CIRCULAR

To, Registered Dentists of Maharashtra State Dental Council, Mumbai. Subject: Implementation of the Continuing Dental Education. Reference: Relevant guidelines on section 2(a) to 2(i) on Continuing Dental Regulation 2007 as approved by the General Body of the Dental Council of India at its meeting held on 25th and 26th April 2008 and approved by the Government of India, Ministry of health and family welfare, New Delhi vide their letter No.V.12016/1/2006-DE dated 18/02/2009. Activities for continuing Dental Education are undertake by Maharashtra State Dental Council to maintain, improve and broaden knowledge and skills of Dental Surgeon to keep their professional expertise up-to-date and inline with current developments and thereby enhance the quality of care provided to the patients. As oral health care providers every dental practitioner and dental institution have to render both curative and preventive care to the population. The rise in life expectancy also leads to increased responsibility for maintaining teeth longer and disease free. The dental surgeons need to be sensitive regarding the importance of upgrading themselves. It is the duty of every dental surgeon to render a suitable treatment to every patient and implement the same. There is an exponential growth of knowledge and technology in every branch of dentistry. Hence it is important for the dental surgeons to develop an attitude for Life Long Learning. As per the guidelines of the Dental Council of India CDE is obligatory for registration with the council. It is now the duty of the Maharashtra State Dental Council to hereby announce the following guideline for CDE. DCI has recommended CDE as voluntary till 2013 and then on as mandatory requirement for registration of every member with the council. 1. There will be registration fees of Rs.1200/- for new registration from 1st April 2010 onwards and renewal fee of Rs.200/- per annum. 2. A system of CDE is introduced for dental surgeons registered with Maharashtra State Dental Council. The said requirement of mandatory CDE points would be prerequisite to being registered and licensed to pursue the profession of dentistry in India.

Maharashtra State Dental Council approved CDE programme would commence from 1st April 2010 to 31st December 2013 as initial block period during which CDE as per Dental Council of India guideline is on voluntary basis. All dental surgeons registered to date on the rolls of the state Dental Council would be subjected to these requirements and for the period upto December 2013. Implementation would be on a voluntary self assessment format with each dental surgeon submitting a self assessment Pro-forma at the end of each year to the state Dental Council and being subject to a random audit. It is necessary to sensitise each and every member of Maharashtra State Dental Council to the importance of continuing professional development. 4. All registered Dental Surgeons would need to accomplish 100 verifiable points in 5 years (20 points of CDE per year). 5. The CDE implementation would be valid for a period of 5 years for each dentist (up to the age of 65 years) and will be audited during the renewal of registration every year by the state dental council. 6. The CDE provider would be issued approval outward number by Maharashtra State Dental Council which is mandatory to print on the participation certificate. 7. The award of credit points would be as follows: I. Full day lecture or conference 6 CDE Points II. Half day lecture or conference III. Evening Product introduction/lecture business meeting 3 CDE Points 2 CDE Points

IV. 45 min lecture with 15 min Q and A 1 CDE Points 8. MSDC will recognise dental surgeons B.D.S. / M.D.S. from any DCI recognized dental college as a CDE provider only after 7 years experience after the BDS degree. 9. CDE providers are:a) All DCI recognised, MCI recognised teaching institutions having dental departments, Government bodies; Armed Forces would receive a blanket approval for awards of CDE points by Maharashtra State Dental Council. b) A professional association/academy/speciality association with a registered constitution. Any registered organisation offering CDE courses or certificate programs as allowed and permitted by the state dental council from time to time. Any organisation associated with CDE activities as allowed and recognized by the state dental council. 10. All CDE providers have to seek the approval of the state dental council for CREDIT POINTS, which will be displayed and printed on the attendance certificate by the CDE provider as approved by Maharashtra State Dental Council.

The request for CDE credit points should be made by the CDE provider in a prescribed form (available in a downloadable format from the website) electronically and through the hard copy subsequently, so as to reach the MSDC office at least 30 days before the event. There will be a processing fee with every request application of Rs.1000 (one thousand only) per hour, Rs. 6000/- per day CDE and Rs.18,000/- for 3 days CDE with a maximum of 20 points awarded at a time for an event. Recognised colleges will not be charge any amount for CDE activities if the registration amount for CDE programme is Rs.500/- or less. Recognised colleges will have to pay nominal fee of Rs.1000/- per day if the registration charges will be more than Rs.500/- for the same event. 12. The CDE provider has to submit the following:a) The title of the course / program. b) Date, time, duration (with breakout details). c) Course curriculum/content, learning objectives, target groups, d) speaker/faculty CVs, profiles, degree certificates, Reg. Certificates of respective state dental council (includes foreign faculty as well). e) Details of Lecture, demonstration and hands-on (clinical procedure, clinical set up under hygienic environment with good disposal channels are expected to be provided). 13. All requests will be forwarded to the CDE committee and an approval will be sent to the CDE provider within 15 days after receiving the request. An observer will be appointed for all programs in a random manner. 14. All CDE providers should submit following details to the MSDC office in Excel Format ( e.g. Sr. No.,Date, Reg.No., Surname, First Name, Middle Name, Attending Hours, Qualification, Phone. No. Email, Claimed Credit Points, Remarks)after completion event within 15 days. a) A complete list of participants with the reg. number to facilitate updating of the reg. related CDE credit points. b) A feedback form (prescribed format will be made available on the website). c) Any changes in the final completed program as earlier submitted so as to record the same at the MSDC office. 15. In case of appeals violations of set codes of behaviour CDE Committee will examine the case. MAHARASHTRA STATE DENTAL COUNCIL REGISTRATION/RENEWAL/CDE ASSESSMENT FORM SELF ASSESSMENT FORMAT FOR C.D.E.
