Hi Everybody,

Its always a privilege for me to write an editorial and meet all of you through Vox Populi. Hope you enjoyed reading the previous issue brought out by II B.A. Thank you very much for your valuable suggestions and encouraging words. I hope you will enjoy reading this issue as well! Take a few minutes to browse this work (work because it is a project of learning) and I hope your mind enjoys the journey. Prasheel and I have been acting as facilitators of this project allowing the young minds the satisfaction of seeing the fruits of their labour. Lately, Ive just been an editor-in-chief to some of their proposals!! We want every page of Vox Populi to facilitate creative thinking rather than comment on polity and politics of the day. The incessant rains we have been experiencing had no dampening effect on our members of Team Vox Populi, who were running around collecting articles, sponsorship, checking out printing cost etc. In fact they were doing it better from time to time. I take this opportunity to salute the high spirits of I year B.A in bringing out this issue. They are learning about the genre and about bringing out Newsletters (and will probably keep on learning, which is part of the fun). Im sure it will only get better with time! Thanks to everyone who made all this happen within a short span of time. I am sure the super seniors - III BAs have something rocking up their sleeve even as they initiate the next issue of Vox Populi! Till then May your days be filled with laughter Dr. T. A TRIBUTE
Most Rev Dr. Marampudi Joji (1942-2010)

For dust thou art and unto dust shall thou return Old Testament. Yes, all men are dust, but some are gold-dust- John A. Shedd. His Grace, Most Rev Dr. Marampudi Joji, Archbishop of Hyderabad, passed away on 27th August 2010. His premature and sudden death is a blow to the Church and the State. He was my classmate and a good friend. I have known him for more than 40 years. He was a warmhearted and an intensely lovable human being: human in his simplicity, unpretentiousness and ruthless honesty; human in his compassion and in his awareness of the struggle of life. Our late Archbishop was a marvelous combination of erudition, humility, enthusiasm and faith. He was always of an affable nature. He endeared himself to one and all with whom he came into contact. He had a charming smile for everybody and a facile knack of making friends all around. He worked for causes and never for himself. He was an invaluable champion of the cause of the oppressed minorities and the downtrodden. He was a great man inspired with an imagination, a force, a brilliance all his own but dedicated to selfless service. He was a good administrator and a great visionary. His ideas were spacious, his schemes extensive, his energy in developing them unbounded. His vision will always influence the rest of our leaders.Our beloved Archbishop died as he would have desired and as we should all desire to die - in harness. His death in harness was the culmination of a brilliant apostolic mission. His death is indeed a public loss and his loss is indeed a grievous one for the arch-diocese. The state has lost a brilliant son of the soil. His shinning example will guide us through life and his firm faith, his unflinching determination and robust optimism will find an echo in our hearts. His was the way of complete surrender to God and untiring service to mankind. The void created by his death cannot easily be filled. He has left this soil, but there is a fragrance left behind, which will never die away. I express my sincere condolences and pray to Almighty God to grant him eternal rest. CONFAB WITH THE DIRECTOR, Mr. B. Mahender Reddy

Q1. How is your day like? Normally I am up by four in the morning. I am an early to bed and early to rise kind of person. I generally try to make it to the gym three to four times in a week. Morning hours is the time when I check my e-mails. I am mostly in the college by 8:30 9:00 a.m. From 9:00 am to7:00 pm I am at the college or the other institutions. We are coming up with a business school. So, I am generally busy with that. Q2. We would like to know when you have assumed the leadership role at St. Marys. We guess you were very young then. What were the challenges you faced? I did my Mechanical Engineering and later went to the U.K to pursue my M.B.A. I always wanted to be in the engineering line and like every youngster then, I dreamt of working with a corporate. I visited Hyderabad during my holidays. I saw my dad working very hard day after day managing two instituions. It was then I changed my mind and decided to share the responsibility. I was 23 then. Q3. Do you have any regrets now? No, I have absolutely no regrets. Q4. How do you perceive the present day education sector when compared to your time? Do you see any change? No, I dont see much of a change though I would have liked it to have undergone a lot of changes. I did my intermediate here at St. Marys college and the same mathematics books are still being used. What I want to say here is that education is very important and it must undergo a change. Things have to change with changing times and situations. Technology has advanced by leaps and bounds and I feel similarly education should follow suit. The

education system should be very flexible so that students can choose the options that interest them the most and in that way they can be of more use to the industry. Q5. Who is your role model? I have several role models but honestly I do not have any particular role model. Whenever I am in a fix I look up to some situations that inspire me. Q5. You travel extensively. Can you just tell us an interesting incident that you came across which you still remember? The first time I stepped out of the country was when I went to study in the U.K. I landed in Manchester and when I got out of the airport I was awestruck. I still remember my first day at the university. We had an orientation program. A professor who taught stock market theory and practices took the first three hours. I still remember I didnt get even one word of it and I thought would I ever come out of this course. One of my professors came and told me not to worry and truly I enjoyed the one and a half years I spent at the university and also my stay in the U.K. Q6. What do you like to in your free time? What are your hobbies? When I am free I meet up with friends or I go to a movie or play games like badminton. But most of the times I try and spend more and more time with my family. Q7. What is your message to the students of this college? I would like to tell them to enjoy their college life and make it fruitful. But while enjoying being responsible is equally important as anything that is overdone has its own negative effects. Q8. Ten years from now where do you see our college? Ten years from now I am hoping that well not only be one of the best institutions in Hyderabad but the best in the country too. Probably by then well make it a University on its own so that we can implement all the ideas we have for the college. I am hoping that St. Marys will be a college that people would always love to be associated with.

IF YOU DONT KNOW WHAT WIKILEAKS IS, HERE IS A SMALL INTRODUCTION:

Wikileaks is an international whistle blower site, where users can submit secret documents anonymously. Its website was launched in 2006 and within a year of its launch, the site claimed a database that had grown to more than 1.2 million documents. The organization has described itself as having been founded by Chinese dissidents, as well as journalists, mathematicians, and start-up company technologists from the U.S., Taiwan, Europe, Australia, and South Africa. Julian Assange, an Australian journalist and Internet activist, is its director. They are several marvelous things to note about this bombardment from cyber space. One, when new media challenges old media, it is still possible for the latter to out shine the former. Get on to the Afghan war diary

This new level of partnership between old and new media promises to make the future of both journalism and whistle blowing quite fascinating and while wikileaks is not in India yet, given the condition of our whistle blowers, it needs to be.

FREedom and little birds

Once there lived a beautiful princess. She was very fond of birds, every morning a little bird used to come to her palace and sing for her. The princess was very happy to see the lovely bird and listen to its music. The bird visited the palace daily and the princess waited eagerly for its visit every day. She was almost in love with the bird. She wished that the bird should keep company with her all the day. One day the princess put the bird in a golden cage and served it the best type of food. But the bird felt sad. It did not sing and eat anything. In spite of the best food the bird began to grow weak day by day. It did not sing as before. One day the princess asked the bird the reason for all this. The bird said, I want to be set free. The kind princess set the bird free. The bird flew happily to its freedom. The next morning the bird was back again with its usual song. The story tells us that even the birds do not want to live in captivity, however well they are fed. This shows us the importance of freedom. The above example can be correlated to todays youth who have become prisoners of parental aspirations. Parents unnecessarily impose their wishes on their children to pursue the academic course in which they are interested rather than leaving the choice to them. It is often thought that if one treads upon

an unknown way or takes up a course not taken by most, one wouldnt land up with a decent job, since the common notion is that it is predominantly a new field and the risks associated with it would be more and that the possibility of growth in terms of wealth and prosperity are very grim. The very idea that with wealth and prosperity comes happiness and only wealth can bring fame and respect has made the entire society blind. In the race to gain more wealth, fame and respect, parents tend to impel their children into fields that would assure money and so called security. Our society is relatively an emotional society and the family name and pride must be kept at any cost. As a result a child is pushed into an arena that certitudes their vanity. This very

much adds to the distress of the child making him/ her very irate and thus spoiling the existing amicable relationship with their parents. Parents often mistake their children as instruments to achieve their unaccomplished desires and wishes. What they couldnt do on their own they begin to see it being fulfilled through their wards, but alas do they seldom realise that in such a process they are actually hampering the childs future. The question that arises here is how would the childs future be hampered? The very answer lies in the fact that when one does a thing that doesnt interest him/her much; he/she starts slowly becoming torpid which would ultimately act as an obstacle to their growth and prosperity. Not just this, it deprives the child of showcasing his/her talent that might actually bring more laurels. His/her talent would not only bring prosperity to him/her but to the nation as a whole. It might have potential to earn more wealth than what the present could have earned. Pushing the child would only lead to stagnation. The child may earn the desired degree and land up with a decent job but the satisfaction will always be lacking. He/she may be what the parent desired but would never excel in it nor would he/she be happy with it. The famous quote by Sri Bal Gangadhar Tilak, Freedom is my birth right and I shall have it, too applies here. The essence of freedom is to allow one to think and act in ones own way. So just like the free bird if the children are left free to compose the music of their own liking they will come out with enchanting tunes that will endure forever.

The ugly side of Common Wealth Games
BIDDING: India won the bid against
Canada to host the 19th CWG of 2010 by a promise to provide U.S $ 100, 000 to each participating country, along with air fare, boarding & transport along with a free trip to Taj Mahal. The games will be largest sporting event conducted to date in India, which is our 1st CWG hosting. Opening on 3rd Oct with more than 75, 000 athletes & delegates from 71 participating countries. EXPENDITURE: A total of Rs. 28, 054 crore have been spent on CWG out of which Rs.16, 560 crore was given to the Delhi Government for upgrading the capital infrastructure & for construction of stadia Jaipal Reddy (Union Urban Development Minister). People opined that being an underdeveloped nation, India is not yet in a position to host CWG. Many expressed that the same amount could have been utilized for ensuring a better sporting future for the Indian children by providing them with proper sports training or for the betterment of the country.

THE ORGANIZING COMMITTEE:

Suresh Kalmadi (Indian Olympic Association President) was appointed as the head of the committee. Jarnail Singh ( Chief Executive Officer), Raja Randhir Singh (Indian Olympic Association Vice-Chairman) are the other members. MASCOT: The official mascot for 2010 CWG is Shera the tiger. Saving our national animal is much needed than to make him as the mascot or counting their remaining number. DELHI GAMES VILLAGE: A 118 acres site has been selected on the holy river Yamuna, at the cost of U.S $ 40 million. The apartments constructed are spacious & well furnished. The Games Village has been initially envisioned & declared by then government in 2003 to serve as a future hostel for Delhi University students after the games. However with the change of power in central government things have altered & the luxurious flats are going to be taken by greedy bureaucrats & politicians as well! ECOLOGICAL ISSUES: The CWG Village located on the flood plains of the Yamuna has been subjected to controversies about flouting of ecological norms. The Games Village site violates High Court order against encroachment on the Yamuna flood plain.

BEAUTIFICATION OF DELHI:

A massive construction & beautification projects has resulted in the demolition of hundreds of homes & displacement of city dwellers many homeless people have been removed from shelters, some of which have been demolished. Bamboo screens have been erected around city slums to separate visitors from the sights of the slums, a

SLUM EVICTION & NO BEGGAR ZONES: A report by Housing & Land

Rights Network has brought to light that there are no tolerance zones for beggars in Delhi, They arrested homeless citizens and further 100,000 families have already been evicted to make space for CWG related projects. 30-40 thousand were slated for eviction & relocation. STRUCTURES COLLAPSE: Aug 1st- A portion of the roof covering the weight lifting auditorium, part of the newly remodeled Jawaharlal Nehru Stadium complex came down collapsing. Sep 21: A footbridge under construction near the CWG main stadium collapsed, injuring 27 construction workers & putting the event in further jeopardy. SECURITY: Security consultants of the CWG federation accused New Delhi of failing to observe international standards in ensuring security for the event. Participating countries feared of security concern. CORRUPTIONS: Complaints were received by the Central Vigilance Commission (CVC) on tenders in general. There were allegations of wide spread corruption in various aspects of organizing the games including procurement & awarding contracts for constructing the game venues. A chief engineer of the CPW was alleged of irregularities in tenders for LED display board. Other complaints include irregularities in purchase of air-conditions for DDA flats, relating to medical equipment, election of tainted project officers, corrupt officials etc. Nobody has been arrested over the allegations of corruption in CWG projects so far. BOYCOTT CALLS: Amid corruption, shoddy construction work, security concerns CWG faced numerous boycott calls from within India, England, Australia, Scotland, New Zealand. Later they expressed a general level of satisfaction with the security arrangements.

Boycott calls within India: Indian spin legend Bishan Singh Bedi & Indias bestselling author Chetan Bhagat expressed concern over existing delays in preparation leading to unplanned expenses. CONTROVERSIES: Common Wealth Games Federation have expressed dismay at the state of facilities in the games village, regarding the conditions & cleanliness, leaking toilets & piles of debris still lying around. CGF had presented photo evidence of a stray dog jumping on a bed in games village. It wants all stray dogs to be removed from the village. The CGF demanded that Indian authorities improve the conditions before athletes arrive. New Zealand said that the event may be called off if the concerns regarding the athletes village are not addressed at the earliest. The Delhi city residents filed a public interest petition in the Supreme court of India against the felling of heritage trees in the Siri fort area to make way for the games. For months, authorities have been missing deadlines as they race to get stadiums & other infrastructures ready for the games. With the clock ticking and delays, controversies, exposure of corruption, sub-standard construction have made it doubtful whether Indias 1st CWG hosting would be a success or even worse would it be called off.

THE KILLER disease

The exit of British television celebrity Jade Goody from the reality show Big Boss was a shocker. But what surprised most was the revelation of the fatal disease cervical cancer that Goody was detected with. The word Cervic Cancer since then has been googled infinite times (according to Google Trends) in the past one week thus revealing the immense curiosity, coupled with a lack of awareness about the cancer. Not many know that India, with a population of 365.71 million has women aged between 15 years and above who stand at the risk of developing cervical cancer. A World Health Organisation study reveals that every year 1,32,082 women are diagnosed with this particular kind of cancer and 74,118 die from the disease. The growing risk of cervical cancer in women in India (aged 0-64 years) is 2.4% compared to 1.3% for the world. What is cervical cancer? Cervical Cancer is the cancer of the mouth of the uterus called cervix. It is the commonest cancer in India and all sexually active women are at a risk of contracting this disease. But its mostly seen in woman aged between 50 to 55 years. If detected at

a pre-cancerous stage (when the cells are not normal, but are not yet cancerous), this cancer is 100 per cent curable, says Dr Gauravi Mishra, a consultant in preventive oncology at the Tata Memorial Hospital. Symptoms Pelvic pain or pain during intercourse, bleeding between periods, post-menstrual bleeding and discharge from the vagina

Main cause HPV (Human papillomavirus infection): HPV is the main and necessary virus for this cancer. It is a sexually transmitted virus and even rubbing of the private parts can cause it. Most people never even know they have HPV, or that they are passing it to their partner. So it may not be possible to know who gave you HPV or when you got it. HPV is so common that most people get it soon after they start having sex. And it may only be detected years later. Risk factors: Having sex at an early age Having many sexual partners Having many pregnancies Using birth control pills for 5 or more years Consuming any form of tobacco Prevention: Cervical cancer vaccine: Is the first vaccine ever designed to prevent cancer. It is recommended to girls aged 11 to 12 years as it allows a girls immune system to be activated before shes likely to encounter HPV. This vaccine is available in India. It also helps to limit your number of sexual partners and to avoid having sex with someone who has had many other sexual partners.

Cervical cancer is the 5th most common cancer in women worldwide with approximately 471,000 new cases diagnosed each year. Use condoms: Condoms when used correctly can lower the HPV infection rate by about 70%. They cant protect one completely because they dont cover every possible HPV-infected area of the body, such as the skin of the genital or the anal area. 250 to Rs 500. HPV test: Doctors take DNA cells by swabbing the cervix. The HPV test is ideal for the detection of cervical cancer. It is slightly more accurate than the pap test, but is not recommended for woman below 30 years of age, says Dr Neerja Batla, a senior gynecologist, AIIMS. This test is available at all major hospitals and costs around Rs 1,500. Colposcopy test: It enlarges the image of the cervic and the cells can be then seen clearly. This test is available at Tata Memorial Hospital, Mumbai. Treatment The three main treatments available today are surgery, radiotherapy and chemotherapy. In Western countries, the cases of cervical cancer have come down due to the active awareness, vaccine and pap screenings which detect the cancer at a very early stage. But in India, which accounts for a shocking one in eight cervical cancer deaths in the world, there is little or no awareness about the disease. There`s a revolution happenin and we barely notice. Slowly but surely, our advertising industry is fashioning out a new woman for us. In the war of the image between Tulsi (of the serial `Kyunki Saas Bhi Kabhi Bahu Thi`) and the Nokia girl, the latter is clearly everywhere. Advertisers have found it far easier to clone the young and `mod` party-happy girl. If you look at only one advertisement or two, it doesn`t hit you, says Bishaka Datta, head of Point of View (POV), a Mumbai-based NGO that works to promote the points of view of women, through creative use of the media. But if you look at advert after advert, the pattern emerges clearly. There`s no doubt that the advertising industry is aiming to create a different look - that of a westernized, fair, blonde, light-eyed, slim and high-cheek-boned young woman. However, it isn`t only the look that bothers the members of POV. It is also the messages implicit in advertisements. In a major exercise, members of the NGO began collecting adverts in which women have been used to sell different products or those in which they appear as mere appendages. The idea was to design an interactive curriculum that young college students would use, to critically explore the relationships between women, beauty and advertising. Entitled `The Beauty Spectrum`, the multimedia curriculum has been developed by a POV team. The team includes Datta, Shilpa Phadke (a sociologist currently working on a PhD on media and sexuality), and

Alexis Kort (a student of Middle Eastern Studies from Canada who did an internship with POV). According to Kort, their purpose was to show that there is little diversity in the image of women`s beauty. These women are often portrayed in stereotypical roles (mothers, wives, or just something pretty to look at). We gathered adverts from a range of English magazines available in Mumbai, mostly Indian publications and a few international publications (like Cosmopolitan). We had about 200 ads of a huge variety of products, from cosmetics to cars. The basic criterion was simple: Anything that used an image of a woman to sell the product. The ads were categorized into those that used women in traditional roles (mothers and wives); ads that used the image of a beautiful woman somewhat out of context (like a bikini clad young woman selling a car); and of course, a category specifically selling beauty products. What came across was the insidious change in the overall `look` of the women in the adverts. Both Kort and Datta were struck by the preponderance of the `westernized` look of the women models. Besides, says Phadke, `contradictory messages` continue to co-exist - the sari-clad, large bindi, mangalsutra and sindhoor sporting women, and the sex symbol images in which the bodies of motorcycles and women are placed side by side in a comparison of curves! The message, she said, seems to

be: be Indian, be sexy, be thin, be glamorous even when your back aches, be a superwoman but whatever you do - don`t think! The curriculum is being tested in a few colleges in Mumbai (beginning with St Xavier`s College in July), primarily with students of media courses as POV felt that it would help to work with students undergoing training as media professionals. In eight parts, the curriculum covers a gallery of beautiful women, clocking the changes in images of beauty over the years. According to Kort, the students enjoyed the curriculum very much. There was a debate in which students had to agree or disagree with a given statement. The statement `women who dress provocatively are asking to be sexually harassed` generated a heated debate. One young man said a girl walking around dressed `sexy`, was like going into a fireworks store with a book of matches. But most women students felt the culture they lived in provided a permissive en-

vironment for men to sexually harass women. This, they said, needed to be changed and that they should be free to wear whatever they wanted wherever they want. They also pointed out that they could be victims of sexual harassment whether they were wearing a miniskirt or a conservative salwar kameez. The students, Phadke adds, felt a sense of identification with the themes in the curriculum. They had a forum to discuss issues, articulate confusions and be provocative without the fear of being ridiculed. In this sense, she said, the exercise was a rather successful one. The POV team did not intend a watertight agenda of indoctrination. The aim was to expose the changing visions of `beauty` and the inconsistencies that operate across time. The hope was to encourage reflection on the constructed nature of `beauty`, and to illustrate how much it is dependent on imagery within a patriarchal culture. The team did not tell the students what to think, instead they created a space where they could think for themselves and arrive at perceptions that were informed. Phadke herself is anxious and concerned about the prevailing culture among youth today - when visions of modernity and liberation are being increasingly tied to looks rather than other kinds of achievement. However, the POV curriculum sought to show students the advertising industry`s monolithic image of women and beauty and the stereotypes used to sell products. As the POV team said, We wanted students to think more about beauty and power and how they can shake up the status quo. They were receptive to our ideas and most important, we gave them a forum to discuss their feelings and perceptions about the image of women used by the mainstream media in India. October 2010 marks the fifth anniversary of the Right to Information(RTI)Act. The act and its implementation have been described in both administrative circles and civil society as revolutionary.A check on corrupt practices and a peoples intervention tool with tremendous impact. Social activists and Unioun ministers have pointed to many gains that have accrued through the act. What is Right to Information? Every citizen has a right to know how the Government is functioning. Right to Information empowers every citizen to seek any information from the Government, inspect any Government documents and seek certified photocopies thereof. Some laws on Right to Information also empower citizens to official inspect any Government work or to take sample of material used in any work. Right to Information includes the right to: 1. Inspect works, documents, records. 2. Take notes, extracts or certified copies of documents or records. 3. Take certified samples of material. 4. Obtain information in form of printouts, diskettes, floppies, tapes, video , cassettes or in any other electronic mode or through printouts. Information means any material in any form, including records, documents, memos, e-mails, opinions, advices, press releases, circulars, orders, logbooks, contracts, reports, papers, samples, models, data material held in any electronic form and information relating to any private body which can be accessed by a public authority under any other law for the time being in force.

a) Any document, manuscript and file b) Any microfilm, microfiche, and facsimile copy of a document c) Any reproduction of image or images embodied in such microfilm (whether enlarged or not); and d) Any other material produced by a computer or any other device; An applicant cannot ask for opinions/advice/views under the RTI Act, unless the opinion/ advice/view is already on record. However, under Section 4(1)(d), an applicant can ask for reasons behind a administrative or quasi judicial decision of a public authority, especially if he is a affected person. How to write an RTI Application? Application Guidelines: Pre-requisites: o Your name, address, contact telephone number and your email id o Information about Public Information officer, name, address etc.. In case you have problems locating your PIO/APIO you can address your RTI application to the PIO C/o Head of Department and send it to the concerned Public Authority with the requisite application fee. The Head of Department will have to forward your application to the concerned PIO. o Do not address your RTI application to the PIO by his name, just in case he gets transferred or a new PIO is designated in his place. Mode of Payment available with CPIO, the fees, and Contact person to receive the application. (In most of the cases the Assistant Chief Public Information officer, ACPIO or directly the CPIO). While filing an RTI application, the framing of the questions is very important. A slight misunderstanding or vague questions gives the PIO(Public Information Officer) a chance to reject your application. Follow these guidelines: Use a white sheet of paper to write an application. There is no need to using Notesheet, or the Court stamp paper. You can use your letter pad for asking for information. The matter can be hand written, or typed. There is no compulsion of typing the content. Make sure the application is legible and easy to read. There is no restriction on number of pages for asking information. There are also no restriction on number of questions that can be asked in one application. However, it is generally advisable to ask restrict one application with limited set of questions and generally related ones. Be very specific & ask to the point questions. Dont ask vague questions. Ask as many short questions as you like ,but dont ask for voluminous information. Ask information always by writing your name and signature, and not by your post, as only citizen have the right to information. Do not ask a question containing WHY. For example, questions like why you failed to pass the bill, is liable to be rejected for not covering under RTI Act.

 You can ask for reasons behind a administrative or a quasi-judicial decision under Section 4(1)(d), especially if you are a affected person If the information sought is voluminous, it is better to ask it in the form of CD to save on cost. Remember that, you do not need to write the reason for asking the information. Mention the payment details like BC/DD/IPO number, issuing bank/post office, date, cash receipt details , etc., towards the end of your application Public Authorities under the centre, states, legislatures and Supreme/High courts have framed separate rules for RTI. The amount of fees and the mode of payment varies and you should check the correct rules as applicable in your case.

Generally, you can deposit your application fee via: In person by paying cash [remember to take your receipt] By Post through: Demand Draft/BankersCheque. Indian Postal Order Money orders (only in some states) Affixing Court fee Stamp (only in some states) Some state governments have prescribed some head of account. You are required to deposit fee in that account. For that, you can either go to any branch of SBI and deposit cash in that account and attach deposit receipt with your RTI application. Or you can also send a postal order or a DD drawn in favor of that account along with your RTI application. If the department or administrative unit does not have a Accounts Officer, they are supposed to designate someone, as per DoPT circular

How to make a COMPLAINT under RTI Act? Complaints can be made against public authorities, Public Information Officers(PIO) and First Appellate Authority[FAA].The section 18 of the act empowers Central Information Commission [CIC] and also State Information Commissions [SICs] to enquire and take corrective steps in respect of majority of problems that the applicant/appellant may face in getting information to which he is entitled to under this act. SITUATIONS UNDER WHICH COMPLAINT CAN BE LODGED: 1. No PIO or APIO or FAA is appointed by public authority. 2. PIO/APIO/FAA has refused to receive application/appeal. 3. No reply is received from PIO & FAA within time limit fixed by the act. 4. Reply received from PIO is unsatisfactory, irrelevant, unreadable, misleading, unclear, false, incomplete etc. 5. Information has been wrongly and unjustifiably refused. 6. When applicant is required to pay fee/charges in excess of those prescribed in RTI rules applicable. 7. PIO/APIO is not accessible in person or by post and his whereabouts are not easily available/prominently exhibited. 8. Proactive disclosure under section 4 [1] has not been made or it is not made publicly available/accessible. 9. PIO/FAA has wrongly refused inspection of records of public authority or reasonable cooperation is not extended during inspection.

10. PIO, FAA or any other person directly/indirectly intimidates or ill-treats or pressurizes the applicant/appellant or restraints him from exercising his right under the act. 11. PIO/FAA disobeys orders of CIC/SIC. 12. Any other situation where the citizen has been wrongly restrained/refused access to information to which he is entitled under the act. 13. Any other violation of provisions of the act by public authority, PIO or FAA. How to lodge complaint 1. Complaints relating to information of central government public authorities are to be lodged with Central Information Commission [CIC], August Kranti Bhavan, Bhikaji Kama Place, NEW DELHI 110066. In case of information of public authorities of State Governments, complaints have to be lodged with respective State Information Commissions [SICs]. Details are available on official websites of State Governments. /State Information Commissions. Please visit http:// www.rtiindia.org/guide/ ORwww.rti.gov.in for state wise details. 2. CIC and some of SICs have prescribed minimum information or papers that must be submitted with the complaint. Some SICs have prescribed format for complaint. CIC does not charge any fee for complaints. Some SICs charge fees for this purpose. 4. There is no time limit for lodging complaint, but it is advisable to lodge the same within reasonable time of happening of cause for complaint. 5. Send copy of complaint to PIO/FAA simultaneous with CIC/SIC. At times PIO/FAA solves your problem before hearing at CIC/SIC. 6. Ask for punishment to PIO/FAA under the act and also claim compensation for not getting the information in time. 7. Information Commissions are vested with powers of Civil Courts in respect of summoning, enforcing attendance, giving evidence on oath, producing records, etc. 8. Complaint is in addition to Second/final Appeal available to applicants. 9. It is advisable to simultaneously approach head of the organization or govt. dept at capital-level [secretary/chief secretary] for his intervention. This may help get information. 10. After lodging complaint, please check from concerned website if the same is registered and registration number and status. 11. In case of information pertaining to life and liberty, the complaint should be conspicuously branded as Life & Liberty-Urgent so that priority is accorded for its disposal before it is too late. Follow-up through email is recommended if available with SIC. 12. CIC/SICs are flooded with appeals/complaints and there is huge pendency. Thus it may take 12 to 36 months before complaint is heard. 13. It is advisable to take free help from experienced RTI activists/NGO if locally available so that matter can be effectively and properly represented through complaint. The Shocking Truth about KFC - What Happens to the Unsold Chicken Parts
Some months ago, a rumor made its way across the Internet that fast-food chain KFC could no longer use the word chicken in the company name, as KFC products came from a creature genetically altered to the point it could no longer be classified Like much on the Internet, this story turned out to be an urban legend, with no basis in fact. Some think it may even have been put out by KFC itself, to detract attention from more harmful allegations, ones less easy to debunk, based as they are, in truth. My own research into KFC, in which I have uncovered things yet darker and more disturbing than any urban legend about genetically altered birds, would indicate this to be the case. Whatever the working practices KFC sells plenty of chicken; reported sales of $361.3 million for the last quarter of 2004 indicate 36 million birds killed. However, in the same period, KFC actually slaughtered 39 million chicken for their products; a discrepancy of three million chicken. It is reasonable to ask what happened to these three million chicken. Perhaps KFC staff are given chicken as a bonus for hard work. You will be unsurprised to find out this is not the case. In fact, I have it on good authority that many chicken are plucked and cooked for selling but not sold. Apparently the surplus is produced to ensure a constant chicken supply, albeit a certain amount of chicken goes to

waste. But is this really likely? Are we to believe one of the worlds most successful companies operates in this manner? Surely if KFC produced more chicken than it sold it would be unprofitable. Ensuring a constant supply of chicken is an implausible explanation for the chicken shortfall and can be dismissed. What then are we to make of this over-production of chicken?, The KFC website is very interesting. It tells us that the recipe for Kentucky Fried Chicken is a closely guarded secret, developed by KFCs founder, Colonel Sanders. According to KFC: For years, Colonel Harland Sanders carried the secret formula for his Kentucky Fried Chicken in his head and the spice mixture in his car. Today, the recipe is locked away in a safe in Louisville, Ky. Only a handful of people know that multi-million dollar recipe (and theyve signed strict confidentiality contracts) Today, security precautions protecting the recipe would make even James Bond proud.. Why so much security for a recipe for chicken? Surely anyone could discover the constituents using a simple chemical analysis of a KFC meal. Are the following procedures really necessary? .One company blends a formulation that represents only part of the recipe?. Another spice company blends the remainder. A computer processing system is used to safeguard and standardize the blending of the products, but neither company has the complete recipe. Even companies that create nuclear weapons dont have such high security. There is no chance that a mere recipe for creating chicken sauce could demand such procedures. Therefore we must assume that recipe is in fact a code word. To find out what it means, we must examine the personality of Colonel Sanders, founder of Kentucky Fried Chicken It is a well-known fact that one of Colonel Sanders favorite books was Mary Shellys Frankenstein. With this knowledge, the truth becomes clear. Colonel Sanders created a fast food chain merely as a front. The real purpose was to create life from inanimate matter. Recipe is clearly a code word for this procedure - a set of instructions for how to make a living Frankenstein Chicken from inanimate, cooked chicken parts. Never could Colonel Sanders have imagined his dream being realized on so vast a scale - millions of chicken a year created from unsold KFC baskets - a vast army of Frankenstein chicken. The

At a KFC Supplier of the Year slaughterhouse in West Virginia, workers were documented tearing the heads off live birds, spitting tobacco into their eyes, spray-painting their faces, and violently stomping on them.
