-------China blames terror camps in Pakistan as 20 killed in Xinjiang

Aug 1, 2011 WASHINGTON: China on Monday blamed "extremists" trained in terror camps in Pakis tan for orchestrating attacks on civilians in the troubled Xinjiang province, wh ere 20 people, including alleged militants, were killed in violent incidents ove r two days. While nine people were killed in a violent attack on Saturday, another 11, inclu ding five suspected militants, were killed in another attack on Sunday night. A statement by the Kashgar municipal government said militants trained by the E ast Turkistan Islamic Movement in Pakistan were responsible for the recent flar e up in violence. "A group of religious extremists led by culprits trained in overseas terrorist c amps were behind the weekend attack on civilians in China s far-western Xinjiang ," state run Xinhua news agency quoted the statement as saying. "Initial probe has shown that the heads of the group had learned skills of makin g explosives and firearms in overseas camps of the terrorist group East Turkista n Islamic Movement (ETIM) in Pakistan before entering Xinjiang to organise terro rist activities," it said. The Xinjiang region witnessed massive riots in 2009, when almost 200 people were killed in its capital Urumqi, following which China launched a major crackdown against Uyghur Muslim separatists. On July 18 this year, 14 "rioters" were killed when they reportedly attacked a p olice station and killed four people in the province s Hotan city. This is perhaps the first time that China has pointed fingers at its close ally Pakistan while referring to ETIM camps there. Xinjiang shares its borders with P akistan Occupied Kashmir (POK) and a lot of trade between China and Pakistan is routed through Kashghar as it is located close to the border. There was panic in Kashgar city after militants attacked a restaurant on Sunday evening before setting it on fire. The incident left six civilians and five mili tants dead. The attack came after nine people were killed in another incident on Saturday. While five suspects were shot dead by police on Sunday night, four others were caught. Fifteen persons, including three policemen, were injured in the attack, Xinhua reported. The regional publicity department said in a statement that a "group of armed ter rorists" broke into a restaurant in the city centre in Kashghar about 4 pm yeste rday and killed the restaurant owner and a waiter besides setting fire it. "They then ran out and hacked civilians indiscriminately, leaving four dead and 12 injured, while police and fire fighters were striving to put out the fire," i t said. Terming it a "premeditated terrorist attack", it said police opened fire and kil led four suspects at the scene, while another suspect died later in hospital. The area was cordoned off and traffic restrictions were imposed on major roads a nd squares. Many people were seen fleeing in horror from the downtown area as police cars, f

ire engines and ambulances whizzed by to tackle the second violent incident with in a day. The attacks resembled the 2009 riots and following up incidents in which Uyghurs had attacked Chinese Han settlers in Urumqi in what police called "a severely v iolent terrorism case" organised and premeditated by terrorist groups. A crackdown ensued by security forces on ETIM, which China accuses of fomenting trouble in the region, besides Uyghur leader Rebiya Kadeer, who lives in US in e xile. Yesterday s attacks were also reportedly directed against Han settlers, and the attacks left the mainland Chinese scared to do business in the province. http://timesofindia.indiatimes.com/world/china/China-blames-terror-camps-in-Paki stan-as-20-killed-in-Xinjiang/articleshow/9440242.cms -------Hindus struggle for marriage registration in Pakistan ANITA JOSHUA Aug 1, 2011 Faced with a double jeopardy vigilante attacks and a discriminatory legal framewor k this is not the best of times for any minority community in Pakistan to even d raw attention to itself, let alone make demands. But, fearing that silence would result in more loss of the already negligible space left for any kind of discou rse on minority issues, the Hindu community is quietly working with legislators to put in place a mechanism for registration of their marriages without which th ey cannot get the Computerised National Identity Card (CNIC). How little space there is left for such discourse was evident in May-end when Ji nnah Institute run by the former Federal Minister, Sherry Rehman who, herself, i s a target of fundamentalists for having spoken up for minorities launched its r eport: A Question of Faith: A Report on the Status of Religious Minorities in Pak istan. The domestic media described at that meeting as a lynch mob by Ali Dayan Hasan of Human Rights Watch was kept out so that minority leaders could speak without fea r. Even then attendance was thin. And hope in Jinnah s Pakistan waning. So much so that one member of the Hindu community spoke out in exasperation at f requent references to how Pakistan had moved far away from the vision of foundin g father Mohammad Ali Jinnah and his August 11, 1947 speech. Referring to that s peech of Jinnah s, in which he said: You are free; free to go to your templesYou m ay belong to any religion or caste or creed that has nothing to do with the busi ness of the state, the young man said: Apart from these four lines, what direction did Jinnah give for the future of minorities in this country. No one had an answer and the minorities present in the room did not expect one. Though some members of the various minority communities have over the years migr ated to other countries, this is not an option for a greater segment of the popu lation, which is what keeps people like Ramesh Jaipal, chairman of the Scheduled Castes Rights Movement (SCRM), working at mobilising opinion to change the disc riminatory legal framework. Presently, the focus of the Hindu community is to get a Hindu Marriage Registrat ion Bill passed so that some basic issues particularly getting the CNIC can be a

ddressed. The community has been partly encouraged by the Supreme Court taking s uo motu notice of the plight of a Hindu woman, who was denied a CNIC because she could not furnish a marriage registration certificate. The court intervened in 2009 and also directed the government to address this loophole. Delays in getting a CNIC are commonplace, but the card is required for practical ly every single transaction and entitlement, including the right to vote. Even s omething as routine as a hotel booking for a married couple is an uphill task wi thout a CNIC. They can be subjected to abuse or ridicule as their relationship i s challenged. Besides, there are cases of men abandoning their wives because just as the legal ity of the marriage can be contested by anyone, in the absence of a legal docume nt, the spouse has no instrument with which to enforce the social contract eithe r. And, in case of domestic violence, a woman cannot file a complaint against he r husband in the absence of documentary evidence establishing the relationship. While Muslims have the nikahnama and there is the certificate of marriage issued by parishes to Christians, other minority communities have no such document wit h legal sanctity. The Sikh grievance in this regard has been recently addressed with the government directing the National Database and Registration Authority ( NADRA) which issues the CNIC to accept the Annand Karraj (marriage certificate i ssued by gurdwaras) to verify marriages. But, the Hindus the largest minority community in Pakistan continue to struggle. They are widely recognised as the most disadvantaged of minority groups because they are seen as an extension of the Indian state and made to face the brunt of i nstitutional hostility towards India. In fact, the Hindus of Sindh which account s for 94 per cent of the four million-strong community in Pakistan recall how th ings took a turn for the worse for them after the Babri Masjid demolition. Sindh , which did not see Partition riots, took the flak following the Babri Masjid de molition. While the Rahim Yar Khan-based SCRM has drafted and submitted a bill for marriag e registration on the Indian model, similar efforts have been made in Sindh also . According to the president of the Hindu Panchayat (Karachi Division), Amarnath , the federal government had contacted organisations representing the Hindu comm unity to come up with suggestions. Hopeful of the like his have measure. But, eir acceptance issue being resolved by year-end, Mr. Amarnath said organisations been issuing marriage certificates to Hindu couples as a stop-gap he adds, because such certificates have no government backing, th is contingent upon the whims of the authorities.

Ammar Qorabi, who heads the National Organisation for Human Rights, reported the toll and also said army attacks across the country on Sunday killed at least 14 0 people and wounded dozens more.

Top tribal leader arrested Syrian forces have arrested Shaikh Nawaf Al Bashir, head of the main Baqqara tri be in rebellious Deir Al Zor province and a prominent figure in the campaign aga inst President Bashar Al Assad, opposition sources told Reuters on Sunday. Secret police agents arrested Bashir, who commands the loyalty of an estimated 1 .2 million Baqqara, in Ein Qirsh district of Damascus on Saturday afternoon, the y said. Hours before his arrest Bashir told Reuters he was striving to stop armed resist ance to a military assault on the provincial capital of Deir Al Zor and to convi nce inhabitants to stick to peaceful methods, despite killings by security force s. Earlier reports Earlier, Rami Abdul Rahman of the Britain-based Syrian Observatory for Human Rig hts reported a death toll in Hama of 45, but said that number could rise because of the number of seriously wounded and a lack of medical supplies. There were scores of wounded people and a shortage of blood for transfusions, he said by telephone from the city, which has a population of around 700,000. "Tanks are attacking from four directions. They are firing their heavy machinegu ns randomly and overrunning makeshift road blocks erected by the inhabitants," h e said by phone, the sound of machinegun fire crackling in the background. "The casualties are higher. There are bodies uncollected in the streets," said a nother resident, adding that snipers had climbed onto the roofs of the state-own ed electricity company and the main prison. Al Assad is attempting to crush an uprising against his 11-year rule that broke out in March, inspired by Arab Spring revolutions in Tunisia and Egypt, and ha s spread across the country. Syrian authorities have expelled most independent journalists, making it difficu lt to verify reports of fighting. Hama was the scene of a massacre in 1982 when Al Assad s father, the late presid ent Hafez Al Assad, sent his troops to crush an Islamist-led uprising, razing wh ole neighbourhoods and killing up to 30,000 people in the bloodiest episode of S yria s modern history. The US ambassador to Syria, Robert Ford, visited the city earlier this month in a gesture of international support for what he described as peaceful pro-democra cy demonstrations. Turkish Prime Minister Tayyip Erdogan, once one of Al Assad s main allies, said in May that "we do not want to see another Hama massacre", and warned the 45-yea r-old president that it would be hard to contain the consequences if it were rep eated. The Syrian leadership blames "armed terrorist groups" for most killings d uring the revolt, saying that more than 500 soldiers and security personnel have been killed. An activist group, Avaaz, said in a report last week that Syrian security forces had killed 1,634 people in the course of their crackdown, while at least 2,918 had disappeared. Another 26,000 had been arrested, many of whom were beaten and tortured, and 12,617 remained in detention, it said.

The students accused the officials of discrimination in the selection of high sc hool graduates for various university programs. They broke doors and poured into the administrative offices. Saudi Minister of Higher Education Khaled al-Anqari played down the protest gath ering by the female students and called it a rush. The minister asked the girls an d their parents to be patient. According to the report, the agreement could prove to be the most controversial of a string of such US deals in recent years. According to State Department officials, US plans to hold exploratory talks in Riyadh this week to gauge Saudi objectives behind their interest in a civilian nuclear deal. US also wants to explore whether the Saudi government will accept restrictions t o ensure its nuclear fuel is used purely for civilian purposes, the Christian S cience Monitor report said, quoting congressional sources. US has recently concluded civilian nuclear trade deals, also-called 123 agreemen ts, with India and is in advanced discussions with Jordan, Vietnam and South Kor ea. But Saudi Arabia s interest in such an accord has raised intense suspicions, par ticularly in the US Congress. "There aren t many countries you could come up with where people would be more e nergised in opposition to this kind of cooperation than this one," one House sta ffer who was informed on the administration s planned talks, was quoted as sayin g. "It s an unstable country in an unstable region, and - fairly or unfairly - peop le think 9/11 when they think of Saudi Arabia. It would be an extremely hard sel l," said the staffer on condition of anonymity..

The State Department first announced that Saudi Arabia s interest in gaining acc ess to US nuclear technology for "medicine, industry, and power generation" in M ay 2008. US-Saudi relations have become considerably rockier since then, and some regiona l experts say it is important to keep that in mind when considering why the admi nistration is proceeding with exploratory talks now. http://timesofindia.indiatimes.com/world/middle-east/US-mulls-India-type-123-nuc lear-pact-with-Saudi-Arabia/articleshow/9442302.cms -------Healing touch: Indian, Pak docs join hands on key issues Aug 1, 2011 New Delhi: Opening a new avenue for synergy,Aman Ki Asha (AKA) a joint peace ini tiative between the Times of India and the Jang group of Pakistan moved to a hig her level of cooperation with a one-day meeting in which health committees of do ctors, ministry officials and representatives of pharmaceutical companies resolve d to collaborate on certain core issues facing the two countries. US mandarins said the station chief, who cannot be named under American secrecy l aws, left due to an illness, but officials from both sides dropped enough hints to suggest his exit was part of a broader ailment afflicting intelligence cooperat ion between the two sides, including a widening trust deficit. The departing station chief served just over seven months in Islamabad in what a ppears to have been a turbulent period in the relationship starting with the Ray mond Davis episode,in which a CIA contractor shot his way out of trouble by kill ing two Pakistanis. The station chief, then new to his post,is said to have played a key role in pres suring Pakistan into releasing Davis, who returned to US in exchange for blood mo ney to the relatives of the victims. From that time onward, ties between the chief spook and his US counterpart went downhill. The raid that killed Osama a few wee ks later,in which the station chief also played an important role by developing local CIA assets,is said to have further enraged the Pakistanis. The CIA operative also appears to have fallen victim to the turf war between the CIA and state department.US officials suggested to media outlets that the stati on chief did not develop good ties with his Pakistani counterparts, implicitly bl aming him for the deteriorating relationship. Television footage obtained by Reuters showed rebels making quick advances on Sa turday, firing machineguns and engaging in close combat fighting with forces loy al to Muammar Gaddafi on the eastern outskirts of the town. Government soldiers retaliated early on Sunday, pushing the rebels back slightly . Overall, the rebels are 3 km (two miles) closer to Zlitan than they have been for the past 10 days. Sensing an opportunity to break the stalemate, rebels pounded Gaddafi loyalists with mortars throughout the day and sent more fighters to the frontline in a bid to overrun their defences. But 14 fighters were killed and more than 20 were wo unded on Sunday the highest death toll in the past few weeks of fighting around rebel-held Misrata. The war is now a street war, not a war fought in open spaces. What we need now is to organise our frontline completely, said local rebel commander Areesh Aafi, st anding among bullet casings scattered across a rebel base near the front. We took some equipment and vehicles from Gaddafi forces, he said. Capturing Zlitan would raise flagging rebel morale following months of stalemate across Libya. -------India dances to music of diplomacys item number Ravi Shankar Etteth Aug 1, 2011 It is important the government of India immediately set up a committee to study the Hina Effect. Maybe even a JPC. Pakistans shapely new foreign minister, the fa shionable 34-year-old Hina Rabbani Khar, sent the Indian media into orgiastic de lirium. For two days, Pakistan was forgiven for all its transgressions. All that mattered was Hina, in blue tunic pants and chiffon veils draped over dark hair with copper tints, the Asian equivalent of an It Girl casually tying a Dior scar f around her wrist. The first Pakistani fashion icon to visit India was Benazir Bhutto, when in 1972 she accompanied her father Zulfikar Ali Bhutto who signed the Simla Agreement w ith Indira Gandhi. While Benazir had political lineage, Hina behaved more like a visiting rockstar than a politician. Her strolls along the Mall, Oxford accent and coltish grace charmed India. In one mascara stroke, foreign policy chic has become Pakistans new weapon. In the process, it turned Indo-Pak relations into a mockery. We sent you Ajmal Amir Kasab and he killed hundreds of Indians. Now weve sent Hina Rabbani Khar with killer looks as a CBMa Couture Building Measure. It was as if the 34-year-old had spiked the collective adrenaline of Indias policymakers and rendered them colour blind. Despite shallow declarations of entering a new era, there is nothing in the joint communiqu issued after talks between the two foreign ministers that India had man aged to extract any tangible concession from Pakistan in its war against terror. On the other hand, Khar seems to have staged a diplomatic coup of sorts in her maiden sojourn to India and outwitted and bewitched her supposedly seasoned coun terpart, S M Krishna. This is not surprising. For Indias Pakistan policy continue s to be held hostage to the present Prime Minister Manmohan Singhs fixated obsess ion for peace with Pakistan at any cost. In strategic and political realistic term inology it amounts to Pakistan appeasement. The generation of Indians in their 60s and 70s may find it galling that they are being reduced to mute spectators of such a knee-jerk policy. The prime minister has not deigned it fit to explain to the people as to what strategic gains accr ue to India by going out of the way to appease our hostile neighbour. With an ad versarial Pakistan, whose political governance and foreign policy is dictated by

the India-hostile fixation and military adventurism of the Pakistan Army, Indias Pakistan policy leaves no scope or space for political idealism. For decades af ter 1947, India has withstood external coercion on Kashmir and Pakistan even whe n it was comparatively more vulnerable strategically, militarily and economicall y. Now that it is an emerging economic power and has acquired a greater clout in the changing global scenario, there is no justifiable reason for Manmohan Singh to succumb to external pressure and imperil Indias national interest. Three drivers were among the five persons injured in the attack in Khairpur dist rict of Sindh province, police said. The injured were taken to a nearby hospital . Doctors said two drivers were hit by bullets. According to police, the incident took place late last night.

The suspected militants fired at the oil tankers, which were going from the port city of Karachi to the northwestern city of Peshawar, and then torched them. The flames from the tankers spread in minutes and burnt a roadside hotel and thr ee shops. Traffic was suspended on the National Highway. Fire tenders, facing problems because of the huge flames, managed to extinguish the fire after five hours, witnesses said. Footage on TV showed the tankers burning on the highway. The suspected militants fled after the attack. No group claimed responsibility for the incident. Police launched a search to apprehend the attackers but no one was arrested till this morning. Attacks by suspected militants on NATO trucks are common in Pakistan s restive n orthwest and southwest but such attacks are rare in Sindh province. The tankers cross into Afghanistan via the Torkham land border crossing. Hundreds of tankers and trucks pass through Pakistan every day, carrying oil and other supplies for some 150,000 foreign forces in Afghanistan. Suspected militants routinely attack the NATO supply vehicles in Pakistan. This has forced the US to strike deals with Russia and some Central Asian states for alternate supply routes. Pakistan is the shortest supply route to Afghanistan and officials say around 70 per cent of items required by the NATO forces are supplied through the country. http://www.indianexpress.com/news/militants-set-10-nato-tankers-on-fire-in-pakis tan/825414/ -------US Muslim: From Sept 11 detainee lawyer to judge Aug 01 2011 Paterson (New Jersey) : As the rubble of ground zero smouldered in the months af ter the Sept. 11, 2001, terrorist attacks, the investigation was just as hot acr oss the Hudson River in New Jersey. Admiral Mike Mullen, chairman of the US militarys Joint Chiefs of Staff, travelle d earlier in the day to eastern Afghanistan where Haqqani militants are attackin g US forces. The overall goal has been to make it much more difficult for the Haqqani network to penetrate directly in what has previously been called sort of this jet stream b etween Pakistan, right through Khost (province) into Kabul, Mullen told a news co nference in the Afghan capital. And it is more difficult (now). Pakistans intelligence agency has long been suspect ed of maintaining ties to the Haqqani network, cultivated during the 1980s when Jalaluddin Haqqani was a feared battlefield commander against the Soviet Union i n Afghanistan. Based in Pakistans North Waziristan area on the Afghan border, Haqqani refrains f rom attacking the Pakistani state, and critics say Islamabad sees the network as a lever to maintain influence in any future political settlement in Afghanistan . Mullen has in the past has accused Pakistani intelligence of having a longstandin g relationship with Haqqani faction, one of the deadliest groups fighting US troo ps in Afghanistan. Bells of freedom hushed in Sudan press crackdown Aug 1, 2011 Fears of tighter press freedom in the wake of South Sudans secession are proving justified with several Sudanese newspapers closed this month and numerous journa lists on trial. On July 8, a day before the south declared formal independence from the north, t he authorities in Khartoum cancelled the licences of six newspapers, including p opular Arabic daily Ajras Al-Hurriya (Bells of Freedom). Officially, the papers were shut down because they of their part ownership by so utherners, who are no longer Sudanese nationals as required by Sudans press law, according to Al-Obeid Meruh, secretary general of the Press Council. Meruh says he instructed the papers to close, with the order coming down from th e presidency through the information ministry. This was not because of a decision to restrict press freedom. The 2009 press act does not allow foreigners to be a part of the ownership of newspapers, he told AF P. On July 9, every southern became the citizen of another state If they had tran sferred ownership to the northern shareholders before July 9, they would not hav e been suspended, he said. Unfortunately it is now too late, because the order whe n we received it was to cancel permission to publish, he said.
