i have just discussed with margaret. since the monday meeting would be focusing on
the media side, perhaps there is no need for you to come then.
we shall have two more focus group sessions and perhaps we should review the
recordings together instead. let me know what you think.

i just got back from beijing. i had meetings at the npc in the hk hall with senior
npc members etc and no one was around to hassle me.

re alan's question, i am glad he agreed with the conceptual policy framework.

let us be clear about policy, the public and campaigning:

1. a candidate needs a key message and policies that bring the message
to life.

2. the message and the policies need to be expressed in many ways and
forms - orally to different crowds; in writing.

3. the oral deliveries can be different in tones so that they be


better understood by different crowds but the ones in writing are invariably more
formal but we do not need to assume the general public cannot understand the
message/policies.

4. you needed a pamphlet - which is your first written document - thus


i think you need it to flow and delivers your message of free, fair and
competitive.

5. if you want to produce other types of written stuff e.g. posters,


street banners, short pamphlets and even long 20 mins speeches, you still draw
from the core message.

6. i believe with the framework, alan has a lot of flexibility to pick


and choose which ones he emphasises when he meets people or is interviewed.

7. also, i assume vincent has enough materials from its content to


produce a nice pamphlet with few words, good graphics and great design.

i have a breakfast meeting on monday and a dinner - but can be free mid-morning if
there is need for work or for a meeting. let me know what i can do for you/alan.

dear christine,

i went through the pamphlet with the candidate thursday night. it took a little
bit of time for him to digest the conceptual framework but he agreed with it when
he had done so. he did make the point that it will take a bit of time for him to
internalize the message, but he is comfortable with it.
however, he did raise the doubt that it may all be too "high" for general
consumption, and asked me who are the intended target for the pamphlet and what
groups do we mean to distribute it too.

the 3-day legco debate plus a lot of ironing out of wrinkles regarding the
campaign team did cut up my time. i look forward to some quiet work over the
weekend, and am fully aware of deadlines for producing the various things. the
apco sensitivity is a challenge. we have to ensure that everything is beyond
reproach from every point of view, and as you know the electoral regulations can
be very tedious and rigid, beyond ordinary reason and purpose!

how was your beijing trip? i see that you were allowed in - are you now out and
back? shall we be seeing you on monday?
