ALTERNATIVES ANALYSIS

Further elaboration of item 4.2ix):Alternative plans should be considered once the extent of the projected demand and the timing and nature of aviation system development are determined. If the assessment of airstrip capacity shows that expansion of facilities is necessary to accommodate projected demand, an investigation of alternatives should be conducted. Criteria to compare alternatives can include capital costs, aviation safety, airspace utilization, ability to address need, environmental impacts, delay and other operational costs, consistency with local area comprehensive and transportation plans, and land use availability and compatibility.

IDENTIFICATION OF THE ROLE OF AIRSTRIPS IN THE SYSTEM The final system of smaller airstrips/airstrips, including existing and new smaller airstrips/airstrips, can be identified following the determination of system requirements, the investigation of alternatives, and the application of evaluation criteria. The existing role of each airstrip should be identified. Each airstrip should have a service level and role based on the definitions defined by the Government i.e roles as primary commercial service (large, medium, small, and nonhubs), non-primary commercial service, relievers, general aviation, and others not to be included in the system. The role of the airstrip influences the type of aircraft that it can accommodate, or in the case of commercial service, the routes and markets they can serve. The role assignment assumes that appropriate facility requirements will be met.

INTER-MODAL INTEGRATION AND AIRSTRIP ACCESS An evaluation of aviation needs within the context of multi-modal planning should be undertaken. Plans should be developed in coordination with other transportation planning efforts, including comprehensive long-range plans. Consideration should be given to the areas social, economic, and environmental conditions, and to overall transportation system performance issues. Airstrip access and land use impacts should be treated explicitly in appropriate state and metropolitan plans. Surface transportation plans should consider the issues of highway access to smaller airstrips/airstrips, highway congestion, parking supply and fees, public transit access by city bus or passenger rail, access for taxicabs and other private surface transportation providers, and rail or truck access for air cargo. The aviation planning agency should consult with highway and transit planners, and funders. Funders should be encouraged to become familiar with the current, long-range (20-year) transportation plan, updated every three to five years to prioritize surface transportation improvements that are important for access to the airstrip as part of the transportation improvement program. Planners should focus on smaller airstrips/airstrips as an element of the overall transportation system that takes people and cargo from where they are to where they want to be. The plan needs to be coordinated with surface transportation planners to ensure that all smaller airstrips/airstrips in the system can be readily accessed by the population and businesses that they serve; that surface access to larger primary smaller airstrips/airstrips is efficient, convenient, and cost effective; that customers have a wide range of access choices; that travelers special needs are met.

POLICY AND INVESTIGATION RECOMMENDATIONS a) The Report may contain recommendations on state, regional, or local policy changes to address the needs of aviation, including new funding mechanisms, land use and zoning guidance, or regulatory changes. It may also give insight to organizational changes that may be necessary to more effectively carry out state or regional planning and development activities. b) The report should also recommend additional studies, when appropriate, to collect inventory data on runway safety areas, pavement condition, or

approach procedures, or to investigate specific problems such as poor air service or inefficient inter-modal connections.

4.2

Detailed Terms of Reference In order to gauge the bidders appreciation of the full scope of the Master-Plan study, the bidder shall provide a detailed Terms of Reference for the study for the Employer review and evaluation.

5.

STAGE 2 FEASIBILITY STUDIES The scope of services is to provide a Preliminary Design based on the Master Plan final development recommendation. The scope shall be to develop and prepare an outline design on the Master Plan development scheme and produce appropriate scaled drawings, plans and elevations. Architectural floor layout for the Terminal Building, where applicable, shall be required. The output for the works shall include but not limited to Preliminary Design Deliverables within the Engineering and Architectural aspects which include drawings, performance specifications, etc. applicable for future implementation Costs to develop each airstrip to meet the development requirements will also be developed.

5.1

Detailed Terms of Reference In order to gauge the bidders appreciation of the full scope of the feasibility study, the bidder shall provide a detailed Terms of Reference for the study for the Employer review and evaluation.

6.

SCHEDULE This activity is schedule for completion twelve (12) months from the date contract becomes effective.

7.

GENERAL CODES AND STANDARDS The bid must be prepared in compliance with the local legislation, requirements from national and local authorities, international and national aviation and security authorities including but not limited to: ICAO Annex 14 ICAO Aerodrome Design Manual

ICAO standards may be supplemented by the United States Federal Aviation Administration (FAA) standards where ICAO standards are not provided or where FAA equivalent standards are more stringent in terms of safety, efficiency, or safeguarding for the future without contravening ICAO standards. If not covered by ICAO and IATA, the applicable best international practices standards covering design specifications for airports shall apply such as JKR policies, JKR Roads & Geometric Design and engineering standards codes of best practices published by e.g. American National Standard Institute (ANSI), National Fire Protection Association of USA (NFPA)

The 18 Stolport, in Peninsula Malaysia : Pangkor, Redang and Tioman . Sarawak : Lawas, Marudi, Mukah, Kapit, Belaga, Bario, Long Seridan, Long Lellang, Long Semado, Mulu, Bakelalan and Long Akah. Sabah: Kudat, Long Pasia and Semporna.

The Government of Malaysia through Ministry of Transport is deserious to appoint a consultant to carry out Feasibility & Masterplan Study for 18 Stolports in Malaysia.

The Requirements Airport Feasibility & Masterplan Studyto be carry out to assist the Government &AirportOperator in reaching a decision on the expansion or relocation of the airport.

To study documents& existing conditions of the airport, definesfuture airport facility requirements and compares feasible options toprovide future facilities.

The Airport Feasibility Reporton each stolport is divided intoa few chapters and also includes an executive summary, introduction andseveral appendices.

Inventory The purpose of the Airport Inventory is to catalog the components of the existing Stolport facility. Thisreport is to assess all elements of the Stolport and the air service market ofthe Airport. The report details general information regarding the airport facility and the regional factors affecting the airport activity. Theinformation furnished will be used to assess the needs of the airport andto determine the necessity for airport expansion or relocation.

Much of the inventory information to be compiled from a site visit to thestolport. During the visit, data shall be collected throughairfield and terminal inspections, as well as through interviews withairport management, airport tenants, and local tourism and planningagencies. Additionally, previous studies regarding the airport werereferenced for background information.

Forecasts

This chapter provides the annual and derivative activity forecasts for each stolport.

The forecasts are intended for use in subsequent analyses of facility requirements forairside and landside development. A credible and usable forecast iscritical to ensure that the type and size of the planned facilities areappropriate for future conditions. The forecasts have been developed for the years 2015, 2020, 2025 and 2030, corresponding to the short-, mid-, andlong-range planning horizons. The forecasts are based on the assumptionthat, with the new or expanded airport, there will not be any constraintson the potential number or type of aircraft operations.

The Forecasts chapter is divided into three sections. The first sectioncovers the socioeconomic activity in the region covering the air traffic catchment. The second section discusses the aviation activity forecastsand the third section covers the surface transportation forecast. Theseforecasts will be the basis for planning and scheduling airportimprovements throughout the 20-year planning period.

The assumptions inherent in the forecast calculations are based on input from airline and airport officials, previous studies, relevant experience. literature, professional

Forecasting,however, is not an exact science. Departures from forecast levels in thelocal and national economy and in the airline business environment maysignificantly affect the projections made in this chapter. These uncertainties increase toward the end of the forecast period, when new technologies and changes in work and recreational practices mayunpredictably impact aviation activity.

Demand/Capacity Analysis

The Demand/Capacity chapter of the Airport Feasibility Study assesses the relationship between demand and facilities, based on the 20-year forecasts for each stolport. Thefacility requirements are grouped into the corresponding forecast horizonyears, short-term (2015 to 2020), mid-term (2020 to 2025), and long-term(2025 to 2030). Operational factors and Airport facilities have to beevaluated to determine existing and future facility requirements.

and proposed airport facilities and structures and non-aviation areas on the airport. It will identify the phases of proposed & required development of the stolport.

Alternatives The purpose of the Alternatives chapter is to analyze options for theexpansion or relocation of the stolport affected. The relative benefit of relocating to an alternate siteversus maintaining the airport at the existing site is evaluated. Thischapter includes identification of reference materials, a description and a cost comparison of the alternatives. The potential alternativesfor expansion or relocation of the stolport have to evaluated and provide the recommendation.

Environmental Existing Airport The expansion of the existing airport will displace existing landuses in the vicinity & impact the natural environmental communities. Environmental issues, in the case of expansion, are primarily related tocongestion. These issues include water quality, air quality, and noise.

Efforts to minimize and buffer potential impacts are limited, due to theproximity of existing urbanization and the availability of lands to buffer adjoining land uses from potential impacts.

These impacts include: impacts to private, state and federal jurisdictional lands; potential impacts to state and federal listed plant and animal species;i impacts to upland habitats; water quantity and quality; air quality; and noise. The site selection and planning of the relocated airport would providean opportunity to minimize impacts to the environment. Land and listed species impacts can be avoided and minimized through design, while unavoidable impacts could be mitigated both on and off-site. The proposed site would provide sufficient space to buffer the noise and air quality impacts
