Aug 1, 2011 WASHINGTON: China on Monday blamed "extremists" trained in terror camps in Pakis tan for orchestrating attacks on civilians in the troubled Xinjiang province, wh ere 20 people, including alleged militants, were killed in violent incidents ove r two days. While nine people were killed in a violent attack on Saturday, another 11, inclu ding five suspected militants, were killed in another attack on Sunday night. A statement by the Kashgar municipal government said militants trained by the E ast Turkistan Islamic Movement in Pakistan were responsible for the recent flar e up in violence. "A group of religious extremists led by culprits trained in overseas terrorist c amps were behind the weekend attack on civilians in China s far-western Xinjiang ," state run Xinhua news agency quoted the statement as saying. "Initial probe has shown that the heads of the group had learned skills of makin g explosives and firearms in overseas camps of the terrorist group East Turkista n Islamic Movement (ETIM) in Pakistan before entering Xinjiang to organise terro rist activities," it said. The Xinjiang region witnessed massive riots in 2009, when almost 200 people were killed in its capital Urumqi, following which China launched a major crackdown against Uyghur Muslim separatists. On July 18 this year, 14 "rioters" were killed when they reportedly attacked a p olice station and killed four people in the province s Hotan city. This is perhaps the first time that China has pointed fingers at its close ally Pakistan while referring to ETIM camps there. Xinjiang shares its borders with P akistan Occupied Kashmir (POK) and a lot of trade between China and Pakistan is routed through Kashghar as it is located close to the border. There was panic in Kashgar city after militants attacked a restaurant on Sunday evening before setting it on fire. The incident left six civilians and five mili tants dead. The attack came after nine people were killed in another incident on Saturday. While five suspects were shot dead by police on Sunday night, four others were caught. Fifteen persons, including three policemen, were injured in the attack, Xinhua reported. The regional publicity department said in a statement that a "group of armed ter rorists" broke into a restaurant in the city centre in Kashghar about 4 pm yeste rday and killed the restaurant owner and a waiter besides setting fire it. "They then ran out and hacked civilians indiscriminately, leaving four dead and 12 injured, while police and fire fighters were striving to put out the fire," i t said. Terming it a "premeditated terrorist attack", it said police opened fire and kil led four suspects at the scene, while another suspect died later in hospital. The area was cordoned off and traffic restrictions were imposed on major roads a nd squares. Many people were seen fleeing in horror from the downtown area as police cars, f

The attacks resembled the 2009 riots and following up incidents in which Uyghurs had attacked Chinese Han settlers in Urumqi in what police called "a severely v iolent terrorism case" organised and premeditated by terrorist groups. A crackdown ensued by security forces on ETIM, which China accuses of fomenting trouble in the region, besides Uyghur leader Rebiya Kadeer, who lives in US in e xile. But, fearing that silence would result in more loss of the already negligible space left for any kind of discou rse on minority issues, the Hindu community is quietly working with legislators to put in place a mechanism for registration of their marriages without which th ey cannot get the Computerised National Identity Card (CNIC). How little space there is left for such discourse was evident in May-end when Ji nnah Institute run by the former Federal Minister, Sherry Rehman who, herself, i s a target of fundamentalists for having spoken up for minorities launched its r eport: A Question of Faith: A Report on the Status of Religious Minorities in Pak istan. The domestic media described at that meeting as a lynch mob by Ali Dayan Hasan of Human Rights Watch was kept out so that minority leaders could speak without fea r. Even then attendance was thin. And hope in Jinnah s Pakistan waning. So much so that one member of the Hindu community spoke out in exasperation at f requent references to how Pakistan had moved far away from the vision of foundin g father Mohammad Ali Jinnah and his August 11, 1947 speech. Referring to that s peech of Jinnah s, in which he said: You are free; free to go to your templesYou m ay belong to any religion or caste or creed that has nothing to do with the busi ness of the state, the young man said: Apart from these four lines, what direction did Jinnah give for the future of minorities in this country. No one had an answer and the minorities present in the room did not expect one. Though some members of the various minority communities have over the years migr ated to other countries, this is not an option for a greater segment of the popu lation, which is what keeps people like Ramesh Jaipal, chairman of the Scheduled Castes Rights Movement (SCRM), working at mobilising opinion to change the disc riminatory legal framework. Presently, the focus of the Hindu community is to get a Hindu Marriage Registrat ion Bill passed so that some basic issues particularly getting the CNIC can be a

ddressed. The community has been partly encouraged by the Supreme Court taking s uo motu notice of the plight of a Hindu woman, who was denied a CNIC because she could not furnish a marriage registration certificate. The court intervened in 2009 and also directed the government to address this loophole. Delays in getting a CNIC are commonplace, but the card is required for practical ly every single transaction and entitlement, including the right to vote. Even s omething as routine as a hotel booking for a married couple is an uphill task wi thout a CNIC. They can be subjected to abuse or ridicule as their relationship i s challenged. Besides, there are cases of men abandoning their wives because just as the legal ity of the marriage can be contested by anyone, in the absence of a legal docume nt, the spouse has no instrument with which to enforce the social contract eithe r. And, in case of domestic violence, a woman cannot file a complaint against he r husband in the absence of documentary evidence establishing the relationship. While Muslims have the nikahnama and there is the certificate of marriage issued by parishes to Christians, other minority communities have no such document wit h legal sanctity. The Sikh grievance in this regard has been recently addressed with the government directing the National Database and Registration Authority ( NADRA) which issues the CNIC to accept the Annand Karraj (marriage certificate i ssued by gurdwaras) to verify marriages. But, the Hindus the largest minority community in Pakistan continue to struggle. They are widely recognised as the most disadvantaged of minority groups because they are seen as an extension of the Indian state and made to face the brunt of i nstitutional hostility towards India. In fact, the Hindus of Sindh which account s for 94 per cent of the four million-strong community in Pakistan recall how th ings took a turn for the worse for them after the Babri Masjid demolition. Sindh , which did not see Partition riots, took the flak following the Babri Masjid de molition. While the Rahim Yar Khan-based SCRM has drafted and submitted a bill for marriag e registration on the Indian model, similar efforts have been made in Sindh also . According to the president of the Hindu Panchayat (Karachi Division), Amarnath , the federal government had contacted organisations representing the Hindu comm unity to come up with suggestions. Hopeful of the like his have measure. But, eir acceptance issue being resolved by year-end, Mr. Amarnath said organisations been issuing marriage certificates to Hindu couples as a stop-gap he adds, because such certificates have no government backing, th is contingent upon the whims of the authorities.

Syrian authorities have expelled most independent journalists, making it difficu lt to verify reports of fighting. Police and rescue officials confirmed that 10 more people were killed today in t he highly volatile areas of Orangi Town, Lyari, Landhi and Gulistan-e-Jauhar. Fifteen people have been killed since yesterday, with firing incidents and viole nce reported from several areas of the city. Among the dead were political activ ists of different parties. The violence continued as activists and supporters of the Pakistan Peoples Party (PPP), the Muttahida Qaumi Movement ( MQM)), the Awami National Party (ANP) and others held a peace walk in the upmarket Clifton area. Prime Minister Yousuf Raza Gilani also visited the city to show solidarity with the peace march. Activists held white flags and chanted slogans of peace in Karachi and jeevay Pakistan (long live Pakistan), as they marched for peace. The highly publicise d event was also attended by personalities from the film, television and sports world. However, violence could not be controlled in several parts of the city. A number of female students gathered outside King Abdulaziz University in the we stern city of Jeddah on Saturday to protest refusals by university officials to grant them admission.

The students accused the officials of discrimination in the selection of high sc hool graduates for various university programs. They broke doors and poured into the administrative offices. Saudi Minister of Higher Education Khaled al-Anqari played down the protest gath ering by the female students and called it a rush. The minister asked the girls an d their parents to be patient. University officials are striving to provide the programs chosen by the applicant s, al-Anqari said. Similar protests have recently been held in universities in the capital Riyadh a nd the southwestern city of Abha. There have also been reports of protests in th e Umm al-Qura University in Mecca and Taibah University in Medina. Most of the protesting students complain that the admission procedures are unfair and favoritism plays a major role in obtaining a university seat. According to the report, the agreement could prove to be the most controversial of a string of such US deals in recent years. According to State Department officials, US plans to hold exploratory talks in Riyadh this week to gauge Saudi objectives behind their interest in a civilian nuclear deal. US also wants to explore whether the Saudi government will accept restrictions t o ensure its nuclear fuel is used purely for civilian purposes, the Christian S cience Monitor report said, quoting congressional sources. US has recently concluded civilian nuclear trade deals, also-called 123 agreemen ts, with India and is in advanced discussions with Jordan, Vietnam and South Kor ea. But Saudi Arabia s interest in such an accord has raised intense suspicions, par ticularly in the US Congress. "I will complete Alim (equivalent to graduation) degree course from a madrassa. It is affordable and will provide an opportunity to enrich my knowledge," 19-yea r-old Sanjay, the son of a Hindu trader in Bettiah district, told IANS. Sanjay took the plunge after topping the Class 12 Maulvi examination conducted b y the Bihar Madrassa Education Board in the non-Muslim category this year. Sanam Kumari, 18, a Dalit girl, also joined a madrassa after she secured third r ank in Maulvi exam.

Ameneh Bahrami lost her sight in ace after she spurned his offers i to be blinded in both eyes for e of retribution permitted under 2004 when Majid Mohavedi poured acid onto her f of marriage. In 2008, a court sentenced Mohaved taking away Bahrami s sight, using the principl Iran s Islamic law.

"I have been trying for seven years to get the qisas (retribution) sentence, but today I decided to pardon him, "Ameneh was quoted as saying by the ISNA news ag ency. Ameneh said the international interest in the case was one reason for deciding t o drop her demand for the sentence of retribution to be carried out. "It seemed like the entire world was waiting to see what we did," she said. Rights group Amnesty International urged Iran not to inflict the punishment. The concept of qisas also applies to other crimes in Iran, such as murder. A victim s family can demand the death of a convicted murderer or commute the sentence i n return for financial compensation from the criminal. Two missiles fired by the drone hit the vehicle in Azam Warsak, 15 kilometres we st of Wana, the main town of the South Waziristan region, where Pakistans militar y has been fighting militants for two years.

At least four militants were killed in the strike, a local security official told AFP. The latest US drone attack was the first since July 12, when missiles hit a comp ound and a vehicle in the North Waziristan tribal region, killing at least six m ilitants. Nazim Rashid, son of a retired police inspector, Abdul Rashid Shalla, was picked up by the Special Operation Group (SOG) of J&K police on Saturday evening for i nterrogation. The police had said that Nazim Rashid was required in connection w ith the case of a labourer, Mohammad Ashraf, who was killed by some unidentified gunmen last week. According to an official statement, in-charge of the police component Sopore, su b-inspector Dilbagh Singh and two constables were placed under suspension on Sun day. The suspected militants fired at the oil tankers, which were going from the port city of Karachi to the northwestern city of Peshawar, and then torched them. The flames from the tankers spread in minutes and burnt a roadside hotel and thr ee shops. Traffic was suspended on the National Highway. Fire tenders, facing problems because of the huge flames, managed to extinguish the fire after five hours, witnesses said. Footage on TV showed the tankers burning on the highway. The suspected militants fled after the attack. No group claimed responsibility for the incident. Police launched a search to apprehend the attackers but no one was arrested till this morning. Attacks by suspected militants on NATO trucks are common in Pakistan s restive n orthwest and southwest but such attacks are rare in Sindh province. Student alleges sexual harassment by teacher in Chittagong, Bangladesh Aug 1, 2011 A student of class ten in a written complaint to the UNO alleged that her school s acting headmaster has harassed her sexually in his house at Keonchia village in Satkania upazila of the district. Police said the girl made complaint on July 27 for taking action against the tea cher of Chadaha Keonchia High School. The schoolgirl alleged that the teacher used to attempt to rape her when she wen t to his house to take private lessons. He also made a video clipping taking her to his bathroom, she alleged. A team of local administration and police yesterday visited Keonchia village of the teacher and the girl to probe into the allegation, said sources.
