BYLAWS OF THE DISTRICT O"F COLUMBIA

ADVISORY COUNCIL
COMPOSITION AND OFFICERS
The District of Columbia Bicycle Advisory Council ("Council") shall be composed of 18
members appointed pursuant to D.C. Official Code .. In addition to the
Chairperson, there shall be a Chairperson Pro-tern elected by majority vote of the
community representatives to conduct meetings of the Council in the Chairperson's
absence. There shall also be a Secretary elected by majority vote of the members to
record the "minutes of CbUDcil meetings and report the previous meetings minutes before
the next Council meeting.
COMMITTEES
There shall be three standing committees, the members and chairpersons of each
committee being appointed by the Chairperson of the Council. The committees shall be
" as follows
Education, and Enforcement. The Safety, Education, and Enforcement
committee shall make recommendations to the Council on matters of safety education
and training for bicyclists and motorists to reduce bicycle injuries and fatalities and foster
safe use of bicycles and other non-motorized vehicles. The committee shall also make
recommendations to the Council on matters Of promoting effective traffic law
enforcement.
Bicycle Facilities. The Bicycle Facilities committee shall make recommendations to the
Council on matters of improving access for bicyclists on the roads, trails, and all modes
of public transportation and the promotion of secure and convenient bicycle parking
facilities. The committee shall also make recommendations to the Council on planning,
design,' construction, improvement, repair and maintenance of bicycle paths and lanes.
Legislative Affairs. The Legislative Affairs committee shall make recommendations to
the Council regarding pending and exist.ing legislation, regulations, and programmatic
matters concerning bicycles and other non-motorized vehicles. The members of each
committee shall elect a chairperson to conduct the "standing committee meetings and "
report to the full Council. The Chairperson of the Council shall be a ex-officio
member of each standing committee. The Chairperson of the Council may establish sub-
committees and special committees as needed.

MEETINGS
,All meetings shall be conducted according to Robert's Rules of Order and shall be open
to the public. The Chair, at his or her discretion, may recognize members of the public
for comments. Meetings of the full Council shall be bi-monthly. Special meetings.may
also be held with not less than 48 hours notice as needed. Standing committee meetings
shall occur on a schedule established by the committee. Any member of the Council
may attend any standing committee meeting, but only standing committee members may'
vote on issues pertinent to that committee at the standing committee meeting.
QUORUM
A quorum shall be a majority of the then-appointed community representatives.
