CORRECTION: An editorial on Page 7A Wednesday contained incorrect information about discovery of charges for adult entertainment made by former Greater Rochester International Airport Director David Damelio. The charges were discovered by Monroe Count (DC 5/13/2011, 2A) It's reasonable to do so even without a final state report Monroe County Executive Maggie Brooks prides herself on quickly responding to scandal or improprieties in county government. So it's baffling that she thinks it's premature to even talk about a draft state report that recommends she replace board members of the embattled Monroe County Airport Authority. Maybe Brooks' hesitancy has something to do with the state Authorities Budget Office having no real teeth to enforce its recommendations. Such reality underscores the need for a county public integrity office such as the one that serves as a watchdog for the city. But because Brooks and fellow Republicans in the county Legislature have rejected that idea, state Attorney General Eric Schneiderman should investigate for possible criminality. And how widespread was the abuse? As the state report points out, the airport board deferred its fiduciary duties to the county. Former airport director David Damelio was able to charge thousands of dollars to the county without providing documentation. Damelio abruptly resigned after expenses including cigars, alcohol and adult entertainment were uncovered by the Democrat and Chronicle. Brooks quickly demanded tougher airport authority spending policies and chose a new director. But the mere fact that Brooks had to demand such changes at an agency independent of county government ought to have been a flag for her to fire the board long before the state's draft findings. Earlier this week, Brooks insisted during her annual speech that she has taxpayers' backs. Cleaning house immediately at the airport authority can show there are no exceptions.
