Oshiro, Tugbok District, Davao City THE CONSTITUTION OF DUGONG ANTRO We, the members of the Dalub-aral na may Ugnayan Galing at Organisadong Ningas na Ginagabayan ng Antropolohiya (DUGONG ANTRO), in order to establish a body that shall embody our ideas, to create and enhance an atmosphere of social and cultural awareness within the University of the Philippines Mindanao, to create an understanding of social and cultural issues and how an individual is affected and affects them, to encourage its members and the whole studentry of the University of the Philippines Mindanao to participate in social and cultural issues geared towards social transformation, for the betterment of our society, do hereby ordain and promulgate this constitution. Article I GENERAL PROVISIONS Section 1. This constitution shall be known and hereby referred as the The constitution of the DUGONG ANTRO. Section 2. This constitution shall govern the DUGONG ANTRO Assembly and the members of DUGONG ANTRO. Section3. For purposes of this constitution unless the context indicates otherwise: (a) UP Mindanao and University refers to the University of the Philippines Mindanao, an autonomous unit of the UP system; (b) Dalub-aral na may Ugnayan, Galing at Organisadong Ningas na Ginagabayan ng Antropolohiya (DUGONG ANTRO) refers to the organization of the Anthropology students in UP Mindanao;

DUGONG ANTRO Assembly refers to the highest governing body of the Dalub-aral na may Ugnayan, Galing at Organisadong Ningas na Ginagabayan ng Antropolohiya; DUGONG ANTRO Assembly refers to the DUGONG ANTRO Officers and Members of the DUGONG ANTRO Assembly; Prime Chancellor, Vice-Chancellor, Secretary, Assistant Secretary, Treasurer, Auditor, PRO refers to the Officers of the Dalub-aral na may Ugnayan, Galing at Organisadong Ningas na Ginagabayan ng Antropolohiya; Permanent Vacancy exists when a position in the DUGONG ANTRO Assembly has been vacated by reasons of health, resignation, impeachment, or expulsion from the University, which unable the officer to finish his/her term; Temporary Vacancy exists when a position in the DUGONG ANTRO Assembly has been vacated for reasons that leave the possibility of the officer resuming his/her duties before the expiration of his/her term; Majority refers to fifty (50) percent of the total number of members plus one (1) member present during an assembly or meeting, and not equal to 100 percent; Unanimous refers to one hundred (100) percent of the total number of members present during the assembly or meeting; DUGONG ANTRO Members refers to the Anthropology students of UP Mindanao who are members of the Dalubaral na may Ugnayan, Galing at Organisadong Ningas na Ginagabayan ng Antropolohiya (DUGONG ANTRO); DUGONG ANTRO Honorary Members refers to an individual recognized by the DUGONG ANTRO Assembly for his/her exceptional character; and General Assembly refers to a meeting organized by DUGONG ANTRO Assembly for the purpose of consultation, information dissemination, or other agenda created by the assembly or officers address to all DUGONG ANTRO Members. Article II DECLARATION OF OBJECTIVES

The objectives of the Dalub-aral na may Ugnayan, Galing at Organisadong Ningas na Ginagabayan ng Antropolohiya (DUGONG ANTRO) shall be: (a) To organize the Anthropology students of UP Mindanao (b) To create a venue where social and cultural issues and problems can be discussed in an academic manner (c) To create a frame of mind among DUGONG ANTRO Members to enable them to see how society influences them and how they can help the society; and (d) To encourage the DUGONG ANTRO Members and the studentry of UP Mindanao in participating on social issues and social transformation for free and equal society Article III COMPOSITION AND STRUCTURE OF THE ORGANIZATION Section 1. The Dalub-aral na may Ugnayan, Galing at Organisadong Ningas na Ginagabayan ng Antropolohiya shall be composed of the DUGONG ANTRO Assembly and members of DUGONG ANTRO. Section 2. The DUGONG ANTRO Assembly shall be composed of the: (a) Prime Chanellor, Vice- Chancellor, Secretary, Treasurer, Auditor, and PRO, all elected at large. Article IV

POWER AND DUTIES OF THE ASSEMBLY The Dalub-aral na may Ugnayan, Galing at Organisadong Ningas na Ginagabayan ng Antropolohiya shall have the powers and duties: (a) To govern over the organization and to act as the highest policy making body; (b) To adopt its own internal rules in pursuance of the organizations objectives;

To serve as a venue for the expression of ideas and sentiments of its members; To organize, coordinate, and direct activities in purpose of social awareness and social transformation. To preserve impartiality and non-partisan in disseminating and presentation of crucial issues within the society; To ensure the proper implementation of the constitution and by-laws; and To promote unity and coordination with other organizations within the University and society. To promote the course Bachelor or Arts in Anthropology. To uphold the University ideals and DUGONG ANTRO principles and objectives. Article V QUORUM

Unless otherwise provided by this constitution, at least a majority of the voting members shall constitute a quorum for the transaction of any business to be considered valid. And at least a majority vote of the members present in needed for a decision to be valid as an act of the entire body. Article VI POWER AND DUTIES OF THE OFFICERS Section 1. The Prime Chancellor shall be the Chief Executive Officer (CEO) of DUGONG ANTRO assembly. He/she shall have the power and duty to: (a) Preside over all meetings of the organization; (b) Sign all transactions, resolution, communication, and papers of the organization; (c) Chief Director of all committees of the assembly; (d) Create ad hoc committees when the need arises; (e) Appoint committee director and members on permanent committee created by this constitution and ad hoc committees; (f) Represent the assembly and organization in his/her capacity as the Prime Chancellor when his/her representation is required; and (g) Perform such duties and functions of his/her office Section 2. The office of the Vice-Chancellor shall: (a) Assist the Prime Chancellor in all matters where their assistance is required; (b) Take over the position of the Prime Chancellor, whenever the position is temporarily vacated; (c) In case of permanent vacancy in the office of the Prime Chancellor, the Vice Chancellor shall automatically assume the office of the Prime Chancellor; (d) Be a member of the Finance Committee; (e) Perform other duties the Prime Chancellor may assign to them. Section 3. The Secretary shall: (a) Keep journal of the proceedings of the meetings and activities of the Assembly; (b) Keep all Assembly Members informed on proceedings of the meetings and activities of the Assembly; (c) Keep all the records and communications of the organization; and (d) Certify all official acts of the assembly. Section 4. The Treasurer shall: (a) Head the DUGONG ANTRO Finance Committee; (b) Act as the custodian of the funds of the organization; (c) Prepare a budget for the Organization; and (d) Submit a financial report at the end of every school year/term Section 5. The Auditor shall: (a) Audit the finances of the Organization every end of the activity; (b) Assist the Treasurer in all manners where his/her assistance is required; (c) Act as the Business Manager of the organization; (d) Take the responsibility of the Treasurer when the office is temporarily vacated; and (e) Perform other duties the Prime Chancellor may assign to him/her Section 6. The Public Relations Office shall: (a) Head the Information committee; (b) Promote good relations with the press and public; Release news items, regarding the assembly and organization; (d) Answer inquiries regarding the assembly and organization; (e) Present a report of the status of DUGONG ANTRO every end of the school year/term; and (f) Perform other duties the Prime Chancellor may assign to him/her. Section 7. Every Assembly Member shall hold office for one academic year or until the assembly has duly elected a replacement for his/her assumed office. Article VII COMMITTEES

Section 1. The ad hoc committees shall be: (a) Created by the DUGONG ANTRO Assembly whenever actions, policies, programs need to be done. (b) Headed by an officer of the DUGONG ANTRO Assembly, should this be not applicable, the Prime Chancellor may appoint the DUGONG ANTRO member through the recommendation of the Assembly. Section 2. The committees shall be headed by a Director and shall have at least two (2) members, appointed by the Prime Chancellor through the recommendation of the Assembly unless the context indicates otherwise. Article VIII ELECTIONS AND INSTALLATION Section 1. The officer of the DUGONG ANTRO Assembly shall be elected a week before the UP Mindanao Foundation Day Commencement, net Program. Section 2. Candidate for any position must: (a) Be a bonafide DUGONG ANTRO Member (b) Be of good academic standing; (c) Not be a Director or member of COMELEC; Section 3. For candidates for the position of Prime Chancellor; (a) Must be a senior or junior standing (b) A member of the DUGONG ANTRO for at least one academic year. Article IX VACANCY AND REPLACEMENTS Section 1. In case of Temporary Vacancy in the office of Prime Chancellor, the Vice Chancellor shall automatically take the duties and responsibilities of the Prime Chancellor and shall be Presiding officer of the Assembly meting. Section 2. In case of Temporary Vacancy of both offices of the Prime Chancellor and the ViceChancellor, the next officer in rank shall assume the functions of the Officers in Charge (OIC). Section 3. In case of Temporary Vacancy in the positions other than the CEO, the Prime Chancellor may appoint and DUGONG ANTRO Member to the office. Section 4. In case of Permanent Vacancy in the position of Prime Chancellor, the ViceChancellor shall automatically take the duties of the Prime Chancellor provided that a new Vice-Chancellor shall be elected in a special election conducted in a General Assembly. Section5. In case of Permanent Vacancy in any position other than the position of Prime Chancellor, the DUGONG ANTRO Assembly shall be replaced until a new office is elected. Section 6. Permanently vacated positions shall be filled up with in three (3) weeks. Article X MEMBERSHIP Section 1. The DUGONG ANTRO is a course-based organization, thus, only bonafide BA Anthropology students shall be accepted. Section 2. Recruitment for new DUGONG ANTRO members shall be supervised by the DUGONG ANTRO Assembly, and shall take place from the third week of July to the first week of August. Section 3. To be a DUGONG ANTRO member, an aspirant must gain 9 units of anthropology related courses. Section 4. The DUGONG ANTRO Assembly shall determine whether a member is an Active Member or an Inactive Member Section 5. A DUGONG ANTRO member shall be considered Excused if he/she: (a) Is an irregular BA Anthropology student (with less than 15 units) (b) Failed 50% of the units he/she had taken Section 6. An Excused DUGONG ANTRO member may choose to remain as a member of the organization however he/she shall be dismissed and cease to be a member if determined by the DUGONG ANTRO Assembly for the following reasons: (a) An Inactive Membership (b) Shifted to another course (c) Joined other course-based organization Section 7. If a dismissed member chooses to return, he/she shall be given only one (1) chance of readmission. Article XI IMPEACHMENT AND DISCIPLINARY MEASURES Section 1. Any assembly member shall be impeached with at least two third (2/3) vote favoring his/her dismissal for reasons of: (a) Willful violation of the Constitution; (b) Gross neglect of duty; (c) Disorderly behavior during any assembly meeting; and (d) Any form of misconduct that undermines the integrity of the organization.

Section 2. Any assembly member shall be suspended with at least two third (2/3) vote favoring his/her suspension, for reasons of; (a) Five absences without informing the assembly of his/her valid reasons. (b) Disorderly behavior during assembly meetings. (c) Any form of misconduct that underlies the integrity of the organization. Section 3. In any Disciplinary Proceeding, a decision shall be considered valid if certain conditions are followed: (a) The members in attendance constitute a quorum; and (b) An affirmative vote of at least two third (2/3) of the members present; Section 4. In a Disciplinary Proceeding, the Assembly Member who is subject to disciplinary actions shall have no right to vote. Article XII FUNDS OF ORGANIZATION Section 1. Any amendment to, or revision of, this Constitution shall be valid when approved by the adviser, ratified by all of the members of DUGONG ANTRO Assembly, and an affirmative vote of at least two third (2/3) of the total number of DUGONG ANTRO Members. Section 2. The Constitution may be amended through a motion from the DUGONG ANTRO Assembly or member of DUGONG ANTRO. Section 3. Motion for Amendment from the DUGONG ANTRO members require twenty-five (25) percent of the total number of the DUGONG ANTRO Member signifying that their support on the motion, to be carried by the Assembly. Section 4. The Constitution shall be amended by an ad hoc Constitutional Committee: (a) The Constitutional Committee shall be headed by a director elected by the DUGONG ANTRO Assembly; and (b) The members of the Constitutional Committee shall comprise ten percent of the total number of the DUGONG ANTRO Members. They shall be randomly selected by the DUGONG ANTRO Assembly and director of the Constitutional Committee. Section 5. The Constitutional Committee shall be given sixty (6) calendar days to finish the amendments, otherwise a new Director shall be appointed by the Prime Chancellor. Article XIII EFFECTIVITY Section 1. The Constitution must be presented to the Assembly in writing. It shall be ratified by the Assembly members within three (3) days. Within one (1) week a General Assembly shall be called to present the Constitution, on the same event a plebiscite shall be conducted. Then the Constitution shall be presented to the DUGONG ANTRO Adviser for his/her approval and signature. Section 2. The Constitution shall take effect upon the completion of twenty-one (21) calendar days after it has been made valid.
