EXPRESSION OF INTEREST (EOI) FOR EMPANELMENT OF AGENCIES FOR COMPREHENSIVE FACILITY MANAGEMENT SERVICES Indian Railway Catering and Tourism Corporation Ltd. has been set up by the Ministry of Railways with the basic purpose of hiving off entire catering and tourism activity of the railways to the new Corporation so as to professionalize and upgrade these services with public-private participation. Rail based Tourism in India will be the specific vehicle for achieving high growth in coordination with state agencies, tour operators, travel agents and the hospitality industry. A dynamic marketing strategy in association with public and private agencies, tour operators, transporters, hoteliers and local tour promoters is on the anvil. Indian Railways span global volumes in hospitality and catering sectors with services provided to 13 million passengers every day. Now, IRCTC has diversified the work in the field of Comprehensive Facility Management to various prestigious institutions, hostels, guest houses, offices and government net work. IRCTC invites expression of interest (EOI) from established and reputed professional firms/organizations who are engaged and having experience in Comprehensive Facility Management which consist of total service management like house-keeping, laundry, security, landscaping, maintenance (electrical, plumber, carpenter), pantry boys, chauffeurs etc. IRCTC is inviting applications from reputed agencies with high proficiency in Comprehensive Facility Management of the areas as defined above or introduce from time to time in future. Excellent business opportunity: IRCTC invites EOI from reputed/branded players of national presence to participate in non-railway projects on pan India basis. The Empanelment will remain valid for a period of two years from the date of empanelment and further extended for the period of one year. Hence, all individuals/companies/firms applying for empanelment should enclose a DD/Pay order of Rs.25,000/- in favour of Indian Railway Catering and Tourism Corporation Limited as Service Provider Registration Fee refundable on cancellation.

Optimize resources, increase manpower productivity through quality product vending and innovative marketing strategies. Upgrade and consolidate Hospitality Services in the organized sector. Expand areas of core competencies; enhance business opportunities through efficient public private partnerships to maximize generation of resources. Imbibe strong and ethical work culture through teamwork, build and reposition IRCTC in the emerging services sector. Evolve high standards of business ethics, quality management and effective cost control measures. Mechanized/automated house-keeping work and other related work provided to the principal employer which should include mechanized cleaning of building etc. Most reputed/ branded materials should be used to perform the job. IRCTC intends to empanel qualified and experienced Comprehensive Facility Management agencies under two categories i.e. A Class and B Class as per the eligibility criteria appended below for operations and management of facilities like house-keeping, laundry, security, landscaping, maintenance (electrical, plumber, carpenter), pantry boys, chauffeurs etc for prestigious institutions, hostels, guest houses, offices under government/autonomous bodies/PSUs/Multinationals etc. being undertaken by IRCTC. Agencies empanelled under A Class shall be entitled to participate in various major projects only, being undertaken by IRCTC. However, for other projects, Agencies under A class, B class can participate. The essential eligibility criteria are given as follows:

ELIGIBILITY CRITERIA FOR CATEGORY - A

TECHNICAL CRITERIA - CATEGORY - A Sl. No. Technical Criteria Name and full address of the firm/company with registration number, telephone, email & fax number(s) and Contact Person. Experience of at least 05 years in the field of Comprehensive Facility Management as on June2011. (Enclose documentary evidence). No. of employees on company rolls. (At least 500 employees on its rolls) (Enclose documentary evidence). Branch offices: At least in five cities (Enclose list of address). Should have satisfactorily completed at least three works in Comprehensive Facility Management (at least one of them should be in Central Government/ Central Details (to be filled by the firm/company)

Status of the firm/company: Company / Partnership Firm Please Specify: In case of Company Please enclose Memorandum and Articles of Association along with certificates of incorporation, and date of commencement of business etc. In case of Partnership Firm, registered under the Partnership Act., 1932 Please enclose details of partners along with certificate of registration, details of their business and partnership deed etc. duly attested by Notary VAT & Service Tax Registration. Financial standing of the firm/company Net Worth issued by Chartered Accountant and Solvency Certificate issued by the Bank. Copy of the Income Tax Return, of last completed financial year along with Balance Sheet submitted with IT return, should be enclosed.(2008-09 & 2009-10) Details (to be filled by the firm/company)

Empanelment of agencies shall be based on the criteria as given. IRCTCs decision in this matter will be final & binding. IRCTC reserves the right to accept or reject any or all offers without assigning any reason. IRCTC also reserves the right to drop the proceedings at any stage in this process, without assigning any reasons.
