-------J&K s top LeT man shot dead in Sopore Mir Ehsan Sep 14 2011 Srinagar : Top Lashkar-e-Toiba commander Abdullah Ooni, one of the Valleys most w anted militants with a bounty of Rs 20 lakh on his head, was killed in an encoun ter in Sopore today, police said. Ooni, 27, was the face of the Lashkar in Kashmir, and had been instrumental in g alvanising cadres of the militant organisation in Sopore town. He was an IED exp ert, officials said, and a master of disguise who had escaped the police dragnet at least a dozen times over the past few years. Ooni was killed after the police received specific information that he was hiding in the Batpora Baghat locality, Inspector General of Police, Kashmir Range, S M Sahai, said. The killing, Sahai said, is the second major setback suffered by th e Lashkar following the killing of its five commanders in Lolab earlier. Ooni, who belonged to Mansehra in Pakistan, crossed into the Valley at the time of the 2005 earthquake, and last year married a Sopore girl called Tabassum. A f ew months ago, she delivered a baby girl at a government hospital in Srinagar. T abassum identified her husbands body soon after he was killed today, police said. We got the body identified by his wife. The body also matched pictures of Ooni th at police and other security agencies had, said a senior officer who was part of the operation. Police said they had received a tip-off that Ooni had come to meet his wife in S opores Batapora Baghat locality last night. He was killed by police and Army assa ult teams inside an abandoned house nearby after an encounter this afternoon, th ey said. Sopore superintendent of police Imtiyaz Hussain Mir told The Indian Express that his men had been keeping a close tab on Oonis movements for a month now. We launc hed eight operations to nab or kill him over the last week. Todays operation was the ninth one, Mir said. We would generally conduct late-night operations or try to encircle him at the cr ack of dawn. This time, we knew that he had come to meet his wife and was there for the night, but we changed our strategy and cordoned off the house only at 9 am.

Ooni jumped out of a window and took refuge in an abandoned house nearby. We foll owed. He threw a grenade and then opened fire, Mir said. Ooni, the police said, was finally killed at 1 pm. He was alone, Mir said. I have r eceived splinter injuries on my face, but all our men are safe. The polices initial information that Ooni, the Lashkars North Kashmir chief, would be accompanied by two other top Lashkar commanders, Muzaffar alias Molvi and Ak ash Bader, turned out to be incorrect. A pistol was found on Ooni. After entering Kashmir in the Kupwara sector, Ooni initially operated in the Lol ab Valley. In 2008, following instructions of his senior commanders, he moved to Sopore. He kept shifting bases between Sopore town, Zanigeer and Kupwara. Police investigations linked Ooni to the recent assassination of Jamiat Ahle Had ees chief Molvi Showkat. He was also involved in the booby-trap attack on Sopore police station in July, in which a policeman was killed and nine others were in jured. Police said he was also involved in the killing of the teenage sisters Ak thara and Arifa in February this year. Despite heavy police deployment, protests broke out in Sopore town after the enc ounter. Youths hurled stones at the police and paramilitary forces. http://www.indianexpress.com/news/lashkars-face-in-the-valley-is-killed-in-sopor e-------LeT Daredevil escape artist, undone by love Muzamil Jaleel Sep 14 2011 New Delhi : In death as in life, Abdullah Ooni remains a mystery, a legend havin g built around him largely because of his mastery as an escape artist. Till the Lashkar-e-Toiba commander, 27, was killed on Tuesday, stories about his origins and movements have remained a mixture of contradictions. What was known about him, however, made him vital to the Lashkar and his capture or killing key to security forces operations. His mastery at escape was matched by a daredevilry that helped revive militancy in Sopore. On a January morning last year, Ooni and three others hurled a grenade at the So pore police station and then, rather than flee, waited in a narrow lane across t he street. An hour later, they returned, hurled more grenades and fired at the S Ps personal guards. The SP was inside but the militants killed a policeman and a civilian besides injuring four cops. The attack was a turning point for Sopore. In 2008, police had declared it a free from militancy area, and one of the legends around Ooni is that this was why he had been sent to Sopore. After the attack, a stunned government carved out a spe cial police district, separating Sopore from Baramulla. Several more attacks wou ld follow; daytime encounters would become frequent. Security forces came close to getting him six times, with each escape adding to his reputation. Unlike other top Lashkar commanders, he avoided the jungles and bodyguards. Having mastered the art of disguise, he preferred congested neighbou rhoods in Sopore town and adjoining villages sometimes roaming around on a motor

cycle, sometimes taking a lift from a Sumo driver. He had set up a vibrant netwo rk of Lashkar cells across north Kashmir. Police records show Ooni was from Pakistans Punjab province in Pakistan. Some rep orts say his real name is Azhar Malik. Others say he belonged to a Malayali fami ly in Karachi. Ooni trained as a commando at Lashkars Mansera camp and was sent to Kashmir in 20 05, around the time of the earthquake. At Lolab in north Kashmir, he worked unde r divisional commander Hafiz Nasir. In 2008, Nasir was killed with other top lea ders, leading to a collapse of the north Kashmir network; even OGWs, local overg round workers who act as the outfits eyes and ears, had surrendered or been arres ted. This was when the police declared Sopore militancy-free, leading to the Las hkar sending Ooni there. After the attack on Sopore police station, Ooni and his men attacked the officia l residence of the then Superintendent of Police, Sopore Altaf Khan, that same y ear. This put the police under pressure but Ooni escaped every trap laid for him . One of his many escapes was on November 1, 2009. The Army had killed his aide Zu bair and left, not knowing that Ooni was trapped under the debris of a house at Sopores Chinkipora. Locals pulled him out alive. A month earlier, he had escaped after a 16-hour standoff that saw police kill Lashkar commander Abu Mayia from P akistan. In 2010, he escaped three times in the space of three weeks. On January 30, poli ce and the Army cordoned off New Colony neighbourhood but he slipped through. On February 23, forces laid a cordon that trapped eight militants, but six of them including Ooni escaped after a two-day encounter. Days earlier, he had broken t hrough a cordon at a village, after a brief gunfight with soldiers. It was love that eventually proved his undoing. He married a Sopore girl last ye ar; the police knew it and kept a watch on the neighbourhood. Oonis wife delivere d a daughter at Srinagars Lal Ded Hospital and he stayed overnight in a house in the neighbourhood, hoping to see her and their daughter. He never did. http://www.indianexpress.com/news/daredevil-escape-artist-undone-by-love/846230/ -------A Libyan Mata Hari: Gadaffis brutal repression of rebellion made her act Sep 14 2011 AYOUNG femme fatale spied on Colonel Gaddafis military bases to direct NATO bombs to key targets, it was revealed on Tuesday. The 24- year- old Libyan informer codenamed Nomidia passed on secret details to the alliance that fatally weakened the Gaddafi regime. To evade capture she moved around constantly, used multiple mobile SIM cards and hid her activities from all but the closest members of her family. But she was never suspected because Gaddafis security forces didn t think it poss ible that a woman could spy on them. The woman, an engineer, said: I was not on the radar. They were concentrating more on the guys and it was almost impossible to think t

hat a girl was doing all of this. In an interview two weeks after the rebellion t hat broke Gaddafis control, she added she still fears Gaddafi loyalists might tar get her or her family. The account she gave of her activities was corroborated by two members of an und erground anti- Gaddafi network and helped her send details about his security fo rces. Osama Layas, a forensic pathologist who was a member of the network, said: ( She was) a very important source, and very trusted. When Nomidia began her undercov er role five months ago, Gaddafi and his security forces had a firm grip on the city and stifled any information which could be useful to his opponents. Telephone lines were monitored, mobile phone text messaging was blocked, and the Internet was available only to government offices and a group of foreign journa lists who were kept under guard in a five- star hotel. The citys prisons were full of people suspected of aiding anti- Gaddafi rebels or even just of passing information to someone outside Libya. And after seeing Gadaffis brutal repression of the rebellion, tall, slender Nomid ia said she felt compelled to act. I could not help it when I saw what Gaddafi did in Benghazi first, in Misrata, i n Zawiyah, in Tripoli, the Western Mountains, she said. She began by calling Libya al- Ahrar, an anti- Gaddafi television station based in Doha, Qatar. With little real information leaking out of Tripoli, producers at the station pu t her voice on air under the name Nomidia with accounts of what was happening in the city. Soon she was dialling in with details of military forces which the channel wante d to keep off the air to avoid alerting Gaddafis government. Instead they began passing on the information to NATO, via officials with the re bel government, the National Transitional Council. A producer at the station, who was Nomidias main point of contact, said the infor mation Nomidia supplied was basically, where they were storing their arms, their tanks. She did an amazing job. That was pretty brave. I know a lot of guys who w ouldnt do it in Tripoli at the time. So Im very proud of her, he said. With the telephone network under surveillance, the most dangerous part of Nomidi as activities was passing on information about the targets. I was using many mobile phones. I used 12 SIM cards and seven different mobile phones, she said. Mail Today -------Jamia Millia Islamia to act against lecturer over burqa remark Naveed Iqbal

Sep 13 2011 Tripoli : The NATO bombing campaign which fatally weakened Muammar Gaddafi s rul e had a secret asset: a 24-year-old Libyan woman who spent months spying on mili tary facilities and passing on the details to the alliance. The woman, operating under the codename Nomidia, used elaborate methods to evade capture -- constantly changing her location, using multiple mobile telephone SI M cards and hiding her activities from all but the closest members of her family . Her biggest protection against arrest by Gaddafi s security forces though was he r gender: as a young woman in Libya s conservative Muslim society, they did not suspect her. "I was not on the radar," the woman, an engineer, told Reuters in an interview i n the lobby of a Tripoli hotel, two weeks on from a rebellion that broke Gaddafi s control over the Libyan capital after 42 years in power. "They were concentrating more on the guys and it was almost impossible to think that a girl was doing all of this." Nomidia spoke to Reuters on condition that her real identity not be revealed: sh e said that while Tripoli was now under control of a new interim government, the re was still a "fifth column" of Gaddafi loyalists who might target her or her f amily. Immediately after Duhr prayers, I visited Bin Dawood Supermarket in Makkah Tower s to buy some grocery items. There were large queues in front of each cash count er. I stood at Counter 2 and was behind some 9-10 people. With only two people a head of me, I took out my wallet from the side pocket of my shirt for a ten-riya l bill to pay and kept back the wallet in the same pocket. After my turn came, t he cashier returned me the balance and I tried to take out my wallet again but b y that time it had vanished. Also gone was a boy of 14 -15 years of age who was standing just behind me. The entire episode happened within 4-5 minutes.

My wallet contained my iqama, driving license, health insurance card, house key, money exceeding SR1,000 and some other papers. I don t want to go into the details of my visit to Ajyad police station and the mental agony I suffered with no money and no documents left in my person (I had come from Riyadh to perform Umrah). I would only request the management of busy supermarkets to run a CCTV camera on a nonstop basis. I have noticed that there are exit gates in some stores includ ing Bin Dawood. This helps the criminals to leave the place without anyone notic ing it. Such exit gates should be closed too. http://arabnews.com/opinion/letters/article500809.ece -------Girl child molester Maiedh Al-Qarni admits his crimes 13 Sep, 2011 JAZAN: A man arrested on suspicion of molesting young girls in a village in the southern Al-Aridha region has confessed to his crimes, local media reported Mond ay. Speaking to BBC, Chidambaram has said it is likely that the Delhi High Court bla st was carried out by militants based in India. We can no longer point to cross-b order terrorism as a source of terror attacks in India, he said. Regarding the Mu mbai and Pune attacks, he said we are fairly certain they were carried out by Ind ian modules or India-based modules. That threat (Pakistan) remains but we must also look at Indian modules or India-b ased modules which are capable of carrying out terror attacks. The government ca n build capacity and extend the intelligence network, but policing is a very com plex task and there will be cases where the terrorist is able to slip through th e cracks, he told BBC. Amnesty said in the first days of the uprising against Gaddafi s rule groups of protesters killed a number of captured soldiers and suspected mercenaries. http://timesofindia.indiatimes.com/world/middle-east/Libyan-new-leaders-pledge-m oderate-Islamic-rule/articleshow/9967696.cms -------Libyan Transitional Leader Urges Reconciliation, Using Symbolism of Tripoli Site By ANNE BARNARD Sep 13, 2011 TRIPOLI, Libya Welcomed by cheering crowds, the leader of Libyas transitional gov ernment issued a passionate call for national reconciliation on Monday in the he art of Tripoli. In doing so, he took possession of the spot where Col. Muammar e l-Qaddafi had often harangued the country and where security forces shot protest ers six months ago and set off the rebellion that drove him from power. The speech by Mustafa Abdel-Jalil, the leader of the Transitional National Counc il, was the first time that the de facto government had addressed Libyans from M artyrs Square, which has been named in honor of the people who died in the revolu tion. Women held babies dressed in the red, black and green of the revolution, and mil itia members stood below a stage full of council members who were dressed mainly in civilian clothes, demonstrating the effort to move the country toward normal cy. The festive atmosphere reflected the council leaderships sense of security on a d ay when forces loyal to Colonel Qaddafi carried out their first significant atta ck in rebel-held territory, killing 17 guards at an oil refinery on the Mediterr anean coast. Mr. Abdel-Jalil seemed to choose his words in an effort to convince loyalists that they could safely surrender.

We are Muslims, people of forgiveness, he said, urging Libyans not to seek revenge on those who had harmed them under Colonel Qaddafis rule, and to remind them tha t the families of former government figures are not responsible for crimes their h usbands and fathers committed. An umbrella group called the American Islamic Leadership Conference recently ann ounced its support for a proposed Michigan law that would forbid state judges fr om enforcing foreign laws, including Shariah, when they violate the U.S. Constit ution. The statement said the group recognized that people of faith had the right to re ligious arbiters so long as their decisions didn t conflict with American law. At the same time, the groups said the Michigan bill would protect "Muslims and n on-Muslims alike from extremist attempts" to use Shariah to institute a "highly politicized and dangerous understanding of Islam" in the West. Said Manda Ervin, one of the nine signatories and head of the Maryland-based All iance of Iranian Women: "Many of us fled the Muslim world to escape Shariah law. ... Though Katos Bangsamoro Islamic Freedom Fighters (BIFF) consists of only 10 0 to 200 men, their impact on the ongoing peace process is far greater than thei r numbers might indicate (for Kato, see Terrorism Monitor Brief, April 3, 2009). The ongoing insurgency in the southern Philippines, mainly concentrated on the i sland of Mindanao and the smaller Sulu archipelago, is an insurgency steeped in history. The introduction of Islam to the southern Philippines in the 13th Cent ury laid the foundation for the historical and modern calls for secession. The Moro National Liberation Front (MNLF) was the original and most united modern in surgent threat, but this group failed to gain autonomy for the southern islands and the insurgency split in 1974 with the creation of the Moro Islamic Liberatio

n Front (MILF). The MILF eventually adopted a political insurgency forsaking ter rorism in favor of negotiated settlement. The more militant members of the MILF did not agree with this approach and soon the Abu Sayyaf Group (ASG) was spawne d. The Abu Sayyaf Group seems to have lost its way and has been marginalized th rough both the joint military actions of American and Philippine forces and loca l police efforts, leaving it a small but still dangerous criminal organization. The accusations of violence, theft and impunity raise new questions about whethe r the local police and government-supported militias in Afghanistan, which are m eant to play a major role in defending small villages against the Taliban, are i nstead undermining security at a critical moment for the country and the NATO-le d war effort. The rights groups report said the Afghan governments failure to punish abusive loc al police officers or the militias known as arbakai was causing harm in several ways: seeding the ground for further abuses, building local support for the Tali ban and eroding peoples faith in the government to crack down on corruption, lawl essness and powerful local warlords. The NATO-led International Security Assistance Force offered a measured response to the assessment, saying in a Twitter posting that the report offered suggesti ons for refining and improving parts of the year-old program to build up the loc al security forces. But it said that other aspects of the report were dated/incor rect. Full report at: http://www.nytimes.com/2011/09/13/world/asia/13afghanistan.html?ref=world&gwh=49 2B -------U.N.
