The mission in Greece - Schedule

In the framework of ART GOLD - Libya, it was organized a mission in Greece and Spain with
the aim to have a first meeting between Libyan Authorities and Decentralized Cooperation
Committees of the two countries.
Thanks to EDINFODEC program it was possible to have, in few days, a full agenda of
meetings in both countries.
The mission in Greece has had the follow schedule:

The mission in Spain - Schedule

The mission has continued in Spain, where Mr Hussein El Mabrouk and the AGM coordinator
Gianluca Nocera have been reached by the delegates of the Sha’abiyat of Derna and
Misurata. Mr. Mohamed Shuaib, Governor of Derna and Mr Mohamed Sheib, Secretary of
Health Care of Misurata. FAMSI (Fundo Andaluso de Municipios por la Solidaridad
Internacional) has coordinated the agenda of meetings. For them it was possible to join us
only on May 18 due to a delay for the visas of the Spanish Embassy.
The mission in Spain has had the follow schedule:

Mr. EL Mabrouk and the AGM coordinator are arrived in Madrid on 14.05 while the delegates
from Misurata and Derna arrived on 18.05 at 1.00 a.m.
At 6.30 a.m. on 18.05, by train the delegation leaves from Madrid to Seville.
At 9.30 is started the first meeting with the participation of the delegates of the Regional
Council for Health and their structure for training (IAVANTE).

In the afternoon we moved from Sevilla to Alcalà de Guadaìra for a meeting with the
Municipality in the Centre for Innovation and Development (IDEAL).
At 8.00 p.m. the delegation arrived to the hotel where is held the Conference.
In brief is important to highlight the meeting organized by FAMSI and ART GOLD between the
Andalusian Decentralized Cooperation Committees and the Libyan delegation.
The Results
In Greece, the Libyan delegation, composed by Mr Hussein El Mabrouk and Gianluca

Nocera with the support of EDINFODEC (Mr. Luciano Gonnella) and International Secretariat
for Decentralized Cooperation in Florence (Mr. Sauro Gori), have had three important
meetings:
Athens:
Meeting with the Mayors of the Council of TEDKNA (Association of the 120 Attica’s
Municipalities), some members of the International and European Affairs Commission, and
also the Under Secretary of Ministry of Interior, the General Secretary of the Ministry of
Interior, the Presidents of the Union of Greek Industries of the Central Union of Chambers
(Industry & Commerce), the Technical Chamber of Greece. During the meeting was
highlighted the historical friendship between Libya and Greece and discussed the possible
opportunities for exchanges between the municipalities of Libya and Attica. In particular it
was discussed the opportunity to establish a connection by sea in order to support the
tourism industry.
One of the most interesting opportunities is the presence, in all over Greece, of the Technical
Chamber of Greece. These institutions, at regional level can provide technical assistance and
support to the initiative of cooperation that AGM can promote between Libyan and Greek
Municipalities. At the end of the meeting it was planned to organize, in the framework of Art
Gold, a mission of Greek authorities of TEDKNA in Libya on September.
Crete - Chanià:
Meeting with the Mayors of the city of Crete and Pyreus organized by ENAE. ENAE is the
Association of the Pireus Districts and Municipalities. After the presentation of the Libyan
needs and opportunities and experiences of Crete the meeting was oriented to find common
points regarding the implementation of first projects of cooperation. It is important to
mention:

• The opportunity to implement a system in Libya for the control of the

infiltration of salt waters in the sweets;
• The development of Rural areas and Tourism
• Technologies for the waste management;
• Management and control of the olive oil production with the national

association of producers; ‫ليبيـا‬
• The assistance to setup of a Popular Bank in one of the Sha’abiyat;
• Cooperation in the implementation of vocational education such as the new professions
related to the renewable energies with the Technological Educational Institute of Crete.
Salonicco – Katerini:
The Mayor of Katerini reserved to the Libyan delegation a warm welcome. During the
meeting with the local institution it was presented the local experience related the
development of the area and the opportunities for a fruitful cooperation.
In September, it is planned an official mission of political and technical representant of Greek

Decentralized Cooperation Committees in the three Libyan Sha’abiyat involved in Art Gold
Libya.
In Spain
After the arrival of the two delegates from Derna and Misurata, on 18th the mission started in
Seville.
With the support of FAMSI the meeting with the Health Council and Iavante allows to present
to the Libyan local Authorities the opportunities for a fruitful cooperation. Especially Iavante
has a wider experience in training in medical and health management. Iavante is the official
deputy for the training in the Health sector for the whole Andalusia. In particular the
discussion was on the training tool based on the web. For the Libyan doctor and managers of
the health system it will be possible to use these tools as integration in the projects of
cooperation between Andalusia and Libyan Sha’abiyat.
After the meeting with Council of Health the delegation meet the staff of the General Council
of Architecture and housing of Andalusia.
During the meeting was highlighted the importance of the planning and management of the public real
estate resources.
After the meeting, the delegation went to Alcalà de Guadaira where was received by the delegates of the
Municipality. The meeting was held in the IDEAL Centre. IDEAL is an innovation and Business Centre in
support of SME. The municipality has demonstrated high interest to cooperate with Libyan Sha’abiyat.
They presented some example of the technologies implemented in the centre (such as virtual reality and
CAD-CAE-CAM) and the projects implemented in the last years in support to the creation and
development of new and existing SME.
During the break of the first day of the Conference of Mediterranean, FAMSI, ART GOLD and the
International Secretariat for Decentralized Cooperation organized a meeting between Libyan delegation
and the delegates of the Andalusia local authorities.

El día 20 de mayo de 2005, en la sede de la Conferencia del Mediterráneo en Chiclana de la Frontera

(Cadiz)
- La Delegación de ART GOLD LIBYA compuesta por el Coordinador del Programa Gianluca Nocera,

- y los encargados de las Sha'abiyat de Batnan, Derna y Mesurada, Ing. Hussein El Mabrouk, Mohamed
Shuaib y Dr. Mohamed Shaaib respectivamente;
y
- Director gerente del FAMSI Antonio Zurita
A continuación de la primera misión de las Sha'abiyat libias, desarrolladas en Andalucía, en el ámbito del
Programa de Cooperación ART GOLD MAGRHEB, iniciada el 18 de mayo y acabada oficialmente con la
participación en la Conferencia del Mediterráneo durante el que se ha desarrollado el encuentro entre los
representantes de los Sha'abiyat libios con los representantes de municipios y diputaciones andaluces,
ambas partes reconocen el recíproco interés en establecer modalidades y contenidos de cooperación,
en el ámbito del programa ART GOLD Libia tal como sigue:
- Los participantes en el encuentro han compartido el común interés para alcanzar el

importante objetivo de contribuir a la mejoría de las relaciones sociales,
culturales, económicas entre Andalucía y las Sha'abiyat libias, por la
individuación de proyectos de cooperación se fundamenta en las prioridades
compartidas por las autoridades andaluzas e identificadas por los grupos de
trabajo local constituido en cada Sha'abiyat.
- En particular, formación y asistencia técnica son una contribución fundamental para
el logro de los objetivos de planificación, gestión y calidad en los diferentes
sectores de intervención.
- Las partes han subrayado las importantes afinidades, acerca de las comúnes
tradiciones históricas y de una vecindad geográfica que hace estratégica la
creación de un puente entre los dos Países para la consolidación de las redes
de enlace entre el Norte África y la Unión Europea.
Asi son definidos las líneas de acuerdo programático y los siguientes puntos:
- encaminar, en el ámbito del programa GOLD Maghreb de las Naciones Unidas,

una acción específica dirigida a programar intervenciones de cooperación en los
siguientes ámbitos temáticos:

1. apoyar la formación de competencias especializadas en el sector de la

administración y servicios públicos asi como de las políticas sociales;
2. transferencia de experiencias en el campo de las nuevas tecnologías por las
PYME y por los servicios públicos; Libya
3. apoyar la cualificación de los sistemas de gestión de los servicios ‫ليبيـا‬
mediambientales y turisticos;
4. apoyar la definición y la implementación de políticas para el desarrollo y la
diversificación económica con particular respeto a las acciones y a estrategias
para la creación de nuevo empresariado.
5. apoyar la formación de competencias para la promoción y la gestión de modelos
de cooperación y partenariados institucionales y sociales en particular para la
lucha contra la exclusión social y para las políticas de género.
Con objetivo de concretar en acciones específicas el interés de las partes se
organizara en el ámbito del programa ART GOLD Libia, una primera misión, durante
el 2005, de una delegación Andaluza aLibia:
• La misión tendrá el objetivo de identificar las posibles líneas de cooperación y la
definición de proyectos especificos de intervención.

- Las acciones de cooperación serán coherentes con las líneas políticas y
programáticas del Gobierno de Libia.

‫فرونتيرا ‪ ،‬و الذي تم خلله عقد مباحثات مع السادة الممثلين للشعبيات الليبية مع‬
‫اللجنة الممثلة للتعاون اللمركزي عن المدن في مقاطعة أندلسيا ‪ ،‬و قد قام السادة‬
‫بإعادة تنظيم الهتمامات المشتركة لنشاء نموذج ثابت للتعاون في إطار برنامج‬
‫‪. Art GOLD LIBYA‬‬
‫· إن السادة المشاركين في المؤتمر أجمعوا على الهتمام المشترك للوصول إلى‬
‫هدف مشترك للتطوير الجتماعي و الثقافي و القتصادي بين كلً من مقاطعة‬
‫أندلسيا و التي عرفت من خلل مجموعات العمل المحلي بالتعاون مع‬
‫الشعبيات ‪.‬‬
‫· تحديداً إعادة تنظيم التدريب و المساعدة الفنية بالتعاون اللمركزي للوصول‬
‫إلى النتائج و الهداف المرغوبة من حيث التخطيط و الدارة و النوعية و ذلك‬
‫لجميع القطاعات التداخلية‪.‬‬

‫الطوائف البيولوجية و ذلك بالشارة إلى العادات التاريخية المشتركة‬
‫و كذلك إلى التقارب الجيوغرافي الذي يعمل كجسر لربط شبكات‬ ‫‪Libya‬‬
‫ليبيـا‬
‫العمل بين شمال إفريقيا و التحاد الوروبي‬
‫· وعلى هذا الساس عرفت الخطوط الرئيسية و تم التفاق عليها‬
‫لبدء في برنامج ‪ Art GOLD MAGRHEB‬حيث توجد أعمال محددة‬
‫لمكانية التداخل و التعاون بين جميع القطاعات على النحو التالي ‪:‬‬
‫‪ .1‬دعم إنشاء جهات متخصصة في الخدمات العامة ‪.‬‬
‫‪ .2‬نقل الخبرات في مجال التقنيات الحديثة و الخدمات العامة و الشركات‬
‫المتوسطة و الصغيرة ‪.‬‬
‫‪ .3‬دعم التخطيط وإنشاء نظم الدارة المتقدمة في مجالت لبيئة والسياحة‪.‬‬
‫‪ .4‬دعم التعريف وذلك بإرساء قواعد السياسات اللزمة للتطوير‬
‫القتصادي التنوعي مع الهتمام خاصة ًبالعمل المباشر و‬
‫الستراتيجيات الضرورية لنشاء مجالت حديثة ‪.‬‬
‫‪ .5‬دعم التدريب و التطوير لدارة النماذج التعاونية الجتماعية و‬
‫المؤسسات التشاركية وذلك تحديداً لمحاربة الميز الجتماعي و الجنسي‬
‫مع اخذ بعين العتبار التركيز المواصفات للتعريفات العامة التي أنشئها السادة‬
‫الممثلين في المؤتمر ؛ على أن يتم التنظيم في إطار المهمــة الولى في برنـــــامج‬
‫‪ Art GOLD LIBYA‬وذلك خلل عام ‪ 2005‬بين كل من ممثلي مقاطعـــة‬
‫أندلسيا و الشعبيات الليبية ‪:‬‬
‫‪-‬أن تتمكن البعثة من التعريف باحتمالت خطوط التعاون المشترك و‬
‫التعريف المحدد للتداخل المشترك‪.‬‬
‫و تكون مجالت التعاون متوافق مع خطوط الرشاد و توجيهات الجهات المختصة‬
‫الليبية ‪.‬‬
