The research and analysis is required to assist government in determining whether the current regulated minimum piece rates are working for employers and employees. - For each of the 15 crops to which the minimum regulated piece rates apply, the contractor will develop a "crop profile" that includes information on the workforce, work processes, labour and production costs and product pricing over time, and the use of piece rates. - The contractor will prepare a report that includes the methodology and data/information that was used, the crop profiles and an overview of key findings and conclusions. The services will be provided for the Assistant Deputy Minister's Office, Labour Programs,Victoria, British Columbia. The total value of this contract is anticipated to not exceed $52,000.00 plus expenses for services provided to October 31, 2011.

The Ministry has chosen not to call for proposals at this time: - To facilitate a decision for the Fall of 2011, the ministry does not have the time to undertake a call for proposal process at this time. - The proposed contractor has extensive experience with the agricultural sector and the ability to deliver the requested services within government's timeframe. Service providers wishing to object to this decision must contact Karen Clunn, Executive Coordinator, by facsimile at 250-356-5186 on or before 2:00 p.m. local time August 12, 2011, presenting in writing, specific reasons for their objection. If justified, the Assistant Deputy Minister's Office, Labour Programs will convene a meeting with Ministry representatives and the service providers to receive representations concerning this contract. A service provider's ability to offer the services resulting in the same or better solutions at the same or a lower cost in the same time frame will be the key criterion with regard to the consideration of objections.
