Introduccin
El presente resumen de estudios tiene como propsito presentar los principales hallazgos que en el tema del Impacto del Tratado de Libre Comercio de Centro Amrica con Estados Unidos han elaborado las principales Agencias y Organismos Internacionales para las economas de la regin. El presente resumen se ha dividido en cinco secciones: la primera, Lista de Impactos CAFTA, presenta los principales resultados cuantitativos que muestran los diferentes estudios; la segunda, Factores Potenciales, resalta algunos de los factores crticos que pueden potenciar las ganancias derivadas de la Implementacin del Tratado; tercera, Hechos Relevantes, presenta algunas consideraciones relacionadas al mbito multilateral OMC- y las experiencias de Mxico bajo el NAFTA; cuarta, Evaluacin del Potencial Econmico del CAFTA por USA, donde la Comisin de Comercio Internacional de Estados Unidos presenta los resultados para de Centro Amrica como regin en las cuales se puede desagregar los efectos para el pas; la seccin quinta, es un apndice estadsticos de las principales resultados de la economa y el comercio exterior de El Salvador para el perodo 1999-2004 y finalmente la ltima seccin, un Anexo No.1, que describe el Comercio Exterior con cada Estado de los Estados Unidos de Amrica. Los clculos y resultados de dichas investigaciones fueron presentados por cada Agencia y Organizacin Internacional a las que se hace referencia en el presente resumen. Los documentos fuentes de los comentarios, clculos y tablas se indican en pie de pgina o al final del resumen en la seccin de bibliografa.

Lista de Impactos CAFTA


Banco Mundial:
1. Un mtodo simple para cuantificar efectos potenciales de CAFTA1 es asumir que conducir a los flujos comerciales ms alto (como % del GDP) siguiendo la experiencia mexicana. Usando el modelo del crecimiento Loayza (2002), primero se asume que El Salvador alcanzar en el 2010 la magnitud de apertura comercial (corregida para los factores nopolticos tales como: superficie, poblacin y PIB per capita) que Mxico2 alcanzo en el perodo 1996-1999. En NAFTA el flujo comercial en ambos lados de la frontera creci rpidamente incrementando la apertura comercial en 20 puntos del PIB entre 1994 a 2002. En este escenario, la tasa de crecimiento del El Salvador proyectada para la dcada es de 0.75% adicional anual.

2. En el Memoradum Econmico de El Salvador se seala que el pas muestra un sector industrial manufacturero relativamente desarrollado para su nivel de ingreso y maneja exportaciones por una cantidad substancialmente mayor a la de sus socios regionales (especialmente Guatemala). El comercio con los Estados Unidos esencialmente se compone los productos del maquila de la ropa de (casi 90% de exportaciones en 2001) y las exportaciones tradicionales 3.1% (principalmente caf). Para cuantificar el efecto potencial de la eliminacin de las tarifas de Estados Unidos en las exportaciones salvadoreas, se utilizo el anlisis de equilibrio parcial y las estimaciones de las elasticidades para mercados especficos proporcionadas por el software SMART, los resultados se muestran en el siguiente Tabla. La ganancia potencial estimada para El Salvador en CAFTA es de un incremento del 21.4% en las Exportaciones a Estados Unidos por un monto de $355.5 millones de dlares adicionales de la posicin actual (2001) de $1,664.3 millones, tal y como se muestra en la Tabla No.23

La estimacin utiliza las tarifas que son corregidas por los ndices 2001 de la utilizacin de las preferencias de la ICC (es decir, la parte de las importaciones de Estados Unidos provenientes de El Salvador que gozan realmente del tratamiento de tarifa cero para la entrada de cada artculo). Adems, los resultados reflejan un panorama donde todos los pases de Centro Amrica tienen acceso de tarifa cero a los Estados Unidos. Segn lo esperado, los resultados sugieren que los aumentos esperados se concentran en el sector de la ropa. Los aumentos del comercio como ganancia del CAFTA son del orden de $182 millones (crecimiento del 15%) para el captulo 61 y $161 millones (crecimiento del 39%) para el captulo 62, asumiendo que no hay restricciones significativas en la capacidad de produccin. Aumentos absolutos ms pequeos tambin se esperaran para otros captulos como: el calzado, los artculos del cuero y el algodn. Los resultados de las estimaciones de equilibrio parcial requieren una interpretacin cuidadosa. Mientras que el uso de los ndices de la utilizacin de las preferencias comerciales es mejor que el anlisis tradicional de ganancias potenciales en maquila, las simulaciones no pueden ocuparse fcilmente debido a la estructura complicada de las restricciones asociadas a las reglas de origen utilizadas en el Tratado para esta industria. El gran potencial para la ampliacin de las exportaciones de maquila salvadorea reside en un relajamiento de las normas de origen actuales.

3. Un estudio reciente de Hilaire y Yang4 sobre la poltica americana de establecer tratados de libre comercio con sus socios comerciales alrededor del mundo analiza los impactos sobre el comercio, el crecimiento econmico y los trminos de intercambio varios Tratados Comerciales, incluyendo el CAFTA, as como analizan el posible impacto sobre los beneficios del CAFTA de la eliminacin de cuotas de importacin de Estados Unidos bajo el Acuerdo General de Textiles y Ropa de la OMC. Los Estados Unidos son un factor clave para las exportaciones de Centro Amrica y muchos de sus productos entran ya bajo arreglos preferenciales tales como la ICC, pero las barreras son an altas para productos textiles y agrcolas. Las estimaciones bsicas indican que existe un aumento importante del bienestar para los pases de Centro Amrica en su conjunto, debido a la implementacin del Tratado de Libre Comercio con los Estados Unidos, por un monto de 3,860 millones de dlares que representan un aumento del PIB regional cercano al 1.5 por ciento; el resultado para los Estados Unidos es tambin positivo pero mucho ms pequeo, tal y como se muestra en la Tabla No.3.

Una fuente principal de las ganancias del CAFTA es el aumento en las ventas de textiles y ropa, as como las cosechas agrcolas y productos procesados, que es ms alta que la diversificacin comercial de Japn, el resto de Asia y de Europa en maquinaria y equipos. La tasa de crecimiento encontrada para las exportaciones de Centro Amrica para Estados Unidos fue de 50% para los prximos aos. Sin embargo, debe hacerse notar que las exportaciones Mexicanas se duplicaron al finalizar el tercer ao de implementacin del NAFTA, cuyo principal destino era Estados Unidos. Adems, alguna creacin de comercio habr desde Estados Unidos hacia Centro Amrica en aquellas industrias que producen con altos costos de produccin. Cada pas fuera del CAFTA perder algn grado de comercio con Estados Unidos.

Los resultados apoyan claramente la nocin de que el Tratado de Libre Comercio entre Estados Unidos y Centro Amrica podr ayudar a integrar la industria textil y confeccin en Centro Amrica quienes liderarn la expansin del comercio. Al mismo tiempo, se prev que la eliminacin de cuotas de textil y confeccin de Estados Unidos pone en peligro el desempeo del sector como un motor del crecimiento econmico. Da la importancia de este sector para Centroamrica, se elaboraron estimaciones de dicho impacto sobre los beneficios del CAFTA. Los resultados demuestran que, mientras que el aumento del bienestar del CAFTA podran disminuir, todava sera positivo, conducido ms en este caso por el alza a las exportaciones agrcolas. El impacto en el comercio de textiles sera una reduccin de la mitad de su crecimiento en textiles, lo que reducira el incremento del PIB regional solamente a $2,200 millones y a un incremento del 1.1% del PIB regional. La tasa de crecimiento de las exportaciones sera de alrededor del 20%. Sin embargo, como toda estimacin posee tres niveles de apreciacin (de baja elasticidad, de mediana elasticidad y de alta elasticidad) para cada una, la estimacin en el bienestar de Centro Amrica, varia de acuerdo con la elasticidades de importacin de los Estados Unidos de los productos importados del rea. La Tabla No.4 muestra dichos incrementos en el PIB regional desde $3,018 millones para el escenario bajo, $3,859 millones para el escenario medio y de $7,562 millones para el escenario alto.

4. Segn Lederman5, las reformas de comercio en la regin han golpeado los ingresos pblicos al reducir los impuestos sobre el comercio exterior. La negociacin de un nuevo acuerdo comercial con los Estados Unidos reducira an ms stos ingresos. Los clculos preliminares indican que, en el escenario ms extremo, las prdidas ascenderan de un 3% a un 8% de los ingresos corrientes (Tabla No.5). La dolarizacin total tambin implicara la prdida de los ingresos por seoreaje. Estos efectos hacen necesaria una sustancial consolidacin fiscal, antes de que los pases puedan llegar a usar la poltica fiscal como estabilizador del ciclo econmico.

Estos clculos suponen que en 2001 la recaudacin de ingresos por derechos sobre importaciones de los Estados Unidos es igual a la participacin de las importaciones de los Estados Unidos sobre el total de las importaciones, por los ingresos totales recaudados por impuestos al comercio. Adems, suponen que la reduccin en los precios de importacin disminuir los ingresos del impuesto al valor agregado (IVA) en cada pas. Si una parte de las importaciones de los Estados Unidos ya no paga derechos de importacin debido a la existencia de programas especiales, entonces estos clculos reflejan el escenario con la mxima prdida posible de ingresos, la cual no es lo que necesariamente ocurrira. Adems, estos clculos extremos de la prdida de ingresos reflejan el ingreso acumulado que se dejara de recibir si el comercio con los Estados Unidos fuese liberalizado completamente. Si los impuestos al comercio fuesen eliminados progresivamente en el transcurso del tiempo, la prdida de ingresos no se manifestara inmediatamente despus de la implementacin del TLC CA-Estados Unidos.

5. Segn Guillermo Perry las posibles prdidas fiscales netas del CAFTA son para El Salvador del orden del 0.8% del PIB, con un efecto positivo de 0.21% a 0.37% en el crecimiento econmico (como % del PIB) y un beneficio neto despus de la cada en la recaudacin, con un crecimiento acumulado para los primeros cinco aos de 0.43% a 0.59% del PIB, segn se muestra en la siguiente Tabla No.6.

En un estudio reciente de CEPAL7 determina que los futuros impactos sobre las economas de la implementacin del Tratado de Libre Comercio sobre la recaudacin fiscal depende de dos factores fundamentales: las tasas de crecimiento de las economas y de las elasticidades de importacin de los pases. Se elaboran seis escenarios posibles de acuerdo con el crecimiento potencial de las economas, del crecimiento histrico y otro debido al crecimiento demogrfico, a la vez que se presentan tres escenarios adicionales: uno pesimista, uno moderado y otro optimista, usando un Modelo CGE para CAFTA se obtienen los resultados de la Tabla No.7.

El crecimiento econmico del pas bajo estos escenarios va desde el 2.6% histrico hasta el 6.94% del escenario optimista. Con estos valores se estima las tasas de crecimiento de las importaciones debido a las elasticidades de importacin y a las tasas de crecimiento estimadas por CEPAL y otros autores. Paunovic (2004) encontr que las tasas de crecimiento de las importaciones salvadoreas desde Estados Unidos son para el escenario optimista del 16.74% (del ao base 2002), 10.10% para el escenario moderado y 7.41% para el escenario pesimista. Con dicho calculo se estimaron las perdidas fiscales en concepto de Derechos Arancelarios DAI- comnmente llamados aranceles y los Impuestos Internos (13% de IVA en el caso de El Salvador) durante todo el perodo de transicin del CAFTA, tal y como se muestra en la Tabla No.8.

El efecto neto del CAFTA en la parte fiscal depende, por una parte de la reduccin de la recaudacin debido a la eliminacin de aranceles y por otra parte, dicha reduccin de aranceles motiva a un aumento en las importaciones que se traduce en mayor consumo interno, obtenindose mayor recaudacin de IVA por dicha actividad. El efecto neto depende a su vez de los escenarios de crecimiento econmico que CEPAL ha planteado como optimista, moderado y pesimista sobre el comportamiento de la economa salvadorea durante dichos aos. Dichos resultados se muestran en la Tabla No.9.

Los resultados de Paunovic demuestran que Costa Rica y El Salvador sern los menos afectados en la recaudacin tributaria y que Honduras enfrentar graves problemas mientras que Nicaragua y Guatemala tendrn un costo mayor que el de El Salvador y Costa Rica. Esto se debe en parte a la dependencia de los tributos sobre el comercio exterior que poseen dichas economas mientras que economas ms abiertas unilateralmente como El Salvador y Costa Rica no tendrn consecuencias graves.

Factores Potenciales CAFTA


Banco Mundial8:
1. Un estudio del Banco9 encontr recientemente que hay unas 200 partidas a 8 dgitos de productos agrcolas y bienes agro industriales en los que El Salvador muestra una amplia ventaja comparativa con Estados Unidos. Durante 1998-2000, las exportaciones a los Estados Unidos de estas 84 fracciones arancelarias ascendieron a 165.6 millones mientras que las exportaciones al resto del mundo eran 499.3 millones, sealando un fuerte potencial para el aumento de las exportaciones a Estados Unidos. En trminos relativos, este monto representa el 96% del total exportado de productos primarios por El Salvador al mercado americano durante este perodo.

2. El Salvador posee 116 fracciones arancelarias en las que es competitivo con el Mundo pero no as con los Estados Unidos, representando $43 millones, es decir exportaciones que han ganado presencia en el Mundo pero enfrentan problemas de acceso al mercado americano. Adems, hay tambin potencial significativo para las exportaciones de alimentos agrcolas y procesados a los mercados que abastecen al gusto de la poblacin inmigrante de salvadoreos en los Estados Unidos estimada en 2 millones de personas. stos incluyen frijoles rojos, las frutas tropicales (maraon, mamey y jocote) y los alimentos procesados hechos con la harina del trigo y del maz (panes, galletas, tamales). 3. Revisando las Lecciones del NAFTA para Amrica Latina segn Lederman10 la evidencia muestra que Mxico se ha convertido en un exportador neto de confecciones a Estados Unidos, pero no al resto del mundo, a la vez que es un gran importador de textiles estadounidenses. Pero gran parte de las exportaciones mexicanas de confecciones no entran a Estados Unidos aprovechando las preferencias del NAFTA. De hecho, el uso de esas preferencias por parte

de exportadores mexicanos es similar al uso de las preferencias de la Iniciativa de la Cuenca del Caribe ICC- por parte de exportadores en Centroamrica y el Caribe, a pesar de que estas ltimas imponen reglas de origen ms estrictas que exigen que los textiles empleados en al manufactura de confecciones provengan totalmente de Estados Unidos, como se muestra en la Tabla No.11

As, para otros pases de Amrica Latina que esperan que sus industrias de confecciones y textiles se beneficien de un trato similar al NAFTA, es importante tener en mente que las reglas de origen pertinentes podran limitar la magnitud del efecto deseable del acceso al mercado. Para pases con una industria textil competitiva, el pasar de reglas de origen ICC a reglas de origen NAFTA podra representar una gran diferencia. Utilizando estimaciones de exportaciones netas de textiles y confecciones, se encuentra que tal sera el caso para pases como El Salvador o Colombia. Pero para otros pases que no son fuente de insumos textiles o de hilos utilizados en confecciones, el cambio no puede ser tan grande. 4. En cuanto al impacto del NAFTA en el sector de las confecciones en pases vecinos, en contra de lo sugerido por algunos estudios no se encuentra evidencia slida de que stos perdieran participacin en el mercado de las confecciones debido a las preferencias del NAFTA. Aunque todos los pases de Centroamrica y el Caribe enfrentaron el mismo cambio en las preferencias estadounidenses respecto a las disfrutadas por Mxico, su desempeo posterior al NAFTA muestra una considerable mejora. La mayora de los pases centroamericanos lograron aumentar la participacin de sus exportaciones en los mercados del NAFTA, mientras que las economas caribeas no lograron repuntar dichos resultados. Esto sugiere que existen otros factores distintos al NAFTA que son responsables de este desempeo menor, como se muestra en la Tabla No.12.

5. En cuanto a la coordinacin de polticas con Estados Unidos el estudio de Lederman11 (Ver Tabla No.13) revela un contraste entre los pases de Centro Amrica y los de Sur Amrica. En general, los pases centroamericanos son mucho ms abiertos que los suramericanos, y la intensidad del comercio con los Estados Unidos es tambin considerablemente ms alta. En Centroamrica el grado de integracin comercial del grupo en su totalidad con los Estados Unidos es tambin absolutamente alto: entre Honduras, Nicaragua y Costa Rica la suma del comercio con Estados Unidos como % del PIB excede el porcentaje de comercio intraregional de sus economas y es igual o superior a los resultados de Mxico. Esto resultado hace a la regin un candidato potencial para la unificacin monetaria con los Estados Unidos. Dos economas de la regin, Panam y El Salvador ya han adoptado el dlar de Estados Unidos como moneda legal.

6. Otros dos ingredientes merecen la atencin con respecto a la aplicacin de una unificacin monetaria con los Estados Unidos. En primer lugar, es el flujo de las remesas de los trabajadores. La Tabla No.14 demuestra que muchas de estas economas (especialmente para El Salvador, Nicaragua y Jamaica), el monto de las remesas que se origina en los Estados Unidos, es absolutamente importante. En El Salvador las remesas como % del PIB excede a la magnitud del comercio con NAFTA. En contraste, los resultados son mucho ms pequeos para Mxico y Amrica del sur, con Ecuador como la nica excepcin. El segundo factor, es la dolarizacin de facto, la Tabla No.14 demuestra que la dolarizacin de facto es generalmente alto en las economas de Centroamrica, as como en pases andinos y de Mercosur -- pero no en Mxico o Chile. En resumen, cuando todos los factores (comercio y financieros) Centro Amrica aparece como buen candidato, incluso mejor que Mxico, para la unificacin monetaria con los Estados Unidos en el largo plazo. Esta conclusin es reforzada por el alto grado de dolarizacin de facto que muestran dichas economas. De hecho, Panam y recientemente El Salvador siguen esta medida.

7. Segn los resultados obtenidos por Fiess12 existe una relacin importante entre el ciclo econmico de Estados Unidos y el comportamiento de las economas de la regin. Este resultado es especialmente importante para Costa Rica, El Salvador y Honduras ya que la sincronizacin con el ciclo econmico con Estados Unidos aparece ms alto que para el resto de los socios regionales, indicando que la relacin comercial bilateral y las remesas de los trabajadores son un factor importante para una integracin monetaria con Estados Unidos. Con una integracin comercial ms profunda entre Centro Amrica y los Estados Unidos, se espera que haya acoplamientos ms cercanos en ciclos econmicos entre ellos. Desde un punto de vista terico, el impacto de la integracin comercial en el sincronizacin del ciclo econmico no est claro, pues un incremento en el comercio puede conducir a los ciclos econmicos a la convergencia o a la divergencia: si la integracin comercial conduce al incremento del comercio inter-industria como parte de un proceso de la especializacin en la produccin, los ciclos econmicos podran llegar a ser menos similares debido a los

schocks especficos de una industria en particular, que son responsables de formar el ciclo econmico en cada pas. Por otra parte, si la integracin comercial conduce a una participacin ms alta del comercio intra-industria, los ciclos econmicos pueden llegarn a ser ms similares, como los shocks para una industria especfica, afectan a los socios comerciales de una manera similar. La determinacin de la sincronizacin del ciclo econmico entre Centro Amrica y los Estados Unidos no solamente es importante porque mejora el entendimiento de la influencia de los socios comerciales sobre las fluctuaciones del ciclo econmico en las economas domsticas. La informacin sobre el grado de sincronizacin del ciclo econmico es importante pues proporciona la informacin sobre la necesidad de una poltica fiscal y monetaria independiente. Si los ciclos de negocio son similares y los shocks son comunes, una coordinacin de polticas macro puede llegar a ser deseable, con una moneda comn como la ltima forma de coordinacin de la poltica. Por otra parte, si los shocks son predominantemente especficos para un pas, -resultando en un bajo grado sincronizacin del ciclo econmico-, la capacidad de conducir una poltica fiscal y monetaria independiente se considera generalmente como una importante ayuda para que la economa se ajuste a un nuevo equilibrio.

La Tabla No.15 muestra la sincronizacin del ciclo econmico de Estados Unidos con los pases del rea en el perodo 1995-2003. El alto grado de sincronizacin encontrado en Costa Rica, El Salvador y Honduras corrobora los resultados anuales obtenidos durante el perodo 1965-2002 y en los datos mensuales del perodo 1995-2001. Para todos los pases del rea su principal socio comercial no es la regin sino Estados Unidos, con la excepcin de El Salvador con su comercio con Guatemala y Nicaragua con su comercio con El Salvador. Por otra parte a excepcin de Costa Rica no se evidencia un alto grado de comercio intra-industrial entre Centroamrica y Estados Unidos. El nivel de comercio intraindustria de Centroamrica es comparable con MERCOSUR, pero muy por debajo de los niveles de NAFTA y UE.

Hechos Relevantes CAFTA


Banco Mundial:
1. En un estudio reciente de Lederman13, se sealan cuales podran ser el efecto del Farm Bill para Centro Amrica? En principio, los pases en desarrollo podran ser afectados. Los agricultores locales de pases menos desarrollados seran desplazados, incapaces de competir con productos importados a bajo costo dado que son subsidiados por los Estados Unidos, volviendo a una estructura de produccin ms dependiente de las importaciones y acrecentando el dficit comercial. Al mismo tiempo, los largos perodos de bajos precios agrcolas podran prolongarse, disminuyendo an ms los ya menguados ingresos por exportacin y debilitando la rentabilidad del sector exportador de estas naciones. Sin embargo, pruebas empricas recientes no apoyan estos argumentos. Hoekman14 halla que los programas nacionales de apoyo tienen en general un impacto pequeo sobre los precios mundiales y el bienestar en los pases en desarrollo. Por contraste, las restricciones a la importacin, como aranceles onerosos a las importaciones agrcolas, son mucho ms perjudiciales para los pases en desarrollo que los muy temidos subsidios, porque tienden a tener repercusiones ms grandes sobre los precios mundiales de los productos agrcolas. Para ilustrar este punto, la Tabla No.16 muestra las estimaciones de Hoekman de los efectos de un recorte del 50% en los aranceles de importacin y los subsidios directos por todos los pases del mundo, no slo los Estados Unidos. Claramente, los pases centroamericanos se benefician ms de la reduccin en las barreras a las importaciones que de la reduccin en los subsidios, incluso si se tiene en cuenta que en stas estimaciones los autores incluyen subsidios dados por la Unin Europea, el Japn y otros pases de ingresos altos cuyos programas de apoyo estn directamente vinculados a las decisiones contemporneas de produccin y por lo tanto tienen mayores efectos negativos que los subsidios dados por los Estados Unidos. No obstante, la poltica agrcola de los Estados Unidos podra tener repercusiones polticas importantes.

los precios de los productos agrcolas generadores de ingresos utilizando diversas tecnologas (intensivas en mano de obra e intensivas en maquinarias), los efectos de las polticas gubernamentales (aumento de transferencias en los programas de apoyo y posibles devaluaciones), los resultados no fueron concluyentes en cuanto al impacto de la apertura comercial. Sin embargo, la produccin agrcola generadora de ingresos (aquellos productos no aptos para el consumo inmediato) es crtica para la integracin del mercado de economas rurales en Mxico y El Salvador, porque aqu es donde estn la mayora de las oportunidades comerciales agrcolas, en contraste con la produccin agrcola para autoconsumo, dada la eficacia relativa de la produccin de estos por Estados Unidos y Canad que tienen la ventaja comparativa de dicha produccin.

La Tabla No.17 muestra el volumen y el crecimiento de las exportaciones agrcolas de Centro Amrica hacia los Estados Unidos entre 2000 y 2001. Ilustra la importancia de aumento de las exportaciones hortcolas que aumentaron 13 por ciento entre 2000 y 2001 y constituyeron con el 30 por ciento de todas las exportaciones agrcolas de Centro Amrica a los Estados Unidos. Solamente los productos forestales y las exportaciones del ganado crecieron ms rpidamente durante este perodo (16 por ciento por cada uno). La produccin ganadera, sin embargo, emplea relativamente poco de trabajo y ha limitado el potencial de estimular el empleo y de beneficiar a las familias sin tierras en las reas rurales. La capacidad de las economas rurales de responder a las oportunidades del nuevo mercado depende crticamente de su acceso a los mercados, no solamente para las cosechas generadoras de ingresos, sino tambin para otras mercancas e insumos. La carencia del acceso a los mercados exteriores para la produccin de autoconsumo y otras mercancas limita la respuesta de las economas rurales a las nuevas oportunidades de cosechas para obtener ingresos. Debido a esto, bajar costes de la transaccin o aumentar la productividad en otras actividades de la produccin puede ser crtico facilitar el ajuste al comercio y las reformas del mercado que asegure aumentos del comercio para estas familias. 3. Revisando las Lecciones del NAFTA para Amrica Latina segn Lederman16 la conclusin principal del informe sobre el TLC es que el tratado ha acercado a Mxico a los niveles de desarrollo de sus socios comerciales. La investigacin sugiere, por ejemplo, que las exportaciones globales de Mxico hubiesen sido alrededor de 25% menores y la inversin

extranjera directa (IED) 40% menor sin el TLC. As mismo, la transferencia tecnolgica desde los Estados Unidos a Mxico se aceler a tal punto que el tiempo requerido para la adopcin de nueva tecnologa se redujo a la mitad del que tomaba antes del TLC. Probablemente tambin contribuy a la moderada reduccin de la pobreza y a la generacin de empleos y mejora de su calidad. En conjunto, el estudio sugiere que el ingreso por habitante en Mxico hubiese sido entre 4 y 5% menor a fines del 2002 si no se hubiera implementado el acuerdo (Ver Tabla No.18). No obstante, el TLC por si solo no basta para asegurar la convergencia econmica entre los pases y regiones de Amrica del Norte.

El comercio exterior y la inversin extranjera directa en Mxico creci en el perodo post NAFTA como resultado del Tratado y de las reformas comerciales unilaterales a finales de la dcada de los ochenta. Durante ese mismo perodo el Mundo experimentaba una expansin tanto en comercio como en inversiones en mercados emergentes. Sin embargo, debido al surgimiento del Frente Zapatista de Liberacin Nacional en Chiapas, la fuerte devaluacin del peso como consecuencia del cambio de gobierno y la crisis financiera que ocasiono estos dos fenmenos y sumergi a Mxico en la insolvencia, los resultados positivos del NAFTA fueron opacados. No obstante, es difcil cuantificar los resultados del NAFTA en Mxico ante la variedad de otros factores que incidieron en el comportamiento econmico y social en dichos aos.

Evaluacin del Potencial Econmico del CAFTA por USA


United States International Trade Commission17: Esta Comisin proporciona una evaluacin cuantitativa de los impactos probables del CAFTA por el aumento al acceso bilateral del mercado (es decir, eliminacin o reduccin de la tarifa) para los Estados Unidos y los pases socios considerados como una sola regin. Los anlisis hechos en el resto del documento son diferentes al mostrado ms adelante debido principalmente a que los primeros fueron hechos en base a mediciones parciales, con diferentes niveles de agregacin y marcos analticos, nota aclaratoria de la misma Comisin que dice que el siguiente anlisis es ms completo. La Tabla No.19 demuestra la relacin entre los sectores analizados en detalle por la Comisin como los granos bsicos, azcar y derivados, textiles y otros en los que Centro Amrica posee una ventaja comparativa con el resto de socios comerciales de Estados Unidos. La fuente de datos es el Departamento de Comercio de los Estados Unidos que demuestra que en los tres sectores seleccionados existe una importacin de productos de Centro Amrica del orden de 9,633 millones de dlares.

Los resultados de la simulacin del Modelo GTAP prevn un incremento del 25% en las importaciones de Estados Unidos por CAFTA, donde granos bsicos crecen en 122%, azcar y productos que contienen azcar en 134% y de 24% para Textiles, maquila y calzado para todos los pases del CAFTA. Revisando las cifras del mismo Departamento de Comercio de los Estados Unidos, se observ que desde 1997 al 2003, el nico pas en exportar bajo la categora de granos fue El Salvador (bsicamente cebada y alpiste). Del resto de rubros El Salvador es el responsable del 24.85% en exportacin de azcar y derivados y del 18.53% en Textiles, maquila y calzado. Esto representa para el pas una exportacin de $1,799.5 millones para el ao 2003, el cual se espera se incremente al 2005 (ao base del tratado) en alrededor del 26% con una ganancia de exportaciones del orden de $462.2 millones. Este resultado ser tomado de base para los siguientes clculos de la simulacin del aumento del comercio bilateral una vez que el tratado este totalmente implementado.

En Tabla No.20 se presentan los resultados de las simulaciones en el comercio bilateral de Estados Unidos y los pases miembros del CAFTA debido a la implementacin completa del acceso a los mercados descritos en los diferentes captulos del tratado. Dichos resultados incluyen una desagregacin sectorial del comercio bilateral de equilibrio. Por el lado de Estados Unidos, las exportaciones hacia los pases del CAFTA se incrementar en $2,665.6 millones de dlares del valor base ($17,314.0 millones), principalmente en el rea de textiles, maquila y calzado con un incremento de $802.8 millones, que a su vez sern insumos para la produccin de productos finales para el mismo mercado americano, por lo que, la reduccin de aranceles en ambas vas tendr como efecto la expansin de la produccin y su consecuente aumento en la demanda de insumos por parte de los pases CAFTA. Por el lado de los pases CAFTA, las importaciones americanas crecern en 2,776.2 millones de dlares del escenario base de $22,308.6 millones. Principalmente en el rea de textiles, maquila y calzado por 3,067.5 millones de dlares creciendo ms del 26.08%, $113.2 millones en azcar y derivados con un crecimiento del 34.38%, productos crnicos con $13.2 millones y productos de granjas con $2.9 millones.

Para El Salvador, que participa con el 18.53% en el comercio de textiles, maquila y calzado de la regin y con el 24.85% en la exportacin de azcar y productos que contienen azcar, este impacto representa 596.5 millones de dlares adicionales al escenario base con un incremento del 26.38%. Este resultado esta compuesto principalmente por un mayor acceso al mercado de textiles, confeccin y productos de cuero por $568.4 millones ms los $28.1 millones provenientes de una mayor cuota azucarera. Sumando los dos resultados, primero el del escenario base y luego la simulacin del impacto de la implementacin completa del tratado se obtienen los siguientes resultados en la Tabla No.21.

Sobre el primer ao de implementacin se prev un crecimiento del 26% en las exportaciones hacia Estados Unidos provenientes de El Salvador, especialmente en granos, azcar y derivados, as como en textiles, maquila y calzado. Con la implementacin completa del tratado el pas observar tasas de crecimiento del orden del 26.4%, lideradas por azcar y productos que contienen azcar con 34.4% y la industria textil, maquila y calzado con 26.1%.
