CHAUDHARY DEVI LAL UNIVERSITY SIRSA (Established by the State Legislature Act-9 of 2003) GENERAL INSTRUCTIONS Candidates must go through the following instructions before filling up the application form:
1. Reservation of posts for SC/BC/Ex-Servicemen will be for Haryana domiciled only and

as per other conditions of respective policy of State Govt./University.

2. For all the posts the age should be between 18 to 50 years as on the closing date of

receiving application forms.

3. The upper age limit is relaxable up to 5 years for SC/BC of Haryana domicile. 4. The age relaxation for Ex. Servicemen is as per policy of Haryana Govt. . 5. The internet downloaded applications must be accompanied with application fee in

shape of Demand Draft of Rs.500/- (Rs.125/- for SC/BC of Haryana) drawn in favour of Registrar, Chaudhary Devi Lal University, Sirsa.
6. The number of posts can be increased or decreased according to requirement. 7. The prescribed essential qualifications do not entitle a candidate to be called for

interview. The decision of the University in all matters relating to acceptance or rejection of an application, eligibility/ suitability of the candidates, or the criteria for selection, etc. will be final and binding on the candidates. No inquiry or correspondence will be entertained in this regard.
8. Those who have already applied against Advt. No. E-1/2008, E-1/2009 and E-4/2009 for

the posts at Sr. No. 1 to 3, 5, 6, 8 and 10 below need not apply again.
9. The eligibility of every candidate will be determined on the basis of qualifications

acquired up to the last date fixed for receipt of applications.

10. Incomplete application/Application not supported with required application fee(in case of

internet downloaded) and attested copies of certificates/ testimonials or received after last date are liable to be rejected.
11. Name of the post applied for must be super-scribed at the top of the envelope

12. Those who are already in employment should submit their application form through

proper channel. However, they can send an advance copy directly to avoid delay.
13. Separate application form is required to be submitted for each post.

14 The candidates applying for a post must ensure that they fulfill all the eligibility conditions on the last date of the receipt of application. If on verification at any time before or after the written examination or interview or appointment, it is found that he/she does not fulfill any of the eligibility condition(s) or concealment of facts or supply of

false/wrong/incorrect information, his/her candidature will be cancelled in addition to legal action.

Essential Qualifications
1. Controller of Examinations : i) Masters degree with at least 55% of the marks or its equivalent grade B in the UGC seven point scale. ii) At least 15 years of experience as Lecturer (Senior Scale/Lecturer with 8 years in Readers grade along with experience in educational Administration). OR Comparable experience in the research establishment and/or other institution of higher education. 15 years of administrative experience on which 8 years as Deputy Registrar or an equivalent post. Desirable: Experience of conducting the University examinations will be desirable. Librarian : i) Masters degree in library science/information science/documentation with at least 55% of the marks or its equivalent grade B in the UGC seven point scale and consistently good academic record; ii) At least thirteen years as a Deputy Librarian in a University Library or eighteen years experience as a college Librarian. iii) Evidence of innovative library service and organization of published work. iv) Desirable : A M.Phil./Ph.D. Degree in library science/Information science/ Documentation / Archives and manuscript-keeping, computerization of library. Deputy Librarian : i) Masters degree in library science/information science/documentation with at least 55% of the marks or its equivalent grade of B in the UGC seven point scale and consistently good academic record; ii) Five years experience as an Assistant University Librarian/College Librarian. iii) Evidence of innovative library services, published work and professional commitment, computerization of library. iv) Desirable : A M.Phil./Ph.D. Degree in library science/Information science/ Documentation / Archives and manuscript-keeping, computerization of library. Executive Engineer : Recognized degree in Civil Engineering or equivalent qualifications. Minimum Experience of 10 years against the post not below the rank of an Assistant Engineer. Asstt. Director Youth Welfare : At least 2nd class Masters Degree with at least five years experience of organizing Youth Leadership Training Camp, Youth Festival and other related activities. Desirable: Flair in dramatics. Junior Programmer : B. Tech in Computer Science & Engg., Computer Science, Software Engg./ Information Technology/ Electronics & Communication Engineering. OR Ist class Masters degree in Computer Application/ Computer Science/Software Engineering Or Equivalent. Should be familiar with programming techniques and code writing commonly used software packages. Desirable:-Industry Certification. Junior Engineer (Electrical): Three year Diploma in Electrical Engineering from recognized institute and preferably with 3 years experience of electrical work in Govt./Public buildings. Steno-Typist : Matric Ist Division or Senior Secondary/10+2/Intermediate 2nd division or 10+2 (Vocational) 2nd division or Graduate. Diploma/Certificate on Computer Applications of atleast of six months duration (knowledge of computer to be tested.) English Shorthand at the speed of 80 w.p.m. and transcription thereof at the speed of 15 w.p.m. or Hindi shorthand at the speed of 64 w.p.m. and transcription thereof at the speed of 11 w.p.m. and OR data entry at the speed of 4000 key depression per hour.

9. Watchman : Matric and should be conversant with the work of Watch and Ward. 10. Ground man-cum-Gardner (Mali) : Literate, should know the work of ground man (Mali)/have experience in the field.
